Abstract:Water resources planning and design problems, such as the sequencing of water supply infrastructure, are often complicated by deep uncertainty, including changes in population dynamics and the impact of climate change. To handle such uncertainties, robustness can be used to assess system performance, but its calculation typically involves many scenarios and hence is computationally expensive. Consequently, robustness has usually not been included as a formal optimization objective, but is considered post-optimization. To address this shortcoming, an approach is developed that uses metamodels (surrogates of computationally expensive simulation models) to calculate robustness and other objectives. This enables robustness to be considered explicitly as an objective within a multi-objective optimization framework. The approach is demonstrated for a water-supply sources sequencing problem in Adelaide, South Australia. The results indicate the approach can identify optimal trade-offs between robustness, cost and environmental objectives, which would otherwise not have been possible using commonly available computational resources.

Abstract:Planning for water quality management systems is complicated by a variety of uncertainties and nonlinearities, where difficulties in formulating and solving the resulting inexact nonlinear optimization problems exist. With the purpose of tackling such difficulties, this paper presents the development of an interval-fuzzy nonlinear programming (IFNP) model for water quality management under uncertainty. Methods of interval and fuzzy programming were integrated within a general framework to address uncertainties in the left- and right-hand sides of the nonlinear constraints. Uncertainties in water quality, pollutant loading, and the system objective were reflected through the developed IFNP model. The method of piecewise linearization was developed for dealing with the nonlinearity of the objective function. A case study for water quality management planning in the Changsha section of the Xiangjiang River was then conducted for demonstrating applicability of the developed IFNP model. The results demonstrated that the accuracy of solutions through linearized method normally rises positively with the increase of linearization levels. It was also indicated that the proposed linearization method was effective in dealing with IFNP problems; uncertainties can be communicated into optimization process and generate reliable solutions for decision variables and objectives; the decision alternatives can be obtained by adjusting different combinations of the decision variables within their solution intervals. It also suggested that the linearized method should be used under detailed error analysis in tackling IFNP problems.

Abstract:In this study, an inexact stochastic fuzzy programming (ISFP) model is proposed for land-use allocation (LUA) and environmental/ecological planning at a watershed level, where uncertainties associated with land-use parameters, benefit functions, and environmental/ecological requirements are described as discrete intervals, probabilities and fuzzy sets. In this model, an interval stochastic fuzzy programming model is used to support quantitative optimization under uncertainty. Complexities in land-use planning systems can be systematically reflected, thus applicability of the modeling process can be highly enhanced. The proposed method is applied to planning land use/ecological balance in Poyang Lake watershed, China. The objective of the ISFP is maximizing net benefit from the LUA system and the constraints including economic constraints, social constraints, land suitability constraints, environmental constraints, ecological constraints and technical constraints. Modeling results indicate that the desired system benefit will be between [15.17, 18.29] × 1012 yuan under the minimum violating probabilities; the optimized areas of commercial land, industrial land, agricultural land, transportation land, residential land, water land, green land, landfill land and unused land will be optimized cultivated land, forest land, grass land, water land, urban land, unused land and landfill will be [228234, 237844] ha, [47228, 58451] ha, [20982, 23718] ha, [33897, 35280] ha, [15215, 15907] ha, [528, 879] ha and [1023, 1260] ha. These data can be used for generating decision alternatives under different scenarios and thus help decision makers identify desired policies under various system-reliability constraints of ecological requirement and environmental capacity. Tradeoffs between system benefits and constraint-violation risks can be tackled. They are helpful for supporting (a) decision of land-use allocation and government investment; (b) formulation of local policies regarding ecological protection, environment protection and economic development; (c) analysis of interactions among economic benefits, system reliability and ecological requirements.

Abstract:In this paper, a new fuzzy methodology is developed to optimize water and waste load allocation (WWLA) in rivers under uncertainty. An interactive two-stage stochastic fuzzy programming (ITSFP) method is utilized to handle parameter uncertainties, which are expressed as fuzzy boundary intervals. An iterative linear programming (ILP) is also used for solving the nonlinear optimization model. To accurately consider the impacts of the water and waste load allocation strategies on the river water quality, a calibrated QUAL2Kw model is linked with the WWLA optimization model. The soil, water, atmosphere, and plant (SWAP) simulation model is utilized to determine the quantity and quality of each agricultural return flow. To control pollution loads of agricultural networks, it is assumed that a part of each agricultural return flow can be diverted to an evaporation pond and also another part of it can be stored in a detention pond. In detention ponds, contaminated water is exposed to solar radiation for disinfecting pathogens. Results of applying the proposed methodology to the Dez River system in the southwestern region of Iran illustrate its effectiveness and applicability for water and waste load allocation in rivers. In the planning phase, this methodology can be used for estimating the capacities of return flow diversion system and evaporation and detention ponds.

Abstract:In this research, a large-scale inexact optimization method was developed for the conjunctive use management of a watershed-lake water distribution system. The modeling framework has the advantages in taking into account the water balance of multi-reservoirs, satisfying the municipal industrial and agricultural water demands in the multi-period context, reflecting the relationship among multi-reservoirs, multiple water related projects, and maintaining the operational rules of certain lake levels. Moreover, such a method can also handle the uncertainty expressed as fuzzy membership functions through integrating the fuzzy credibility chance-constrained programming. The developed method was applied to the conjunctive use management of water resources in the lake Dianchi watershed, China. Cost-effective water allocation schemes for the groundwater project and the water transfer project, and optimal operational rules for the lake and multiple reservoirs were successfully obtained. Also, the annual water balance of the watershed-lake system and the system cost of the conjunctive water use were investigated and analyzed under multiple credibility levels of meeting the water demands for municipal, industrial and agricultural users.

Abstract:Agricultural water management faces challenges from ecological environment stress (e.g. water scarcity issues, land resources pressure, and climate conditions) and uncertainties exist among multifarious activities in agricultural water resources management systems. In this study, an inexact stochastic-fuzzy programming model was proposed for irrigation water resources allocation and land resources utilization management under considering multiple uncertainties. In the model, uncertainties can be directly integrated into the optimization process through reflecting parameters and coefficients as interval values, fuzzy sets, random variables, and their combinations. The developed method is applied to planning irrigation water resources allocation and cropland pattern under considering the limited surface water and groundwater, the random effective rainfall, and the imprecise crops water requirements in Jining City. A number of scenarios corresponding to different fuzzy probability of violating constraint are examined in order to obtain the best management program under various scenarios, and search reasonable tradeoffs between varied system benefit and system-failure risk. The results indicated that agricultural water allocation is explicitly affected by uncertainties expressed as randomness and fuzziness, and the results are valuable for supporting the adjustment or justification of the existing water resources management schemes and a desired land utilization plan for regions socioeconomic development under uncertainty.

Abstract:Sustainable watershed development suffers from severe challenges, such as water pollution and water scarcity. Based on an analysis of water quality and water utilization in the Fenhe River Basin, an inexact two-stage stochastic programming model with downside-risk aversion was built for optimal water resource allocations for the four primary water use sectors (industry, domestic use, agriculture, and the environment) in the Fenhe River Basin. The model aims to maximize the comprehensive watershed benefits, including water benefits, water costs, water treatment costs, and downside risks. The constraints are water quality, available water resources, and sectoral demands in different hydrological scenarios. The results show that pollutant emissions decrease as risk-aversion levels increase and show the opposite trend in the midstream and downstream areas. The increase in water resource allocation for agriculture and reduction in ecological water indicate that agriculture suffered the greatest water shortage and risk. Improving water recycling and coordinating the transferred water resources increases the comprehensive benefits and reduces sectoral risks. The model effectively manages rational water allocations under dual constraints and provides support for coordinating socio-economic development and environmental protection in the river basin.

Abstract:Previous optimization-based watershed decision making approaches suffer two major limitations. First of all, these approaches generally do not provide a systematic way to prioritize the implementation schemes with consideration of uncertainties in the watershed systems and the optimization models. Furthermore, with adaptive management, both the decision environment and the uncertainty space evolve (1) during the implementation processes and (2) as new data become available. No efficient method exists to guide optimal adaptive decision making, particularly at a watershed scale. This paper presents a guided adaptive optimal (GAO) decision making approach to overcome the limitations of the previous methods for more efficient and reliable decision making at the watershed scale. The GAO approach is built upon a modeling framework that explicitly addresses system optimality and uncertainty in a time variable manner, hence mimicking the real-world decision environment where information availability and uncertainty evolve with time. The GAO approach consists of multiple components, including the risk explicit interval linear programming (REILP) modeling framework, the systematic method for prioritizing implementation schemes, and an iterative process for adapting the core optimization model for updated optimal solutions. The proposed approach was illustrated through a case study dealing with the uncertainty based optimal adaptive environmental management of the Lake Qionghai Watershed in China. The results demonstrated that the proposed GAO approach is able to (1) efficiently incorporate uncertainty into the formulation and solution of the optimization model, and (2) prioritize implementation schemes based on the risk and return tradeoff. As a result the GAO produces more reliable and efficient management outcomes than traditional non-adaptive optimization approaches.

Abstract:In this study, an inexact multistage fuzzy-stochastic programming (IMFSP) model was developed for water resources management under uncertainty. In the IMFSP model, the uncertainties existing in the objective functions, and the constraints’ left side and right side are expressed as fuzzy sets so that the uncertainties can be directly communicated into the optimization process and various water allocation schemes can be obtained under different α-cut levels at a plurality of periods regardless of the shapes of their membership functions. The IMFSP model can not only generate the most possible, lower and upper bound values for all possible decision schemes but it can also provide information about the degrees of membership of the decision variables between the lower and upper bound values. Meanwhile, the scenario-based multistage stochastic programming was incorporated in the IMFSP model to adequately reflect the dynamic variations and uncertain information of the water resources system. Therefore, the IMFSP model offers significant improvements over existing multistage stochastic programming models for water resources management with respect to the capacity of tackling various uncertainties and their interrelationships. Additionally, a simple hypothetical case for water resources management was provided for demonstrating applicability of the IMFSP model to support decision making within multiple scenarios during many time periods under uncertainty. In general, the proposed IMFSP has only been demonstrated and tested on a hypothetical example. Future research can be directed toward expanding/testing it on more complex real-world problems.

Abstract:<p>Although integrated simulation-optimization modeling can provide a comprehensive and reliable analysis for water quality management (WQM), it is usually not easy to implement in practice. This study proposed a new efficient simulation-optimization modeling approach by leveraging the power of data-driven modeling, to support WQM under various uncertainties. A water quality simulation model is integrated with the optimization model, and then substituted by a series of numerical surrogate models based on inexact linear regression. The transformation can significantly reduce the computational burden and make it possible to implement uncertainty quantification through hybrid inexact programming. The proposed model incorporates interval quadratic programming and credibility constrained programming to deal with nonlinearity and various uncertainties associated with the management system. The proposed approach is applied to a real case study of the Grand River watershed in Canada for controlling phosphorus concentration in river water. The Grand River Simulation Model (GRSM) is employed as the physical simulation model to estimate the total phosphorus concentration in the river. Interval solutions under different confidence levels of violating the effluent standards were obtained, which can be used to generate optimal phosphorus control strategies. The results indicate the proposed data-driven interval credibility constrained quadratic programming (DICCQP) model is able to provide reliable and robust solutions for WQM by considering nonlinearity and various uncertainties while maintaining a high computational efficiency. The proposed new framework can be extended and applied to the other watersheds. The high efficiency of the proposed model makes it possible to solve large-scale complex water quality management and planning problems.</p>

Abstract:An inexact fuzzy multi-objective programming model (IFMOP) is developed in this study for dealing with industrial structure optimization problems under uncertainty. The IFMOP model is formulated based on integration of an inexact linear programming (ILP), fuzzy flexible optimization (FFO), and multi-objective programming (MOP). It improves upon the existing industrial structure optimization model with advantages in uncertainty reflection, model coupling, data availability and computational requirement. The model can deal with uncertainties expressed as discrete intervals and fuzzy sets. Therefore, it can effectively reflect dynamic, interactive complex, and uncertain characteristics of industrial system without unrealistic simplification. Moreover, the model can be used for supporting temporal and spatial optimization of industrial structure under a variety of environmental and socio-economic conditions. The developed model is first applied to a real case of planning industrial structure of South Four Lake watershed in Shandong province, China. Results demonstrated that the model could help decision makers generate stable and balanced industrial structure patterns, gain in-depth insights into effects of the uncertainties, and analyze trade-offs among economical objective, environmental protection and social demand.
A Fuzzy-Interval Dynamic Optimization Model for Regional Water Resources Allocation under Uncertainty

Abstract:In this study, a fuzzy-interval dynamic programming (FIDP) model is proposed for regional water management under uncertainty by combining fuzzy-interval linear programming (FILP) and dynamic programming (DP). This model can not only tackle uncertainties presented as intervals, but also consider the dynamic characteristics in the allocation process for water resources. Meanwhile, the overall satisfaction from users is considered in the objective function to solve the conflict caused by uneven distribution of resources. The FIDP model is then applied to the case study in terms of water resources allocation under uncertainty and dynamics for the City of Handan in Hebei Province, China. The obtained solutions can provide detailed allocation schemes and water shortage rates at different stages. The calculated comprehensive benefits of economy, water users’ satisfaction and pollutant discharge (i.e., COD) are [2264.72, 2989.33] × 108 yuan, [87.50, 96.50] % and [1.23, 1.65] × 108 kg respectively with a plausibility degree (i.e., λopt±) ranging within [0.985, 0.993]. Moreover, the benefit from FIDP model under consideration of dynamic features is more specific and accurate than that of FILP model, whilst the water shortage rate from FIDP is [5.10, 9.10] % lower than that of FILP model.

Abstract:In this study, an inexact two-stage stochastic programming model is developed, which can provide an effective linkage between conflicting economic benefits and the associated penalties attributed to the violation of the predefined policies. The developed model was applied to irrigation water allocation optimization system in Minqin County, Gansu province, China. Three different water demands (high, middle, and low) were considered. Fuzzy parameters in the inexact two-stage stochastic programming model were introduced to account for fuzzy events that exist in the irrigation water allocation optimizing system. As the result, the optimal water allocation plans, both from surface water and groundwater, were obtained at different flow levels and different α-cut levels of Minqin County. The final results were expert to make great contributions in helping local managers to make decisions on allocating irrigation water more effectively under uncertainty.

Abstract:An interval-parameter fuzzy linear programming with stochastic vertices (IFLPSV) method is developed for water resources management under uncertainty by coupling interval-parameter fuzzy linear programming (IFLP) with stochastic programming (SP). As an extension of existing interval parameter fuzzy linear programming, the developed IFLPSV approach has advantages in dealing with dual uncertainty optimization problems, which uncertainty presents as interval parameter with stochastic vertices in both of the objective functions and constraints. The developed IFLPSV method improves upon the IFLP method by allowing dual uncertainty parameters to be incorporated into the optimization processes. A hybrid intelligent algorithm based on genetic algorithm and artificial neural network is used to solve the developed model. The developed method is then applied to water resources allocation in Beijing city of China in 2020, where water resources shortage is a challenging issue. The results indicate that reasonable solutions have been obtained, which are helpful and useful for decision makers. Although the amount of water supply from Guanting and Miyun reservoirs is declining with rainfall reduction, water supply from the South-to-North Water Transfer project will have important impact on water supply structure of Beijing city, particularly in dry year and extraordinary dry year.

Abstract:In this research, a hybrid Geographic Information System (GIS)-based watershed-scale inexact optimization approach was developed to identify the optimal spatially distributed network of constructed wetlands for NPS pollution control. Such an approach combined the GIS technology and fuzzy-stochastic two-stage programming (FSTP) into a general optimization framework. A GIS-based compound topographic index (CTI) was used to identify potential wetland sites at thewatershed-scale, a GIS-based export coefficient model (ECM) was employed to estimate the nutrient load from NPS pollution, and the FSTP was used to map the optimal spatially distributed network of constructed wetlands for reducing the NPS pollution with the minimization of system costs under uncertainty. As an integration of two-stage stochastic programming (TSP) and fuzzy credibility chance-constrained programming (FCCP), FSTP can not only address dual uncertainties expressed as probability density functions and fuzzy membership functions but also provide an effective linkage between the pre-regulated management policies and the associated economic implications. The developed modeling system was applied to the planning of wetland network installation in the Songhuaba watershed, China. The optimization results can help watershed managers to obtain desired plans of wetland siting, and nutrient permit allocation for sub-basins under different confidence levels. Abstract:Intuitionistic Fuzzy Optimization (IFO) approach is one of the scientific approaches to the planning of multi–purpose water resource systems. The water resources reservoirs invariably need to meet the objectives, namely, maximization of net irrigation benefits (NIB), maximization of employment (EG), minimization of cultivation cost (CC), and maximization of revenue generation on account of industrial and municipal supplies (MI). In the current study, Intuitionistic Fuzzy Optimization Multi–objective fuzzy linear programming (IFO MOFLP) model and its variants are developed for solving the aforesaid four conflicting objectives with relevant constraints of the system. The performance of the recommended IFO MOFLP model is compared with the MOFLP model (Average operator Case–I) developed by Mirajkar and Patel (J Water Resour Plan Manag 142(11):1–16, 2016) with reference to uncertainty parameters like degree of acceptance ( α ), rejection ( β ), and hesitation index ( π ) and values of objective functions. The sensitivity of the uncertainty parameters is also quantified with reference to the scaling factor of the IFO MOFLP approach. The significance of the proposed model has been highlighted by comparing the simulated cropping pattern and objective functions of the model with the actual cropping pattern used in the command area for the same inflow condition in the reservoir. The suggested model with new parameters like α , β , and π , would assist decision– makers in applying the same to real–world problems with greater certainty.

Abstract:In this research, an interval-fuzzy possibilistic programming (IFPP) method was developed by integrating interval parameter programming (IPP), fuzzy possibilistic programming (FPP), and a fuzzy expected value equation within a general optimization framework. The developed IFPP method can not only effectively address uncertainties presented in terms of crisp intervals and fuzzy-boundary intervals in both the objective function and constraints, but it can also improve the traditional fuzzy mathematical programming by choosing the credibility degree of constraints based on the decision maker's preference and avoiding complicated intermediate models with high computational efficiency. The developed method was applied to identify optimal placements for best management practices (BMPs) to control nutrient pollution in the Baoxianghe River watershed in China, in which a GIS-aided export coefficient model (ECM) was employed to estimate the phosphorus loads from a nonpoint source (NPS). The optimization results showed that the hybrid approach could be used to generate a series of implementation levels for BMPs under multiple credibility levels, ensuring that the NPS phosphorus loads discharged into rivers reduce to an allowable level and considering a proper balance between expected system costs and risks of violating the constraints. Relaxing the sub-basin discharge permits suggests a global discharge permit for the entire watershed, which may allow managers to shift BMP implementation among sub-basins to meet the overall discharge permit at a lower cost. Abstract:Water competing conflict among water competing sectors from different levels should be taken under consideration during the optimization allocation of water resources. Furthermore, uncertainties are inevitable in the optimization allocation of water resources. In order to deal with the above problems, this study developed a fuzzy max–min decision bi-level fuzzy programming model. The developed model was then applied to a case study in Wuwei, Gansu Province, China. In this study, the net benefit and yield were regarded as the upper-level and lower-level objectives, respectively. Optimal water resource plans were obtained under different possibility levels of fuzzy parameters, which could deal with water competing conflict between the upper level and the lower level effectively. The obtained results are expected to make great contribution in helping local decision-makers to make decisions on dealing with the water competing conflict between the upper and lower level and the optimal use of water resources under uncertainty.

Abstract:Uncertainties exist in the water resources system, while traditional two-stage stochastic programming is risk-neutral and compares the random variables (e.g., total benefit) to identify the best decisions. To deal with the risk issues, a risk-aversion inexact two-stage stochastic programming model is developed for water resources management under uncertainty. The model was a hybrid methodology of interval-parameter programming, conditional value-at-risk measure, and a general two-stage stochastic programming framework. The method extends on the traditional two-stage stochastic programming method by enabling uncertainties presented as probability density functions and discrete intervals to be effectively incorporated within the optimization framework. It could not only provide information on the benefits of the allocation plan to the decision makers but also measure the extreme expected loss on the second-stage penalty cost. The developed model was applied to a hypothetical case of water resources management. Results showed that that could help managers generate feasible and balanced risk-aversion allocation plans, and analyze the trade-offs between system stability and economy.

Waste management under multiple complexities: inexact piecewise-linearization-based fuzzy flexible programming

Abstract:To tackle nonlinear economies-of-scale (EOS) effects in interval-parameter constraints for a representative waste management problem, an inexact piecewise-linearization-based fuzzy flexible programming (IPFP) model is developed. In IPFP, interval parameters for waste amounts and transportation/operation costs can be quantified; aspiration levels for net system costs, as well as tolerance intervals for both capacities of waste treatment facilities and waste generation rates can be reflected; and the nonlinear EOS effects transformed from objective function to constraints can be approximated. An interactive algorithm is proposed for solving the IPFP model, which in nature is an interval-parameter mixed-integer quadratically constrained programming model. To demonstrate the IPFP's advantages, two alternative models are developed to compare their performances. One is a conventional linear-regression-based inexact fuzzy programming model (IPFP2) and the other is an IPFP model with all right-hand-sides of fussy constraints being the corresponding interval numbers (IPFP3). The comparison results between IPFP and IPFP2 indicate that the optimized waste amounts would have the similar patterns in both models. However, when dealing with EOS effects in constraints, the IPFP2 may underestimate the net system costs while the IPFP can estimate the costs more accurately. The comparison results between IPFP and IPFP3 indicate that their solutions would be significantly different. The decreased system uncertainties in IPFP's solutions demonstrate its effectiveness for providing more satisfactory interval solutions than IPFP3. Following its first application to waste management, the IPFP can be potentially applied to other environmental problems under multiple complexities.
