Abstract:European Journal of Cultural Studies, Ahead of Print. This article provides a critical overview of gender equality talk within the media, arts and cultural industries, focusing on a case study of Australian cultural policy discourse from the 1970s to 2020s. It aims to expand on existing understandings of postfeminism and popular feminism by exploring how these sensibilities have been taken up and expressed within arts and cultural policy discourse. How has the problem of the cultural gender gap previously been understood? And how has that changed in light of increased public attention to feminist concerns? While there are important differences across the decades there are also recurring notions of pragmatism, self-empowerment, resilience, vigilance and trickle-down logics – which cultivate a sense of movement without progress. By looking at policy discourses and gender equality talk through a longer lens, considering situations of feminist visibility and invisibility, acceptance and repudiation, and inequalities that are speakable and unspeakable, we see how inequalities in the creative and cultural industries come to be both enduring and endurable.

Abstract:Over the last decade, women have made decisive advances in increasing equality in science, technology, engineering, and medicine (STEM), but they still do not rival that of men. Many mechanisms to reduce gender discrimination have been addressed; however, little to nothing has been done to tackle the differences in the amount of time women spend on responsibilities at home. This has never been more apparent than during the COVID-19 pandemic. After a decade of advances promoting women, the last two years have seen these advances halted, and the long-term implications for women in STEM will be substantial. Moving forward, career advancement and funding mechanisms need to be adjusted to not just help women catch up, but to become a permanent support mechanism for women in the workplace. The higher amount of responsibilities at home and lack of support for women is not reserved for times of international upheaval: it has just become more apparent.

Feeling devalued : the creative industries, motherhood, gender and class inequality

Abstract:There is a growing body of data that illustrates how work in the creative media industries is marked by bleak inequalities. Critical sociological accounts of the industry have explored the barriers to employment opportunities for workers from different ethnic, disabled, gendered and more recently socially classed backgrounds resulting in the awareness that the majority of those who control the means of production for creative and cultural commodities are male, white and middle class. With regards to women, the problem of gender inequality has commonly been linked to women’s childbearing capabilities citing the demands of childcare as a key reason for women’s withdrawal from and under-representation within the industry. Linking gender inequality in the creative workforce to motherhood creates a smokescreen, a framework which allows for concepts of ‘choice’ and ‘preference’ to mask deeply complicated processes of oppression and exclusion. Motherhood also places the issue of gender inequality into a singular axis, failing therefore to consider the multiple axes of exclusion that operate within the workforce. This thesis takes this issue of motherhood, gender inequality and work in the creative industries as its focus point to explore how motherhood has become synonymous with female withdrawal from the industry. It responds to literature on modes and practices of work in modern society drawing from those who have equated work in the creative sector as emblematic of a “brave new world of work” (Beck 2002 in Deuze 2007, p.21) and exposed a paradox between celebratory concepts of creative practice and the lived realities of the creative workforce. My own contribution has been drawn from a series of in-depth interviews with mothers who either work or have left work in the creative sector following the birth of a child/children. The research findings emerged inductively, following a grounded theoretical approach but one that was informed by a feminist epistemological framework to knowledge production. Thinking about motherhood as a fluid and constructed concept enables an exploration into the relationship between motherhood, gender and class-based inequalities and how they operate within the industry.

Abstract:This paper employs an intersectional lens to explore menopausal experiences of women working in the higher education and healthcare sectors in Australia. Open-text responses from surveys across three universities and three healthcare settings were subject to a multistage qualitative data analysis. The findings explore three aspects of menopause experience that required women to contend with a constellation of aged, gendered and ableist dynamics and normative parameters of labor market participation. Reflecting on the findings, the paper articulates the challenges of menopause as issues of workplace inequality that are rendered visible through an intersectional lens. The paper holds a range of implications for how to best support women going through menopause at work. It emphasizes the need for approaches to tackle embedded and more complex modes of inequality that impact working women’s menopause, and ensure that workforce policy both protects and supports menopausal women experiencing intersectional disadvantage.

Maternal perspectives on postpartum return to the workplace

Abstract:Objective: To describe maternal perceptions about postpartum return to the workplace. Design and setting: The research framework was McCubbin and McCubbin's Resiliency Model of Family Stress, Adjustment, and Adaptation. Employed, postpartum women, who resided in six different states, were recruited from day care and primary care settings to participate in this descriptive study. Participants: Seventy-four employed, married women, who returned to the workplace within one year after childbirth. Main outcome measure: As part of a larger study, perceptions about combining multiple roles after return to the workplace are the focus for this report. Results: Participants responded to open-ended questions about their return to the workplace during the first months after giving birth. Content analysis of those responses resulted in two major categories, Resiliency Challenges: Negative Aspects (role conflict/overload, family stress, family/child issues, finances, psychosocial issues) and Resiliency Building: Positive Aspects (social support, maternal role satisfaction, positive adaptation, career role satisfaction). Conclusions: The data support the premise that employed women view returning to the workforce as having more challenges than they expected because the experience was viewed as being mostly negative. Preparing for return to the workplace is an important, but neglected, topic that needs to be addressed and defined more clearly in the literature. Therefore, future research is needed to identify resources and interventions that will help women experience fewer challenges associated with postpartum employment.

Abstract:A culturally/ethnically diverse sample of 955 students (M = 20.2 years old) at a large U.S. university completed online surveys about their parents’ division of labor, trajectories of their mothers’ employment, gender role ideology, and beliefs about the costs and benefits of maternal employment for children. Differences in these work–care domains were examined by student gender, culture/ethnicity, acculturation status, and own employment. Generational differences in beliefs about maternal employment also were examined. Propensity score matching reduced selection bias. Asian American students, especially male students and those less acculturated, were more likely to endorse gender role segregation and maternal nonemployment when children are young. Their mothers’ employment and own employment status were associated with more positive views about maternal employment. However, students’ work–care beliefs have held fairly constant since the 1980s. The views of young adults about career and care may impinge on their success in attaining work–family goals. Abstract:Background: Public health and working life are closely related. Even though Norway is one of the world's most equality-oriented countries, working life is still divided by gender. Women have a lower rate of participation in working life than men, they work more part-time and they have a higher sickness absence. Research has mostly focused on structural and cultural reasons for gender differences, rather than on the fact that women and men have different biology and face different health challenges. The aim of this project was to explore experienced associations between women's health and female participation in working life. Methods: Qualitative methods were chosen for investigating women's experiences. We carried out in-depth interviews with 11 female high school teachers and supplemented the material with a focus group with five managers from the same organisation. The interviews were recorded and transcribed verbatim. We used the six steps of reflexive thematic analysis for consistency in the analysis process. Results: The teachers shared a variety of experienced health issues within the field of women's health and perceived barriers in the work environment. Four main themes were identified: (1) invisibility of women's health at work, (2) complexity and lack of recognition of women's health at work, (3) women's health in work environment and (4) women's health and role conflicts. There were few contradictions between the two informant groups. We found that health, work and total life intertwine and that complexity, lack of recognition and invisibility of women's health appear at different levels in a mutual influence: for the women themselves, in the organisation and in society. Conclusion: Lack of recognition and invisibility of women's health in the work environment is suggested to influence women's work participation. The complexity of female health is not captured by gender-neutral structures in the work environment meant to protect and promote employees' occupational health. Recognition of women's health in the work context can therefore contribute to a gender-equal, health-promoting and sustainable working life.

Abstract:The literature on women's roles in economic and political development, and on the impact of development policies on women, illuminates both the process of modernization and the nature of male-female relations. Three main kinds of approaches-liberal modernization theory and its feminist critiques, socialist approaches and their feminist critiques, and an eclectic “female sphere” position that emphasizes the need to replace male-dominated theory and practice with female experience and values-are discussed. Each approach has a distinct view of the causes, consequences, and significance of women's inferior status during modernization, and each proposes different strategies of change. The clarification of theoretical differences suggests new opportunities for productive research with implications for public policy.

Abstract:This review focuses on studies of selected themes and theoretical issues relating to women's status published by anthropologists within the subdiscipline of cultural anthropology/ethnology from 1977 to 1987. The first section of the review seeks to determine what advances have been made in understanding the universality of gender asymmetry by looking at women's status in a cross-cultural manner. The next major section highlights major areas of concern in the ethnographic literature of the decade 1977-87, including economics, studies of sexuality, women's family roles, women's political activities, women's rituals, and women's culture. The third section reviews the development of the concept of women's "status" and looks at universal determinants of women's status such as differences from men in aggressive behavior, in strength, and in reproductive and economic roles. The next section reviews developing gender theory that moves beyond reproductive determinism to "deconstruct" gender concepts. A number of common themes that run through the various approaches to this research are identified. These include the fact that gender must be examined in its historical, economic, social, and conceptual framework. Ultimately, these themes require that the old and simple determinants of status, along with the concept itself, be viewed as complex, multidimensional processes.

Abstract:Despite important advances, gender-based discrimination continues to hinder women's career progress. This review examines the role that gender stereotypes play in promoting gender bias and discrimination. After reviewing what is known about the content of gender stereotypes and examining both their descriptive and prescriptive aspects, we discuss two pathways through which stereotypes result in discrepant work outcomes for women and men. First, we consider how the characterization of women as communal conflicts with the perceived demands of many male gender-typed jobs and fields, thus promoting perceptions of women's incompetence in those areas. Second, we consider how norms about how women should and should not behave cause women to incur penalties when they exhibit counter-stereotypical attributes and behaviors at work. Our review further focuses on the conditions that foster or undercut gender bias and discrimination and uses this knowledge as a foundation for proposing strategies to promote more egalitarian organizational processes. Abstract:There is a common understanding in much of the Western world that, before the advent of second-wave feminism in the late twentieth century, women were restricted to a ‘private’ sphere of home and family, and the ‘public’ sphere of politics, economics, business, war, education and culture was predominantly the domain of men. Feminist historians hoping to chart the move by women from the private to the public sphere have, however, complicated any clear binary between the public and private spheres, redefining concepts such as ‘work’ and ‘politics’ in the process. Recent feminist work in economic history shows that women have always had many roles in the ‘public’ sphere, particularly in the world of commerce.

Abstract:Work-life balance has emerged as a major concern for researchers trying to map the dimensions and causes of the issue, for policy makers searching for uncontroversial solutions to the problem and for individuals trying to construct satisfying and productive lives. There is some agreement over the main contributors to the work-life balance 'problem': the increase in female participation in the workforce since the 1960s; changes to work from the mid-1970s, in particular greater work intensification, an increase in alternative work schedules away from the standard working week and the growth of casual jobs (particularly in Australia); and a de-differentiation of roles, which has contributed to greater spill-over between work and other roles. These factors are embedded in economic, social and cultural changes that characterise the post-World War II development of late capitalism in the more developed economies. Each is itself the result of a set of complex processes of change. We do not attempt here to detail these changes in all their complexity but draw out those elements that are most important in attempting to understand the work-life issue in terms of causal forces, mediating support systems and the effects of work-life balance or 'imbalance' on individuals, households, communities and societies. This issue of Labour and Industry brings together three papers that focus on different work-life balance issues as a result of differing causal forces, different configurations of work/life activities, varying outcomes and variations in terms of support available. In particular, the problem of work-life balance is examined through an analysis of change in attitudes to mothers working in Australia, a study of agency or labour hire, and a study of young professionals. These papers were first presented at the WorkTimes/LifeTimes Colloquium held in Geelong, Victoria in December 2004. The aim of this colloquium was to explore issues around working time and the impact that this has on other aspects of people's lives. Specialists in the area of working time, time use, employee relations, and work-family came together to share the results of their respective research areas and to debate the theoretical and policy implications of their findings.

Abstract:The University of Québec in Montréal has agreements with trade unions providing access to university resources. Researchers involved in this program worked in partnership with union women’s and health and safety committees for more than twenty years. Not all studies succeeded in improving women’s working conditions. One joint project involved observational studies of tasks done by health-care workers, complemented by interviews and questionnaires. We found that task assignments, movements, postures, and work-related musculoskeletal disorders varied by gender/sex and made recommendations for change. However, issues of pay equity, spending on health care, and contracting-out of “ancillary work” were salient. Researchers learned that in the absence of changes in power relationships in the workplace, women may be disadvantaged by denial as well as by exaggeration of female–male differences. Men may also be at risk when their gender is invisible. We suggest some feminist approaches to workplace solutions and some pathways for research. Résumé L'Université du Québec à Montréal a signé avec des centrales syndicales des ententes leur donnant un accès à des ressources universitaires. Des chercheures ont travaillé en partenariat avec des comités syndicaux de condition des femmes et de santé-sécurité au travail pendant plus de 25 ans, mais ce ne sont pas toutes les études qui ont abouti à des améliorations. Un projet concernait des observations du travail d'employé.e.s du secteur de la santé, dont les tâches, mouvements, et postures variaient selon le genre/sexe. Nous avons recommandé des transformations, mais des enjeux d'équité salariale, de coûts et de sous-traitance y ont fait obstacle. Les chercheures ont appris qu'en l'absence de transformation des rapports de pouvoir au travail, le déni des différences hommes-femmes, autant que leur exagération, peut désavantager les travailleuses (et les travailleurs). Nous suggérons des approches féministes aux solutions pour le milieu de travail, ainsi que des pistes de recherche.

Abstract:With reference to data derived from a sample of young unemployed girls, the paper examines a number of themes related to the education and (un)employment of early school leavers. Of particular interest is the relationship between ‘women's work’ as traditionally defined and technological change. As traditional feminine forms of employment become more scarce, through for example technological innovation and the general economic recession, an attempt is made to consider the adequacy of existing career education and vocational guidance. Related to this, there is a consideration of the extent to which females have entered non-traditional forms of work, such as the skilled trades, and some of the problems encountered are discussed. In conclusion some policy considerations are suggested.

Abstract:Popular literature often claims that baby boom women will "redefine" retirement, and there is some evidence in the gerontological literature that this may be true. However, considerably more research needs to be done on this generation of retirees. The author, a baby boomer herself, draws on recent research on retirement and her own experiences in early retirement to examine what a "good retirement" might mean, considering the diversity of baby boomers, the range of their experiences, and their relationship to work.

Working More and Making Less: Post-Retirement Aged Immigrant Women Care Workers in Canada

Abstract:Care work is typically undervalued and precarious. However, little is currently known about the financial outcomes of immigrant women care workers as they reach post-retirement age, or their access to effective social policy supports. Using Canada as a case example, this study analyzes the Longitudinal Immigration Database to compare the income trajectories of women aged 65-95 who entered the country via the Care Worker immigration entry class to immigrant women from two other immigration streams (one focused on higher skill economic contributions, the other on family reunification). Estimating a series of growth curve models (n = 28,775), results reveal that between 2007-2017, despite engaging in paid employment longer, Care Worker women were less able to make contributions to a private pension plan prior to retirement and more likely to depend on public pension benefits after reaching retirement age, relative to other immigrant women. Additionally, Care Worker women had lower predicted total income and experienced downward mobility during the post-retirement period. Together, the findings reinforce the importance of considering the financial circumstances of immigrant care workers as they age and highlight a need for renewed government investment in social supports to reduce inequalities tied to the gendered and racialized devaluation of low-wage caring occupations.
