Abstract:Circular economy is a theory which advocates developing economy on the basis of 3R principle: reduce the amount of resource consumption and pollutant emission, promote material recycle and reuse the waste. Circular economy is a new development strategy which is suitable for the constructing well-off society. Moreover circular economy is regarded as a key guiding principle for realizing sustainable development in China. In this paper, the concept and principles of circular economy were introduced firstly. Then the major progress of the circular economy in China was described in detail. According to the development features of circular economy in China, there is a three-layer approach in implementing circular economy: micro or individual firm level, meso or industrial park level and macro or society level. Particular emphases are given to present practice of this three-layer circular economy in this paper. On consideration of the characteristics and problems for the development of the circular economy in China, suggestions are recommended which include promoting cleaner production, establishing more suitable laws, economic polices and regulations for the recovery of resources and the disposal of waste materials, and promulgating knowledge on circular economy.

Abstract:Activities over the past several years, however, clearly show that CE is emerging as an economic strategy rather than a purely environmental strategy. The major objective of the government is to promote the sustainable development of economy and society, while it also helps to achieve sustainable environmental protection. powers, increasing the wealth of the population and providing employment and business opportunities. The rapid economic growth, however, has engendered serious natural resource depletion and environmental pollution, and the continuing increase of population has exacerbated this situation greatly. Recent research has pointed out that growth of the gross domestic product (GDP) in China has significantly reduced the opportunities of future generations to enjoy natural and environmental resources.1 The central government promised in 2002 to build a prosperous society in a comprehensive way by 2020. By then, GDP per capita is anticipated to reach U.S. $3,000 and the total GDP to quadruple. Obviously, it is unrealistic for China to expect to realize this ambitious objective in terms of natural resource use if it continues its current development pathway, with population increasing to 1.45 billion in 2020 (Qu 2004), low productivity, and the absence of eco-efficiency.

Abstract:Cleaner production(CP) and circular economy(CE) are the most significant activities in China since the 90's of 20th century.To have a correct understanding of CP and CE and to push them in a positive way are very important for changing economic growth pattern and promoting sustainable development in China.Beginning with a summary of both CP and CE practices which can be characterized by inexorable trend and tortuous road from the macro and historical point of view,this paper points out that the essence of CP and CE is to integrate natural resource and environment with economy,so as to change the traditional economic growth pattern without concerning the resources and environment element.Further more,misunderstanding to take waste recycling as CE practice is analyzed and a strategic framework is thereafter proposed for promoting CE in China,which includes the development of eco-industrial system based on CP,the strict enforcement of the laws and regulations,and the development of an mechanism of government-market-enterprise public by greening market.

Abstract:Various perspectives of circular economy were analyzed and a comprehensive definition was proposed. Circular economy is a new developing mode under the constraint of resources and environment capacity; it is based on 3R(Reduce,Reuse and Recycle) principles and relied on institutional and technological reforms. Its main part is the production and consumption system. The realization of circular economy needs the behavior change of human beings to improve the efficiency of utilizing resources,deduce the waste disposal,and balance the goals of production,consumption,and ecology harmoniously in the co-evolution. Circular economy research on the following fields,including goal and path,evaluating index (system),institution construction,and economics was summarized and discussed. The legislature should mend its pace to amend the related law and regulations to improve its maneuverability,and constitute together some new law to form an integrated circular economy law system. The government should foster the viability of most of the circular economy enterprises while offering the appropriate financial surplus and tax exemption to them. It is pointed out that the basic theory of circular economy,combining material flow method with other methods,evaluating of circular economy institution in certain region,the relationship between circular economy and economic growth,and the comprehensive research on circular economy experience in some other countries are important for further study.
Study on Resource-saving Development Based on Ecological Footprint--Taking Hangzhou City As an Instance

Abstract:This paper,taking ecological footprint as its theoretic base,studied the resource use stat-us of Hangzhou.At the same time,the world,China and other places in different development phases were selected as a comparison for comprehensively understanding the relationship between resource use and economic development.The result suggested that (1)from 1991 to 2002,the ecological footprint consumption of the selected areas(except the world) showed an increasing trend in general.For Hangzhou,it increased from 1.063 2 global hm2 per capita in 1991 to 1.818 1 global hm2 per capita in 2000,and then decreased to 1.770 9 global hm2 per capita in 2002.(2)From 1991 to 2002,the ecological capacity of all selected areas showed a decreasing trend.For Hangzhou,it decreased from 0.725 6 global hm2 per capita in 1991 to 0.6130 global hm2 per capita in 2002.(3)Because the ecological footprint consumption went beyond the ecological capacity,all the selected areas appeared ecological deficit,Hangzhou's ecological deficit increased from 0.337 6 global hm2 per capita in 1991 to 1.157 9 global hm2 per capita in 2002.(4)For all the selected areas,the energy footprint made a big share of the ecological footprint consumption.For Hangzhou,the share is 59.48%.(5)At the aspect of resource use efficiency,Hangzhou created 4 140 U.S.dollars of GDP per global hm2,which is 39.96% of the country's income and 67.49% of the global's.By contrasting,the general conclusion between resource use and economic development can be drawn under the current resource use model,the more the economy developed,the more the resource consumed,the more intensive the resource used and the more investment needed to compensate the eco-system.So,the selection of the resource-saving development model is the only way for Hangzhou to resolve the resource bottle-neck problem of the social and economic development.Finally,this paper,aiming at the development trend between the socio-economic development and resource use and combining with the sustainable assessment equation of ImPACTS,put forward some policies concerning resource-saving development in Hangzhou.

Abstract:China's rapid economic growth over the past decades has been accompanied by substantial depletion of natural resources, degradation of major ecosystems, and serious environmental pollution with adverse impacts on human health. China's government fully recognizes that such trends cannot continue indefinitely and therefore is committed to building a resource-saving and environmentally- friendly society as a stated national policy. It has adopted the circular economy (CE) approach as a core component of its sustainable development strategy. The ultimate objective of the CE approach is to achieve the decoupling of economic growth from natural resource depletion and environmental degradation. The Chinese government has been promoting CE on a number of fronts - legislation, policy reform, pilot projects, and monitoring and evaluation activities. This briefing note highlights and recommends further actions the government should take to enhance the effectiveness of its efforts to develop a circular economy. Based on the findings and results from the World Bank-supported CE studies, the note focuses on four key areas that deserve greater attention: 1) a balanced mix of policy instruments; 2) participation by both industry and the public in the CE approach; 3) capacity building; and 4) the role of the government and governance.

Abstract:Circular economy is a critical approach to realize the coordinated development of society, economy, and ecological environment. Given the fact that urban is a complex system in which human beings integrate material, energy, information, and natural environment and interact and influence each other, reviewing the urban circular economy research and development could benefit for having a better and comprehensive understanding on urban complexity. Mainly based on the Chinese literature studies from 1999 to 2020, this study aims to present an in-depth analysis of the research themes, policy systems, and index system of Chinaʼs urban-scale circular economy, discuss the changes and evolution trends of themes, levels, and perspectives in time series, sort out the policy systems at both the national and local levels, and analyze the design principles and application fields of indicators. Finally, we propose that future development of an urban circular economy should be built based on modern techniques, technologies, and models. The construction of development mechanism on the circular economy should be framed as “government-led, market-driven, legal norms, policy support, technological support, and public participation” and inject concepts such as “Internet +,” “sharing economy,” “Internet of Things,” and “artificial intelligence.”

Abstract:Circular-type economy is an important means of achieving sustainable development;it is also the embodiment of a new eco-economy type.Firstly,the historical status and the realism meaning of circular-type economy were reviewed.Based on an analysis of the succession law of dominant element in the course of society development and the two basic conflicts of environmental-social system,the ecology and human direction of economy development were set forth.It was figured out that transforming the line-type economy to a circular-type economy is the need of tending towards environmental civilization.Then,the primary characteristics and key contents of circular-type economy were researched from the perspective of matter flow and energy flow,and it was elaborated that the key section of the circular-type economy is waste reuse.It was pointed out that circular-type economy does not pursue the close-cycle pattern,but a high eco-efficiency in the all.At last,the principle and means of integrating three kinds of social behaviors,i.e.of governments,enterprises and the public,to promote circular-type economy development were discussed.

Abstract:In this paper, the concept of circulation economy in paper making industry was given. The factors based on internal and external circumstance for realization of circulation economy of paper industry were analyzed. The ways to realize circulation economy of paper industry were proposed as follows: Firstly, the structure of raw material should be optimized and the system of reclaiming waste paper should be set up. Secondly, production scale should be expanded, technology and equipment should be innovated rapidly and treatment of wastewater should be intensified. Thirdly, clean production and green management should be promoted, green supply chain and information should be established, bio-culture construction should be strengthened. At last, to guarantee the realization these steps, the system of green policy should be set up.

Abstract:Summary Circular economy concepts, practices, and policies are increasingly drawing attention as important means for the pursuit of sustainable development. This article uses a conceptual framework to catalogue and investigate policy efforts for the circular economy in China. Based on the framework, policy prototypes and specific examples are identified: resource‐oriented, production‐oriented, waste, and use‐oriented and life cycle policies. A comprehensive review of 280 related policies shows that China has a long history of resource‐oriented policies and implemented production‐oriented policies very quickly after the year 2000. China's policies toward the circular economy became more comprehensive through time, with a broad engagement of government agencies, an extensive and progressive coverage of recycling opportunities, production initiatives across multiple scales, and use of different policy instruments. The continuous progress has been driven by proactive state actors and their learning from the international society. The current policy framework, however, is concerned more with the means rather than the ends of the circular economy, and relies too much on direct subsidies and other financial incentives. Policy making can be improved by more explicit consideration of the whole production life cycle and use of market‐based policy design.

Abstract:With the rapid progress of China's urbanization, urban construction speed and the amount of construction waste have also generated high growth which is both wasteful and harmful. This paper describes the basis of the harm caused by urban construction waste and its causes.Dependent on the combination of strategic thinking and circular economy sustainable development, support for the proposed policy should be established as soon as possible. Regulations, organization and coordination of the responsible departments need a clear direction for:(1) economic support and establishment of a management system; (2) laying the foundation for construction waste resource utilization while improving construction waste technical level of treatment; and (3) vigorous promotion of environmental protection, pollution prevention awareness and the establishment of energy efficiency in building a beautiful Chinese in full effect.
