Abstract:Smart tourism (ST) stems from the concepts of e-tourism - focused on the digitalization of processes within the tourism industry, and digital tourism - also considering the digitalization within the tourist experience. The earlier ST references found regard ST Destinations and emerge from the development of Smart Cities.

What problem does this paper attempt to address?

This paper mainly discusses the definition and evaluation criteria of Smart Tourism (ST) and Smart Tourism Tools (STT). The study found that the concepts of ST and STT are ambiguous, with inconsistent definitions, and often confused with the concept of Smart Cities. The paper points out that the evaluation of the "intelligence" of STT is difficult, often based solely on the technological level, and as technology advances, what was once considered "smart" may quickly become outdated.

Researchers are conducting an online project called the European STT Observatory, which aims to provide a comprehensive overview of STT in Europe. The project requires a set of methods and tools to evaluate "intelligence" based on clear definitions of ST and STT, while adapting to technological progress. They adopt a participatory approach and invite ST experts from around the world to assist in defining ST and STT to create a robust classification system.

The study poses four main questions:
1. How can the intelligence level of STT be evaluated for cross-domain and cross-region comparisons?
2. How can consensus definitions and a stable classification of ST be achieved through participatory methods?
3. How can the European STT Observatory provide a comprehensive and up-to-date overview of STT supply?
4. What are the benefits and challenges of STT for Small and Medium-sized Enterprises (SMEs) in the tourism industry, and how can the digital divide between SMEs and large enterprises be reduced?

The literature review traces the development from e-tourism to digital tourism and then to smart tourism, emphasizing the important role of technology in the tourism industry. However, despite consensus on ST's contribution to enhancing tourist experience and achieving sustainability, there is a lack of consensus on its definition, resulting in research uncertainty.

The research methodology describes the process of establishing an operational classification system for STT and inviting experts to participate in defining ST and STT, including an intuitive and user-friendly web application that collects expert opinions through questionnaires to form consensus definitions and classification systems.

In summary, the paper attempts to address the problem of how to clarify the definitions of ST and STT, establish effective evaluation criteria, and promote the development and application of smart tourism through international cooperation.
