Abstract:Using the same heuristic argument leading to the Lang-Waldschmidt Conjecture in the theory of linear forms in logarithms, we formulate an effective version of the Linear Independence conjecture for the ordinates of the non-trivial zeros of the Riemann zeta function. Then assuming this conjecture, we obtain Omega results for the error term in the prime number theorem, which are conjectured to be best possible by Montgomery. This was claimed to appear in Monach's thesis by Montgomery and Vaughan in their classical book, but such a result or its proof is nowhere to be found in this thesis or in the litterature. Moreover, if in addition to this effective Linear Independence conjecture we assume a conjecture of Gonek and Hejhal on the negative moments of the derivative of the Riemann zeta function, we can show that the summatory function of the Möbius function $M(x)$ is $\Omega_{\pm}\left(\sqrt{x}(\log\log\log x)^{5/4}\right)$. This conditionally resolves a part of a conjecture of Gonek.

What problem does this paper attempt to address?
The problems that this paper attempts to solve mainly focus on the effective version of the linear independence conjecture of non - trivial zeros of the Riemann zeta function and its applications in number theory. Specifically, the main objectives of the paper include: 1. **Propose an effective version of the linear independence conjecture of non - trivial zeros of the Riemann zeta function**: - The paper proposes an effective linear independence conjecture (Effective Linear Independence Conjecture, ELI), which assumes that the imaginary parts of non - trivial zeros of the Riemann zeta function have a specific lower bound within a certain range. The specific form is: \[ \left| \sum_{0 < \gamma \leq T} \ell_\gamma \gamma \right| \geq C_\epsilon e^{-T^{1+\epsilon}} \] where \(\ell_\gamma\) are integers and \(|\ell_\gamma| \leq N(T)\), and \(N(T)\) represents the number of zeros whose imaginary parts are in the range \([0, T]\). 2. **Use the effective linear independence conjecture to study the error term in the prime number theorem**: - Assuming that the effective linear independence conjecture holds, the paper obtains Omega results for the error term of the prime number theorem, which are considered to be the best possible. The specific results are: \[ \limsup_{x \to \infty} \frac{\psi(x) - x}{\sqrt{x} (\log \log \log x)^2} \geq \frac{1}{2\pi} \] \[ \liminf_{x \to \infty} \frac{\psi(x) - x}{\sqrt{x} (\log \log \log x)^2} \leq -\frac{1}{2\pi} \] 3. **Study the summation function of the Möbius function**: - Assuming the effective linear independence conjecture and the conjecture of Gonek and Hejhal about the negative moments of the derivative of the Riemann zeta function, the paper proves the Omega results of the summation function \(M(x)\) of the Möbius function: \[ M(x) = \Omega_\pm \left( \sqrt{x} (\log \log \log x)^{5/4} \right) \] 4. **Research on the general zero - sum**: - The paper also studies the zero - sum in general form and gives estimates of the maximum and minimum values of these sums. The specific form is: \[ \Phi_X(x) = \text{Re} \left( \sum_{0 < \gamma \leq X} x^{i\gamma} r_\gamma \right) \] where \(\{r_\gamma\}\) is a sequence of complex numbers satisfying certain assumptions. Through these studies, the paper not only deepens the understanding of the properties of non - trivial zeros of the Riemann zeta function, but also provides new insights into the extreme values of the error term of the prime number theorem and the summation function of the Möbius function.
