Abstract:Distribution system (DS) communication failures following extreme events often degrade monitoring and control functions, thus preventing the acquisition of complete global DS component state information, on which existing post-disaster DS restoration methods are based. This letter proposes methods of inferring the states of DS components in the case of incomplete component state information. By using the known DS information, the operating states of unobservable DS branches and buses can be inferred, providing complete information for DS performance restoration before full communication recovery

What problem does this paper attempt to address?
This paper proposes a solution for microgrid recovery in the event of communication interruption. After communication failure in the distribution system (DS) caused by extreme events, the monitoring and control functions are impaired, making it impossible to obtain complete global DS component status information, which existing post-disaster recovery methods rely on. This paper presents a new approach to infer the state of DS branches and buses with incomplete information, in order to achieve performance recovery before full communication restoration. The main focuses of the paper are as follows: 1. **Communication interruption handling**: How to infer the state of DS components in the absence of monitoring when there is a communication interruption between the feeder terminal unit (FTU) and the operation center. 2. **State inference**: Inferring the state of invisible DS branches and buses based on known DS information, providing complete information for DS performance recovery. 3. **Recovery strategy**: Developing control schemes for DS recovery that can be executed even before full communication restoration, minimizing the impact of power outages. The paper's approach includes: 1. **Power flow determination**: Inferring the branch state through data from both ends of the FTU. 2. **Power supply path determination**: Inferring the state of invisible branches based on the path from distributed generation (DG) to energized buses. 3. **Power perturbation determination**: Inferring the connection state by observing changes in DG output power through transient disconnection or restoration of controllable bus loads. 4. **Handling of remaining unknown component states**: Setting control functions for branches whose states cannot be inferred. The paper summarizes the methods for handling communication interruption through Algorithm 1 and validates the effectiveness of these methods on an IEEE 37-node test system. The recovery effects of different strategies are compared, demonstrating the ability of the proposed methods to effectively utilize available information to infer DS topology, rapidly construct recovery plans, and improve system recovery capabilities.
