Abstract:The goal of this paper is the fine structure of the ideals in the title, with emphasis on the properties of the associated Rees algebra and the special fiber. The watershed between the present approach and some of the previous work in the literature is that here one does not assume that the ideals in question satisfy the common generic properties. One exception is a recent work of N. P. H. Lan which inspired the present work. Here we recover and extend his work. We strongly focus on the behavior of the ideals of minors of the corresponding so-called Hilbert--Burch matrix and on conjugation features of the latter. We apply the results to three important models: linearly presented ideals of plane fat points, reciprocal ideals of hyperplane arrangements and linearly presented monomial ideals.

What problem does this paper attempt to address?
The problems that this paper attempts to solve mainly focus on exploring the fine structure of a particular type of ideals (i.e., perfect ideals with linear representations, codimension 2, ideals in three variables), especially the properties of the Rees algebras of these ideals and their special fibers. Specifically: 1. **In - depth study of ideal structure**: The paper focuses on analyzing the behavior of these ideals when they do not satisfy the general assumptions of universal properties, especially the properties of their Rees algebras and special fibers. This includes a detailed exploration of the properties of sub - matrices of these ideals (such as sub - matrices of the Hilbert - Burch matrix). 2. **Properties of Rees algebras and special fibers**: The authors pay special attention to whether the Rees algebras are Cohen - Macaulay rings, and whether the special fibers are Cohen - Macaulay and/or normal properties. These properties are crucial for understanding the overall behavior of ideals. 3. **Limit on the number of minimal generators of ideals**: The paper also discusses whether the number of generators of an ideal is still limited when the ideal is not of linear type. This involves some basic concepts in ideal theory, such as the concept of linearly - typed ideals, and the relationship between the number of local generators of these ideals and the dimension of the ambient ring. 4. **Treatment of special cases**: The paper also considers ideals in some special cases, such as ideals of planar fat points, reciprocal ideals of hyperplane arrangements, and monomial ideals with linear representations. These cases provide specific examples for further testing and applying the above - mentioned theories. 5. **The role of chaos invariants**: A new concept - chaos invariant is introduced to describe the rank change of sub - matrices of the Hilbert - Burch matrix. This concept plays a key role in analyzing the behavior of ideals. In summary, this paper aims to promote the theoretical development in the field of commutative algebra by in - depth studying the structure and properties of perfect ideals with linear representations (codimension 2, in three variables), especially their behavior when not satisfying the general property conditions.
