Abstract:We present estimates for smooth Weyl sums of use on sets of major arcs in applications of the Hardy-Littlewood method. In particular, we derive mean value estimates on major arcs for smooth Weyl sums of degree $k$ delivering essentially optimal bounds for moments of order $u$ whenever $u>2\lfloor k/2\rfloor +4$.

Abstract:We provide new estimates for smooth Weyl sums on minor arcs and explore their consequences for the distribution of the fractional parts of $\alpha n^k$. In particular, when $k\ge 6$ and $\rho(k)$ is defined via the relation $\rho(k)^{-1}=k(\log k+8.02113)$, then for all large numbers $N$ there is an integer $n$ with $1\le n\le N$ for which $\| \alpha n^k\|\le N^{-\rho(k)}$.

Abstract:In this paper, we study the $L^p$ maximal estimates for the Weyl sums $\sum_{n=1}^{N}e^{2\pi i(nx + n^{k}t)}$ with higher-order $k\ge3$ on $\mathbb{T}$, and obtain the positive and negative results. Especially for the case $k=3$, our result is sharp up to the endpoint. The main idea is to investigate the structure of the set where large values of Weyl sums are achieved by making use of the rational approximation and the refined estimate for the exponential sums.

Abstract:We survey the potential for progress in additive number theory arising from recent advances concerning major arc bounds associated with mean value estimates for smooth Weyl sums. We focus attention on the problem of representing large positive integers as sums of a square and a number of $k$-th powers. We show that such representations exist when the number of $k$-th powers is at least $\lfloor c_0k\rfloor +2$, where $c_0=2.136294\ldots $. By developing an abstract framework capable of handling sequences with appropriate distribution properties, analogous conclusions are obtained, for example, when the square is restricted to have prime argument.

Abstract:This paper establishes power-saving bounds for Kloosterman sums associated with the long Weyl element for GL(n), as well as for another type of Weyl element of order 2. These bounds are obtained by establishing an explicit representation as exponential sums. As an application we go beyond Sarnak's density conjecture for the principal congruence subgroup of prime level. We also bound all Kloosterman sums for GL(4).

Abstract:We show that a certain two-dimensional family of Weyl sums of length $P$ takes values as large as $P^{3/4 + o(1)}$ on almost all linear slices of the unit torus, contradicting a widely held expectation that Weyl sums should exhibit square-root cancellation on generic subvarieties of the unit torus. This is an extension of a result of J. Brandes, S. T. Parsell, C. Poulias, G. Shakan and R. C. Vaughan (2020) from quadratic and cubic monomials to general polynomials of arbitrary degree. The new ingredients of our approach are the classical results of E. Bombieri (1966) on exponential sums along a curve and R. J. Duffin and A. C. Schaeffer (1941) on Diophantine approximations by rational numbers with prime denominators.

Abstract:We consider Marcinkiewicz multipliers of any lacunary order defined by means of uniformly bounded variation on each lacunary Littlewood--Paley interval of some fixed order $\tau\geq 1$. We prove the optimal endpoint bounds for such multipliers as a corollary of a more general endpoint estimate for a class of multipliers introduced by Coifman, Rubio de Francia and Semmes and further studied by Tao and Wright. Our methods also yield the best possible endpoint mapping property for higher order Hörmander-Mihlin multipliers, namely multipliers which are singular on every point of a lacunary set of order $\tau$. These results can be considered as endpoint versions of corresponding results of Sjögren and Sjölin. Finally our methods generalize a weak square function characterization of the space $L\log^{1/2}L$ in terms of a square function introduced by Tao and Wright: we realize such a weak characterization as the dual of the Chang--Wilson--Wolff inequality, thus giving corresponding weak square function characterizations for the spaces $L\log^{\tau/2}L$ for general integer orders $\tau\geq 1$.

Abstract:We consider heat kernels on Weyl chambers corresponding to Laplacians subject to mixed Dirichlet-Neumann boundary conditions imposed on the boundary. Using purely analytic tools we prove genuinely sharp two-sided global estimates in the frameworks of orthogonal root systems and the dihedral root systems $I_2(3)$ and $I_2(4)$.

Abstract:We prove an upper bound for the twelfth moment of Hecke $L$-functions associated to holomorphic Hecke cusp forms of weight $k$ in a dyadic interval $T \leq k \leq 2T$ as $T$ tends to infinity. This bound recovers the Weyl-strength subconvex bound $L(1/2,f) \ll_{\varepsilon} k^{1/3 + \varepsilon}$ and shows that for any $\delta > 0$, the sub-Weyl subconvex bound $L(1/2,f) \ll k^{1/3 - \delta}$ holds for all but $O_{\varepsilon}(T^{12\delta + \varepsilon})$ Hecke cusp forms $f$ of weight at most $T$. Our result parallels a related result of Jutila for the twelfth moment of Hecke $L$-functions associated to Hecke-Maass cusp forms. The proof uses in a crucial way a spectral reciprocity formula of Kuznetsov that relates the fourth moment of $L(1/2,f)$ weighted by a test function to a dual fourth moment weighted by a different test function.

Abstract:We prove new bounds on bilinear forms with Kloosterman sums, complementing and improving a series of results by e. Fouvry, E. Kowalski and Ph. Michel (2014), V. Blomer, e. Fouvry, E. Kowalski, Ph. Michel and D. Milicevic (2017), E. Kowalski, Ph. Michel and W. Sawin (2019, 2020) and I. E. Shparlinski (2019). These improvements rely on new estimates for Type II bilinear forms with incomplete Kloosterman sums. We also establish new estimates for bilinear forms with one variable from an arbitrary set by introducing techniques from additive combinatorics over prime fields. Some of these bounds have found a crucial application in the recent work of Wu (2020) on asymptotic formulas for the fourth moments of Dirichlet L-functions. As new applications, an estimate for higher moments of averages of Kloosterman sums and the distribution of divisor function in a family of arithmetic progressions are also given.
Generalized square function estimates for curves and their conical extensions

Abstract:We show sharp square function estimates for curves in the plane whose curvature degenerates at a point and estimates sharp up to endpoints for cones over these curves. To this end, for curves of finite type we extend the classical Córdoba--Fefferman biorthogonality. For cones over degenerate curves, we analyze wave envelope estimates proved via High-Low-decomposition. The arguments are subsequently extended to the cone over the complex parabola.

A Note about Weyl Equidistribution Theorem

Abstract:H. Weyl proved in \cite{Weyl} that integer evaluations of polynomials are equidistributed mod 1 whenever at least one of the non-free coefficients is irrational. We use Weyl's result to prove a higher dimensional analogue of this fact. Namely, we prove that evaluations of polynomials on lattice points are equidistributed mod 1 whenever at least one of the non-free coefficients is irrational. This result strengths the main result of Arhipov-Karacuba-Čubarikov in \cite{PolWeyl}. We prove this analogue as a Corollary of a Theorem that guarantees equidistribution of lattice evaluations mod 1 for all functions which satisfy some restrains on their derivatives. Another Corollary we prove is that for $p\in(1,\infty)$ the $\ell^p$ norms of integer vectors are equidistributed mod 1.

Abstract:Let $L$ be an even lattice of odd rank with discriminant group $L'/L$, and let $\alpha,\beta \in L'/L$. We prove the Weil bound for the Kloosterman sums $S_{\alpha,\beta}(m,n,c)$ of half-integral weight for the Weil Representation attached to $L$. We obtain this bound by proving an identity that relates a divisor sum of Kloosterman sums to a sparse exponential sum. This identity generalizes Kohnen's identity for plus space Kloosterman sums with the theta multiplier system.

Abstract:We prove a general estimate for the Weyl remainder of an elliptic, semiclassical pseudodifferential operator in terms of volumes of recurrence sets for the Hamilton flow of its principal symbol. Abstract:Inspired by the work of Bourgain and Garaev (2013), we provide new bounds for certain weighted bilinear Kloosterman sums in polynomial rings over a finite field. As an application, we build upon and extend some results of Sawin and Shusterman (2022). These results include bounds for exponential sums weighted by the Möbius function and a level of distribution for irreducible polynomials beyond 1/2, with arbitrary composite modulus. Additionally, we can do better when averaging over the modulus, to give an analogue of the Bombieri-Vinogradov Theorem with a level of distribution even further beyond 1/2.
