Abstract:A new measure of income inequality that captures the heavy tail behavior of the income distribution is proposed. We discuss two different approaches to find the estimators of the proposed measure. We show that these estimators are consistent and have an asymptotically normal distribution. We also obtain a jackknife empirical likelihood (JEL) confidence interval of the income inequality measure. A Monte Carlo simulation study is conducted to evaluate the finite sample properties of the estimators and JEL-based confidence inerval. Finally, we use our measure to study the income inequality of three states in India.

What problem does this paper attempt to address?
This paper aims to propose a new method for measuring income inequality to capture the heavy-tail behavior of income distribution. Specifically, the authors introduce a Generalized Inequality Measure (GIM) based on the Gini index, which adjusts the sensitivity to different parts of the income distribution through different parameters \(v\). When \(v=2\), the GIM degenerates to the traditional Gini index. Additionally, the paper discusses two methods for estimating the GIM: one based on U-statistics and the other based on the empirical distribution function, and examines the consistency and asymptotic properties of these estimators. The paper also develops a confidence interval based on Jackknife Empirical Likelihood (JEL) and validates the performance of the proposed method in finite samples through Monte Carlo simulations. Finally, the authors demonstrate the practical application of the new measure using household income data from 3 states in India.
