Abstract:Transitioning towards a more sustainable society calls for systematic tools to assess the sustainability performance of urban systems. To perform this task effectively, this work introduces a novel method based on the combined use of Data Envelopment Analysis (DEA) and the hypervolume indicator. In essence, DEA is applied to (i) distinguish between efficient and inefficient urban systems through the identification of best practices; and to (ii) establish improvement targets for the inefficient urban systems that, if attained, would make them efficient. Meanwhile, the hypervolume indicator is employed in conjunction with DEA to evaluate how urban systems evolve with time. The capabilities of this approach are illustrated through its application to the sustainability assessment of London boroughs between 2012–2014. Results reveal that most boroughs tend to perform well in terms of the indicators selected, with 20–25 of the 32 boroughs found efficient depending on the year. Regarding the temporal assessment, a global improvement in sustainability performance was found, with a strong relationship between the boroughs’ performances and their locations. The method proposed opens new pathways of social and environmental research for the application of advanced multi-criteria decision-support tools in the assessment and optimisation of urban systems.

Abstract:Effective stakeholder engagement is vital for sustainable water management in the Bogotá River Basin, which faces serious environmental and socio-economic challenges, including water scarcity, pollution, and inequitable distribution. Engaging diverse stakeholders can promote shared decision-making, identify common goals, and enhance the implementation of sustainable water governance strategies. Taking this into account, this research evaluates multi-stakeholder engagement in the Bogotá River Basin in Colombia over the past 30 years to promote sustainable water management in the face of current global challenges. The research methodology includes a desk-based and systematic review, as well as policy analysis using descriptive and quantitative methods. With the use of MAXQDA software, we identified 74 national, regional, and local policies focused on stakeholder engagement for water management in Colombia, which were narrowed down to 22 documents for the Bogotá River Basin. The policy analysis is based on the Organization for Economic Co-operation and Development (OECD) indicator for Principle 10 to self-assess the level of legal framework implementation and stakeholder engagement. The self-assessment pointed out that despite the strong legal background and the enhancement of stakeholder engagement via formal and informal participatory mechanisms in the first stages of policy-making, there is a lack of engagement in the evaluation and follow-up phases, leading to box-ticking mechanisms. The findings suggest that effective stakeholder engagement needs to be comprehensive in policy-making processes, especially in the evaluation and follow-up stages. Moreover, the river basin’s management can improve by making a clear disclosure about the outcomes of participatory processes. This research concludes that promoting shared decision-making, identifying common goals, and enhancing the implementation of sustainable water management strategies can greatly benefit the Bogotá River Basin. These efforts can lead to more effective and efficient use of water resources and ultimately contribute to a healthier and more sustainable environment.

Abstract:Hydropower is a renewable, controllable, and flexible source of electricity. These are instrumental features to support decarbonization efforts, as an enabler of non-controllable and variable sources of renewable electricity. Sometimes hydropower is accompanied by other services provided by multipurpose reservoirs, such as water supply, irrigation, navigation, flood control and recreation. Despite all these benefits, hydropower can be a polarizing issue. A large sample of projects with poor planning and execution provides numerous arguments for its opponents. Large and complex projects frequently suffer overcost and delays. The direct impacts are related to the disruption of river ecosystems and surrounding habitats due to the flooding of large areas, and the fragmentation of rivers caused by the construction of dams and the reduction of sediment transport that impoverishes aquatic life. People displacement and compensation are always a complex issue. Hydropower projects can also cause indirect impacts, such as additional deforestation related to the construction of workers' villages, access roads and transmission lines. Finally, reservoirs may also become a significant source of methane emission, especially in tropical areas. This paper offers an analytical approach for sustainable hydropower planning at the river basin scale called HERA: Hydropower and Environmental Resource Assessment. Built on three main components, namely geoprocessing, engineering, and optimization, HERA screens and compares hydropower development alternatives to guarantee social and environmental objectives while maximizing mentioned economic benefits. It was designed to encourage a transparent and participatory hydropower planning process from the early stages. Experience has shown this approach increases the chances of better and balanced outcomes. A case study is presented in the Ogooue river basin in Gabon.

Abstract:This study aims to evaluate the water use characteristics of five hydropower stations in Ecuador, Uruguay, and Argentina to verify if the resource will change by their use on energy production, mainly to natural dam flow. The methodology is quantitative by taking water before inlet of the generation turbines (up-stream) and outlet of discharge after the process (downstream), there are ten samples to study for each one, at eleven physical-chemical parameters (three physical and eight chemical). This study found that hydropower projects analyzed present changes between inlet dammed water and outlet water from the turbine after generating electricity. The measured parameters are variables, some ranges demonstrate large deviations, for example, total dissolved solids with 100 mg/l, total solids 93 mg/l, and hardness 46 mg/l. There are differences between upstream and downstream water quality because the projects with dams stagnate the source of increasing development of the solids, verifying that the expansion of the extensive infrastructures, such as dams, generates the suspended matter presence, compared to outlet water at the discharge stage, these materials are clay, silt, organic material, vegetation decomposition, and living bodies such as algae, snails, and floating plants that produce opacity, which is the reason for the color difference in the samples. It recommends monthly sustainability plans for all hydropower projects to check the water conditions and ecosystems, monitoring climate behavior to issue improvements or fixes continuously.

Abstract:Hydropower has been the leading source of renewable energy across the world, accounting for up to 71% of this supply as of 2016. This capacity was built up in North America and Europe between 1920 and 1970 when thousands of dams were built. Big dams stopped being built in developed nations, because the best sites for dams were already developed and environmental and social concerns made the costs unacceptable. Nowadays, more dams are being removed in North America and Europe than are being built. The hydropower industry moved to building dams in the developing world and since the 1970s, began to build even larger hydropower dams along the Mekong River Basin, the Amazon River Basin, and the Congo River Basin. The same problems are being repeated: disrupting river ecology, deforestation, losing aquatic and terrestrial biodiversity, releasing substantial greenhouse gases, displacing thousands of people, and altering people's livelihoods plus affecting the food systems, water quality, and agriculture near them. This paper studies the proliferation of large dams in developing countries and the importance of incorporating climate change into considerations of whether to build a dam along with some of the governance and compensation challenges. We also examine the overestimation of benefits and underestimation of costs along with changes that are needed to address the legitimate social and environmental concerns of people living in areas where dams are planned. Finally, we propose innovative solutions that can move hydropower toward sustainable practices together with solar, wind, and other renewable sources.

Abstract:Hydroelectric energy is a widely used technology in 180 countries benefiting in 2020, this source has 140 years of development, represents 16% of the energy generated in the world and 63% of renewables. The objective of this manuscript is to develop a state of knowledge that analyzes scientific theories, hypotheses and projects to propose this review as a robust theoretical framework to understand the effects and advantages of hydroelectric energy in Asia. For the review, the methodology collected scientific information from publishers such as Elsevier, Taylor & Francis and Springer. The Asian continent was selected due to the representative number of hydroelectric projects, and to represent more than 30% of the world's hydroelectric generation, having the largest installed capacity. According to studies in thirteen Asian countries, over future projections, hydropower potential decreases over time in part due to the deep interaction between water and its location, variations in climate change and opposition from people near the sources. projects in often remote areas. The prominence of hydroelectricity will gradually change from a stable generation as a complementary source of other renewable energies. On the other hand, hydroelectricity, as the largest renewable source today, is competitive in generation price and responds to the growing demand of the population, therefore, to build sustainable energy systems, policymakers, engineers and builders must adopt procedures that organize projects based on sustainability criteria.

Abstract:Hydropower continues to expand globally as the power sector transitions away from carbon-intensive fossil fuels. New dam sites vary widely in the magnitude of their adverse effects on natural ecosystems and human livelihoods. Here, we discuss how strategic planning of hydropower expansion can assist decision makers in comparing the benefits of building dams against their socioenvironmental impacts. Advances in data availability and computational analysis now enable accounting for an increasing array of social and environmental metrics at ever-larger spatial scales. In turn, expanding the spatial scale of planning yields more options in the quest to improve both economic and socioenvironmental outcomes. There remains a pressing need to incorporate climate change into hydropower planning. Ultimately, these innovations in evaluating prospective dam sites should be integrated into strategic planning of the entire energy system to ensure that social and environmental disruption of river systems is minimized.

Abstract:Colombia is well-positioned for the development of sustainable energy due to its abundance of natural resources, which include water, wind, and sun. Regulating the safe and sustainable use of offshore wind energy, which is considered non-conventional, is lacking in the nation, nonetheless. The development of offshore wind technology in Colombia shows potential to meet energy needs during dry hydrological conditions and El Niño/Southern Oscillation events when the hydroelectric system power supply is low. This study examines global initiatives that have encouraged nations to develop plans for cutting their CO2 emissions, stressing both their successes and shortcomings in putting offshore wind technology into practice. An examination of Colombia's renewable energy administrative framework finds a lack of data required to carry out offshore wind projects. Furthermore, a review of previous research on marine energy emphasizes how important it is to expand our knowledge of offshore wind generation. Although the majority of local renewable energy projects concentrate on terrestrial sources, an analysis of wind speed and wind power density in Colombia at different altitudes shows promising magnitudes and good trends.Digital finance plays a crucial role in this context by providing innovative funding mechanisms, enhancing financial accessibility, and reducing investment risks through improved financial technologies. These advancements support the mobilization of capital necessary for the development and expansion of offshore wind energy projects.As a result, the technical, economic, administrative, and legal data pertinent to renewable energy in Colombia is compiled in this study. It proposes to provide information to stakeholders involved in decision-making processes and promotes the possible installation of offshore wind farms in regions close to Colombia's Caribbean coast. Because of its plentiful resources, Colombia offers a great chance to implement offshore wind energy technology, which will lessen dependency on fossil fuels and provide a backup energy source in case of supply shortages. The integration of digital finance is key to unlocking the economic potential of these projects, ensuring sustainable and scalable energy solutions for the future.
Comprehensive Water Footprint of a University Campus in Colombia: Impact of Wastewater Treatment Modeling

Abstract:Protection of water resources implies the responsible consumption, and the return of this resource with the best physicochemical conditions. In organizations, water is consumed both directly in their facilities and indirectly in the products or services acquired for their operation, requiring a water accounting based on the life cycle perspective. This study aims to assess the comprehensive water footprint of the main campus of the Technological University of Pereira (Colombia), based on the ISO 14046:2014 standard, and analyze the influence of wastewater treatment. Impacts on water scarcity were evaluated using the AWARE method, while the impacts on human health and ecosystems were evaluated using the ReCiPe method. Specific modeling of the wastewater treatment plants on campus was conducted. A total of 102,670 m 3 .y −1 of water scarcity was accounted for. Water consumption per person was 17.8 m 3 of which 86.2% corresponded to indirect activities. Similarly, indirect activities were responsible for more than 98% of the impacts on human health and ecosystems, where more than 95% were due to infrastructure construction and 2% due to electricity consumption. Although the wastewater treatment on campus reduced the impact on ecosystems by 14%, if a tertiary treatment was added, these impacts would have a 40% of additional reduction. Efforts in recycling programs were also quantified in 712 m 3 of avoided water scarcity for secondary users. The findings suggest focusing actions on sustainable construction and purchases to improve water management in organizations.
Mapping hydropower expansion and cash crop dynamics in Colombia using Landsat time series

Abstract:Satellite-based monitoring provides insights on synergies and trade-offs between energy production and land use and land cover (LULC) changes (LULCC) around hydropower dams. Using Landsat data, we mapped LULCC related to hydropower expansion to understand change dynamics of cash crop production in the Magdalena River basin (Colombian Andes). We leveraged secondary map products and an active learning routine to produce thematically detailed LULC maps, for 2009, 2015, and 2020, including key cash crops (rice and oil palm). Our area-adjusted accuracy assessment revealed high overall and class-specific user's and producer's accuracies, exceeding 80% for oil palm, rice, non-agricultural vegetation, wetlands, and grasslands, and accuracies of ∼60% for other temporary and permanent crops. We identified substantial losses of rice (10,6%) and grasslands (25,9%) in El Quimbo due to reservoir flooding. For Hidrosogamoso, there was a loss of wetlands downstream. Our products provide the basis for balancing social, economic, and environmental trade-offs related to conflicting land uses.

Abstract:Energy Exploration &Exploitation, Ahead of Print. At the worldwide level, the hydroelectricity corresponds to 54% of all renewable electricity, 15% of total electricity generated and only 3% of all total primary energy. In Brazil, hydropower produces 74% of all renewable electricity, 57% of electrical energy and 11% of all total primary energy (EPE, 2023). As all over the world, the construction and operation of large artificial reservoirs until the mid-twentieth century was seen in Brazil by government and by the general public as important infrastructure investment for economic development and improvement of well-being. Nowdays, investments in hydropower plants are re-gaining importance given not only its ability in supporting the transition of the electricity grid to get rid of dependence on fossil fuels but also in the provision of numerous other services. In particular, Brazilian hydropower plants contribute to multiple water resources management services such as flood and drought control, groundwater stabilization, water quality management, river navigation, irrigation, leisure and tourism and aquaculture around the country. The article discusses the multiple services provided to society by hydroelectric power plants within the context of sustainability in Brazil.

Analysis for the Implementation of Surplus Hydropower for Green Hydrogen Production in Ecuador

Abstract:This study investigates the feasibility of utilizing surplus hydropower from Ecuador's major hydroelectric plants to produce green hydrogen, a clean energy source that can be used to meet a large percentage of energy needs. Given Ecuador's significant hydropower infrastructure, this approach leverages untapped energy resources for hydrogen production, with potential impacts on decarbonization strategies. A Pareto analysis identified five key hydroelectric plants that contribute the most to the national surplus. Using historical data from 2019 to 2023, a stochastic model was applied to estimate future surplus availability through 2030. The findings indicate that although Ecuador's surplus hydropower peaked in 2021, the general trend shows a decline, suggesting an urgent need to capitalize on these resources efficiently. The results indicate a projected annual surplus of hydroelectric energy in Ecuador, ranging from 7475 to 3445 GWh over the next five years, which could be utilized for green hydrogen production. Ecuador thus has promising potential to become a green hydrogen producer, enhancing both regional energy security and carbon reduction goals. The reduction in energy availability for hydrogen production is attributed to the increasing energy demand and variable climatic conditions.

Abstract:Environment management is one of the key aspects of hydropower development in acquiring sustainable energy. However, there has been limited research demonstrating the overall aspects of environment management of hydropower development with support of sound empirical evidence. In present study, the status of environment management in hydropower development was comprehensively investigated by conducting a case study based on the data collected from a field survey. The results show that, as environment management is largely subject to legal requirements, the environment management system needs to be established by integrating the legal requirements and needs of project implementation. This could potentially reduce the influence of legal restrictions on hydropower development. The main hydropower project environment management processes include identifying key environmental factors, implementation, monitoring, and performance measurement, which deal with environmental issues such as terrestrial and aquatic ecology protection, wastewater treatment, solid waste disposal, and acoustic-environment protection. Project participants should establish partnering relationships to cooperatively deal with environmental impacts of hydropower project development, in which public participation and sufficient resources input into environmental protection are essential for project success. The results of this study provide a sound basis for participants to deal with the key issues of environmental protection such as meeting legal requirements, training for improving environment management process, cost control, and cooperative environment management. The results of this study could help practitioners to tackle the interactions among project delivery, environmental protection, and engagement of local communities in an optimized way with the aim of maximizing effectiveness of the resources of all participants.

Abstract:In many cities, sectorization projects of the drinking water distribution network have been implemented. This study provides a methodology to evaluate the efficiency of the sectors of a water distribution network by applying a data envelopment analysis weighted Russell directional distance (DEA-WRDD) model. This non-radial DEA model gives the overall efficiency of each unit of analysis, as well as each input, output, and undesirable output considered in the evaluation. The variables used in the analysis provide a multidisciplinary view: economic factors (covering costs), water quality parameters, and technical aspects. The empirical analysis was performed for the sectors of the water distribution network of the city of Valencia (Spain) for the year 2016. In this particular case, the results showed that approximately half of the sectors were efficient. The efficiency values of each variable indicate that the main challenges (faced by the water distribution company) were the optimization of maintenance costs and the reduction of leaks, both of which have an impact on the quality of the distributed water. So, the purpose of this article is to highlight the usefulness of efficiency analysis to help the decision making of managers of sectorized water distribution networks so that they can optimize the management.

Abstract:Sustainable global energy production is back-stopped by hydropower which is responsible for a significant share of the green energy produced worldwide. Hydropower, however, does not come without some environmental impacts but has worked to reduce those impacts. Here, we discuss the historical, legislative, and design configurations of hydropower facilities located in three of the world’s most important producers: Brazil, Canada, and Norway. The background is intended to inform the collection of scientific papers from each country aimed at assessing and improving the sustainability of hydropower production that form the core of this special issue on sustainable hydropower. We review the development and key legislative history for hydropower in each country and point out the common backgrounds and interests each nation has in the continued sustainable development of its hydropower resources.

Abstract:Abstract This document shows a model that seeks the sustainability of the Usable Solid Waste (USW) market in Bogotá, based on System Dynamics (SD), in order to understand the complex behavior of the phenomena that should be presented in this city market in the context of sustainability. Dynamic hypothesis suggests that two negative feedback structures exits, one that represents demand and another that represents supply and that interact under the assumption of free market with government intervention. Different strategies were modeled on both the demand side and the supply side to manage the system. As conclusion, the linear way in which the USW market currently develops is not adequate. It is necessary to institutionalize the market using the price so that it contributes to its sustainability and that both demand and supply are encouraged at the same time. Besides, district policy oriented to supply must be in accordance with the national policy that encourages demand to use more USW. Likewise, the internalization by all the actors of the market and applicability of the norm is required. The creation of public-private partnerships is required for the development of innovative projects in this area.

Abstract:Hydropower plants cover almost 70% of the Colombian electrical demand, were built several decades ago, and present low levels of digitisation compared to other modern power-generation technologies, e.g., wind turbines, solar PV plants, and recently buil hydroelectric plants t. Renovating power plant equipment and investing in modernisation and digitisation can significantly increase the plant flexibility. Those actions will increase a plant’s operational safety and contribute to the solution of environmental and social problems. This work presents the actions followed to extend the lifetime of a 1000 MW hydropower plant operating for more than 40 years. Activities included a residual life status evaluation of generators and component upgrades, among others. The rehabilitation and digitalisation of the generation units allow their integration and remote monitoring so that diagnostic actions can be carried out during a continuous and economically sustainable operation. These activities complement the plan implemented by the company during the last decade to ensure the plant’s operation for another 50 years and its respective integration with nonconventional generation systems at the national level. Besides the generator’s life extension, the main result of rewinding is an increase in the Minimum Breakdown Voltage by almost 140% (from 38.4 kV to 95.6 kV) with respect to the current operation state, ensuring its operation for the following years.

Abstract:Water is becoming a greater focus of policy makers and planners for the generation of green energy in wake of the climate change. There is a big gap between the supply and demand of electricity in Pakistan. The Pakistan's share in the world's total energy consumption is less than 0.5% and its per capita energy consumption of about 14.2 million British thermal units (Btu) much lower than the technologically advanced countries. Seeking an urgent solution to the deficit forecast of energy, the Government of Pakistan launched an intra-provincial water diversion scheme of Ghazi Barotha Hydro Power Project (GBHPP) in 1995. The aim of this paper is to evaluate GBHPP in terms of benefits versus the adverse impacts on ecological resources and the resulting socio-economic effects on local users. The material and methods used were the collection of water discharge data of river Indus before and after the project, field visits, and Focus Group Discussions (FGDs). The analysis reveals that decrease in water flow in the river, has caused serious adverse impacts on the groundwater in the project area. Besides, the study has quantified the ecological changes due to changed hydrological regime, e.g. decline in fish catch, loss of forests and wildlife. The compensatory water discharges, designed in the project for aquatic life, are inadequate as well as defective by the way of discharge pattern. The paper suggests policy shift in environmental assessment system as well as further research into the residual effects to determine the optimum compensatory water discharges for developing harmony between the project and ecological as well as local needs of the society.

Abstract:Currently, hydropower is the principal renewable energy source; however, climate change is increasing the frequency of extreme events, such as floods, droughts, erosion, and sedimentation of rivers, which produce uncertainty with regard to hydroelectric generation. Thus, this study aimed to analyze the climate change projections for the hydropower systems of Ecuador based on data from 14 projects studying scenarios according to the Shared Socioeconomic Pathways from the Intergovernmental Panel on Climate Change. The study examined the period from 2010 to 2020 with historical data, determined the tendency, defined a database year, and then projected the scenarios to 2050. The quantitative methodology used time-series statistics for Ecuador’s hydropower inflow to calculate the deviation over recent years and develop a model to simulate future power generation. The results showed that hydropower in Ecuador is expected to decrease considerably through to 2050 due to meteorological changes. In this calculation of the Shared Socioeconomic Pathways, the selected scenarios showed a reduction in SSP5 of 11.5%, SP2 of 16.2%, and SSP4 of 18.2% through to 2050, indicating that the opportunities for hydroelectric production in the face of climate change are variable, but the challenges are broad. In Ecuador, the projections of reductions in hydropower generation represent a sensitive issue, especially knowing that, in 2020, 87% of the energy grid in the country depended on hydroelectric production.
