Methodology

Abstract:A simple and quick general test to screen for numerical anomalies is presented. It can be applied, for example, to electoral processes, both electronic and manual. It uses vote counts in officially published voting units, which are typically widely available and institutionally backed. The test examines the frequencies of digits on voting counts and rests on the First (NBL1) and Second Digit Newcomb--Benford Law (NBL2), and in a novel generalization of the law under restrictions of the maximum number of voters per unit (RNBL2). We apply the test to the 2004 USA presidential elections, the Puerto Rico (1996, 2000 and 2004) governor elections, the 2004 Venezuelan presidential recall referendum (RRP) and the previous 2000 Venezuelan Presidential election. The NBL2 is compellingly rejected only in the Venezuelan referendum and only for electronic voting units. Our original suggestion on the RRP (Pericchi and Torres, 2004) was criticized by The Carter Center report (2005). Acknowledging this, Mebane (2006) and The Economist (US) (2007) presented voting models and case studies in favor of NBL2. Further evidence is presented here. Moreover, under the RNBL2, Mebane's voting models are valid under wider conditions. The adequacy of the law is assessed through Bayes Factors (and corrections of $p$-values) instead of significance testing, since for large sample sizes and fixed $\alpha$ levels the null hypothesis is over rejected. Our tests are extremely simple and can become a standard screening that a fair electoral process should pass.

Abstract:Benford's law is frequently used to evaluate the likihood that data is misrepresentative. Typically statistical tests measure the likihood. Another method of employing Benford's law is to compare the frequency of leading digits to the probabilities of leading digits over a subset of the natural numbers. This paper proposes using the probabilities of leading digits from uniform, natural numbers to establish interval criteria for when to look more closely into the possibility of misrepresentative data.

Abstract:Integrity and trust in that integrity are fundamental to academic research. However, procedures for monitoring the trustworthiness of research, and for investigating cases where concern about possible data fraud have been raised are not well established. Here we suggest a practical approach for the investigation of work suspected of fraudulent data manipulation using Benford's Law. This should be of value to both individual peer-reviewers and academic institutions and journals. In this, we draw inspiration from well-established practices of financial auditing. We provide synthesis of the literature on tests of adherence to Benford's Law, culminating in advice of a single initial test for digits in each position of numerical strings within a dataset. We also recommend further tests which may prove useful in the event that specific hypotheses regarding the nature of data manipulation can be justified. Importantly, our advice differs from the most common current implementations of tests of Benford's Law. Furthermore, we apply the approach to previously-published data, highlighting the efficacy of these tests in detecting known irregularities. Finally, we discuss the results of these tests, with reference to their strengths and limitations.

Abstract:The last decade has witnessed an explosion on the computational power and a parallel increase of the access to large sets of data (the so called Big Data paradigm) which is enabling to develop brand new quantitative strategies underpinning description, understanding and control of complex scenarios. One interesting area of application concerns fraud detection from online data, and more particularly extracting meaningful information from massive digital fingerprints of electoral activity to detect, a posteriori, evidence of fraudulent behavior. In this short article we discuss a few quantitative methodologies that have emerged in recent years on this respect, which altogether form the nascent interdisciplinary field of election forensics.

Abstract:The Newcomb-Benford law states that the frequency of different leading significant digits in many datasets typically follows a specific distribution. Deviations from this law are often a sign of data manipulation. There has been no established method to test whether the non-reliability of observations depends on some potential explanatory variables. A novel method to address this issue is presented. If a leading significant digit has a higher observed frequency than implied by Benford's distribution, such observations are particularly likely to be non-reliable. Dividing the frequency in Benford's distribution by the observed frequency of the same leading significant digit yields an ordinal explained variable. The method is applied to bank deposit data collected in interviews. Many interviewees have provided rounded data, which may be a problem. Answers seem unreliable if the respondent belongs to the age group 51–65, has only primary education, does not live alone, and lives in a city.

Abstract:Benford's Law,as a very old mathematic law,first mentioned in 1881,predicts a decreasing frequency of first digits from 1 through 9.Benford's Law has been playing an special role in fraud audit by means of the computer- assisted data analysis technology.Major motivation behind the study is introduced the Benford's law to Chinese fraud examiners and verify whether the major financial data of Chinese listed companies accords with the law.Using empiri- cal study method,we verify the financial data from different industries and different modules.We found that the financial data from Chinese stock market accords well with the Beford's law.We also examine the difference between the financial data from 5 listed companies disclosed the fraudulent financial statements and the Benford's Law.The paper concludes that the Benford's Law and its CATTs(Computer-Aided Tools and Techniques)can be regarded as a verification device of the fraudulent accounting information.The Correlation Coefficient can he treated as the index to detect symptoms of financial fraud.
Electoral Crime Under Democracy: Information Effects from Judicial Decisions in Brazil

Abstract:This paper examines voters' responses to the disclosure of electoral crime information in large democracies. I focus on Brazil, where the electoral court makes candidates' criminal records public before every election. Using a sample of local candidates running for office between 2004 and 2016, I find that a conviction for an electoral crime reduces candidates' probability of election and vote share by 10.3 and 12.9 percentage points (p.p.), respectively. These results are not explained by (potential) changes in judge, voter, or candidate behavior over the electoral process. I additionally perform machine classification of court documents to estimate heterogeneous punishment for severe and trivial crimes. I document a larger electoral penalty (6.5 p.p.) if candidates are convicted for severe crimes. These results supplement the information shortcut literature by examining how judicial information influences voters' decisions and showing that voters react more strongly to more credible sources of information.

Abstract:Benford's Law describes the finding that the distribution of leading (or leftmost) digits of innumerable datasets follows a well-defined logarithmic trend, rather than an intuitive uniformity. In practice this means that the most common leading digit is 1, with an expected frequency of 30.1%, and the least common is 9, with an expected frequency of 4.6%. The history and development of Benford's Law is inexorably linked to physics, yet there has been a dearth of physics-related Benford datasets reported in the literature. Currently, the most common application of Benford's Law is in detecting number invention and tampering such as found in accounting-, tax-, and voter-fraud. We demonstrate that answers to end-of-chapter exercises in physics and chemistry textbooks conform to Benford's Law. Subsequently, we investigate whether this fact can be used to gain advantage over random guessing in multiple-choice tests, and find that while testbank answers in introductory physics closely conform to Benford's Law, the testbank is nonetheless secure against such a Benford's attack for banal reasons.

Abstract:According to Benford's Law, many data sets have a bias towards lower leading digits (about $30\%$ are $1$'s). The applications of Benford's Law vary: from detecting tax, voter and image fraud to determining the possibility of match-fixing in competitive sports. There are many common distributions that exhibit such bias, i.e. they are almost Benford. These include the exponential and the Weibull distributions. Motivated by these examples and the fact that the underlying distribution of factors in protein structure follows an inverse gamma distribution, we determine the closeness of this distribution to a Benford distribution as its parameters change.

These probability distributions fluctuate around theoretical values determined by Hill in 1995. Knowing beforehand the value of the upper bound can be a way to find a better adjusted law than Hill's one.

Abstract:AbstractSeam-Carving is widely used for content-aware image resizing. To cope with the digital image forgery caused by Seam-Carving, a new detecting algorithm based on Benford's law is presented. The algorithm utilize the probabilities of the first digits of quantized DCT coefficients from individual AC modes to detect Seam-Carving images. The experimental result shows that the performance of proposed method is better than that of the method based on traditional Markov features and other existing methods.

Abstract:Objectives: This paper is based on the analysis of the database of operations from a macro-case on money laundering orchestrated between a core company and a group of its suppliers, 26 of which had already been identified by the police as fraudulent companies. In the face of a well-founded suspicion that more companies have perpetrated criminal acts and in order to make better use of what are very limited police resources, we aim to construct a tool to detect money laundering criminals. Methods: We combine Benford's Law and machine learning algorithms (logistic regression, decision trees, neural networks, and random forests) to find patterns of money laundering criminals in the context of a real Spanish court case. Results: After mapping each supplier's set of accounting data into a 21-dimensional space using Benford's Law and applying machine learning algorithms, additional companies that could merit further scrutiny are flagged up. Conclusions: A new tool to detect money laundering criminals is proposed in this paper. The tool is tested in the context of a real case.

Abstract:The Benford law is used world-wide for detecting non-conformance or data fraud of numerical data. It says that the significand of a data set from the universe is not uniformly, but logarithmically distributed. Especially, the first non-zero digit is One with an approximate probability of 0.3. There are several tests available for testing Benford, the best known are Pearson's -test, the Kolmogorov–Smirnov test and a modified version of the MAD-test. In the present paper we propose some tests, three of the four invariant sum tests are new and they are motivated by the sum invariance property of the Benford law. Two distance measures are investigated, Euclidean and Mahalanobis distance of the standardized sums to the orign. We use the significands corresponding to the first significant digit as well as the second significant digit, respectively. Moreover, we suggest inproved versions of the MAD-test and obtain critical values that are independent of the sample sizes. For illustration the tests are applied to specifically selected data sets where prior knowledge is available about being or not being Benford. Furthermore we discuss the role of truncation of distributions.

A Mathematical Analysis of Benford's Law and its Generalization

Abstract:We explain Kossovsky's generalization of Benford's law which is a formula that approximates the distribution of leftmost digits in finite sequences of natural data and apply it to six sequences of data including populations of US cities and towns and times between earthquakes. We model the natural logarithms of these two data sequences as samples of random variables having normal and reflected Gumbel densities respectively. We show that compliance with the general law depends on how nearly constant the periodized density functions are and that the models are generally more compliant than the natural data. This surprising result suggests that the generalized law might be used to improve density estimation which is the basis of statistical pattern recognition, machine learning and data science.

Abstract:This study actually draws from and builds on an earlier paper (Kumar and Bhattacharya, 2002). Here we have basically added a neutrosophic dimension to the problem of determining the conditional probability that a financial fraud has been actually committed, given that no Type I error occurred while rejecting the null hypothesis H0: The observed first-digit frequencies approximate a Benford distribution; and accepting the alternative hypothesis H1: The observed first-digit frequencies do not approximate a Benford distribution. We have also suggested a conceptual model to implement such a neutrosophic fraud detection system.

Abstract:Abstract Benford’s law is an empirical “law” governing the frequency of leading digits in numerical data sets. Surprisingly, for mathematical sequences the predictions derived from it can be uncannily accurate. For example, among the first billion powers of 2, exactly 301029995 begin with digit 1, while the Benford prediction for this count is . Similar “perfect hits” can be observed in other instances, such as the digit 1 and 2 counts for the first billion powers of 3. We prove results that explain many, but not all, of these surprising accuracies, and we relate the observed behavior to classical results in Diophantine approximation as well as recent deep conjectures in this area.

Abstract:Benford's law describes a common phenomenon among many naturally occurring data sets and distributions in which the leading digits of the data are distributed with the probability of a first digit of $d$ base $B$ being $\log_{B}{\frac{d+1}{d}}$. As it often successfully detects fraud in medical trials, voting, science and finance, significant effort has been made to understand when and how distributions exhibit Benford behavior. Most of the previous work has been restricted to cases of independent variables, and little is known about situations involving dependence. We use copulas to investigate the Benford behavior of the product of $n$ dependent random variables. We develop a method for approximating the Benford behavior of a product of $n$ dependent random variables modeled by a copula distribution $C$ and quantify and bound a copula distribution's distance from Benford behavior. We then investigate the Benford behavior of various copulas under varying dependence parameters and number of marginals. Our investigations show that the convergence to Benford behavior seen with independent random variables as the number of variables in the product increases is not necessarily preserved when the variables are dependent and modeled by a copula. Furthermore, there is strong indication that the preservation of Benford behavior of the product of dependent random variables may be linked more to the structure of the copula than to the Benford behavior of the marginal distributions.
