Abstract:ABSTRACT The Russian war on Ukraine presents a multifaceted landscape for the analysis of the cyber dimensions of contemporary war and their strategic, operational, and tactical impacts. While the long-anticipated disabling and devastating cyber blitzkrieg did not happen at the beginning of the full-scale Russian invasion of Ukraine in February 2022, the persistent utilization of a variety of cyber tools by both sides in this war points to the hybrid warfare strategy taking place not only on the ground but also in cyberspace. Cyberattacks on Ukrainian critical infrastructure, governmental entities and different parts of the economy have been a constant feature in Ukraine’s struggle to maintain its national security. These cyberattacks had a varying level of success. Yet, their role in the Russia–Ukraine war is still not fully understood or extensively studied. This work analyses cyber incidents from the first period of conflict, starting in November 2013 until 23 February 2022, and examines their objective and subjective impacts at the domestic and the international levels. This work also reviews the post-escalation period starting from 24 February 2022, using the data collected directly from the publicly available Ukrainian governmental sources and international cyber firms. This work aims to address the role and impact of cyber operations in an ongoing Russia–Ukraine war on both the people, networked systems, and other physical contests of warfare and the soldiers in the trenches is the principal subject of this article.

Abstract:The article explores Russian engagement in cyberspace during the conflict with Ukraine. Many experts have been surprised not only by the lack of coordination between offensive military operations in cyberspace and other domains, but also by the absence of significant cyberattacks. The central argument revolves around the perceived inadequacy of Russian capabilities. However, the authors contend that such an assessment is flawed and stems from the imposition of Western expectations onto a non-Western actor. They argue that the Russians’ employment of cyberspace not only aligns with their strategic culture but also represents a continuation of their utilisation of cyber as a tool for disinformation, which was previously observed during the war with Georgia in 2008 and the initial phase of the conflict with Ukraine in 2014. The aim of the article is threefold. Firstly, it discusses the Western strategic discourse regarding the potential use of cyberspace in warfare. In contrast to the position of Western experts, the second part of the article presents the Russian approach. The third section describes how the application of Russian cyber warfare concepts has played out in practice during the conflict in Ukraine.

Abstract:The cyber dimension to the Russia–Ukraine war has been extensive. It reveals the characteristics of modern cyber conflict between well-matched states. While its predominant component has been a massive online 'information' battle for hearts and minds, comprehensibly amplified by private cyber-vigilante individuals and groups, it has also involved a large and concerted Russian campaign to disrupt Ukrainian critical infrastructure. This has been largely blunted by the soundness of Ukrainian cyber security, bolstered by Western assistance. Nevertheless, the risk remains that the cyber conflict could escalate beyond cyberspace to a more widespread confrontation between Russia and NATO. The chances of this happening are increased by uncertainty over the true nature of cyber operations, their responsible use, and especially how international law applies to them, making the efforts of states to address these issues urgently needed.

Abstract:Purpose: The war in Ukraine brought attention to “new” tactics on the battlefield—namely cyber warfare. It is attracting increased attention from media and civilians, enabling civilians from countries outside of Ukraine to help fight for Ukraine. The impact of cyber warfare on kinetic war efforts is not well understood. Methodology: Secondary data were collected, which included verified reports of cyber interventions in support of either party to the Russian-Ukraine war. Various cyber interventions are discussed in terms of the type of intervention, modus operandi, and potential effect. All data have been published in English by credible sources. The effect of cyber interventions will be analysed to determine their potential impact on states that are party to an asymmetrical war. Findings: Cyber warfare can potentially act as a force multiplier in kinetic efforts through actionable intelligence collected. Currently, the effect of cyber warfare seems to be negligible, as neither party to the Russian-Ukraine war effort has achieved its political ideologies. In fact, the use of drones has brought about an escalation in violence. Implications: A better understanding of cyber interventions and more effective application of these in a kinetic war could potentially aid a nation-state in achieving its ideological objectives faster, thereby reducing the intensity of the negative socioeconomic impact on nation-states not party to the conflict. Current scholarly debates about cyber warfare view the impact of cyber interventions in a kinetic effort as negligible. This article will point to a linchpin that could change the current opinion of scholars.

Abstract:This article examines Russia’s cyber campaigns against Ukraine and shines some light into this corner of the ‘gray zone’ and into the ‘red zone’ warfare inflicted upon Ukraine. Hitherto, there has been a lack of in-depth, systematic studies in relation to state-on-state cyber attacks. This article means to begin to bridge this gap in knowledge with its focus on Ukraine while arguing that Russia’s cyber campaigns are components of a wider suite of active measures/hybrid warfare engagements from its state and substate entities. For the Kremlin, hybrid warfare (gibridnaya voina) is fought with all the tools at their disposal on a ‘battlefield’ that stretches beyond the four modern domains of land, sea, air, and space. The fifth domain of cyberspace is increasingly important for espionage, cyberwar, and influence operations.

Abstract:NATO is more dependent than ever on electronic systems which are being targeted by increasingly sophisticated electronic warfare (EW), cyber and information operations. Russia has demonstrated considerable proficiency across these domains, in particular during the crisis in Ukraine. Russia is now reported to be mounting a sustained information operations campaign in the Baltic states and there is concern regarding the potential impact of its EW and cyber capabilities on the operational effectiveness and survivability of NATO forces, should there ever be a confrontation. Abstract:Recent years have seen growing concern over the use of cyber attacks in wartime, but little evidence that these new tools of coercion can change battlefield events. We present the first quantitative analysis of the relationship between cyber activities and physical violence during war. Using new event data from the armed conflict in Ukraine—and additional data from Syria’s civil war—we analyze the dynamics of cyber attacks and find that such activities have had little or no impact on fighting. In Ukraine—one of the first armed conflicts where both sides deployed such tools extensively—cyber activities failed to compel discernible changes in battlefield behavior. Indeed, hackers on both sides have had difficulty responding to battlefield events, much less shaping them. An analysis of conflict dynamics in Syria produces similar results: the timing of cyber actions is independent of fighting on the ground. Our finding—that cyber attacks are not (yet) effective as tools of coercion in war—has potentially significant implications for other armed conflicts with a digital front.

Abstract:The article reveals modern trends and dual impact of economic digitalization on the economic security of the state. It was established that, in addition to economic and scientific development, financial operations acceleration and stimulation of human potential development, digitalization is a catalyst for real threats to the state economic security in the digital sphere. The advantages and disadvantages of the development, exploitation and existence of digital infrastructure in wartime are summarized. The peculiarities of the use of strikes on digital infrastructure and the use of digital technologies in the course of modern conventional wars were analyzed. It was determined that risks and threats to the state economic security in the digital sphere are an effective modern tool for waging wars and defending geopolitical interests. It was assessed the preconditions and historical course of the main digital threats to the Ukrainian economy caused by the aggressor state actions. It was proved that digital transformation, firstly, contributes to increasing the state economic security level and the resilience of the national economy to external and internal challenges and threats, and secondly, acts as a source of additional risks and dangers in the digital sphere. The dynamics of Russian cyberattacks against Ukraine as key threats to the state economic security in the digital sphere was analyzed. It was proved the effectiveness of counteracting risks and threats to Ukraine’s economic security in the digital sphere in times of war due to the rapid digital transformation of the national economy and the digitalization reserves implementation. The main directions of minimizing risks and threats to the economic security of Ukraine in the digital sphere in the war conditions are determined. The priority of proactive ensuring of Ukraine’s economic security with the advantage of a qualitative approach over a quantitative one in the development of both digital damage and protection systems was substantiated. The need to increase the financial support of the state economic security in order to improve the systems and mechanisms of digital confrontation in the conditions of a conventional war was proven.

Abstract:Abstract:Cyber weapons have the potential to achieve strategic military aims in a manner that reduces physical harm, but they can also be used to enhance and expand the lethality of conventional weapons and tactics. When designed to collect private data, cyber weapons can facilitate assassination, kidnapping, torture, and other severe violations of human rights and international law. Russia's invasion of Ukraine is not the first time that cyber weapons have been deployed for military purposes; however, it is likely the first example of cyber warfare tactics being deployed in a sustained and strategically significant manner in the context of conventional war. To assess the ethical character of Russia's offensive cyber operations against Ukraine, it is helpful to leverage the principle of double effect, which enables a more precise evaluation of the relationship between the intentions that motivate an act and the effects of the act once it has been taken. Drawing on this principle, this article argues that Russia's offensive cyber operations in Ukraine represent an unjust use of force and proposes ways of enhancing the ethical character of cyber warfare in future conflicts.

Abstract:Cybersecurity in the face of information warfare and cyberattacks in the modern world is one of the most critical issues of our time. Driven by the rapid development of technologies and digital transformation, threats to information security are becoming even more severe. Nowadays, almost every aspect of our lives, from personal data to critical infrastructure systems, is affected by cyberattacks. Information warfare has become a complex struggle where digital battles are integral to modern conflict. Countries, corporations, and even criminals fight for control over data and influence over critical systems. All this creates a situation where a defense against cyber threats is a top priority. The article aims to provide a detailed analysis and understanding of cyber threats' dynamics in the context of information warfare. It also highlights effective strategies and measures to ensure cybersecurity in such a challenging environment. The research methodology is based on comparing and analyzing information on real cyberattacks, studying the vulnerabilities of information systems, and developing strategies and technologies to counter cyber threats. The study employs both quantitative and qualitative methods, including statistical analysis and case studies. The results of the study revealed the main features of information warfare and their impact on cybersecurity globally and within specific organizations and states. Conflicting parties can use digital means to attack opponents, destroy their critical infrastructure, obtain secret information, or disrupt their operations. Information operations may use phishing and social engineering tactics to access essential resources or information. The organizations and states that find themselves at the epicenter of information warfare must carefully ensure the cybersecurity of their information resources.

Abstract:Topicality. In the last decade, cyberspace has become the fifth separate, specific and important area of armed struggle, along with four traditional ones - "Earth", "Sea", "Air" and "Space". The use of cyber troops and cyber weapons, cyber defense, cyber operations and cyber-attacks is now considered commonplace. Since 2014, Ukraine has been forced to repel hybrid Russian armed aggression, including in cyberspace. But the recognition of cyber defense as a new important component of its defense took place only in March 2016 in the Cyber Security Strategy of Ukraine [1] (hereinafter - the Strategy). At the same time, it states, in particular, that "The basis of the national cybersecurity system will be the Ministry of Defense of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the Security Service of Ukraine, the National Police of Ukraine, the National Bank of Ukraine." The Strategy also for the first time for the Ministry of Defense of Ukraine (Ministry of Defense) and the General Staff of the Armed Forces of Ukraine (General Staff of the Armed Forces) identified additional new main tasks, namely: measures to prepare the state to repel military aggression in cyberspace; military cooperation with NATO related to cyber security and joint protection against cyber threats; Ensuring in cooperation with the State Service for Special Communications and Information Protection of Ukraine and the Security Service of Ukraine cyber protection of its own information infrastructure. Cyber defense - a set of political, economic, social, military, scientific, scientific and technical, informational, legal, organizational and other measures carried out in cyberspace and aimed at protecting the sovereignty and defense capabilities of the state, preventing armed conflict and repelling armed aggression. Aim and tasks. The purpose of the article is to determine the scientific basis for strengthening the state's cyber defense and creating cyber troops. The organization of effective cyber defense of the state requires the solution of a number of important tasks and, first of all, the elimination of gaps in the regulatory framework. It is unfortunate to recognize that so far, the legislation of Ukraine does not define the basics of cyber defense, especially the purpose, goals, principles and objectives of cyber defense, its subjects and objects, construction, preparation and conduct of such defense, as well as the relevant powers of public authorities. functions and tasks of military administration bodies, other state bodies, responsibilities of officials, rights and responsibilities of citizens of Ukraine, etc. And this, in our opinion, makes it impossible to adequately define the tasks of cyber troops, which should play a leading role in the implementation of cyber defense tasks and should be created to implement the aforementioned decision of the President of Ukraine. Research results. Modern challenges and integrated threats to peace and stability have given rise to new approaches to practice cooperation in the field of cyber defense. The community has arrived agreement that only by joint efforts and on the basis of international law can security be resolved problems of the global information environment in the context of countering the latest information threats. Therefore, the need for policy research is obvious cyber defense of organizations introduced recently, practical consideration of new documents and decisions on their institutional support and implementation in the activities of member states. Conclusion. The transformation of the information paradigm of global development, which is a reflection of new patterns of formation of the modern system of international relations, testifies to the innovations of international cooperation in the field of information and communication and accordingly needs to improve policies for international peace and stability. Modernization of international information security policies is determined by their ability to ensure a multilateral dialogue of international actors, take into account the different positions of global actors in combating the latest information threats and act in accordance with their statutory powers as universal international platforms for consensus on current security issues.

Abstract:This paper validates the relevance of contemporary electronic communication systems, networks, and hardware and software suites and tools being particularly susceptible to cyber influences. The goal of the article is to concisely summarize international experience in modern human resource competencies within the cybersecurity domain and to identify their components according to specific directions. The paper examines current international trends regarding the formation of a minimal necessary package for creating, implementing, technical support, and enhancing an information security and cyber defense management system. This necessitates the development of a digitally aware society by the state, a crucial area of its internal policy. It emphasizes the undeniable fact that the demand for cybersecurity professionals will continually grow as high-technology society advances. In the context of the state’s total defense, the role of unified training for defense force personnel and the civilian sector in cybersecurity is beyond doubt. It is concluded that the main focus in forming Cybercom of partner countries is adequate funding, careful selection of personnel, quality professional training, and ensuring full interoperability of diverse structural units of subjects ensuring information protection and cybersecurity at the state level. The share of cyber threats is increasing, and this trend will intensify over the next decade as the internet technology sphere is developing rapidly, and digital solutions are being used in combination (e.g., artificial intelligence and blockchain). For instance, current Russia is one of the main threats to national and international cybersecurity, actively implementing the concept of information confrontation based on a combination of destructive actions in cyberspace. An increase in conflicts between states and the intensity of intelligence and subversive activities in cyberspace is expected. The number of states seeking to form their own cyber-intelligence, master the latest methods of destructive influence in cyberspace, and strengthen state control over the state segment of the Internet is growing. The Adaptive Strategies of Anti-Kremlin Digital Dissent in Telegram during the Russian Invasion of Ukraine

Abstract:During Russia's invasion of Ukraine in February 2022, Telegram became an essential social media platform for Kremlin-sponsored propaganda dissemination. Over time, Anti-Kremlin Russian opposition channels have also emerged as a prominent voice of dissent against the state-sponsored propaganda. This study examines the dynamics of Anti-Kremlin content on Telegram over seven phases of the invasion, inspired by the concept of breach in narrative theory. A data-driven, computational analysis of emerging topics revealed the Russian economy, combat updates, international politics, and Russian domestic affairs, among others. Using a common set of statistical contrasts by phases of the invasion, a longitudinal analysis of topic prevalence allowed us to examine associations with documented offline events and viewer reactions, suggesting an adaptive breach-oriented communications strategy that maintained viewer interest. Viewer approval of those events that threaten Kremlin control suggests that Telegram levels the online playing field for the opposition, surprising given the Kremlin's suppression of free speech offline.

Abstract:The study examined the resilience and coping of samples from Ukraine and five nearby countries during the war in Ukraine. The research focused on (1) the levels of community and societal resilience of the Ukrainian respondents compared with the populations of five nearby European countries and (2) commonalities and diversities concerning coping indicators (hope, well-being, perceived threats, distress symptoms, and sense of danger) across the examined countries. A cross-sectional study was conducted, based on data collection through Internet panel samples, representing the six countries' adult populations. Ukrainian respondents reported the highest levels of community and societal resilience, hope, and distress symptoms and the lowest level of well-being, compared to the population of the five nearby European countries. Hope was the best predictor of community and societal resilience in all countries. Positive coping variables, most notably hope, but also perceived well-being are instrumental in building resilience. While building resilience on a societal level is a complex, multifaceted task, various dimensions must be considered when planning actions to support these states. It is essential to monitor the levels of resilience, during and following the resolution of the crisis, both in Ukraine and in the neighboring countries.

Abstract:Russian armed forces' lacklustre performance in Ukraine has surprised military analysts. Shortcomings have included breakdowns in logistics, poor equipment and morale, abysmal communications, and muddled command and control, as well as a weak showing by the Russian Aerospace Forces, air defence, and cruise and ballistic missiles. Chief among the contributing factors are wishful political thinking, overreliance on esoteric doctrine and endemic corruption. War, however, brutally exposes peacetime cheating. Consequently, estimates of Russian military capabilities – in particular, for large-formation combined-arms operations, logistics, air defence and intangibles such as morale – need to be carefully reassessed. Earlier analyses of a Russia–NATO conflict appear to have overstated the challenge of defending Europe. Looking ahead, the conventional threat from Russia seems less daunting than previously thought, and the country faces a formidable task in repairing depleted capabilities. That said, President Vladimir Putin's appetite for risk is greater than anticipated.

Abstract:The problems of cybercrime were explored in the article. The analysis of the works of Ukrainian scientists on this problem is carried out. Cybersecurity is revealed as an innovative system of virtuality of the modern information space. Cybercrime is shown as a social and legal phenomenon of a qualitatively new type, attention is focused on the fact that cybersecurity under martial law in Ukraine is becoming particularly relevant, since it is an investment risk with high - quality support for the anti-corruption component in the military sphere. It is proved that the problem of cybercrime has become relevant with the development of information technologies and a prerequisite for the rapid, large-scale and dynamic development of the digital society. Today these things require from us a system of knowledge and abilities for logical thinking, the ability for analyzing and investigating the received information, the implementation of which will allow the country to be financially and technically able to compete with other countries. Therefore, it is not surprising that with the dynamic development of society, the emergence of new systemic forms of organizing public relations (social networks, virtual reality, blockchain, etc.), a new type of high – tech crime appears-cybercrime, which is a complex and relatively new field of law enforcement activities. Thus, cybercrime is a problem that faced planets in the Twenty-First Century and promises to grow and absorb more and more funds. Despite measures taken by individuals, firms, and the state, cybercrime continues to operate, increasing the profits of violators and reducing the contents of the pockets of ordinary citizens. All these factors create certain obstacles for law enforcement agencies to identify, record and seize criminally significant information when performing investigative actions for use as material evidence. And the most important thing is that cybercriminals also know about this, so their behavior is brazen and illegal. It is concluded that cybercrime in Ukraine is primarily the creation of personal protection by entering your password into the computer and changing it periodically; secondly, timely updating of antivirus programs; thirdly, work with the computer should be carried out only in user mode. Unfortunately, this position, according to criminologists' research, is most often neglected, thereby creating additional risks of infecting your computer with viruses.

In the vast majority of countries, there is a constant trend towards a significant increase in the number and expansion of the spectrum of cyber-attacks with the aim of violating the confidentiality, integrity and availability of state information resources, in particular those distributed on the Internet and objects of critical information infrastructure. Summary of main results. The large-scale deployment of a hybrid war against our state seriously affects all aspects of social life. To a large extent, the strategic success of countering the challenges of hybrid warfare depends on the effective and quality of the legal response. Ensuring an adequate level of cyber security is difficult to imagine without clearly planned joint actions and measures developed by responsible entities, which must be synchronized and implemented according to a single strategic plan and development vector of the national cyber security system of a declarative nature. That is why cyber security in most countries of the world is recognized as an important component of national security, the provision of which is impossible without the formation and functioning of a national system in the field of cyber security, which is based on such principles as respect for the principles and norms of international law, protection of fundamental values defined by current legislation, protection national interests in cyberspace. It is emphasized that the state's national security largely depends on the state of cyber security. It has been proven that hybrid war significantly increases the impact of cyber threats on Ukrainian society and actualizes the danger of targeted cyber attacks as a tool of aggression against our state in the context of global trends regarding threats in cyberspace. Conclusions. In the process of conducting the research, we formulated conclusions in which special attention was paid to the peculiarities of the current state of functioning of the legislation on cyber security and considered promising directions for its improvement in the future, which, in turn, will become the basis for improving the administrative and legal regulation of cyber security in Ukraine.

Abstract:In the modern world, the development of information technologies opens up new opportunities for communication, business and science. The use and improvement of information technology has led to the emergence of cybercrime. The use and improvement of the field of information technology has led to the emergence of cybercrime. Cybercrime covers a wide range of criminal offenses from identity theft and financial fraud to attacks on critical infrastructure. Cybercrime has become a threat not only to individuals, but also to the state, which involves the destruction of the economic and information spheres, endangering the entire sphere of public life. The problem of countering cybercrime at both the national and international levels is an important issue. Despite the efforts of governments and international organizations to create effective countermeasures against cybercrime, the number and complexity of such criminal offenses continues to grow. This requires constant improvement of legal, technological and organizational protection mechanisms. Unfortunately, the fight against cybercrime in Ukraine is at an initial stage and is not as developed as in other countries of the world. The topic of combating cybercrime is very relevant in the conditions of martial law. Nowadays, a war in the information space can cause no less damage than a war on the battlefield, so cybercrime actors must take all necessary measures to reduce the number of cybercrimes committed by the enemy. One of the priority directions for improving the domestic legal system is the introduction of international concepts, principles and ideas, the use of positive experience of foreign countries in the issue of countering cybercrime.This article examines the main challenges faced by modern cyber security systems, analyzes existing methods of countermeasures in Ukraine and foreign countries, and suggests ways to improve them.

Abstract:In military organizations, Cyber Threat Intelligence (CTI) supports cyberspace operations by providing the commander with essential information about the adversary, their capabilities and objectives as they operate through cyberspace. This paper, combines CTI with the MITRE ATT&CK framework in order to establish an adversary profile. In addition, it identifies the characteristics of the attack phase by analyzing the WhisperGate operation that occurred in Ukraine in January 2022, and suggests the minimum essential measures for defense.
