Urban flood resilience assessment & stormwater management (case study: District 6 of Tehran)

Abstract:The rapid urbanization process amplifies urban flood vulnerability, notably in cities like Tehran. This emphasizes the crucial role of flood resilience assessment and stormwater management, particularly within Tehran's urban landscape. This study, conducted in District 6 of Tehran over a specific time frame, employs two quantitative methodologies: the CDRI, which is based on location and assesses resilience on a scale of 1–5 through radar diagrams, and the STDRM, measuring resilience between 0 and 1 using spatial-temporal mapping. Both models comprehensively consider social, economic, physical, organizational, and natural & health dimensions. Analysis indicates an overall increase in resilience from 2006 to 2016 in this area. However, critical infrastructures such as the Shohadaye Haftometir metro station and 15 Khordad Hospital exhibit lower resilience levels, signifying that the region hasn't reached its highest resilience point yet. The study underscores the critical importance of stormwater management, serving a dual purpose: facilitating non-potable urban runoff collection to foster green spaces and mitigating runoff accumulation in vulnerable areas with lower resilience. This combined strategy significantly bolsters flood resilience, highlighting stormwater management's indispensable role within a comprehensive strategy to strengthen urban flood resilience.
