Narrating Genocide: Time, Memory, and Blame

Abstract:More than 20 years have passed since the Rwandan genocide, yet we know little about how Rwandans remember the violence. This article draws upon more than 100 interviews with genocide survivors to assess collective memories of the atrocity. We find that survivors organize their narratives by conceptualizing the genocide as a watershed event that divides time into two distinct eras. When discussing the pregenocide period, survivors focus on macrolevel events and structures, locating blame for the genocide in institutions rather than on Rwandan citizens. By contrast, narratives of life after the genocide focus on perceived progress since 1994. We interpret these findings in light of the state's memory projects, the potential functionality of the memories, and the time needed for collective memories to resonate.

Abstract:Drawing on a corpus of ten oral interviews with survivors and perpetrators of the 1994 Genocide against the Tutsi in Rwanda, we examine how the government’s policy of unity and reconciliation has shaped post-genocide identities and intergroup relations in local Rwandan communities. By focusing on the relationships between individuals and the national post-genocide narrative, we show how the socio-political context in Rwanda influences how people locate themselves and how they ascribe rights and duties to and in relation to others. Specifically, we use positioning theory as an interpretive lens to argue that individuals view adherence to the government’s post-genocide narrative of unity and reconciliation as a moral duty, which is vital to continued political stability and economic development in Rwanda. Our discussion focuses on explaining how the social positioning of the national post-genocide narrative may function to reinforce the ethnic tensions the government has pledged to eradicate.

Abstract:The tragedy which befell Rwanda in 1994 deserves a special place in the bloodstained pages of history. The Rwandan genocide merits distinction primarily because of its shocking ef ficiency, its scale and its proportional dimensions among the victim population. The Security Council's resolution establishing the ICTR articulates a set of decisions, assumptions, wishes, and objectives. Primarily, the States that voted in favour of the creation of the ICTR indicated that the root of the problem was individual violations of international criminal law. Only one State that voted for the resolution did not equate ipso facto ICTR actions with justice. That State considered the ICTR only one of the many tasks at hand for the international community. The ICTR was merely a vehicle of justice, 'but it is hardly designed as a vehicle for reconciliation . . . Reconciliation is a much more complicated process' (Czech Republic). Interestingly, Rwanda, which voted against the resolution, spoke of the problem in terms of a culture of impunity . The UN paid little to no heed to the subtle, but extremely different way in which the problem was characterized and the implications this would have on the type of tool needed to deal with that problem.
Genocide Rape Trauma Management: An Integrated Framework for Supporting Survivors

Abstract:During the 1994 Rwandan genocide, rape was widely used as a strategic weapon against Tutsi women. More than 20 years later, many of these women are still suffering devastating psychological, social, and physical effects of these experiences and remain in need of effective interventions that address their complex trauma. This article develops the theory of genocide rape trauma management as a conceptual framework for promoting the holistic health and recovery of female genocide rape survivors. A qualitative study using grounded theory explored the lived experiences of genocide rape survivors and led to the development of this model. The need for a contextually appropriate model is highlighted, with historical and current data regarding the Rwandan context and the experiences of genocide rape survivors. The research details the complex dynamics of emotional, physical, existential, and psychosocial sequelae related to genocide rape trauma, and how these interact with both local community and broader political attitudes toward survivors, as well as the serious interrelated economic challenges and limitations in current public health and welfare services. The research demonstrates the necessary elements of a holistic approach encompassing a synergistic combination of skilled psychological care, self-help strategies, collaborative support groups, community education, social reintegration, advocacy, accessible medical care, and economic empowerment. These interacting elements form the basis of the theory of genocide rape trauma management, offering an encompassing integrated framework that can be adapted to, and evaluated in, other similar contexts.

Abstract:Background: More than one million Rwandans were killed over a span of one hundred days during the 1994 genocide against the Tutsis. Many adult survivors were severely traumatized by the events, and young people, including those who were born after the genocide, have experienced similar genocide-related trauma. Building on a growing body of research on the generational transmission of trauma, our study addressed the following questions: (1) what are the possible mechanisms of trauma transmission from older generation to post-genocide Rwandan youth, and (2) what are the effects of intergenerational trauma on reconciliation processes in Rwanda. Methods: A qualitative study was conducted in Rwanda among youth born after the genocide, with parents who survived the 1994 genocide against the Tutsis and among mental health and peace-building professionals. Individual interviews (IDIs) included 19 post-genocide descendants of survivors and six focus group discussions (FGDs) were conducted with 36 genocide survivor parents residing in Rwanda's Eastern Province. Ten IDIs were also conducted with mental health and peace-building professionals in the capital city of Kigali. Respondents were recruited through five local organisations that work closely with survivors and their descendants. An inductive thematic analysis approach was used to analyse the data. Results: Findings from this study suggest that the trauma experienced by genocide survivor parents is perceived by Rwandan youth, mental health and peace-building professionals, and survivor parents themselves to be transmitted from parent to child through human biology mechanisms, social patterns of silence and disclosure of genocide experiences, and children's and youth's everyday contact with a traumatized parent. Genocide-related trauma among survivor parents is seen as often being triggered by both life at home and the annual genocide commemoration events. Additionally, when transmitted to genocide survivor descendants, such trauma is understood to negatively affect their psychological and social well-being. Intergenerational trauma among youth with genocide survivor parents limits their involvement in post-genocide reconciliation processes. Findings specifically show that some youth avoid reconciliation with a perpetrator's family due to mistrust as well as fear of re-traumatizing their own parents.

Abstract:Journal of Health Psychology, Ahead of Print. This article explores the challenges, needs and capacities of girls born of conflict-related sexual violence during the 1994 Rwandan genocide against the Tutsi. Twenty-nine interviews and 11 focus groups were conducted with girls born of genocidal rape, alongside 44 interviews with mothers of children born of genocidal rape. In a society where Umwana w'umugore – being 'the child of a woman' – is considered an insult for children born of rape, gendered realities profoundly shape girls' experiences. Data reveal that girls born of genocidal rape face challenges related to identity and belonging, multiple forms of violence and economic challenges. Moreover, girls sustain the indirect consequences of gender-based injustices committed against their mothers, making stigma and social exclusion shared and intergenerational experiences, alongside mutual care and support. Policy development must take into account the unique needs of girls born of rape, the precarious situation of their mothers and broader gender inequalities.

Abstract:Thirty years after the 1994 genocide against the Tutsi in Rwanda, children of survivors are being increasingly documented to be at higher risk compared to their peers for adverse mental health outcomes. However, no studies in Rwanda have empirically explored family psychosocial factors underlying this intergenerational transmission of trauma. We investigated family psychosocial factors that could underlie this transmission in 251 adult Rwandan children of survivors (mean age = 23.31, SD = 2.40; 50.2% female) who completed a cross-sectional online survey. For participants with survivor mothers ( n = 187), we found that both offspring-reported maternal trauma exposure and maternal PTSD were indirectly associated with children's PTSD via maternal trauma communication (specifically, nonverbal and guilt-inducing communication), and that maternal PTSD was indirectly associated with children's PTSD, anxiety, and depression symptoms through family communication styles. For participants with survivor fathers ( n = 170), we found that paternal PTSD symptoms were indirectly associated with children's anxiety and depression symptoms via paternal parenting styles (specifically, abusive and indifferent parenting). Although replication is needed in longitudinal research with parent-child dyads, the results reaffirm the importance of looking at mass trauma in a family context and suggest that intergenerational trauma interventions should focus on addressing family communication, trauma communication, and parenting.

Abstract:The ethics of musical repatriation become especially murky when representative members of the originating culture disagree over whether certain musical artifacts should be repatriated at all. This may be due to linkages between the artifacts and violent histories, such that the artifacts carry the risk of inducing traumatic memories and contributing to ongoing political conflict. Centering on postgenocide Rwanda, this chapter employs a series of ethnographic vignettes to illustrate these ethical tensions. In 2007, the author came into possession of songs by Simon Bikindi, which were used by government-affiliated propagandists to incite the 1994 genocide. The songs are presently de facto censored by the current regime. In carefully reintroducing the songs to genocide survivors and witnesses, the author found that many did indeed support measures to suppress them, while others expressed an earnest desire to own and listen to them again, primarily as a facilitator for therapeutically remembering and narrativizing their own experiences of terror, loss, and recovery. In conclusion, this chapter does not aim to resolve this conflict, but to present it for the purposes of reflection and dialogue.

Abstract:Background: Individuals living with albinism face unique challenges, including living situation, socioeconomic status, and the effectiveness of the health education on their mental well-being. Creating focused interventions and support networks for this susceptible group requires an understanding of how these variables interact and how depression is affected by them. The goal of this research is to better understand the intricate interaction between these factors and how it affects the mental health of albinos in Rwanda. Three main goals served as the foundation for this investigation: finding out how common depression is among Rwandans who have albinism. to identify risk factors for depression in Rwandan individuals who are albinos. Also to look at how well health education programmes work in Rwanda to raise awareness of depression among those who are albinos. This research was guide by Disability Model, Eriksons Psychology Development Theories. Materials and Methods: Using a quantitative cross-sectional design and independent variables including gender, age, religion, place of residence, socioeconomic category, parental situation (living with parents or as orphans), and health risk factors like suicidal ideation, the mixed methods study evaluated the prevalence and factors linked to depression among individuals living with albinism in Rwanda starting in September 2023. Additionally, individual interviews were used to gather qualitative data in order to assess the efficacy of health education programmes aimed at reducing depression in the study population. In order to determine the components linked to depression, quantitative studies were conducted using logistic regression models. In the research with 75 participants, all individuals were considered as respondents using census sampling technique and these were the people living with albinism beneficiaries of the Health Alerts Organization, a Rwandan non-profit organization. Results: Most were young, female, and faced various life challenges. A significant majority experienced depression (69.33%), with occupation, literacy, socio-economic category, and facing challenges showing associations in bivariate analysis. Multivariate analysis revealed that being in socio-economic category III was protective against depression (OR 0.11) while facing challenges substantially increased the odds (OR 48.15). Our study reveals a high prevalence of depression among individuals, particularly those dealing with life challenges. Occupation, literacy, socio-economic status, and challenges were linked to depression in our analysis. Socio-economic category III seemed protective, while challenges significantly increased risk. These findings emphasize the necessity for tailored interventions and support for mental health disparities, especially among vulnerable populations facing adversity. This study holds a significant importance for associations supporting individuals with albinism, providing insights into their mental health issues and specific support needs. Counselors benefit from a clearer understanding of the psychological challenges faced by this group. Conclusion: The findings can aid the Ministry of Health in planning and potential legislation to address mental health concerns among individuals with albinism, while the Ministry of Local Government can use them to develop a national social protection policy and enhance public awareness about the challenges faced by individuals with albinism.The recommendations derived from the study findings and conclusions are directed towards various stakeholders, each aiming at improving the mental health and overall well-being of people with albinism in Rwanda.

Abstract:While post-genocide Rwanda’s decent technocratic governance has led to strong economic recovery and good public service provision, its political governance is deeply flawed and may destroy these achievements. The ruling RPF has solidly established hegemony by eliminating the political opposition and autonomous civil society, massively violating human rights, and killing well over hundred thousand of its own citizens, abusing the legal and justice systems, and deploying skillful information management. This article addresses the way in which this hegemonic project was conducted, how this relates to regime achievements in the economic sphere, and how tradeoffs between political and technocratic governance have kept the international community at bay.

Abstract:There have been divergent views by various human rights scholars and actors on how to address the question of vulnerability among indigenous and minority groups in Rwanda. Even though factors influencing vulnerability among these groups have received increasing scholarly attention, findings from these studies fall short of reflecting on the role of identity and discrimination. Whereas the government in Rwanda after the 1994 genocide sought to enhance unity and reconciliation by outlawing all ethnic identities, and instead conflating all vulnerable groups into a nomenclature namely, a Historically Marginalised People (HMP), a divergent group of scholars, human rights activists, the United Nations and African Union's instruments of human rights describe this approach as antithetical to the promotion and protection of the rights of indigenous and minority groups. Using the human rights-based approach, this paper critically interrogates the issue of identity and how it has affected the enjoyment of the rights among the minority and indigenous Batwa people in Rwanda. The study employed a qualitative research design with data collected through Focus Group Discussions (FGDs) as well as in-depth interviews (IDIs). Respondents included members of the Batwa community, officials of selected public institutions, leaders in Non-Governmental Organisations (NGOs), and cooperative societies working towards the promotion of rights of the HMP. Data analysis involved the process of transcription and coding of data and the eventual reflexive thematic analysis. The findings show that the rights of the Batwa community to recognition and self-identity have varied meanings and implications to different members of the community as well as officials from public institutions and other relevant actors. To the existing research, the study affirms that the inconsistencies surrounding the Batwa's identity have accentuated their vulnerability. In terms of policy, the study suggests that in the short run, the Batwa community may require enhanced special temporary social protection measures in order to ameliorate their conundrum arising from identity ambiguity without compromising Rwanda's national unity. Further studies, should consider the role of land, forest and culture in further marginalising the Batwa, as well as quantitative methodology for inferential analysis.
The Moral Career of the Genocide Perpetrator: Cognition, Emotions, and Dehumanization as a Consequence, Not a Cause, of Violence

Abstract:Scholars have long argued that dehumanization causes violence. However, others have recently argued that those who harm do so because they feel pressured or view violence as justified. Examining the Rwandan genocide, this article contends that contradictory theories of dehumanization can be reconciled through consideration of cultural and moral sociology. Research on culture and action demonstrates that when people strive to implement new practices, they often explicitly work through them cognitively and emotionally. With time, however, these conscious processes diminish until actions that were once new proceed with ease. In another vein, morality research suggests our affective responses to actions indicate their moral significance; when we do not react emotionally to actions, they are morally irrelevant. Herein, I combine these ideas with a temporal analysis of Hutus’ recollections of killing Tutsi and find cognitive, emotional, and relational transformations rendered killing mundane over time. Dehumanization was a consequence of violence, not a cause.

The Advancement of Palliative Care in Rwanda: Transnational Partnerships and Educational Innovation

Abstract:At the heart of palliative care philosophy lies the requisite of expert collaboration across disciplines, specialties, and organizations to provide patient- and family-centered care. When working in a global health setting, myriad interpersonal and cross-cultural considerations must be acknowledged to promote effective communication and coordination between stakeholders. The purpose of this article is to share the experiences of those working to advance palliative care in Rwanda, East Africa, and examine their collective journeys in practice, education, and research. Through the exemplar of Rwanda's Human Resources for Health Program, this narrative provides contextual wisdom for nurses endeavoring to advance palliative care in resource-poor settings and offers lessons learned along the journey. When working internationally, understanding the identity of nursing against the backdrop of local-national-professional-political culture is crucial. Developing relationships with on-the-ground leaders to guide cultural adaptation is likely the most critical factor. This experience has sparked evolving palliative care research and the continued dissemination of palliative care knowledge. Mutually beneficial partnerships have been, and continue to be, the backbone of palliative care advancement in Rwanda. It is essential that nurses teaching palliative care continue to adapt education to support the ongoing development of culturally relevant palliative care literacy across nations.
Strengthening a culture of research dissemination: A narrative report of research day at King Faisal Hospital Rwanda, a tertiary-level teaching hospital in Rwanda

Abstract:Background: There are significant gaps in research output and authorship in low- and middle-income countries. Research dissemination events have the potential to help bridge this gap through knowledge transfer, institutional collaboration, and stakeholder engagement. These events may also have an impact on both clinical service delivery and policy development. King Faisal Hospital Rwanda (KFH) is a tertiary-level teaching hospital located in Kigali, Rwanda. To strengthen its research dissemination, KFH conducted an inaugural Research Day (RD) to disseminate its research activities, recognize staff and student researchers at KFH, define a research agenda for the hospital, and promote a culture of research both at KFH and in Rwanda. Methods: RD was coordinated by an interdisciplinary committee of clinical and non-clinical staff at KFH. Researchers were encouraged to disseminate their research across all disciplines. Abstracts were blind reviewed using a weighted rubric and ranked by overall score. Top researchers were also awarded and recognized for their work, and equity and inclusion was at the forefront of RD programming. Results: RD had over 100 attendees from KFH and other public, private, and academic institutions. Forty-seven abstracts were submitted from the call for abstracts, with the highest proportion studying cancer (17.02%) and sexual and reproductive health (10.64%). Thirty-seven researchers submitted abstracts, and most of the principal investigators were medical doctors (35.14%), allied health professionals (27.03%), and nurses and midwives (16.22%). Furthermore, 30% of principal investigators were female, with the highest proportion of them being nurses and midwives (36.36%). Conclusion: RD is an effective way to disseminate research in a hospital setting. RD has the potential to strengthen the institution's research agenda, engage the community in ongoing projects, and provide content-area support to researchers. Equity and inclusion should be at the forefront of research dissemination, including gender equity, authorship representation, and the inclusion of interdisciplinary health professionals. Stakeholder engagement can also be utilized to strengthen institutional research collaboration for greater impact.

Abstract:Why does the protagonist in the film ‘Hotel Rwanda’ (2004) shelter almost 1300 refugees and in the process risk his own life? Most critics say it is because Paul Rusesabagina is a hero. Yet heroism as an individual act of courage may not be the only answer. I argue that an inclusive enactment of interconnected, communal belonging opens up the possibility to understand facets of Rusesabagina’s bravery as a spiritual choice. To fail to consider clues from the Rwandese society and its heritage may, even with the best of intentions to do the opposite, result in projections of the self that compound the tragedy of othering in the Rwandan genocide of 1994 when the world turned a blind eye to the massacre.

Contribution of community-based sociotherapy interventions for the psychological well-being of Rwandan youths born to genocide perpetrators and survivors: analysis of the stories telling of a sociotherapy approach

Abstract:Background: Psychological well-being (PWB) refers to inter- and intra-individual levels of positive functioning that include one's relatedness with others and self-referent attitudes that include one's sense of mastery and personal growth. PWB consists of hedonism and eudaimonia building on thoughts, feelings, and behaviors. Sociotherapy is a community-based health intervention that contributes to the promotion of PWB worldwide. Starting from an analysis of trauma transmitted from the perpetrators and survivors of the Rwandan genocide to their descendants, this article is aimed at exploring the contribution of therapeutic sessions to PWB among youth. Method: A qualitative study design based on shared testimonies was carried out. Field reports from the sociotherapists, written texts, and testimonies of changes presented in the conviviality meetings were analyzed using transactional analysis. We included 24 reflexive texts upon completion of 8 months of the therapeutic program. Results: Results indicated that before sociotherapy sessions, youth born to genocide survivors and perpetrators had psychosocial distress, including low self-esteem, hopelessness, anxiety, stigma, thoughts of revenge, shame, depression, and antisocial behaviors. Sociotherapy significantly contributed to the reduction of these psychosocial problems. Participating youth reported feeling safe, trusted, respected, and healthier than before the sociotherapy. This intervention created inner healing, social cohesion, alleviated their sufferings of trauma, restored their families and contributed to community resilience. Results revealed that youth developed PWB, helping them to what appeared to be psychosocial problems as being potentially healthy, enhancing self-acceptance, and respecting humanity. Youth also became the vector for the reconciliation and reconstruction of their humanity. Conclusion: Sociotherapy is a community health intervention that has an effective outcome on the personal well-being of of youth. This therapy impacted the individual, social, and familial resilience of youth who developed their capacity to regain and maintain health. Abstract:This article discusses three books about the 1994 genocide against Rwandan Tutsis, all of which belong to the “Writing as a Duty to Memory” project: two novels by Boubacar Boris Diop and Abdourahman Waberi respectively, and a travel journal by Véronique Tadjo. It looks at the performance of a new sense of community after a traumatic event which invalidated traditional notions of ethnicity, national unity and historical continuity, contrasting the social and ethical function assigned to storytelling in the wake of genocide with the description of politically engaged, marginal literatures in the work of Pascale Casanova, as well as Franco Moretti’s distinction between premodern and modern literature. More precisely, the Rwandan case presents an alternative to the teleological patterns of literary evolution drawn by some World Literature scholars, as this moment in literary history was shaped by collective trauma and ethical imperatives rather than Rwanda’s peripheral status in the literary world-system or its so-called “delay” in terms of written culture.
