Abstract:Mitigating the risks from frontier AI systems requires up-to-date and reliable information about those systems. Organizations that develop and deploy frontier systems have significant access to such information. By reporting safety-critical information to actors in government, industry, and civil society, these organizations could improve visibility into new and emerging risks posed by frontier systems. Equipped with this information, developers could make better informed decisions on risk management, while policymakers could design more targeted and robust regulatory infrastructure. We outline the key features of responsible reporting and propose mechanisms for implementing them in practice.

What problem does this paper attempt to address?
This paper discusses the issue of responsible information reporting in the development of cutting-edge Artificial Intelligence (AI) systems. Timely and reliable information is crucial for risk management with the emergence of high-risk AI systems. Organizations that develop and deploy these systems hold relevant information and can enhance visibility of new risks by reporting safety-critical information to governments, industries, and civil societies. In this way, developers can make wiser risk management decisions, and policy-makers can design more precise and robust regulatory frameworks. The paper presents key characteristics and implementation mechanisms for responsible reporting, including how to share information in practice. The objectives of reporting include raising stakeholders' awareness of the social impact and risks of AI technologies, incentivizing developers to adopt stronger risk management measures, and enhancing regulatory visibility to enable policy-makers to effectively address new risks. The information content includes detailed information about system development and deployment, risk and hazard assessments, and mitigation measures. The recipients of the reports include government agencies, other developers, and experts in independent fields who will develop appropriate response strategies and technologies, organizations, and policies based on this information. The paper also discusses the challenges that may arise in implementing these mechanisms, such as intellectual property protection, reputation risks, legal liabilities, coordination issues among developers, as well as the accuracy, security, and processing capabilities of the recipients. In summary, this paper aims to promote open and transparent reporting on safety issues of cutting-edge AI systems through the establishment of a framework, in order to support more effective risk management and policy-making.
