Abstract:This study provides a comprehensive analysis of the developments, ethical considerations, and future prospects of brain-computer interfaces (BCIs) in the United States. The primary objective was to explore the historical evolution, current advancements, and potential societal impacts of neural interfaces in human-computer interaction. Employing a systematic literature review and content analysis methodology, the study analyzed peer-reviewed articles, government reports, and industry analyses published between 2015 and 2023. Key findings reveal significant technological advancements in neural interfaces, highlighting their transformative potential in various sectors. However, these advancements are accompanied by complex ethical dilemmas, particularly concerning privacy, security, and equitable access. The study underscores the necessity of balancing innovation with ethical considerations in the future landscape of neural interfaces. Strategic recommendations for stakeholders include fostering collaborative efforts across academia, industry, and government, developing robust regulatory frameworks, and prioritizing responsible research and development. The conclusion emphasizes the importance of ethical foresight and societal engagement in navigating the road ahead for neural interfaces in the U.S. This study contributes to the understanding of neural interfaces, providing insights into their potential benefits and challenges, and offers a framework for their ethical and sustainable development.

Abstract:Because of high spatial-temporal resolution of neural signals obtained by invasive recording, the invasive brain-machine interfaces (BMI) have achieved great progress in the past two decades. With success in animal research, BMI technology is transferring to clinical trials for helping paralyzed people to restore their lost motor functions. This chapter gives a brief review of BMI development from animal experiments to human clinical studies in the following aspects: (1) BMIs based on rodent animals; (2) BMI based on non-human primates; and (3) pilot BMIs studies in clinical trials. In the end, the chapter concludes with a summary of potential opportunities and future challenges in BMI technology.

Abstract:Abstract Almost 100 years ago experiments involving electrically stimulating and recording from the brain and the body launched new discoveries and debates on how electricity, movement, and thoughts are related. Decades later the development of brain-computer interface technology began, which now targets a wide range of applications. Potential uses include augmentative communication for locked-in patients and restoring sensorimotor function in those who are battling disease or have suffered traumatic injury. Technical and surgical challenges still surround the development of brain-computer technology, however, before it can be widely deployed. In this review we explore these challenges, historical perspectives, and the remarkable achievements of clinical study participants who have bravely forged new paths for future beneficiaries.

Abstract:Implantable brain-computer interface (BCI) and other devices with potential for both therapeutic purposes and human enhancement are being rapidly developed. The distinction between therapeutic and enhancement uses of these devices is not well defined. While the US Food and Drug Administration (FDA) rightly determines what is safe and effective, this article argues that the FDA should not make subjective, value-laden assessments about risks and benefits when it comes to approval of BCIs for therapy and enhancement. This article also argues that determining BCIs' benefits to society requires deliberations on values that the FDA is neither accustomed to making nor qualified to make. Given the inadequacy of the FDA's safe-and-effective standard to judge devices spanning the spectrum of therapy to enhancement, this article argues that BCI regulation should not be overseen by the FDA.

Abstract:The development of brain-machine interface technology is a logical next step in the overall direction of neuro-prosthetics. Many of the required technological advances that will be required for clinical translation of brain-machine interfaces are already under development, including a new generation of recording electrodes, the decoding and interpretation of signals underlying intention and planning, actuators for implementation of mental plans in virtual or real contexts, direct somatosensory feedback to the nervous system to refine actions, and training to encourage plasticity in neural circuits. Although pre-clinical studies in nonhuman primates demonstrate high efficacy in a realistic motor task with motor cortical recordings, there are many challenges in the clinical translation of even simple tasks and devices. Foremost among these challenges is the development of biocompatible electrodes capable of long-term, stable recording of brain activity and implantable amplifiers and signal processors that are sufficiently resistant to noise and artifact to faithfully transmit recorded signals to the external environment. Whether there is a suitable market for such new technology depends on its efficacy in restoring and enhancing neural function, its risks of implantation, and its long-term efficacy and usefulness. Now is a critical time in brain-machine interface development because most ongoing studies are science-based and noncommercial, allowing new approaches to be included in commercial schemes under development.

Abstract:Background: Implantable neurostimulation devices must be authorized before they are placed on the market. For this purpose, requirements, and processes for assessing their fulfillment, have been defined in different jurisdictions. Objective: In this study, we aimed to address differences between the US and European Union (EU) regulatory systems and their relationship to innovation. Materials and methods: A literature review and analysis were conducted using legal texts and guidance documents. Results: The US system has one central body, the Food and Drug Administration, whereas the EU system has several bodies with different responsibilities. The devices themselves are divided into risk classes, which are based on the vulnerability of the human body. This risk class determines the intensity of the review by the market authorization body. In addition to the requirements for development, manufacture, and distribution, the device itself must meet technical and clinical requirements. Compliance with technical requirements is indicated by nonclinical laboratory studies. Proof of efficacy is provided by means of clinical investigations. Procedures are defined for reviewing these elements. Once the market authorization process has been completed, the devices can be placed on the market. In the postmarketing phase, the devices must continue to be monitored, and measures must be initiated, if necessary. Conclusions: Both US and EU systems are intended to ensure that only safe and effective devices find their way to and remain on the market. The basic approaches of the two systems are comparable. In detail, however, there are differences in ways these goals are achieved.

Abstract:The presidential research program Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative was established 5 years ago in the United States; it has been a driving force of the United States government and private factors to promote technology development in basic and translational neuroscience research. We here summarize the research plan and recent progress in cellular neuroscience, electrical and optical engineering, chemical and systems neurobiology, and brain mapping technologies. The research plan recognizes the importance of identifying different cell populations and unknown cell types in the human brain and diseased models. Technological advances in multielectrode arrays and chemical flow measurement probes not only demonstrate the capacity of detecting neural activities in large areas, but also enable a new era of studying the neural coding information. Large-scale coordination of neuronal activity and brain mapping information will allow for the identification of therapeutic targets in neurological disorders, which is benefited by big data acquisition and analysis. Specifically, increased brain databases will expedite the dissection of thoughts, emotions, cognition, and will thereby help the development of better understanding and treatments of brain disorders. Since cell therapy demonstrates potential for regenerative medicine, the utilization of the newly advanced technologies may further improve the translational potentials and precision controls of transplanted grafts. The development of new diagnostic and therapeutic tools also requires international collaborations on science, technology, advocating, healthcare and medical ethics to advance the innovation and clinical practices.

Abstract:Advancements in understanding brain function combined with technology have unleashed enormous benefits to the disabled and even able-bodied persons. The evolution of utilizing brain signals to communicate with or control various computerized devices has proven to be effective in the world of medicine as well as other industries such as gaming, robotics, military, and work environments. Brain-Computer Interfaces (BCIs) represent a cutting-edge technology enabling machine control through thought. Though most wearable devices employ EEG-based technologies, current research is going into a method known as fNRIS. However, despite proven advantages, challenges are yet to be resolved. Costs, extensive training requirements, exposure to potential cyberattacks, security, and privacy issues are being researched. However, greater study in each area is required to fully realize the vast benefits of this combination of science and technology but with consideration to lowering related risks. This paper discusses what we currently know and the potential of this knowledge but also exposes what we don’t know, encouraging more extensive study and testing.

Abstract:We review how existing trends are relevant to the discussion of brain-computer interfaces and the data they would generate. Then, we posit how the commerce of neural data, dubbed Neurocapitalism, could be impacted by the maturation of brain-computer interface technology. We explore how this could pose fundamental changes to our way of interacting, as well as our sense of autonomy and identity. Because of the power inherent in the technology, and its potentially ruinous abuses, action must be taken before the appearance of the technology, and not come as a reaction to it. The widespread adoption of brain-computer interface technology will certainly change our way of life. Whether it is changed for the better or worse, depends on how well we prepare for its arrival.

Abstract:In a recent medical breakthrough, Elon Musk's startup company Neuralink implanted the first brain chip in a human patient, purportedly for aiding paralysis. While certainly representing a significant medical milestone for many patients afflicted with debilitating brain and spinal cord injuries, as well as devastating neurodegenerative diseases such as Parkinson's and Alzheimer's, it must be noted that this very same technology can also be manipulated for human memory or cognitive enhancement. What happens if a brain chip were to be developed that can significantly improve either IQ (intelligence quotient) or memory, and these were then implanted in people to enhance their performance in highly competitive national examinations for college entrance or gaining employment in civil service positions? This article therefore discusses the ethical implications of this nascent technology platform, and whether its use in competitive national examinations should be banned.

Abstract:Nowadays, smart home devices have started to take a part in everything in our life, which mainly have been developed to consist from brain computer interface (BCI). In recent months, Neuralink BCI (1024-Electode) has been approved to be used by Food and Drug Administration (FDA) in the USA. That makes the ethical related studies have more attention to apply these devices and technologies in our daily life with more security. In this chapter, the ethical challenges of smart home systems that use BCI for personal monitoring, such as Neuralink Interfaces, have been reviewed, analyzed and discussed regarding the fundamental principles in ‘Statement of Ethical Principles for the Engineering Profession’ of the UK. Firstly, a brief introduction of Neuralink BCI technology and important applications in daily life were discussed with related ethics issues. Then, proposed solutions and recommendations for every situation have been introduced and discussed as well. The main proposed ways to address that are establishing and introducing the related laws and rules, technology development of security and safety, and educate for acceptance culture in the society.
