Abstract:We used a fire simulation modeling approach to assess landscape scale wildfire exposure for highly valued resources and assets (HVR) on a fire-prone area of 680 km(2) located in central Sardinia, Italy. The study area was affected by several wildfires in the last half century: some large and intense fire events threatened wildland urban interfaces as well as other socioeconomic and cultural values. Historical wildfire and weather data were used to inform wildfire simulations, which were based on the minimum travel time algorithm as implemented in FlamMap. We simulated 90,000 fires that replicated recent large fire events in the area spreading under severe weather conditions to generate detailed maps of wildfire likelihood and intensity. Then, we linked fire modeling outputs to a geospatial risk assessment framework focusing on buffer areas around HVR. The results highlighted a large variation in burn probability and fire intensity in the vicinity of HVRs, and allowed us to identify the areas most exposed to wildfires and thus to a higher potential damage. Fire intensity in the HVR buffers was mainly related to fuel types, while wind direction, topographic features, and historically based ignition pattern were the key factors affecting fire likelihood. The methodology presented in this work can have numerous applications, in the study area and elsewhere, particularly to address and inform fire risk management, landscape planning and people safety on the vicinity of HVRs.

Abstract:Unlike low intensity fire which promotes landscape heterogeneity and important ecosystem services, large high-intensity wildfires constitute a significant destructive factor despite the increased amount of resources allocated to fire suppression and the improvement of firefighting tactics and levels of organization. Wildfires also affect properties, while an increasing number of fatalities are also associated with wildfires. It is now widely accepted that an effective wildfire management strategy can no longer rely on fire suppression alone. Scientific advances on fire behavior simulation and the increasing availability of remote sensing data, along with advanced systems of fire detection can significantly reduce fire hazards. In the current study remote sensing data and methods, and fire behavior simulation models are integrated to assess the fire hazard in a protected area of the southeast Mediterranean region and its surroundings. A spatially explicit fire hazard index was generated by combining fire intensity estimations and proxies of fire ignition probability. The results suggest that more than 50% of the study area, and the great majority of the protected area, is facing an extremely high hazard for a high-intensity fire. Pine forest formations, characterized by high flammability, low canopy base height and a dense shrub understory are facing the most critical hazard. The results are discussed in relation to the need for adopting an alternative wildfire management strategy.

Abstract:Forest fires have become a major problem that every year has devastating consequences at the environmental level, negatively impacting the social and economic spheres of the affected regions. Aiming to mitigate these terrible effects, intelligent prediction models focused on early fire detection are becoming common practice. Considering mainly a preventive approach, these models often use tools that indifferently apply statistical or symbolic inference techniques. However, exploring the potential for the hybrid use of both, as is already being done in other research areas, is a significant novelty with direct application to early fire detection. In this line, this work proposes the design, development, and proof of concept of a new intelligent hybrid system that aims to provide support to the decisions of the teams responsible for defining strategies for the prevention, detection, and extinction of forest fires. The system determines three risk levels: a general one called Objective Technical Fire Risk, based on machine learning algorithms, which determines the global danger of a fire in some area of the region under study, and two more specific others which indicate the risk over a limited area of the region. These last two risk levels, expressed in matrix form and called Technical Risk Matrix and Expert Risk Matrix, are calculated through a convolutional neural network and an expert system, respectively. After that, they are combined by means of another expert system to determine the Global Risk Matrix that quantifies the risk of fire in each of the study regions and generates a visual representation of these results through a color map of the region itself. The proof of concept of the system has been carried out on a set of historical data from fires that occurred in the Montesinho Natural Park (Portugal), demonstrating its potential utility as a tool for the prevention and early detection of forest fires. The intelligent hybrid system designed has demonstrated excellent predictive capabilities in such a complex environment as forest fires, which are conditioned by multiple factors. Future improvements associated with data integration and the formalization of knowledge bases will make it possible to obtain a standard tool that could be used and validated in real time in different forest areas.

Abstract:Several studies have shown the relevance of satellite systems in detecting, monitoring, and characterizing fire events as support to fire management activities. On the other hand, up to now, only a few satellite-based platforms provide immediately and easily usable information about events in progress, in terms of both hotspots, which identify and localize active fires, and the danger conditions of the affected area. However, this kind of information is usually provided through separated layers, without any synthetic indicator which, indeed, could be helpful, if timely provided, for planning the priority of the intervention of firefighting resources in case of concurrent fires. In this study, we try to fill these gaps by presenting an Integrated Satellite System (ISS) for fire detection and prioritization, mainly based on the Robust Satellite Techniques (RST), and the Fire Danger Dynamic Index (FDDI), an original re-structuration of the Índice Combinado de Risco de Incêndio Florestal (ICRIF), for the first time presented here. The system, using Moderate Resolution Imaging Spectroradiometer (MODIS), Advanced Very High Resolution Radiometer (AVHRR), and Spinning Enhanced Visible and InfraRed Imager (SEVIRI) data, provides near real-time integrated information about both the fire presence and danger over the affected area. These satellite-based products are generated in common formats, ready to be ingested in Geographic Information System (GIS) technologies. Results shown and discussed here, on the occasion of concurrent winter and summer fires in Italy, in agreement with information from independent sources, demonstrate that the ISS system, operating at a regional/national scale, may provide an important contribution to fire prioritization. This may result in the mitigation of fire impact in populated areas, infrastructures, and the environment.

Abstract:The formulation and planning of integrated fire management strategies must be strengthened by decision support systems about fire-induced ecological impacts and ecosystem recovery processes, particularly in the context of extreme wildfire events that challenge land management initiatives. Wildfire data collection and analysis through remote sensing earth observations is of utmost importance for this purpose. However, the needs of land managers are not always met because the exploitation of the full potential of remote sensing techniques requires a high level of technical expertise. In addition, data acquisition and storage, database management, networking, and computing requirements may present technical difficulties. Here, we present FIREMAP software, which leverages the potential of Google Earth Engine (GEE) cloud-based platform, an intuitive graphical user interface (GUI), and the European Forest Fire Information System (EFFIS) wildfire database for wildfire analyses through remote sensing techniques and data collections. FIREMAP software allows automatic computing of (i) machine learning-based burned area (BA) detection algorithms to facilitate the mapping of (historical) fire perimeters, (ii) fire severity spectral indices, and (iii) post-fire recovery trajectories through the inversion of physically-based radiative transfer models. We introduce (i) the FIREMAP platform architecture and the GUI, (ii) the implementation of well-established algorithms for wildfire science and management in GEE, (iii) the validation of the algorithm implementation in fifteen case-study wildfires across the western Mediterranean Basin, and (iv) the near-future and long-term planned expansion of FIREMAP features.

Abstract:The sustainable management of forest ecosystems is directly linked to the management of forest fires. The increasing occurrence of wildfires has prompted the need for the establishment of infrastructure aimed at addressing them. The placement of anti-fire water reservoirs can address the lack of water intake points. This study introduces a decision support system (DSS) tailored for the optimal allocation of anti-fire water reservoirs in Mediterranean forest ecosystems, ensuring a reliable water supply for firefighting operations. The methodology integrates the analytical hierarchy process (AHP) and the technique of order of preference by similarity to ideal solutions (TOPSIS) methods, facilitating precise location determination through comprehensive criteria analysis. Additionally, the analysis of the forest road network is incorporated to optimize the placement of water reservoirs. In the forest complex of Taxiarchis, Chalkidiki, Greece, 100 potential reservoir sites were identified and prioritized based on factors such as fire risk, proximity to existing water sources, and coverage area using optimal pathways. The study's findings demonstrate that by establishing 34 water reservoirs, firefighting forces can access a replenishment point within a 5-min travel time. The conclusions underscore the efficacy of this methodology as a valuable decision-making tool for sustainable wildfire prevention planning. This approach contributes to allocating resources judiciously, effectively mitigating the wildfire risk in Mediterranean forest ecosystems, and therefore promoting sustainability.

Abstract:The increasing frequency and severity of forest fires necessitate early detection and rapid response to mitigate their impact. This project aims to design a cyber-physical system for early detection and rapid response to forest fires using advanced technologies. The system incorporates Internet of Things sensors and autonomous unmanned aerial and ground vehicles controlled by the robot operating system. An IoT-based wildfire detection node continuously monitors environmental conditions, enabling early fire detection. Upon fire detection, a UAV autonomously surveys the area to precisely locate the fire and can deploy an extinguishing payload or provide data for decision-making. The UAV communicates the fire's precise location to a collaborative UGV, which autonomously reaches the designated area to support ground-based firefighters. The CPS includes a ground control station with web-based dashboards for real-time monitoring of system parameters and telemetry data from UAVs and UGVs. The article demonstrates the real-time fire detection capabilities of the proposed system using simulated forest fire scenarios. The objective is to provide a practical approach using open-source technologies for early detection and extinguishing of forest fires, with potential applications in various industries, surveillance, and precision agriculture.

Abstract:Forests are crucial for ecological balance, but wildfires, a major cause of forest loss, pose significant risks. Fire weather indices, which assess wildfire risk and predict resource demands, are vital. With the rise of sensor networks in fields like healthcare and environmental monitoring, semantic sensor networks are increasingly used to gather climatic data such as wind speed, temperature, and humidity. However, processing these data streams to determine fire weather indices presents challenges, underscoring the growing importance of effective forest fire detection. This paper discusses using Apache Spark for early forest fire detection, enhancing fire risk prediction with meteorological and geographical data. Building on our previous development of Semantic Sensor Network (SSN) ontologies and Semantic Web Rules Language (SWRL) for managing forest fires in Monesterial Natural Park, we expanded SWRL to improve a Decision Support System (DSS) using a Large Language Models (LLMs) and Spark framework. We implemented real-time alerts with Spark streaming, tailored to various fire scenarios, and validated our approach using ontology metrics, query-based evaluations, LLMs score precision, F1 score, and recall measures.

Abstract:The present study contributes to the development of an online FRMP (Forest Road Management Platform) that aims to assist in the management of forest road network in a holistic way. This is achieved by the proposed methodology which serves as a database using geoprocessing and geospatial technologies for the handling, and the identification of critical issues in the infrastructure of forest road networks, visualization of forest roads, and the optimization of the management of the forest road network by proposing alternative strategies. In this paper, the development of the decision making web-tool, and present examples to demonstrate effectively its application and resulting advantages are described. The developed web-application may provide assistance to various forest organizations in the management of forest road networks and associated problems in an effective and sustainable way.

Abstract:Forests provide a wide range of ecosystem services which are important for achieving sustainable development. Anthropogenic climate change has led to the increased frequency and severity of forest fires, which imply losses of valuable ecosystem services. This paper provides a methodological framework based on Multiple Criteria Decision Aid methods for determining relative regional vulnerabilities associated with forest fires. Different notions of ex-post vulnerability are defined based on the forest area burned and the frequency of forest fires, and their relation to the regions' area and certain socioeconomic characteristics. The climatic drivers of forest fire occurrence are explored by linking forest fires with summer and spring temperatures and precipitation, using econometric count data analysis. The methodology is applied to Greece and its administrative regions for the period 2000–2022. Ex-post vulnerability of regions to forest fires based on physical and socioeconomic characteristics is calculated, and expected changes in the frequency of fires of specific size classes conditional on the evolution of mean seasonal regional temperature and precipitation according to IPCC scenarios are predicted. Relative vulnerability estimates and the impact of specific climatic drivers on forest fires will be useful in designing policies for preserving forests as natural capital and promoting sustainability.

Abstract:The environmental challenges the world faces nowadays have never been greater or more complex. Global areas covered by forests and urban woodlands are threatened by natural disasters that have increased dramatically during the last decades, in terms of both frequency and magnitude. Large-scale forest fires are one of the most harmful natural hazards affecting climate change and life around the world. Thus, to minimize their impacts on people and nature, the adoption of well-planned and closely coordinated effective prevention, early warning, and response approaches are necessary. This paper presents an overview of the optical remote sensing technologies used in early fire warning systems and provides an extensive survey on both flame and smoke detection algorithms employed by each technology. Three types of systems are identified, namely terrestrial, airborne, and spaceborne-based systems, while various models aiming to detect fire occurrences with high accuracy in challenging environments are studied. Finally, the strengths and weaknesses of fire detection systems based on optical remote sensing are discussed aiming to contribute to future research projects for the development of early warning fire systems.

Multitemporal Mapping of Post-Fire Land Cover Using Multiplatform PRISMA Hyperspectral and Sentinel-UAV Multispectral Data: Insights from Case Studies in Portugal and Italy

Abstract:Wildfires have affected global forests and the Mediterranean area with increasing recurrency and intensity in the last years, with climate change resulting in reduced precipitations and higher temperatures. To assess the impact of wildfires on the environment, burned area mapping has become progressively more relevant. Initially carried out via field sketches, the advent of satellite remote sensing opened new possibilities, reducing the cost uncertainty and safety of the previous techniques. In the present study an experimental methodology was adopted to test the potential of advanced remote sensing techniques such as multispectral Sentinel-2, PRISMA hyperspectral satellite, and UAV (unmanned aerial vehicle) remotely-sensed data for the multitemporal mapping of burned areas by soil-vegetation recovery analysis in two test sites in Portugal and Italy. In case study one, innovative multiplatform data classification was performed with the correlation between Sentinel-2 RBR (relativized burn ratio) fire severity classes and the scene hyperspectral signature, performed with a pixel-by-pixel comparison leading to a converging classification. In the adopted methodology, RBR burned area analysis and vegetation recovery was tested for accordance with biophysical vegetation parameters (LAI, fCover, and fAPAR). In case study two, a UAV-sensed NDVI index was adopted for high-resolution mapping data collection. At a large scale, the Sentinel-2 RBR index proved to be efficient for burned area analysis, from both fire severity and vegetation recovery phenomena perspectives. Despite the elapsed time between the event and the acquisition, PRISMA hyperspectral converging classification based on Sentinel-2 was able to detect and discriminate different spectral signatures corresponding to different fire severity classes. At a slope scale, the UAV platform proved to be an effective tool for mapping and characterizing the burned area, giving clear advantage with respect to filed GPS mapping. Results highlighted that UAV platforms, if equipped with a hyperspectral sensor and used in a synergistic approach with PRISMA, would create a useful tool for satellite acquired data scene classification, allowing for the acquisition of a ground truth.
An Adaptive and Extensible System for Satellite-Based, Large Scale Burnt Area Monitoring in Near-Real Time

Abstract:In the case of ongoing wildfire events, timely information on current fire parameters is crucial for informed decision making. Satellite imagery can provide valuable information in this regard, since thermal sensors can detect the exact location and intensity of an active fire at the moment the satellite passes over. This information can be derived and distributed in near-real time, allowing for a picture of current fire activity. However, the derivation of the size and shape of an already affected area is more complex and therefore most often not available within a short time frame. For urgent decision making though, it would be desirable to have this information available in near-real time, and on a large scale. The approach presented here works fully automatic and provides perimeters of burnt areas within two hours after the satellite scene acquisition. It uses the red and near-infrared bands of mid-resolution imagery to facilitate continental-scale monitoring of recently occurred burnt areas. To allow for a high detection capacity independent of the affected vegetation type, segmentation thresholds are derived dynamically from contextual information. This is done by using a Morphological Active Contour approach for perimeter determination. The results are validated against semi-automatically derived burnt areas for five wildfire incidents in Europe. Furthermore, these results are compared with three widely used burnt area datasets on a country-wide scale. It is shown that a high detection quality can be reached in near real-time. The large-scale inter-comparison shows that the results coincide with 63% to 76% of the burnt area in the reference datasets. While these established datasets are only available with a time lag of several months or are created by using manual interaction, the presented approach produces results in near-real time fully automatically. This work is therefore supposed to represent a valuable improvement in wildfire related rapid damage assessment.

A System for Monitoring Fire Characteristics and Fire Danger Potential in the Eastern States Using Remote Sensing Techniques

Abstract:Wildland fire, a natural feature of ecosystems, causes extensive damage to forests, properties, and affects human lives. Since the last century, North American forest communities have been vitally concerned with wildland fires. In eastern United States (east of the Mississippi River), wildland fire is a very important issue because of frequent fire occurrences and their effects on the environment. The patterns of forest fires in eastern states are quite different from those in the western regions. Usually, eastern fires are small in size and many of them started as prescribed fires. However, many scientific questions remain, especially for wildland fire events at the urban-forest interface and different landscapes in eastern regions. Urban and suburban growth through the 20th Century has dramatically increased associations of housing and people with wildlands, increasing the complexity of fuel management and fire fighting activities. These features imply special requirements regarding forest fire remote sensing in eastern regions. Except for forest fire detection, burned area mapping, fire emissions, and fire danger rate estimation, fuel properties (including fuel type, fuel moisture, fuel temperature, fuel loading, etc.)which are all are especially important for decision making in management of prescribed burning and air quality related policies. Based on the analysis of current approaches for fuel property retrieval and fire characteristic estimation, and our analytical improvements, we developed an integrated system to monitor fire characteristics and fire danger potential with satellite remote sensing techniques. The critical components of our system include real-time data acquisition and a processing system, which collects realtime datasets from NASA. The MODIS Direct Broadcast system automatically provides real-time fuel property and fire characteristic products with which the generation system can retrieve real-time fuel properties and fire characteristics based on the enhancement of current algorithms, and a data distribution system which can provide our data products for various applications. In this paper, we present the general architecture and components of our system, and technical and scientific approaches for generating our value-added data products. The applications of this system are also discussed.
A Multimodal Supervised Machine Learning Approach for Satellite-based Wildfire Identification in Europe

Abstract:The increasing frequency of catastrophic natural events, such as wildfires, calls for the development of rapid and automated wildfire detection systems. In this paper, we propose a wildfire identification solution to improve the accuracy of automated satellite-based hotspot detection systems by leveraging multiple information sources. We cross-reference the thermal anomalies detected by the Moderate-resolution Imaging Spectroradiometer (MODIS) and the Visible Infrared Imaging Radiometer Suite (VIIRS) hotspot services with the European Forest Fire Information System (EFFIS) database to construct a large-scale hotspot dataset for wildfire-related studies in Europe. Then, we propose a novel multimodal supervised machine learning approach to disambiguate hotspot detections, distinguishing between wildfires and other events. Our methodology includes the use of multimodal data sources, such as the ERSI annual Land Use Land Cover (LULC) and the Copernicus Sentinel-3 data. Experimental results demonstrate the effectiveness of our approach in the task of wildfire identification.

Abstract:The forests are significant assets for every country. When it gets destroyed, it may negatively impact the environment, and forest fire is one of the primary causes. Fire weather indices are widely used to measure fire danger and issue bushfire warnings. It can also be used to predict the demand for emergency management resources. Sensor networks have grown in popularity in data collection and processing capabilities for various applications in industries such as medical, environmental monitoring, home automation, etc. Semantic sensor networks can collect various climatic circumstances like wind speed, temperature, and relative humidity. However, estimating fire weather indices is challenging due to the various issues involved in processing the data streams generated by the sensors. Hence, the importance of forest fire detection has increased day by day. The underlying Semantic Sensor Network (SSN) ontologies are built to allow developers to create rules for calculating fire weather indices and the converted dataset into Resource Description Framework (RDF). This research describes the various steps in developing rules for calculating fire weather indices. Besides, this work presents a Web-based mapping interface to help users visualize the changes in fire weather indices over time. With the help of the inference rule, it designed a decision support system using the SSN ontology and query on it through SPARQL. The proposed fire management system acts according to the situation and supports reasoning and the general semantics of the open world, followed by all the ontologies.

Abstract:Recent wildfires in the United States have resulted in loss of life and billions of dollars, destroying countless structures and forests. Fighting wildfires is extremely complex. It is difficult to observe the true state of fires due to smoke and risk associated with ground surveillance. There are limited resources to be deployed over a massive area and the spread of the fire is challenging to predict. This paper proposes a decision-theoretic approach to combat wildfires. We model the resource allocation problem as a partially-observable Markov decision process. We also present a data-driven model that lets us simulate how fires spread as a function of relevant covariates. A major problem in using data-driven models to combat wildfires is the lack of comprehensive data sources that relate fires with relevant covariates. We present an algorithmic approach based on large-scale raster and vector analysis that can be used to create such a dataset. Our data with over 2 million data points is the first open-source dataset that combines existing fire databases with covariates extracted from satellite imagery. Through experiments using real-world wildfire data, we demonstrate that our forecasting model can accurately model the spread of wildfires. Finally, we use simulations to demonstrate that our response strategy can significantly reduce response times compared to baseline methods.

Integrating Remote and In-Situ Data to Assess the Hydrological Response of a Post-Fire Watershed

Abstract:Forest fire is a common concern in Mediterranean watersheds. Fire-induced canopy mortality may cause the degradation of chemical–physical properties in the soil and influence hydrological processes within and across watersheds. However, the prediction of the pedological and hydrological effect of forest fires with heterogenous severities across entire watersheds remains a difficult task. A large forest fire occurred in 2017 in northern Italy providing the opportunity to test an integrated approach that exploits remote and in-situ data for assessing the impact of forest fires on the hydrological response of semi-natural watersheds. The approach is based on a combination of remotely-sensed information on burned areas and in-situ measurements of soil infiltration in burned areas. Such collected data were used to adapt a rainfall–runoff model over an experimental watershed to produce a comparative evaluation of flood peak and volume of runoff in pre- and post-fire conditions. The model is based on a semi-distributed approach that exploits the Soil Conservation Service Curve Number (SCS-CN) and lag-time methods for the estimation of hydrological losses and runoff propagation, respectively, across the watershed. The effects of fire on hydrological losses were modeled by adjusting the CN values for different fire severities. Direct infiltration measurements were carried out to better understand the effect of fire on soil infiltration capacity. We simulated the hydrological response of the burned watershed following one of the most severe storm events that had hit the area in the last few years. Fire had serious repercussions in regard to the hydrological response, increasing the flood peak and the runoff volume up to 125% and 75%, respectively. Soil infiltration capacity was seriously compromised by fire as well, reducing unsaturated hydraulic conductivity up to 75% compared with pre-fire conditions. These findings can provide insights into the impact of forest fires on the hydrological response of a whole watershed and improve the assessment of surface runoff alterations suffered by a watershed in post-fire conditions.
Decision support system for managing oil spill events

Abstract:The Mediterranean environment is exposed to various hazards, including oil spills, forest fires, and floods, making the development of a decision support system (DSS) for emergency management an objective of utmost importance. The present work presents a complete DSS for managing marine pollution events caused by oil spills. The system provides all the necessary tools for early detection of oil-spills from satellite images, monitoring of their evolution, estimation of the accident consequences and provision of support to responsible Public Authorities during clean-up operations. The heart of the system is an image processing-geographic information system and other assistant individual software tools that perform oil spill evolution simulation and all other necessary numerical calculations as well as cartographic and reporting tasks related to a specific management of the oil spill event. The cartographic information is derived from the extant general maps representing detailed information concerning several regional environmental and land-cover characteristics as well as financial activities of the application area. Early notification of the authorities with up-to-date accurate information on the position and evolution of the oil spill, combined with the detailed coastal maps, is of paramount importance for emergency assessment and effective clean-up operations that would prevent environmental hazard. An application was developed for the Region of Crete, an area particularly vulnerable to oil spills due to its location, ecological characteristics, and local economic activities.

Abstract:Approaches based on multitemporal analysis of optical-retrieved vegetation index time series were successfully applied to describe forest disturbances like forest fires; conversely, only few works make use of multitemporal Synthetic Aperture Radar (SAR) data. In this work, a multi-temporal approach based on Sentinel-1 data (S1) is proposed based on CR polarimetric index to monitor forest canopy along the considered period (2016–2019) preceding and following an important fire event occurred in the Piemonte Region (NW Italy) in November 2017. The Pettitt test, applied to the polarimetric index time series, was used for testing fire occurrence date and map burned areas (795 ha) resulting in user's accuracy of burned area equal to 88%. A trend analysis was also conducted, on 'burned' pixels only, to describe tree canopy damage and strength of the consequent recovery process at pixel level using linear trend slope values of cross ratio polarimetric index time series. Finally, a k-means cluster analysis was applied to define classes having the same ecological behaviour with respect to two different criteria: one aimed at mapping type and intensity of damage and a second one aimed at describing the ecological behaviour in terms of resistance and resilience of burned patches. In the study area, the cluster layer called forest damage map classifies about the 22% of burned area as characterized by an early high severity whiled the residual by moderate-low severity levels. The second cluster layer called ecological response map defined the 61% of the burned area as resistant forests, the 20% as resilient forests and the 19% as increasing forest zones. All maps were generated with the aim of supporting post-fire assessment and management with free satellite SAR data.
