Abstract:Assessing the desirability of hypersonic glide vehicles (HGVs) requires understanding what capabilities they may provide compared to alternative systems that could carry out the same missions, particularly given the technical difficulties and additional costs of developing hypersonic gliders compared to more established technologies. Part 1 of this paper considers the primary motivations given for developing HGVs and summarizes the current development programs of the United States, Russia, and China. It then analyzes the vulnerability of hypersonic boost-glide vehicles (BGVs) to missile defenses and finds that evading the most capable current endo-atmospheric defenses requires that BGVs maintain speeds significantly higher than Mach 5 throughout their glide phase. Achieving these high speeds has important implications for the mass and range of these weapons, which in turn affect what delivery vehicles can carry them and how their performance compares to other means of delivery, as is discussed in Part 2.

What problem does this paper attempt to address?
The paper primarily explores issues related to Hypersonic Glide Vehicles (HGVs), including their development motivations, comparisons with Maneuverable Reentry Vehicles (MaRVs), and vulnerability analysis against existing missile defense systems. ### Problems Addressed 1. **Understanding the Development Motivations for HGVs**: The paper discusses the main motivations for developing HGVs and compares them with other technologies (such as MaRVs) to assess whether HGVs can provide unique or superior capabilities. 2. **Performance Comparison between HGVs and MaRVs**: It compares the capabilities of HGVs and MaRVs in performing the same tasks, particularly considering technical difficulty and development costs, to evaluate the advantages and limitations of these two technologies. 3. **Missile Defense Systems' Capability against HGVs**: The paper analyzes the current missile defense systems' ability to intercept HGVs and explores how HGVs can effectively evade these defense systems. ### Overview of Main Content - **Development Motivations**: The development of HGVs is proposed for rapid attacks on distant targets, achieving high-precision strikes, redirecting attack areas, and evading or destroying air defense systems. - **Comparison between HGVs and MaRVs**: While HGVs aim to use gliding to increase range and flexibility, MaRVs rely on existing technology and may have shorter delivery times and higher reliability in some cases. - **Challenges for Defense Systems**: For HGVs to avoid the most powerful terminal atmospheric defense systems, they need to glide at speeds significantly above Mach 5. This has important implications for the weapon's mass and range. In summary, the paper attempts to evaluate the value of HGVs relative to other alternative technologies (such as MaRVs) by analyzing their technical characteristics and application prospects, and to explore their effectiveness against modern missile defense systems.
