Abstract:Every year, Mexican cartels lose many members due to conflict with other cartels and arrests. Yet, despite their losses, cartels have managed to increase violence for years. We address this puzzle by leveraging data on the number of homicides, missing persons and arrests in Mexico for the past ten years, along with information on the interactions among cartels aiming to estimate the size of cartels' population. We model recruitment, incapacitation by the state, conflict and saturation as the reasons why cartels vary in size. Results show that by 2022 cartels have between 160,000 and 185,000 units, becoming one of the top employers in the country. Recruiting at least 350 people per week is essential to avoid their collapse due to the aggregate effect of incapacitation, conflict and saturation. Furthermore, we test the effects of two policy scenarios aimed at decreasing cartel violence. We show that given the state of violence, increasing current levels of incapacitation leads to a rise in homicides and cartel members. Conversely, reducing recruitment provides substantial benefits in terms of violence reduction and decreasing cartel population, calling for structural investments in a proactive strategy that targets individuals at risk rather than a traditional reactive approach centred around incapacitation.

Abstract:This article explains why Mexican drug cartels went to war in the 1990s, when the federal government was not pursuing a major antidrug campaign. We argue that political alternation and the rotation of parties in state gubernatorial power undermined the informal networks of protection that had facilitated the cartels’ operations under one-party rule. Without protection, cartels created their own private militias to defend themselves from rival groups and from incoming opposition authorities. After securing their turf, they used these militias to conquer rival territory. Drawing on an original database of intercartel murders, 1995 to 2006, we show that the spread of opposition gubernatorial victories was strongly associated with intercartel violence. Based on in-depth interviews with opposition governors, we show that by simply removing top- and midlevel officials from the state attorney’s office and the judicial police—the institutions where protection was forged—incoming governors unwittingly triggered the outbreak of intercartel wars.

Abstract:Radicalization is the process by which people come to adopt increasingly extreme political, social or religious ideologies. When radicalization leads to violence, radical thinking becomes a threat to national security. De-radicalization programs are part of an effort to combat violent extremism and terrorism. This type of initiatives attempt to alter violent extremists radical beliefs and violent behavior with the aim to reintegrate them into society. In this paper we introduce a simple compartmental model suitable to describe de-radicalization programs. The population is divided into four compartments: $ (S) $ susceptible, $ (E) $ extremists, $ (R) $ recruiters, and $ (T) $ treatment. We calculate the basic reproduction number $ \mathcal{R}_0 $. For $ \mathcal{R}_0< 1 $ the system has one globally asymptotically stable equilibrium where no extremist or recruiters are present. For $ \mathcal{R}_0 >1 $ the system has an additional equilibrium where extremists and recruiters are endemic to the population. A Lyapunov function is used to show that, for $ \mathcal{R}_0 >1 $, the endemic equilibrium is globally asymptotically stable. We use numerical simulations to support our analytical results. Based on our model we asses strategies to counter violent extremism.

Abstract:This paper estimates the impact of violence on domestic and international migration in Mexico during 2005-2020. Unlike earlier studies, we use network analysis to quantify changes in the degree of interconnectedness among all municipalities in Mexico and with the US, breaking it down by origin-destination pairs. To identify the impact of violence on the changes of the migration network, we use instrumental variables. We exploit the exogenous variation in heroin street prices in the US, local prices of corn in Mexico, and differences in which regions received more Chinese immigrant communities during the 1930s, members of which introduced opium cultivation and drug smuggling networks in Mexico. These instruments help us identify the areas with a current presence of drug trafficking organizations and facing increases in violence. We show that municipalities that experience rises in homicide rates continue to attract immigrants within the country, but they face a larger rise in domestic emigration. The violence also discourages the return migration of Mexicans from the US and non-transit international emigration. Consistent with our findings, areas affected by violence also experience a long-term reduction in vehicle trips made in the highway network connecting them with the rest of the country.

La Vida de Juan: A Cost-Benefit Analysis of Crime and Violence in Mexico

Abstract:Abstract Background: Crime and violence have hindered the development of the people, economy, and health of Mexico. In this study, we conducted a cost-benefit analysis to illustrate the compounding costs associated with not addressing the risk factors that lead children and young persons to violence and crime in Mexico. Methods: We created a fictional account of a typical male criminal offender in Mexico based on quantitative and qualitative data. Using quantitative and qualitative data from public, private, and government sources, we calculated the cost of each stage of Juan’s life along with the total cost of all crimes, violence, and events until the age of 37. Results: Direct and indirect costs increased exponentially over time as violent actions and crimes became more severe. The stage where costs were lowest was infancy, totaling $6,216 USD, while the costliest stage was adulthood totaling $1,034,847 USD. The total cost associated with the offender’s life (up to age 37) was $1,752,501 USD, while the total estimated cost of implementing prevention programs in each stage of life was $144,254 USD. Conclusions: The Mexican government must prioritize implementing evidence-based policies and programs for mitigating the risk factors that lead young persons to a life of violence and crime. Specifically, investing in programs at the earliest stages of life has been shown to have the greatest benefit in offsetting the compounding associated costs later in life. Our study shows that, theoretically, for every dollar invested on interventions to support Juan’s life, $12 are saved. This study can be used as an example and recommendation for other countries in Latin America and the Caribbean, which suffer from similar levels of violence and crime, and from similar cultural and socioeconomic conditions.

Abstract:Following recent shootings in the USA, a debate has erupted, one side favoring stricter gun control, the other promoting protection through more weapons. We provide a scientific foundation to inform this debate, based on mathematical, epidemiological models that quantify the dependence of firearm-related death rates of people on gun policies. We assume a shooter attacking a single individual or a crowd. Two strategies can minimize deaths in the model, depending on parameters: either a ban of private firearms possession, or a policy allowing the general population to carry guns. In particular, the outcome depends on the fraction of offenders that illegally possess a gun, on the degree of protection provided by gun ownership, and on the fraction of the population who take up their right to own a gun and carry it with them when attacked, parameters that can be estimated from statistical data. With the measured parameters, the model suggests that if the gun law is enforced at a level similar to that in the United Kingdom, gun-related deaths are minimized if private possession of firearms is banned. If such a policy is not practical or possible due to constitutional or cultural constraints, the model and parameter estimation indicate that a partial reduction in firearm availability can lead to a reduction in gun-induced death rates, even if they are not minimized. Most importantly, our analysis identifies the crucial parameters that determine which policy reduces the death rates, providing guidance for future statistical studies that will be necessary for more refined quantitative predictions.

Abstract:Despite the common belief that police presence reduces crime, there is mixed evidence of such causal effects in major Latin America cities. In this work we identify the casual relationship between police presence and criminal events by using a large dataset of a randomized controlled police intervention in Bogotá D.C., Colombia. We use an Instrumental Variables approach to identify the causal effect of interest. Then we consistently estimate a Conditional Logit discrete choice model with aggregate data that allow us to identify agents’ utilities for crime location using Two Stage Least Squares. The estimated parameters allow us to compute the police own and cross-elasticities of crime for each of the spatial locations and to evaluate different police patrolling strategies. The elasticity of crime to police presence is, on average across spatial locations, −0.26 for violent crime, −0.38 for property crime and −0.38 for total crime, all statistically significant. Estimates of cross-elasticities are close to zero; however, spillover effects are non-negligible. Counterfactual analysis of different police deployment strategies show, for an optimal allocating algorithm, an average reduction in violent crime of 7.09%, a reduction in property crimes of 8.48% and a reduction in total crimes of 5.15% at no additional cost. These results show the potential efficiency gains of using the model to deploy police resources in the city without increasing the total police time required.

Abstract:The paper examines one of many actions that civilians employ to resists peacefully armed actors during civil wars: protests. I argue that the costs for mobilizing against armed actors depend on the level of control that armed actors exert in the territory. By examining the civil war in Colombia between 1990 and 2004, I find that civilians protest against the weaker actor to reveal their loyalty to the dominant actor and to prevent the strong side from conducting future violent actions against the population. Protesting works as a costly signal of loyalty. I reveal that non-combatants protest against the stronger actor when both civilians and combatants share the same political ideology. In that circumstance, punishment by the strong combatants is improbable as protesting against them is likely to be interpreted as a renegotiation of the contract or a reminder of its terms. Finally, I show that civilians in contested zones declare themselves neutral and protest against both sides. Non-combatants take advantage of the power contestation to improve their current situation. Any punishment by combatants in contested zones would lead to defection, and citizens protest against both actors knowing that armed actors cannot afford to punish non-combatants for their hostile attitude.

Too little, too late -- a dynamical systems model for gun-related violence and intervention

Abstract:In the United States the laws regulating the carrying of firearms in public vary state-to-state. In a highly publicized event, the Governor of New Mexico recently issued an emergency order temporarily banning the carrying of firearms in some areas -- and thus rescinding the right-to-carry law in New Mexico -- after a spate of gun violence, citing a statistical threshold of general societal violence under which right-to-carry laws should be superseded. In this paper we frame this policy intervention as a dynamical systems model that measures the incidence of gun violence as a function of gun prevalence. We show that the Governor's emergency order -- fittingly issued as an emergency health order -- is effectively like trying to stop an epidemic after it has become viral in that with this kind of instantaneous stopping condition, under simple assumptions, such a regulation is too little, too late. On the other hand, a graduated response that scales with increasing violence can drive equilibrium gun prevalence to zero. This is a new mathematical model relating gun violence with gun prevalence which we hope continues to spur attention from the modeling community to bring its tools and techniques to bear on this important and challenging social problem. More importantly, our model, despite its simplicity, exhibits complex dynamics and has substantial research and educational value in promoting the application of mathematics in the social sciences, extending beyond gun control issues.

Abstract:Protracted conflict is one of the largest human challenges that have persistently undermined economic and social progress. In recent years, there has been increased emphasis on using statistical and physical science models to better understand both the universal patterns and the underlying mechanics of conflict. Whilst macroscopic power-law fractal patterns have been shown for death-toll in wars and self-excitation models have been shown for roadside ambush attacks, very few works deal with the challenge of complex dynamics between gangs at the intra-city scale. Here, based on contributions to the historical memory of the conflict in Colombia, Medellin's gang-confrontation-network is presented. It is shown that socio-economic and violence indexes are moderate to highly correlated to the structure of the network. Specifically, the death-toll of conflict is strongly influenced by the leading eigenvalues of the gangs' conflict adjacency matrix, which serves a proxy for unstable self-excitation from revenge attacks. The distribution of links based on the geographic distance between gangs in confrontation leads to the confirmation that territorial control is a main catalyst of violence and retaliation among gangs. As a first attempt to explore the time evolution of the confrontation network, the Boltzmann-Lotka-Volterra (BLV) dynamic interaction network analysis is applied to quantify the spatial embeddedness of the dynamic relationship between conflicting gangs in Medellin. However, the non-stationary character of the violence in Medellin during the observation period restricts the application of the BLV model and results suggest that more involved and comprehensive models are needed to described the dynamics of Medellin's armed conflict.

Abstract:Since the mid-1990s, Latin American countries have witnessed an increase in crime and violence, making it one of the most dangerous regions in the world. While social scientists attribute this growth to several factors, only a few studies underscore how police and criminal relations impact levels of violence. Using Honduras as a case study, this article uses 26 in-depth interviews with former Honduran gang members to explore mechanisms of collusion between the police and gangs. Findings show that three mechanisms summarize police-gang collusion. First, in environments characterized by the presence and competition of several armed actors, police officials use their repressive legal capacities to subdue but also to extort gangs. Second, gangs collude with police officers to buy protection and resources from authorities. As these interactions evolve and expand, police and gangs increase their stakes in the success of the criminal enterprise. And third, gangs seek to corrupt the police to expand their territorial control and influence state authorities; much of that effort is renegotiated through violence.

Abstract:This study explores the dynamics of crime and substance abuse within a population by developing a novel mathematical model that integrates social interactions, rehabilitation efforts, and relapse probabilities. The model introduces a critical metric, the control reproduction number , to quantify the invasion threshold for these behaviors. The findings reveal that the crime/substance-free equilibrium is globally asymptotically stable when . At the same time, entrenched equilibria become stable where . Additionally, the model predicts the potential for a co-existent equilibrium where crime/substance abuse and a free state can coexist if all reproduction numbers exceed unity. Sensitivity analysis identifies key factors influencing , including behavioral transmission, internal progression rates, intervention efficacy, and recovery/relapse probabilities. Numerical simulations validate theoretical predictions regarding the stability of different equilibria, highlighting the critical importance of interventions targeting transmission reduction and rehabilitation efficiency. The research underscores the significance of understanding invasion dynamics for the coexistence of behaviors. It demonstrates the utility of mathematical modeling in elucidating the spread of social phenomena and informing effective control strategies.

The Impact of Violence Interruption on the Diffusion of Violence: A Mathematical Modeling Approach

Abstract:Public health approaches to interrupting infectious disease transmission have yet to be informed by traditional deterministic models of contagion. We investigate this gap in current violence prevention research by introducing a Susceptible–Transmitter–Victim Epidemic model, based on the classic Susceptible–Infectious–Recovered differential equation model, to explore the impact of violence interruption on the diffusion of violence. Uncertainty and sensitivity analysis are done using Latin hypercube sampling. Based on sensitivity analysis results, model predictions appear to be overestimating annual gun assault cases, where the mean estimate of the gun assault rate at equilibrium is double the average gun assault rate over the past decade. Several key parameters are identified as significant to gun assault predictions and may account for model imprecision. Scenario analysis is also done to determine the effectiveness of violence interruption programs. Results suggest that targeting all potential violence transmitters can reduce gun violence three times more than an intervention that only targets gun-owning individuals, indicating the importance of taking a holistic approach to violence interruption and prevention. Our results also suggest that having individuals in the population transmitting violence, whether or not they are participating in gun violence, is sufficient to sustain a gun violence epidemic.

Abstract:We study the relationship between collusion and corruption in a stylized model of repeated procurement where the cost of reporting corrupt bureaucrats gives rise to a free riding problem. Cooperation among long-run (honest) firms alleviates free-riding in reporting. However, it also facilitates collusion in bidding by increasing the value of the collusive rent. In turn, bidding collusion facilitates cooperation in reporting by increasing the value of having honest bureaucrats, generating a trade-off between collusion and corruption.

Abstract:The effect that different police protest management methods have on protesters' physical and mental trauma is still not well understood and is a matter of debate. In this paper, we take a two-pronged approach to gain insight into this issue. First, we perform statistical analysis on time series data of protests provided by ACLED and spanning the period of time from January 1, 2020, until March 13, 2021. We observe that the use of kinetic impact projectiles is associated with more protests in subsequent days and is also a better predictor of the number of deaths in subsequent deaths than the number of protests, concluding that the use of non-lethal weapons seems to have an inflammatory rather than suppressive effect on protests. Next, we provide a mathematical framework to model modern, but well-established psychological and sociological research on compliance theory and crowd dynamics. Our results show that understanding the heterogeneity of the crowd is key for protests that lead to a reduction of social tension and minimization of physical and mental trauma in protesters.

Abstract:Abstract Whereas attitudes toward risk play an important role in many decisions over the life course, factors that affect those attitudes are not fully understood. Using longitudinal survey data collected in Mexico before and during the Mexican war on drugs, we investigate how risk attitudes change with variation in insecurity and uncertainty brought on by unprecedented changes in local-area violent crime. Exploiting the fact that the timing, virulence, and spatial distribution of changes in violent crime were unanticipated, we establish there is a rise in risk aversion spread across the entire local population as local-area violent crime increases.

Abstract:Crime is pervasive into modern societies, although with different levels of diffusion across regions. Its dynamics are dependent on various socio-economic factors that make the overall picture particularly complex. While several theories have been proposed to account for the establishment of criminal behaviour, from a modelling perspective organised crime and terrorist networks received much less attention. In particular, the dynamics of recruitment into such organisations deserve specific considerations, as recruitment is the mechanism that makes crime and terror proliferate. We propose a framework able to model such processes in both organised crime and terrorist networks from an evolutionary game theoretical perspective. By means of a stylised model, we are able to study a variety of different circumstances and factors influencing the growth or decline of criminal organisations and terrorist networks, and observe the convoluted interplay between agents that decide to get associated to illicit groups, criminals that prefer to act on their own, and the rest of the civil society.

Abstract:International Journal of Modern Physics C, Ahead of Print. In this work we propose a simple model for the emergence of drug dealers. For this purpose, we built a compartmental model considering four subpopulations, namely susceptibles, passive supporters, drug dealers and arrested drug dealers. The target is to study the influence of the passive supporters on the long-time prevalence of drug dealers. Passive supporters are people who are passively consenting to the drug trafficking cause. First we consider the model on a fully connected network, in such a way that we can write a rate equation for each subpopulation. Our analytical and numerical results show that the emergence of drug dealers is a consequence of the rapid increase in the number of passive supporters. Such increase is associated with a nonequilibrium active-absorbing phase transition. After that, we consider the model on a two-dimensional square lattice, in order to compare the results in the presence of a simple social network with the previous results. The Monte Carlo simulation results suggest a similar behavior in comparison with the fully connected network case, but the location of the critical point of the transition is distinct, due to the neighbors' correlations introduced by the presence of the lattice.

Estimating the impact of non-pharmaceutical interventions and vaccination on the progress of the COVID-19 epidemic in Mexico: a mathematical approach

Abstract:Non-pharmaceutical interventions have been critical in the fight against the COVID-19 pandemic. However, these sanitary measures have been partially lifted due to socioeconomic factors causing a worrisome rebound of the epidemic in several countries. In this work, we assess the effectiveness of the mitigation implemented to constrain the spread of SARS-CoV-2 in the Mexican territory during 2020. We also investigate to what extent the initial deployment of the vaccine will help to mitigate the pandemic and reduce the need for social distancing and other mobility restrictions. Our modeling approach is based on a simple mechanistic Kermack-McKendrick-type model. To quantify the effect of NPIs, we perform a monthly Bayesian inference using officially published data. The results suggest that in the absence of the sanitary measures, the cumulative number of infections, hospitalizations, and deaths would have been at least twice the official number. Moreover, for low vaccine coverage levels, relaxing NPIs may dramatically increase the disease burden; therefore, safety measures are of critical importance at the early stages of vaccination. The simulations also suggest that it may be more desirable to employ a vaccine with low efficacy but reach a high coverage than a vaccine with high effectiveness but low coverage levels. This supports the hypothesis that single doses to more individuals will be more effective than two doses for every person.
