Abstract:Determining the carrying capacity of urban tourism destinations and public spaces is essential for sustainable management. This paper presents an online tool that calculates pedestrian carrying capacities for user-defined areas based on OpenStreetMap (OSM) data. The tool considers physical, real, and effective carrying capacities by incorporating parameters such as area per pedestrian, rotation factor, corrective factors, and management capacity. The carrying capacity calculator aids in balancing environmental, economic, social, and experiential factors to prevent overcrowding and preserve the quality of life for residents and visitors. This tool is particularly useful for tourism destination management, urban planning, and event management, ensuring positive visitor experiences and sustainable infrastructure development. We detail the implementation of the calculator, its underlying algorithm, and its application to the Santa Maria Maior parish in Lisbon, highlighting its effectiveness in managing urban tourism and public spaces.

This tool takes into account the Physical Carrying Capacity (PCC), the Real Carrying Capacity (RCC) and the Effective Carrying Capacity (ECC), and calculates them through the following formulas: - **Physical Carrying Capacity (PCC)**: \[ \text{PCC}=\frac{A}{A_p}\times R_f \] where \(A\) is the available area, \(A_p\) is the required area per pedestrian, and \(R_f\) is the rotation factor (i.e., the maximum number of visits allowed per unit time). - **Actual Carrying Capacity (RCC)**: \[ \text{RCC}=\text{PCC}\times(cf_1\times cf_2\times\cdots\times cf_n) \] where \(cf_i\) are various correction factors used to adjust different types of constraints (such as physical, ecological, economic, etc.). - **Effective Carrying Capacity (ECC)**: \[ \text{ECC}=\text{RCC}\times M_c \] where \(M_c\) is the management capacity, reflecting the adequacy of infrastructure, equipment and staffing. ### Application scenarios: This tool is especially suitable for fields such as tourist destination management, urban planning and event management, ensuring a good tourist experience and sustainable development of infrastructure. In this way, managers can better deal with the over - crowding problem in urban tourism and public spaces and improve the overall management level. ### Conclusion: This research provides an important tool to help various professionals (such as event planners, emergency response coordinators, architects, safety inspectors, etc.) effectively manage and optimize space utilization in different scenarios, thereby improving safety, efficiency and event quality.
