Abstract:This article presents a long-term forecast for the development of agriculture based on a linear optimization model. In ARRIAE, this model is applied to make long-term forecasts for the development of agriculture and individual agro-based industries. The proposed model (partial equilibrium) is used to optimize the distribution of tangible and cost resources in agriculture by the criterion of maximizing food consumption for the population of Russia. The guidelines for compiling a long-term forecast were macroeconomic parameters and directions of the long-term development in the national economy including the agro-industrial complex described in [1–6]. Model calculations were used in designing the Strategy for the Development of the Agro-Industrial and Fishery Complexes of the Russian Federation for the period up to 2030 [6] in terms of forecast volumes and indices of agricultural development for 2030. The forecast was made for two scenarios: target (optimistic) and "no-change" (pessimistic), depending on the emerging system of relations in the sector and in the Russian economy.

Abstract:The agricultural sphere of production has always been accompanied by the influence of a wide range of factors, among which a large share is assigned to natural and climatic. The activities of agricultural organizations, especially in the field of crop production, are directly related to weather events, and in addition, a number of unstable processes of economic content (prices, demand, etc.), as well as problems caused by sanctions and the need to resolve import substitution issues, force management decisions to be made in conditions of uncertainty and risk. At the same time, the competent use of resource potential enables enterprises to reduce production costs and increase its efficiency in general. The purpose of the study was to develop a procedure for the formation of alternative solutions to the problem of land management for optimal placement of crops in fields using mathematical and statistical methods. The article presents an overview of a number of scientific studies related to the improvement of the activities of agricultural organizations, the results of which highlight and consider the main factors, methods and methods of increasing its effectiveness. According to official statistical sources, the analysis of the state of agricultural production in Russia, the Volga Federal District and the Orenburg Region in the context of the crop industry is given. The methods of game theory are chosen as tools that allow the formation of alternative options according to a number of criteria (Maximax criterion, Wald maximin criterion, Savage minimum risk criterion, Hurwitz pessimism-optimism criterion). The testing of the computational algorithm was carried out on the materials of one of the agricultural organizations of the Orenburg region. As a result of the study, several strategies for the use of land resources were formed when the enterprise was operating under conditions of uncertainty and risk, depending on the behavior of market conditions and natural and climatic factors. The analysis of the presented calculations showed an increase in the profit of the organization when planning the distribution of areas for agricultural crops using mathematical and statistical tools, and the possibility of automating the computational process (against the background of the digitalization of data flow processing that is relevant today) will significantly reduce the time when making managerial decisions. The results of the work can be recommended to agricultural organizations for use in the process of land management to achieve maximum efficiency and profitability of the business.

Abstract:The goal is to reveal the basis for the formation of labor potential in agriculture, its condition and role in socio-economic development of rural areas. Consider theoretical foundations of economic and mathematical modeling of dynamics of the formation of human resources in agro-industrial complex of Kazakhstan. Methods - application of methodology for carrying out forecast calculations based on econometric model in the form of a system of joint equations, tracing the connection of labor market with changes in demographic structure of the country's rural population. The study used statistical data series provided by the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan. An overview of government support measures aimed at increasing labor reserves in rural areas is presented. As a result of scientific research, calculation forecast models were obtained, on the basis of which the values of main statistical indicators characterizing the dynamics of labor activity in rural areas of the republic for the long-term period were determined. Results - ways to overcome negative trends that slow down labor activity and form effective labor potential in rural areas are proposed: ensuring real growth in rural employment in all areas of activity; creation of additional high-performance jobs; improvement of social infrastructure. Conclusions - based on forecast calculations of indicators reflecting the directions of development of human capital in agricultural sector, opportunities for increasing GDP of products (services) of agriculture, forestry and fisheries have been identified. Studying the problems of rural labor economics makes it possible to note imbalances in the supply and demand of qualified specialists. In this regard, there is a need for active labor policy, stimulation of job search, training in professional skills, acquisition of a new profession.

Abstract:Agricultural industries face increasing pressure to optimize efficiency and reduce costs in a competitive and resource-constrained global market. As firms seek innovative ways to enhance productivity, cooperative strategies have emerged as a promising solution to address these challenges. In this context, game theory provides a powerful framework for analyzing and structuring such cooperative efforts, ensuring that each firm's contribution is fairly rewarded. This paper presents an innovative approach to address challenges in agricultural crop processing through inter-firm cooperation. A new class of totally balanced games is introduced, which models the strategic interactions among companies processing agricultural products. The objective is to identify profit allocations that fairly compensate firms contributing to cost reduction and surplus processing for others. To achieve this, the allocations resulting from each type of compensation will be thoroughly examined, and a coalitionally stable compensation procedure will be established. The study demonstrates the feasibility and effectiveness of cooperative strategies for optimizing agricultural processes. Lastly, the findings will be applied to a case study.

Abstract:The article presents multi-stage parametric programming models, the characteristics of which depend on time and seasonality. The first model took into account the impact on the yield of agricultural crops of predecessors. In the second model, related to the distribution of sales of products by seasons, at the first stage, a point and interval forecast of the task parameters is carried out, at the second stage, optimal coefficients are determined that characterize the volume of sales of crop products depending on the season. Then, based on the obtained forecasts and optimal coefficients, the parametric programming problem is solved. The described tasks are implemented on real objects of the Irkutsk region. Logistic and asymptotic dependences are used to predict crop yields, and the price trend is a seasonal model. It should be noted that the presented models can be refined with the help of expert assessments, which will improve the adequacy of planning the activities of agricultural producers.

Abstract:Finding the optimal land allocation for providing ecosystem services, conserving biodiversity and maintaining rural livelihoods is a key challenge of agricultural management and land-use planning. Agroforestry has been widely discussed as a sustainable land-use solution and as one strategy to improve the provision of multiple ecological and economic functions in agricultural landscapes. In this study, we use the backdrop of agroforestry research to evaluate a method from the multi-criteria decision analysis toolbox: robust multi-objective optimization. The key feature of this modelling approach is its capacity to integrate uncertain ecological and socio-economic data. We illustrate the optimization model with a case study from eastern Panama, showing how the model can bring together scientific and practical knowledge to provide potentially desirable landscape compositions from the perspective of farmers, a public perspective, and a compromise solution. Example results of our case study show how to assess whether agroforestry is a desirable component in a landscape composition to satisfy multiple objectives of different interest groups. Furthermore, we use the model to demonstrate how different objectives influence the optimal area share and type of agroforestry. Due to its parsimonious nature, the model could be used as a starting point of an interactive co-learning process with decision-makers, researchers and other stakeholders. The model, however, is not yet suitable for an exact prediction of future land-use dynamics, for questions of spatially explicit land-use configuration, studies going beyond the regional scale or for socio-economic interactions of agents. Therefore, we outline future research needs and recommendations for other types of models or hybrid approaches.

Abstract:Relevance of the research topic. An important trend of the development strategy of the agricultural sector`s labour potential is the establishment of the environment for its formation, which fits sustainable development goals. Human factors of production in the context of sustainable development is characterized by the growing role of education and intangible capital. It acts as a determinant of the national economy`s and economic sectors` growth to ensure life conditions of the present and future generations. Rural areas become a kind of framework for residence, demographic trends and proportions, social interaction, gaining psychophysical, motivational and, to some extent, intellectual parameters for harmonious socio-ecological and economic, i.e. sustainable, development. Thus, the issue of levers` assessment of labour potential management in agricultural sector remains relevant at the present stage of achieving sustainable development goals. Problem statement. Sustainable development paradigm is a combination of economic, social and environmental components represented by a significant number of interconnected factors. Their comprehensive impact determines the ways and dynamics of achieving sustainable development goals. Making managerial decisions referring to the impact on each separate determinant and taking into account their interaction is accompanied by the analysis and processing of a significant set of indicators and requires special data processing methods. Solving this problem is possible when applying artificial neural networks to define parameters, which will be studied in the model. Analysis of recent research and publications. Both Ukrainian (M. Artyukh, L. Voynich, O. Lytvyn, I. Lyashenko, I. Tkach, L. Khrushchev, S. Shumska and V. Yankovy) and foreign scholars (N. Kuzina, S. Pshenichnikova and N. Suvorov), and others [1-6] analyzed the possibility of applying economic and mathematical models for economic growth analysis. The results of our own research on the problem are given in [10-16]. Works written by S. Bogachev, O. Galushko, M. Zgurovsky, S. Kvitka, S. Kozlovsky, J. Kologrivov, K. Rulitskaya, O. Sadovnik, L. Fedulova and A. Shpykulyak demonstrate their attempts to apply economic and mathematical methods and models for forecasting of the agricultural sector`s sustainable development. Nevertheless, they did not receive further development and practical use for labour potential management in the context of sustainable development. Selection of unexplored parts of the general problem. Despite some progress in problem solving, there is a need in in-depth study of new approaches aimed at forecasting and modelling agricultural sector`s targets based on the threefold concept of sustainable development using modern management methods, taking into account environment dynamism and the complexity of positive and negative externalities. Problem statement, research goals. The above-mentioned circumstances determine the rationale to assess the levers of influence over the target sustainable development indicators in the agricultural sector. Method and methodology of research. When doing the research general scientific (analysis and synthesis, abstract-logical, generalization and system analysis) and special (generalized linear regression, artificial neural networks) research methods have been used. Presentation of the main material (results of work). The neural network modelling allowed building a multifactor impact model on the resulting indicator of sustainable development in the agricultural sector, namely labour productivity. The next factors have been identified in the model: average monthly nominal wage; energy security; power-weight ratio; number of trucks (per 100 hectares of sown area and per 1,000 employees); amount of mineral fertilizers applied; amount of applied organic fertilizers for crops; emissions into the atmosphere from stationary and mobile sources of pollution; total waste accumulated at landfills; average index of regional human development; capital investment per capita. The following parameters like average monthly nominal wage, application of mineral fertilizers, number of trucks, and capital investments significantly affect the modelling results. The proposed model allows modelling and forecasting, based not only on previously obtained indicators and their dynamics, but also, which is important in the context of sustainable development, to set targets which facilitates managerial influence not only on the end result but on the process if its achievement as well, including the optimization impact. In addition, the modelling allows to adjust the impact factors, if they are either insignificant, as it has been found out when modelling, or lose value due to technological changes (for example, energy security and power-weight ratio). Conclusions. Based on the proposed multifactor adaptive model of sustainable development in the national agricultural sector, the strategic trends for its labour potential management have been developed. The neural network modelling methodology applied when building a model provided an opportunity to take into account the tasks for long-term sector`s sustainable development while determining and dynamically adjusting priorities, parameters and levers of influence on current industry`s efficiency. The proposed model allows not only modelling and forecasting based on previously obtained indicators and the dynamics of their adjustment, but also to set targets to obtain a number of possible scenarios for system development. It depends on forecasting conditions and parameters. It does not only rise the validity of managerial decisions, but also ensures the timeliness of management object`s adaptation to the ever-changing environmental conditions. Moreover, it provides managerial influence not only on the result, but also on the process of its achievement, including optimization of sustainable development levers.

Abstract:The world is facing immense challenges because of increasing strife and the impacts of climate change with accompanying disasters, both sudden-onset as well as slow-onset ones, which have affected the trade of agricultural commodities needed for food security. In this paper, a multiperiod, multicommodity, international, agricultural trade network equilibrium model is constructed with capacity constraints on the production, transportation, and storage of agricultural commodities. The model allows for multiple routes between supply and demand country markets, different modes of transport, and storage in the producing and consuming countries as well as in the intermediate countries. The generality of the underlying functions, coupled with the capacity constraints, allow for the modeling of competition among agricultural commodities for production, transportation, and storage. The capacity constraints also enable the quantification of various disaster-related disruptions to production, transportation, and storage on the volumes of commodity flows as well as on the prices. A series of numerical examples inspired by the effects of Russia’s full-scale invasion of Ukraine on agricultural trade is presented, and the results are analyzed to provide insights into food insecurity issues caused by the war.

Abstract:The article deals with the change in the “paradigm” of the agricultural economy that occurred and was recorded in the “Concept for the Development of Rural Territories of the Russian Federation” in 2010 (developed in the “Strategy for Sustainable Development of Rural Areas of the Russian Federation for the period up to 2030”, 2015 [1]), but is not widely recognized (according to T. Kuhn’s theory of scientific revolutions), which is reflected in the increasing complexity of the systems studied by scientific economists -agrarians: agriculture (mechanistic model and independent controllable variables) — agro-industrial complex (intelligent observable system, the possibility of implementing management and quality control) — rural areas (“multi-intelligent observing systems” — social model, interdependent variables). Therefore, today it is impossible to reduce all agroeconomic research to “maximizing profit per worker or per unit of area”. Based on the need to apply a systematic approach, in conditions of challenges and sanctions, the need to expand the capabilities of traditional cost assessments based on the use of indicators (natural and relative assessments) of the quality of management decision-making is substantiated. When developing methods of analysis and management (agriculture, agro-industrial complex, rural areas), it should be taken into account that the systems approach updated in the work has also undergone three transformations over 80 years: operations research (optimization of agricultural production) or cybernetics 1.0; cybernetics 2.0 and open systems (quality management); cyber-physical systems in agriculture and agro-industrial complex.

Abstract:The article is devoted to the results of modeling the combination of agricultural production and harvesting of wild food resources. Agricultural enterprise models that are able to expand food production activities through the use of wild plants are proposed. A prerequisite for the application of the developed linear programming models with uncertain parameters is the availability of sufficient reserves of wild food resources located at relatively small distances from the farm. This condition is acceptable for many farms in the Irkutsk region. As optimization problems, linear parametric problems with interval and random estimates are used. With sustainable agriculture, the uncertain values are yield, labor costs and prices for harvesting and selling wild plants. The models used to manage the activities of agricultural producers of the Irkutsk region showed additional opportunities for the development of the regional agro-industrial complex.

Abstract:Since China's reform and opening to the outside world,the gap between the income of China's urban people and that of rural people(GBIOCUPATORP) has had a tendency to be widened.We have constructed a "pure" dynamical growth model and a general equilibrium model that covers the twist of labor markets and the disparity in the department's efficiency,to calibrate and analyze the formation of GBIOCUPATORP.The "pure" dynamical growth model can better simulate the characteristics of the transfer of the labor force from agricultural sector to non-agricultural sector,those of the gradual drop of the proportion of the agricultural departments to the national economy,and those of the gradual rise of the proportion of the non-agricultural sector to the national economy,but the results of the numerical simulation in not corresponding to the fact of GBIOCUPATORP.Then,we have resorted to the above-mentioned general equilibrium model to construct a model of GBIOCUPATORP.The results show that the formation of GBIOCUPATORP and the relations between GBIOCUPATORP,various economic systems,policies and variables can be reasonably interpreted within this general framework.With the method of parameter calibration and numerical simulation,we have found that this model we have constructed can be verified by the features of China's economy.

Abstract:The article constructs a game-theoretic model of preventive measures for the antagonistic game with nature, that is such a model in which two participants take part, one of which is a regulating body (government) that makes legislative decisions depending on the emerging external and internal conditions affecting the course of the demographic process, the second participant - internal and external conditions of the environment (nature). An example of such a game is given and the optimal strategy for the government is calculated.

Abstract:Abstract. The purpose of the study was to substantiate the applicability of the use of artificial neural networks to the forecasting of agro-food economic systems. Methods. The research is based on the use of elements of the interpretative method in a combination of genetic, structural, functional, complex, systemic, and empirical approaches. The scientific novelty it consists in systematization of algorithms for the implementation of artificial neural networks and substantiation of their applicability for forecasting agro-food economic systems, development of an algorithm and architecture for building a neural network based on multiple data on agricultural markets, substantiation of directions for improving information infrastructure at the firm level. Results. The authors systematized intuitive and formalized forecasting methods, justified the place of methods based on machine learning in this system. The advantages and disadvantages of using artificial neural networks for forecasting agri-food economic systems are considered in detail, the expediency of their use from the point of view of compliance with the principles of forecasting is justified. The analysis of the main types of artificial neural networks allowed us to conclude that the most promising for the implementation of forecasting tasks are competitive neural networks with a back propagation algorithm (LSTM and GRU). The main objectives of building models based on neural networks for use in forecasting economic systems are formulated, the basic provisions of the sequence and methods of deploying neural networks in the forecasting process in the agri-food market are developed, the key elements of the organization of the forecasting process in individual economic entities are considered, practical aspects of the possibility of using a mathematical algorithm for modeling agri-food systems are considered, as well as the conditions for improving the information infrastructure at the firm level in order to ensure the availability of data sources and technologies for their processing.
The Estimation Methods for Agricultural Surplus Labor Based on Stochastic Frontier Production Function.

Abstract:The existing calculation methods for the number of agricultural surplus labor have a common flaw, that is, they can not reflect the impact of technical efficiency changes in agricultural production on the surplus labor. Based on the basic principle of stochastic frontier production function, this paper calculates the agricultural production technical efficiency of various provinces, and selects the province with the highest technical efficiency to assume that its agricultural labor is fully utilized, and there is no agricultural surplus labor. With the ratio of agricultural labor number to agricultural output value in this province as a reference, this paper calculates the number of agricultural surplus labor in other provinces. This calculation method makes up for the shortcomings of the existing calculation methods; it reflects the relationship between the number of agricultural surplus labor and production technical efficiency.

Abstract:To investigate the effects of various government subsidies on the decision of agricultural products supply chain under adverse weather, this paper depicts the random profit function of adverse weather affecting the output of fresh agricultural products. Then, both the centralised and decentralised decision-making models are set with various government subsidies, i.e. no subsidy, output subsidy, procurement subsidy, one-time subsidy to company and one-time subsidy to farmer. Through comparative analysis and numerical analysis, we explore the effects of adverse weather and different government subsidies on the supply chain decisions including planting effort, procurement price and retail price.

Abstract:The article examines the production of agricultural machinery in the Russian Federation for the period from 2000 to 2020. The aim of the work is to develop a forecast for the production of the main types of agricultural machinery in the Russian Federation in modern conditions. Within the framework of this, the following tasks are supposed to be solved: - study of the availability of agricultural machinery for domestic agricultural producers; - identification of trends in the development of agricultural machinery production; - construction of econometric models that describe the volume of agricultural machinery produced. The information base of the study was the data of the Federal State Statistics Service. The study used statistical methods, in particular Student's t-test. The null hypothesis about the presence of a systemic shift in the time series was tested using a dummy variable. The index of production potential was also used in the work. Calculations showed the presence of a systemic shift in the series of the studied indicators. Econometric models were built for each series. For the production of tractors and loaders for agricultural purposes, the model will have a mixed look. Combine production is characterized by quadratic functions. Based on the models obtained, the production of the main types of agricultural machinery in the Russian Federation for the period 2021–2023 was predicted.

Abstract:A number of conditions and specific features are influenced on the reproduction process in Russian agriculture. These are natural and climatic conditions, seasonality of agricultural labor, soil fertility, versatility, high payback period for capital investments, low investment attractiveness. The main means of production and the subject of labor is land, which is characterized by different fertility and different possibilities of agricultural production. The labor process in agriculture is characterized by seasonality. The conditions for the reproduction of labor resources in rural areas are significantly worse than in urban areas. Due to the low quality of life and the level of wages, insufficient provision of residents with social and transport infrastructure. These and other features have an impact on the reproductive process of labor resources in agriculture. The Federal State Statistics Service data and the results of research by domestic scientists in the field of the reproductive process of labor resources in agriculture were used in this study. Obtaining the results was based on the application of general scientific research methods. The study revealed that the agricultural economy is characterized by a number of qualitative trends, in particular low-paid labor, a decrease in the length of agricultural processes, a deterioration in the socio-demographic situation, aging of the rural population, low life expectancy compared to the city, low birth rate, migration of the young population to urban areas. There is a lot of talk about the structural shortage of personnel in agricultural production. The problems of staffing the rural economy with qualified labor are very acute. To solve these problems, a number of targeted programs are currently being implemented at the federal level, for which budgetary allocations have been allocated, but they are clearly insufficient. Regional and local support measures are also being implemented to solve the problems of reproduction of labor resources in rural areas, but they also require a significant increase in budget allocations. The process of forming labor resources in rural areas has a complex system of relations, which leaves an imprint on the formation of human resources in agriculture. The existing wage system in agricultural production does not encourage the recruitment of highly qualified specialists to work in rural areas. The measures taken by the State, regional and local authorities are clearly insufficient and require adjustments and improvements.
An integrated socio-economic agent-based modeling framework towards assessing farmers' decision making under water scarcity and varying utility functions

Abstract:A spatio-temporal Agent Based Modeling (ABM) framework is developed to probabilistically predict farmers' decisions concerning their future farming practices when faced with potential water scarcity induced by future climate change. The proposed framework forecasts farmers' behavior assuming varying utility functions. The functionality of the proposed ABM is illustrated in an agriculturally dominated plain along the Eastern Mediterranean coastline. The model results indicated that modelling farmers as agents, who were solely interested in optimizing their agro-business budget, was only able to reproduce 35% of the answers provided by the farmers through a administered field questionnaire. Model simulations highlighted the importance of representing the farmers' combined socio-economic attributes when assessing their future decisions on land tenure. This approach accounts for social factors, such as the farmers' attitudes, subjective norms, social influence, memories of previous civil unrest and farming traditions, in addition to their economic utility to model farmer decision making. Under this scenario, correspondence between model simulations and farmers' answers reached 95%. Additionally, the model results show that when faced with the negative impacts of climate change, the majority of farmers seek adaptive measures, such as changing their crops and/or seeking new water sources, only when future water shortages were predicted to be low to moderate. Most opt to cease farming and allow their lands to urbanize or go fallow, when future water shortages were predicted to be high. Meanwhile, incorporating and modeling the social influence structures within the ABM diminished farmers' willingness to adapt and doubled their propensity to sell or quit their land. The proposed framework is able to account for a variety of utility functions and to successfully capture the actions and interactions between farmers and their environment; thus, it represents an innovative modeling approach for assessing farmers' behavior and decision-making in the face of future climate change. The nonspecific structure of the framework allows its application at any agriculturally dominated setting facing future water shortages promulgated by a changing climate.

Abstract:The aim of the research is the assessment of environmental hazards and occupational safety to implement the most effective ways to protect workers, the environment from the effects of hazardous and harmful factors when using chemicals in agriculture. Research methods : monographic, abstract‐logical, mathematical and logical‐linguistic modeling, computational‐ constructive, probability theory, expert estimates, etc. Results : a model of integrated assessment of environmental hazards and labor protection in agriculture, including nine assessment blocks: 1) soil contamination by pesticides, agrochemicals and heavy metals; 2) the balance of nitrogen, phosphorus and potassium, ensuring environmental protection; 3) the load of livestock on pastures; 4) the ratio of stabilizing and destabilizing factors; 5) the risk of waste and by‐products; 6) the production of environmentally safe products; 7) working conditions in the workplace; 8) the level of investment in labor protection, environment and environmentally safe products; 9) the level of environmental culture and culture of labor protection of workers and the population. Conclusion : the Model is tested in the working conditions of LLC ʺMalinischiʺ of the Pronsky district of the Ryazan region in manual mode and can be the basis for the implementation of information and computer technology assessment.
