Abstract:Purpose The paper aim at empirical examination of the predictors of the occupational fraud losses by drawing insights evolving fraud theoretical frameworks. Design/methodology/approach A survey of fraud professionals and witnesses in Tanzania was administered to collect data which profiled perpetrators, victims, losses and elements of financial pressure, opportunity, capability and rationalization. A total of 109 responses were analyzed through ordinary least squares regressions. Findings The study found that apart from organizational and individual level predictors, interactive fraud elements, incorporating situational factors and moderated by fraudster’s history have significant influence in explaining the magnitude of observed fraud losses. Research limitations/implications The findings of this study have implications for researchers and managers in business in enhancing understanding of the predictors of the occupational fraud losses in general, and specifically in streamlining the efforts to prevent, detect and resolve fraud on timely basis so as to minimize the frequencies and magnitudes of occupational fraud losses. Originality/value The study provides unique insights through empirical analysis that draws predictors from both prior literature and existing fraud theoretical frameworks. Unlike other studies relative importance of each individual, organizational and situational factors including interaction effects of key variables, are discussed.
Employer strategies to combat health care plan fraud

Abstract:Each year health care fraud drains millions of dollars from employer-sponsored health plans. Historically, employers have taken a rather tolerant view of fraud. As the pressure to manage health plan costs increases, however, many employers are beginning to see the detection and prosecution of fraud as an appropriate part of a cost management program. Fraud in medical insurance covers a wide range of activities in terms of cost and sophistication--from misrepresenting information on a claim, to billing for services never rendered, to falsifying the existence of an entire medical organization. To complicate matters, fraudulent activities can emanate from many, many sources. Perpetrators can include employees, dependents or associates of employees, providers and employees of providers--virtually anyone able to make a claim against a plan. This article addresses actions that employers can take to reduce losses from fraud. The first section suggests policy statements and administrative procedures and guidelines that can be used to discourage employee fraud. Section two addresses the most prevalent form of fraud--provider fraud. To combat provider fraud, employers should set corporate guidelines and should enlist the assistance of employees in identifying fraudulent provider activities. Section three suggests ways to improve fraud detection through the claims payment system--often the first line of defense against fraud. Finally, section four discusses the possibility of civil and criminal remedies and reviews the legal theories under which an increasing number of fraud cases have been prosecuted.

Abstract:The focus of this study is to analyze prior research on fraud detection and prevention. Most researchers agree that strong internal controls are an influencing factor on fair financial reporting and fraud prevention and detection. Financial statement and employee fraud can be very expensive to businesses and the economy as a whole. The establishment and evaluation of the internal control methods and procedures can decrease fraudulent events and losses. Accounting professionals, CPA’s, and tax preparers are the first to detect “red flags” in business activities and must work together with boards of directors, CFO’s, and small business owners. Simple methods, such as ratio analyses can help to signal early signs of fraudulent events and prevent future damages. Implementation of fraud prevention measures are the most efficient deterrent. Some of the most effective controls like, job rotation, mandatory vacations, training, fraud hotlines, and surprise audits, need not be expensive and should be employed by all businesses. Unfortunately, the most important and effective fraud prevention techniques are seldom applied by businesses. Surprisingly, the least effective and most expensive measures, like external audits, are more frequently employed. As reported in this review of the literature, most businesses focus on fraud detection, while fraud prevention and implementing proper internal controls would result in better prevention of financial losses.

Abstract:The famous financial scandal of Enron, WorldCom and 1 Malaysia Development Berhad has harmed the auditor’s reputation as the protector of shareholders’ rights. Auditors have done their part by conducting systematic audit procedures and “What Could Go Wrong” analysis in assessing the possible risk area to assist fraud detection in the client’s financial matters. However, fraud cases never seem to decline. Regardless of any safeguarding measures established, fraud incidents can just occur and be worsened by economic downturn and prolonged inflation especially after the pandemic ends. Additionally, the characteristic of the modern business environment, technology sophistication and new generation traits had challenged Cressey Fraud Triangle Theory on its validity and relevancy. Therefore, associating all these possible challenges into consideration, this study aims to review prior literature related to the evolution of Cressey fraud theory to propose a new insight in considering relevant motivation factors that drive fraud penetrations. From the review, the study discovered the need for a detailed evaluation and research on the essential fraud element in constructing an all-rounded fraud prevention mechanism.

Abstract:This paper introduces fraud as asset misappropriations (85 per cent of cases), corruption and fraudulent statements. Symptoms include accounting anomalies, lack of internal control environment, lifestyle and behaviour. The most effective tools for fraud detection are internal audit review, specific investigation by management, and whistle‐blowing. The paper details the fraud investigation process and the role of auditors as fraud examiners. The correlation of fraud perpetrators' personality with the size of losses is examined. Personality is analysed into age, gender, position, educational background and collusion. A strong system of internal control is most effective in fraud prevention. Fraud prevention procedures, targeted goals and improvements to system weaknesses feature in the paper. Fraud impacts on accounting transactions in accounts receivable, receipts and disbursements, accounts payable, inventories and fixed assets, and financial reporting. The monetary impact resulting from fraud is analysed by the type of victim and the amount of loss. Internal control and good employment practices prevent fraud and mitigate loss.

Abstract:Purpose Fraud omnipresent in the media, the corporate world and the academic literature has attracted a great deal of research interest. Fraud and its various types and forms have been characterized as significant contributing factors to the development of severe financial crises. Recurrent financial crimes in both the private and the public sectors remind us that fraud and its negative consequences paralyze economic entities all over the world. Understanding the multidimensional nature of fraud is key to prevent and detect it. This paper aims to examine the dominant fraud triangle model framework and its variants developed in the accounting literature to provide the etiology of fraud. Design/methodology/approach Having identified the fraud theory developed so far, we provide a theoretical framework for international fraud triangle. Abstract:<span>Following the global financial crisis wrought by fraudulent activities of prominent US companies and considering the field's lack of understanding about precursors to such vast corporate illegalities, this study measured firm prominence and financial conditions to identify corporate-organizational factors related to twenty-first century corporate financial fraud. We compiled data on 250+ US public companies involved in corporate securities frauds identified in 1,000+ Securities and Exchange Commission filings over 2005–2013; we randomly selected a comparable control group of 500+ US public companies from Compustat. Based on logistic multivariate regression analyses, marginal profitability, a strong growth imperative, and firm prominence were significant fraud risk factors. Prominent Fortune 500 firms were more susceptible to marginal profitability and/or strong growth-opportunities as risk factors. Findings were robust to various empirical measures and additional controls for undetected fraud. Anomic growth pressures and profit constraints, especially among America's most prestigious firms, were linked to corporate securities fraud.</span>

New Tactics in Fighting Financial Crimes: Moving beyond the Fraud Triangle

Abstract:INTRODUCTIONFraud and financial crimes can be noted throughout history and financial statement fraud can be documented as early as the 1600's (Dorminey, Fleming, et al.). Sarna (2010) relates the story of the Tulip Bulb scandal of 1636 (often considered the first well-documented instance of securities manipulation fraud) and how it significantly affected the Dutch exchange market. In the 1920's, Carlo Ponzi (who the Ponzi Scheme is named after) duped thousands of investors out of more than $20 million dollars, causing six banks to fail (Burnsed, n.d.).Cressey's (1973) Fraud Triangle examined the motivation for crime which included pressure (or incentive), opportunity, and rationalization as factors that can be helpful when trying to identify fraudulent activity. However, Dorminey, et al. (2012) believed that the Fraud Triangle was only one important piece of identifying the risk of assurance services. The authors note a challenge for the fraud triangle can be that not every fraud occurrence may be identified by the fraud triangle theory. The authors state that fraudsters' motivation may be expanded and identified with the acronym MICE: money, ideology, coercion, and ego or entitlement. In addition, Wolfe and Hermanson (2004) identified an important fourth element which they thought should be added to Cressey's (1973) Fraud Triangle. The authors believed that capability was equally as important as Cressey's initial three factors. Adding the element of capability to the Fraud Triangle as shown in Figure 1, could aid in fraud prevention and detection.Wolfe and Hermanson (2004) noted that many of the multimillion-dollar frauds could not have been perpetrated had it not been for the fraudsters' capabilities in place at the time of the fraud opportunity. For example, a CFO or Division Manager would have signing authority that other lower-level staff may not possess. In addition, the authors also mentioned that the person with the opportunity would need to be savvy enough to understand control weaknesses as well as have the capability to over-rule or ignore valuable internal controls. Capability would be especially important with frauds being perpetrated in collusion with others as well.When thinking about fraud prevention managers would do well to remember Benjamin Franklin's (1735) axiom that "An ounce of prevention is worth a pound of cure." Abstract:In response to calls for more research on how to prevent or detect fraud (ACAP, Final Report of the Advisory Committee on the Auditing Profession, United States Department of the Treasury, Washington, DC, 2008; AICPA, SAS No. 99: Consideration of Fraud in a Financial Statement Audit, New York, NY, 2002; Carcello et al., Working Paper, University of Tennessee, Bentley University and Kennesaw State University, 2008; Wells, Journal of Accountancy, 2004), we develop a framework that identifies three psychological pathways to fraud, supported by multiple theories relating to moral intuition and disengagement, rationalization, and the role played by negative affect. The purpose of developing the framework is twofold: (1) to draw attention to important yet under-researched aspects of ethical decision-making, and (2) to increase our understanding of the psychology of committing fraud. Our framework builds on the existing fraud triangle (PCAOB, Consideration of fraud in a financial statement audit. AU Section 316, www.pcaobus.org, 2005) which is used by auditors to assess fraud risk. The fraud triangle is composed of three factors that, together, predict the likelihood of fraud within an organization: opportunity, incentive/pressure, and attitude/rationalization. We find that, when faced with the opportunity and incentive/pressure, there are three psychological pathways to fraud nestled within attitude/rationalization: (1) lack of awareness, (2) intuition coupled with rationalization, and (3) reasoning. These distinctions are important for fraud prevention because each of these paths is driven by a different psychological mechanism. This framework is useful in a number of ways. First, it identifies certain insidious situational factors in which individuals commit fraud without recognizing it. Second, it extends our knowledge of rationalization by theorizing that individuals use rationalization to avoid or reduce the negative affect that accompanies performing an unethical behavior. Negative affect is important because individuals wish to avoid it. Third, it identifies several other methods fraudsters use to reduce negative affect, each of which could serve as potential “psychological red flags” and helps predict future fraudulent behavior. Finally, our framework can be used as a theoretical foundation to explore several interventions designed to prevent fraud.

Abstract:Fraudulent activities in organizations pose a serious threat to financial integrity, sustainability, and trust. This research study examines in detail fraud detection and prevention strategies in financial institutions in Sri Lanka, as perceived by auditors and internal auditors. Using existing literature and empirical evidence, the study highlights the increasing complexity of fraud and the importance of proactive countermeasures to effectively combat it. Key findings highlight the critical role of good corporate governance practices, the use of IT tools and fostering a culture of integrity in reducing fraud risks. Collaboration between auditors, fraud analysts and internal audit teams emerges as an important element in identifying and addressing fraudulent activity The study highlights the need for a comprehensive approach that includes knowledge, collaboration, governance migration effectiveness, ethical culture, ICT, and transparency combine to effectively prevent fraud to strengthen financial integrity.

Abstract:Fraud is often revealed through various media and employees are the ones who most often report it. Factors that influence fraud include pressure, opportunity, rationalisation and the ability to commit fraud. This study aims to determine the factors that cause financial statement fraud and find out how to overcome financial statement fraud. This research method uses a systematic literature review of 30 journals that have been selected from scopus, then analysed using VOSviewer_1.6.20 and explained descriptively. Financial statement fraud can be detected using the Beneish model, financial ratios, audit committees, and corporate indicators. The factors that cause it include pressure, opportunity, rationalisation and ability. Based on the data that has been collected, the solution to prevent financial statement fraud is a violation reporting system, honest and ethical corporate culture, good corporate governance, effective internal control and risk management systems, and data analysis and technology. The Beneish model is able to identify manipulator and non manipulator companies. Preventing fraud in banking requires the principle of knowing the customer and anti-money laundering. Anti-fraud strategy should be aligned with organisational strategy with accountability to the board and all employees. Some foreign studies also show ways of prevention such as the intensity of regulatory supervision and auditor sanctions. Future research suggestions are expected that future researchers can conduct research directly in a company and can use this article as additional information in conducting research related to financial statement fraud.

Abstract:Interorganizational fraud, or fraud that occurs between organizations, is a critical component of supply chain fraud and supply chain relational risk, yet empirical evidence on the scale of interorganizational fraud and its antecedents remains scant. Despite its hidden nature, interorganizational fraud can have major implications for supply chain performance. Based on the theories of transaction cost economics, agency theory, and the fraud triangle, widely used in accounting and auditing research, five potential antecedents of supply chain fraud are considered and compared with reported losses due to interorganizational fraud. The data collected via a survey questionnaire with a sample of 151 supply chain employees in manufacturing demonstrate that informants estimated median losses due to interorganizational fraud to be 9% of their firm's total revenue. The most common types of fraud reported include product quality fraud, pricing/invoicing fraud, and corruption. Using a two-step generalized method of moments technique for estimation, the results found that transactional complexity, competitive pressures facing the supply chain, and weak firm ties were significantly related to interorganizational fraud, and that supply chain monitoring and ethical sourcing were not significantly related to interorganizational fraud. These findings contribute to the research on relational risk, supply chain risk management, and opportunism.

Abstract:"This study examines the factors influencing fraudulent activities in the workplace. Specifically, this study adopts the Fraud Triangle theory to examine whether rationalisation, opportunity, and pressure influence fraudulent activities in the workplace. Using a questionnaire survey on employees in a company, this study shows that rationalisation is positively and strongly significant in influencing fraudulent activities in the workplace, indicating that when the employees tend to be rational, it will positively influence their action toward fraudulent activities in the workplace. This study also shows that the opportunity factor influences fraudulent activities in the workplace, indicating that even when there is an opportunity, it does not positively influence the employee’s action toward fraudulent activities in the workplace or that there is a lack of opportunity to commit fraud. However, this study shows that pressure does not positively influence fraudulent activities in the workplace. The findings in this study contribute to the literature on fraudulent behaviours. The findings of this study can assist companies in understanding their employees’ needs and strategizing to enhance their employee management."

Abstract:Purpose The prevention of fraudulent activities, particularly within a financial context, is of paramount significance in all spheres, as it not only impacts the sustainability of corporate entities but also has the potential to have a broader economy-wide impact. This paper aims to focus on dual implications associated with financial distress, the first being associated with the temptation to launder funds due to financial distress, and the second being the potential for illicit activities, such as fraud, money laundering or terror financing, to give rise to financial distress. Design/methodology/approach The paper examines the literature on financial distress and uses theories of financial crime to establish a link between financial distress and financial crime. Findings In recent years, there has been a surge in corporate financial distress, particularly in the aftermath of concurrent crises such as the COVID-19 pandemic and the Russia–Ukraine war. Through a comprehensive examination of literature pertaining to financial distress and financial crime, this study identifies a proclivity towards fraudulent conduct arising from instances of financial distress. Moreover, the engagement in such illicit activities subsequently exacerbates the financial distress. An analysis of the relationship between financial crime and financial distress reveals the existence of a vicious cycle between the two. Originality/value The results of this study have the potential to advance understanding of the relationship between financial distress and financial crime, which has been previously underexplored.

Abstract:In consequence of the hostilities in Ukraine, business was forced to take measures to optimize business processes. This situation is not only a threat to the country's economy and business, but also creates additional opportunities for corporate fraud. The aim of the article is to study the impact of economic crimes and fraud on the development of entrepreneurship in Ukraine. The information base of the research is official information and scientific publications. The research was conducted using the following methods: monographic; analysis, synthesis, induction, deduction; system analysis; classification and analytical; graphic. The article stipulates that the prevention of fraud and other economic crimes is a complex task that is further complicated by the modern unstable landscape of military-economic risks. After all, organizations act quickly, trying to adapt to changes with minimal losses for business, while fraudsters are trying to use potentially growing risks. Several actions are proposed to help fill in the lacunas in the system of overcoming economic fraud, namely: preliminary formation of a potential risk management system; availability of backup technology with management, knowledge, and monitoring; availability of operational ability to enhance, sort, and respond to risks. Unfortunately, even those who have invested in anti-fraud technology have expressed concerns about its best deployment, referring to significant costs as the biggest obstacle to the introduction of preventive technologies. As a result of the study, it was concluded that the global economic space and its relentless challenges regularly create new opportunities for fraud. Unfortunately, businesses need more time to adapt to market changes than fraudsters need to take advantage of the change in a timely manner. As the average financial impact of fraud increases worldwide, the ability to respond effectively is becoming increasingly important.

Abstract:The following measures can be proposed to prevent and detect labor fraud. They can be divided into two groups: informational and control. Informational measures provide for informing about the labor fraud in the media. Though there is not enough information about labor fraud nowadays, the potential victim is warned about the very possibility of such fraud. Management measures are directly aimed at identifying labor fraud. To detect and prevent labor fraud, the employer should have a more careful control over how wages are calculated and how the employee performs the work. If the organization is not large or an individual entrepreneur has up to 100 employees, the employer or the head of the HR department can directly control whether there is embezzlement through fraud. If the organization is large with a large number of structural divisions and a large number of employees, a special control department can be created for internal, personal or economic security. This department should consist of lawyers, economists, accountants, specialists in economic and information security, as well as a specialist in personnel. Its objective will be to identify theft by fraud in the field of labor relations. It does not imply total control on the part of the employer, but if there are grounds to believe that theft may be committed through labor fraud, a more careful control will be appropriate and expedient, and the employer just needs to be more vigilant. All actions on the part of the employer exercising control must comply with the applicable law. Thus, only proper and reasonable oversight by the employer can prevent and detect labor fraud.

Abstract:Fraud is increasing dramatically with the expansion of modern technology and the global superhighways of communication, resulting in the loss of billions of dollars worldwide each year. Although prevention technologies are the best way to reduce fraud, fraudsters are adaptive and, given time, will usually find ways to circumvent such measures. Methodologies for the detection of fraud are essential if we are to catch fraudsters once fraud prevention has failed. Statistics and machine learning provide effective technologies for fraud detection and have been applied successfully to detect activities such as money laundering, e-commerce credit card fraud, telecommunications fraud and computer intrusion, to name but a few. We describe the tools available for statistical fraud detection and the areas in which fraud detection technologies are most used.

Abstract:SYNOPSIS The financial statement auditor’s identification of fraud risk factors, their assessment of fraud risk, and their fraud risk responses are key to the auditor’s consideration of fraud and fraud detection. Given that the last review of research related to the search for fraud during the audit occurred nearly a decade ago, we provide a summary of recent academic research to update and inform practitioners, researchers, standard setters, regulators, and other stakeholders in the financial reporting process. We categorize and summarize findings from recent academic studies that focus on the auditor’s identification, assessment, and responses to fraud risks. Implications for practice are presented for each of these areas, along with topics and questions for future research. JEL Classifications: M40; M41; M42; M48.
