Emergency Computing: An Adaptive Collaborative Inference Method Based on Hierarchical Reinforcement Learning

Abstract:In achieving effective emergency response, the timely acquisition of environmental information, seamless command data transmission, and prompt decision-making are crucial. This necessitates the establishment of a resilient emergency communication dedicated network, capable of providing communication and sensing services even in the absence of basic infrastructure. In this paper, we propose an Emergency Network with Sensing, Communication, Computation, Caching, and Intelligence (E-SC3I). The framework incorporates mechanisms for emergency computing, caching, integrated communication and sensing, and intelligence empowerment. E-SC3I ensures rapid access to a large user base, reliable data transmission over unstable links, and dynamic network deployment in a changing environment. However, these advantages come at the cost of significant computation overhead. Therefore, we specifically concentrate on emergency computing and propose an adaptive collaborative inference method (ACIM) based on hierarchical reinforcement learning. Experimental results demonstrate our method's ability to achieve rapid inference of AI models with constrained computational and communication resources.

What problem does this paper attempt to address?
This paper proposes a solution to effectively respond to emergencies, especially in scenarios such as earthquakes, fires, and floods. Existing emergency communication networks are unable to provide services when infrastructure is damaged, while temporary dedicated networks established by portable mobile devices face complex and changing environments, limited spectrum resources, unstable data transmission, and inflexible network deployment. The paper presents a framework called E-SC3I (Emergency network with Sensing, Communication, Computation, Caching, and Intelligence), aiming to provide rapid user access, reliable data transmission, and dynamic network deployment. The E-SC3I framework includes emergency computation, emergency caching, integrated communication and sensing, and intelligent enhancement mechanisms. Among them, emergency computation proposes an adaptive collaborative inference method (ACIM) through layered reinforcement learning to address rapid inference of artificial intelligence models under limited computation and communication resources. Experiments show that the ACIM method can reduce inference latency by up to 32% while maintaining accuracy. In addition, the paper discusses how emergency caching utilizes encoding caching techniques to improve the reliability of large file transmission and achieves dynamic network deployment by integrating communication and sensing. Finally, through artificial intelligence technologies, E-SC3I can optimize network deployment decisions, adapt to constantly changing emergency environments, and provide intelligent communication and sensing services. In conclusion, the paper primarily addresses how to build a fast, reliable, and sustainable dedicated emergency communication and sensing network in resource-constrained and unstable emergency situations.
