Abstract:Abstract The machine learning (ML) paradigm has gained much popularity today. Its algorithmic models are employed in every field, such as natural language processing, pattern recognition, object detection, image recognition, earth observation and many other research areas. In fact, machine learning technologies and their inevitable impact suffice in many technological transformation agendas currently being propagated by many nations, for which the already yielded benefits are outstanding. From a regional perspective, several studies have shown that machine learning technology can help address some of Africa’s most pervasive problems, such as poverty alleviation, improving education, delivering quality healthcare services, and addressing sustainability challenges like food security and climate change. In this state-of-the-art paper, a critical bibliometric analysis study is conducted, coupled with an extensive literature survey on recent developments and associated applications in machine learning research with a perspective on Africa. The presented bibliometric analysis study consists of 2761 machine learning-related documents, of which 89% were articles with at least 482 citations published in 903 journals during the past three decades. Furthermore, the collated documents were retrieved from the Science Citation Index EXPANDED, comprising research publications from 54 African countries between 1993 and 2021. The bibliometric study shows the visualization of the current landscape and future trends in machine learning research and its application to facilitate future collaborative research and knowledge exchange among authors from different research institutions scattered across the African continent.

Abstract:The improvement of computers' capacities, advancements in algorithmic techniques, and the significant increase of available data have enabled the recent developments of Artificial Intelligence (AI) technology. One of its branches, called Machine Learning (ML), has shown strong capacities in mimicking characteristics attributed to human intelligence, such as vision, speech, and problem-solving. However, as previous technological revolutions suggest, their most significant impacts could be mostly expected on other sectors that were not traditional users of that technology. The agricultural sector is vital for African economies; improving yields, mitigating losses, and effective management of natural resources are crucial in a climate change era. Machine Learning is a technology with an added value in making predictions, hence the potential to reduce uncertainties and risk across sectors, in this case, the agricultural sector. The purpose of this paper is to contextualize and discuss barriers to ML-based solutions for African agriculture. In the second section, we provided an overview of ML technology from a historical and technical perspective and its main driving force. In the third section, we provided a brief review of the current use of ML in agriculture. Finally, in section 4, we discuss ML growing interest in Africa and the potential barriers to creating and using ML-based solutions in the agricultural sector.

Abstract:In the last 5 years, the availability of large audio datasets in African countries has opened unlimited opportunities to build machine intelligence (MI) technologies that are closer to the people and speak, learn, understand, and do businesses in local languages, including for those who cannot read and write. Unfortunately, these audio datasets are not fully exploited by current MI tools, leaving several Africans out of MI business opportunities. Additionally, many state-of-the-art MI models are not culture-aware, and the ethics of their adoption indexes are questionable. The lack thereof is a major drawback in many applications in Africa. This paper summarizes recent developments in machine intelligence in Africa from a multi-layer multiscale and culture-aware ethics perspective, showcasing MI use cases in 54 African countries through 400 articles on MI research, industry, government actions, as well as uses in art, music, the informal economy, and small businesses in Africa. The survey also opens discussions on the reliability of MI rankings and indexes in the African continent as well as algorithmic definitions of unclear terms used in MI.

Abstract:Despite significant efforts to democratize artificial intelligence (AI), computer vision which is a sub-field of AI, still lags in Africa. A significant factor to this, is the limited access to computing resources, datasets, and collaborations. As a result, Africa's contribution to top-tier publications in this field has only been 0.06% over the past decade. Towards improving the computer vision field and making it more accessible and inclusive, this study analyzes 63,000 Scopus-indexed computer vision publications from Africa. We utilize large language models to automatically parse their abstracts, to identify and categorize topics and datasets. This resulted in listing more than 100 African datasets. Our objective is to provide a comprehensive taxonomy of dataset categories to facilitate better understanding and utilization of these resources. We also analyze collaboration trends of researchers within and outside the continent. Additionally, we conduct a large-scale questionnaire among African computer vision researchers to identify the structural barriers they believe require urgent attention. In conclusion, our study offers a comprehensive overview of the current state of computer vision research in Africa, to empower marginalized communities to participate in the design and development of computer vision systems.

Abstract:Kenya, known for its linguistic diversity, faces unique challenges and promising opportunities in advancing Natural Language Processing (NLP) technologies, particularly for its underrepresented indigenous languages. This survey provides a detailed assessment of the current state of NLP in Kenya, emphasizing ongoing efforts in dataset creation, machine translation, sentiment analysis, and speech recognition for local dialects such as Kiswahili, Dholuo, Kikuyu, and Luhya. Despite these advancements, the development of NLP in Kenya remains constrained by limited resources and tools, resulting in the underrepresentation of most indigenous languages in digital spaces. This paper uncovers significant gaps by critically evaluating the available datasets and existing NLP models, most notably the need for large-scale language models and the insufficient digital representation of Indigenous languages. We also analyze key NLP applications: machine translation, information retrieval, and sentiment analysis-examining how they are tailored to address local linguistic needs. Furthermore, the paper explores the governance, policies, and regulations shaping the future of AI and NLP in Kenya and proposes a strategic roadmap to guide future research and development efforts. Our goal is to provide a foundation for accelerating the growth of NLP technologies that meet Kenya's diverse linguistic demands.

This paper investigates the existence of formal KM (Knowledge Management) initiatives in the Software industry such as creation of virtual communities (Communities of practice and communities of interest); expert localization and establishment of knowledge taxonomies in these communities; the knowledge transfer and sharing processes; incubation and Mentorship; collaborative software development and their role in creating entrepreneurship initiatives and providing a building block towards the knowledge economies. We propose a hybrid framework for use in KM initiative focusing on Software Development in East Africa.

Abstract:Computer vision is a broad field of study that encompasses different tasks (e.g., object detection). Although computer vision is relevant to the African communities in various applications, yet computer vision research is under-explored in the continent and constructs only 0.06% of top-tier publications in the last ten years. In this paper, our goal is to have a better understanding of the computer vision research conducted in Africa and provide pointers on whether there is equity in research or not. We do this through an empirical analysis of the African computer vision publications that are Scopus indexed, where we collect around 63,000 publications over the period 2012-2022. We first study the opportunities available for African institutions to publish in top-tier computer vision venues. We show that African publishing trends in top-tier venues over the years do not exhibit consistent growth, unlike other continents such as North America or Asia. Moreover, we study all computer vision publications beyond top-tier venues in different African regions to find that mainly Northern and Southern Africa are publishing in computer vision with 68.5% and 15.9% of publications, resp. Nonetheless, we highlight that both Eastern and Western Africa are exhibiting a promising increase with the last two years closing the gap with Southern Africa. Additionally, we study the collaboration patterns in these publications to find that most of these exhibit international collaborations rather than African ones. We also show that most of these publications include an African author that is a key contributor as the first or last author. Finally, we present the most recurring keywords in computer vision publications per African region.

Abstract:Computers are crucial instruments providing a competitive edge to organizations that have adopted them. Their pervasive presence has presented a novel challenge to information security, specifically threats emanating from privileged employees. Various solutions have been tried to address the vice, but no exhaustive solution has been found. Due to their elusive nature, proactive strategies have been proposed of which detection using Machine Learning models has been favoured. The choice of algorithm, datasets and metrics are cornerstones of model performance and hence, need to be addressed. Although multiple studies on ML for insider threat detection have been done, none has provided a comprehensive analysis of algorithms, datasets and metrics for development of Insider Threat Detection models. This study conducts a comprehensive systematic literature review using reputable databases to answer the research questions posed. Search strings, inclusion and exclusion criteria were set for eligibility of articles published in the last decade.

Abstract:Purpose: The aim of the study was to assess the role of machine learning algorithms in enhancing customer relationship management systems in Rwanda. Materials and Methods: This study adopted a desk methodology. A desk study research design is commonly known as secondary data collection. This is basically collecting data from existing resources preferably because of its low cost advantage as compared to a field research. Our current study looked into already published studies and reports as the data was easily accessed through online journals and libraries. Findings: Algorithms analyze vast amounts of data, allowing businesses to personalize interactions and anticipate customer needs more effectively. For instance, predictive analytics can forecast customer churn, prompting proactive retention strategies. Moreover, sentiment analysis tools gauge customer emotions from feedback, enabling tailored responses and improved service delivery. Machine learning also automates routine tasks like email marketing segmentation, optimizing resource allocation and enhancing overall efficiency. Consequently, CRM systems empowered by machine learning algorithms foster stronger customer relationships, driving business growth through enhanced customer satisfaction and loyalty. Implications to Theory, Practice and Policy: Technology acceptance model (TAM), resource-based view and diffusion of innovations theory may be used to anchor future studies on assessing the role of machine learning algorithms in enhancing customer relationship management systems in Rwanda. Businesses should adopt advanced ML techniques, such as Long Short-Term Memory (LSTM) models and ensemble learning, to enhance the accuracy of customer segmentation and churn prediction, leading to more personalized marketing strategies and improved customer retention. Policymakers should develop and enforce stringent data privacy and security regulations to protect customer data used in ML-enhanced CRM systems.

Abstract:Artificial intelligence (AI) and machine learning (ML) are increasingly broadly adopted in industry, However, based on well over a dozen case studies, we have learned that deploying industry-strength, production quality ML models in systems proves to be challenging. Companies experience challenges related to data quality, design methods and processes, performance of models as well as deployment and compliance. We learned that a new, structured engineering approach is required to construct and evolve systems that contain ML/DL components. In this paper, we provide a conceptualization of the typical evolution patterns that companies experience when employing ML as well as an overview of the key problems experienced by the companies that we have studied. The main contribution of the paper is a research agenda for AI engineering that provides an overview of the key engineering challenges surrounding ML solutions and an overview of open items that need to be addressed by the research community at large.

Abstract:When Buti Manamela visited Lengau, Africa's fastest supercomputer, he had more prosaic technology in mind: electricity. South Africa's Deputy Minister of Higher Education, Science and Technology was at the Center for High Performance Computing in Cape Town for what should have been a showcase tour of a facility providing the country with the computing power needed to run and analyze the kinds of complex models and huge datasets that underpin artificial intelligence (AI) and machine learning (ML). But Manamela was there to better understand the impact of South Africa's rolling power blackouts on the center's operations. Lengau, which means "cheetah" in Setswana, is one of the most important outposts in Africa's AI infrastructure landscape; yet, it is struggling to operate at full capacity because of unreliable power.

Abstract:The paper explores the application of artificial intelligence (AI) technologies in addressing digital divide challenges and enhancing socio-economic equity in Uganda. The digital divide, characterized by disparities in access to digital resources, internet connectivity, and digital literacy, significantly impacts socio-economic development. This research focuses on AI technologies such as machine learning, image recognition, natural language processing (NLP), and GIS-integrated AI, which are mildly actively used in Uganda’s agricultural sector. Studies have shown that digital technologies can address key challenges in agriculture, such as access to extension services, marketing systems, and financial inclusion. For example, mobile money has significantly increased financial inclusion among Uganda's unbanked populations, including women, youth, and rural households. However, barriers such as low digital literacy, limited smartphone ownership, and inadequate internet access hinder the adoption of these technologies, especially among disadvantaged groups. Therefore, while digital innovations have the potential to improve productivity and inclusiveness in agriculture, their limited use could exacerbate existing inequalities by leaving behind those who cannot easily access or afford these technologies. Leveraging these technologies, the study examines how they contribute to improving crop yield predictions, pest and disease management, and precision agriculture. Through the analysis of initiatives undertaken by the National Agricultural Research Organization (NARO), including the use of AI-driven image recognition for plant disease identification and NLP for farmer support systems, highlighting the practical applications and benefits. The findings emphasize the critical infrastructure requirements, ethical considerations, and potential challenges in deploying AI solutions in low-resource communities [9]. A Meta-Summary of Challenges in Building Products with ML Components -- Collecting Experiences from 4758+ Practitioners

Abstract:Incorporating machine learning (ML) components into software products raises new software-engineering challenges and exacerbates existing challenges. Many researchers have invested significant effort in understanding the challenges of industry practitioners working on building products with ML components, through interviews and surveys with practitioners. With the intention to aggregate and present their collective findings, we conduct a meta-summary study: We collect 50 relevant papers that together interacted with over 4758 practitioners using guidelines for systematic literature reviews. We then collected, grouped, and organized the over 500 mentions of challenges within those papers. We highlight the most commonly reported challenges and hope this meta-summary will be a useful resource for the research community to prioritize research and education in this field.

Abstract:The study examines the challenges of mitigating biases in AI training data within Sub-Saharan Africa. A qualitative research approach with semi-structured interviews was employed to gather insights from eight participants with law, IT, and academic background. Thematic analysis was utilised to categorise the data into key themes, revealing insights into the complexities of developing fair AI technologies that reflect the socio-cultural diversity of the region. The findings emphasise the importance of incorporating local values and ethical considerations into AI development and highlight the need for enhanced collaborative efforts to establish resilient, culturally sensitive AI governance frame-works. The research contributes to the broader discourse on ethical AI deployment in diverse global contexts.

Abstract:The union of Edge Computing (EC) and Artificial Intelligence (AI) has brought forward the Edge AI concept to provide intelligent solutions close to end-user environment, for privacy preservation, low latency to real-time performance, as well as resource optimization. Machine Learning (ML), as the most advanced branch of AI in the past few years, has shown encouraging results and applications in the edge environment. Nevertheless, edge powered ML solutions are more complex to realize due to the joint constraints from both edge computing and AI domains, and the corresponding solutions are expected to be efficient and adapted in technologies such as data processing, model compression, distributed inference, and advanced learning paradigms for Edge ML requirements. Despite that a great attention of Edge ML is gained in both academic and industrial communities, we noticed the lack of a complete survey on existing Edge ML technologies to provide a common understanding of this concept. To tackle this, this paper aims at providing a comprehensive taxonomy and a systematic review of Edge ML techniques: we start by identifying the Edge ML requirements driven by the joint constraints. We then survey more than twenty paradigms and techniques along with their representative work, covering two main parts: edge inference, and edge learning. In particular, we analyze how each technique fits into Edge ML by meeting a subset of the identified requirements. We also summarize Edge ML open issues to shed light on future directions for Edge ML.

Empowering Africa: An In-depth Exploration of the Adoption of Artificial Intelligence Across the Continent

Abstract:This paper explores the dynamic landscape of Artificial Intelligence (AI) adoption in Africa, analysing its varied applications in addressing socio-economic challenges and fostering development. Examining the African AI ecosystem, the study considers regional nuances, cultural factors, and infrastructural constraints shaping the deployment of AI solutions. Case studies in healthcare, agriculture, finance, and education highlight AI's transformative potential for efficiency, accessibility, and inclusivity. The paper emphasizes indigenous AI innovations and international collaborations contributing to a distinct African AI ecosystem. Ethical considerations, including data privacy and algorithmic bias, are addressed alongside policy frameworks supporting responsible AI implementation. The role of governmental bodies, regulations, and private sector partnerships is explored in creating a conducive AI development environment. Challenges such as digital literacy gaps and job displacement are discussed, with proposed strategies for mitigation. In conclusion, the paper provides a nuanced understanding of AI in Africa, contributing to sustainable development discussions and advocating for an inclusive and ethical AI ecosystem on the continent.

Abstract:Machine learning (ML) has a well-established reputation for successfully enabling automation through its scalable predictive power. Industry 4.0 encapsulates a new stage of industrial processes and value chains driven by smart connection and automation. Large-scale problems within these industrial settings are a prime example of an environment that can benefit from ML. However, a clear view of how ML currently intersects with industry 4.0 is difficult to grasp without reading an infeasible number of papers. This systematic review strives to provide such a view by gathering a collection of 45,783 relevant papers from Scopus and Web of Science and analysing it with BERTopic. We analyse the key topics to understand what industry applications receive the most attention and which ML methods are used the most. Moreover, we manually reviewed 17 white papers of consulting firms to compare the academic landscape to an industry perspective. We found that security and predictive maintenance were the most common topics, CNNs were the most used ML method and industry companies, at the moment, generally focus more on enabling successful adoption rather than building better ML models. The academic topics are meaningful and relevant but technology focused on making ML adoption easier deserves more attention.

Abstract:Recently software development companies started to embrace Machine Learning (ML) techniques for introducing a series of advanced functionality in their products such as personalisation of the user experience, improved search, content recommendation and automation. The technical challenges for tackling these problems are heavily researched in literature. A less studied area is a pragmatic approach to the role of humans in a complex modern industrial environment where ML based systems are developed. Key stakeholders affect the system from inception and up to operation and maintenance. Product managers want to embed "smart" experiences for their users and drive the decisions on what should be built next; software engineers are challenged to build or utilise ML software tools that require skills that are well outside of their comfort zone; legal and risk departments may influence design choices and data access; operations teams are requested to maintain ML systems which are non-stationary in their nature and change behaviour over time; and finally ML practitioners should communicate with all these stakeholders to successfully build a reliable system. This paper discusses some of the challenges we faced in Atlassian as we started investing more in the ML space.

Thanks to the hype and availability of research funds, it is being adapted in many fields without much thought. Computational Science and Engineering (CS&E) is one such sub-field. By highlighting some critical questions around the issues and challenges in adapting Machine Learning (ML) for CS&E, most of which are often overlooked in journal papers, this contribution hopes to offer some insights into the adaptation of ML for applications in CS\&E and related fields. This is a general-purpose article written for a general audience and researchers new to the fields of ML and/or CS\&E. This work focuses only on the forward problems in computational science and engineering. Some basic equations and MATLAB code are also provided to help the reader understand the basics.
