Abstract:Desde de 2009, estuda-se as transformações que a favela Vila Nova Jaguaré, situada no bairro do Jaguaré, Zona Oeste de São Paulo, vinha sofrendo após uma intervenção pública. A partir de 2014, começamos a analisar essas transformações de um ponto de vista etnográfico e, confrontando os resultados de entrevistas, da oficina e observações de campo com dados e fatos históricos da urbanização do bairro do Jaguaré, surgem pontes que ligam as dualidades da vida atual na Vila Nova Jaguaré às contradições da urbanização do bairro.Primeiro, apresenta-se o contexto da pesquisa e sua metodologia. Em seguida, relata-se a história da urbanização do bairro e consolidação da Vila Nova Jaguaré. Finalmente, exploraremos as territorialidades “favela”, “comunidade” e “bairro” como síntese da apropriação do espaço “favela urbanizada”. Argumenta-se que a apropriação do espaço da favela urbanizada se estrutura a partir de territorialidades que compõem o espaço urbano brasileiro.
Becoming Favela: Forced Resettlement and Reverse Transitions of Urban Space in Brazil

Abstract:This article examines the forced resettlement of favela residents to a new neighborhood and the life they tried to make for themselves in the new state‐built social housing. They experienced a sense of betrayal by their new neighbors and by the state; much of what they had been promised was not delivered, and in the aftermath of resettlement they were left by the state project to their own devices. In the new neighborhood, the "territorial stigma" (Wacquant 2008) of the favela lingered on, placing the newcomers at the bottom of the local social hierarchy in the impoverished periphery of the city. While battling this stigma, they were also pursuing their dreams for a better future by investing their scarce resources into the improvement of their new but poorly built homes. Their house‐building practices resemble the urban development processes of "peripheral urbanization" (Caldeira 2016), as the slow and uneven self‐built constructions encroach on the ordered state‐built housing. The gradual transition of the new urban space followed a similar development pattern as the favela where they used to live, but in a reverse order, producing an inverse transition of urban space. I treat the negligence of the state, the housing practices of the residents, and the discursive practices of labeling the social housing a favela—by the long‐term neighbors and eventually the residents themselves—as co‐constituting an urban form, lived experience, and socio‐spatial process in which the housing project becomes favela. This analysis provides new insights into the anthropological literature on urban development and illicit house‐building in peripheral neighborhoods in the Global South and the socio‐spatial dynamics of forced resettlement.

Abstract:Smart cities are a natural evolution of the concept of sustainable cities. These cities can be analyzed by social, economic, environmental, and technological biases. For this work, we chose the social and economic vision, with a special focus on the poorest and most vulnerable territories of Brazilian cities. These territories in Brazil are called slums, places of poverty but with opportunities for the development of the creative economy with its own brand. Seen by many in a simplistic way, summed up to be geographic spaces of drug circulation dominated by trafficking, Brazilian favelas have been consolidating themselves as a storehouse of innovative minds, a creative territory with multiple and complex cultures. These places today are capable of producing a positive image with potential for market exploitation. Therefore, the objective was to draw a relationship between the creative economy, branding and favelas, considering the concept of smart cities that include products and services from the slums. The present study shows the results of a survey and a bibliographic analysis based on the methodology Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) and with parameters that took into account the favela, branding and the creative economy. Thus, we expect that it will be possible to point out ways to accelerate entrepreneurial actions and foster the development of these locations.

Abstract:In recent years, the internet has become a key site for the portrayal of Rio de Janeiro’s favelas. This article examines blogging by favela residents and argues that digital culture constitutes a vital, and as yet not systematically explored, arena of research on the representation of Rio de Janeiro and its favelas. Based on ethnographically inspired research carried out in 2009–2010, this article examines two examples of blog ‘framing content’ (a sidebar and a static page) encountered during fieldwork, which functioned to establish a concrete link between the posts on the blogs in question, their authors, and a named favela, even when the posts were not explicitly about that favela. At the same time, the framing content also made visible, and affirmed, the translocal connections between that favela, other favelas, and the city as a whole. These illustrative examples from a wider study show how favela bloggers are engaged in resignifying and remapping the relationships between different empirical scales of locality (and associated identities) in Rio de Janeiro, demonstrating the contribution an interdisciplinary approach to the digital texts and practices of favela residents can make to an understanding of the contemporary city and its representational conundrums, from the perspective of ‘ordinary practitioners’.

Abstract:This article explores the history of censusing in the informal neighborhoods that have always been foundational to the Brazilian cityscape. Focusing on Rio de Janeiro and Recife, it argues that the censusing of favelas and mocambos was at once a technology of governance and a performance of North Atlantic modernity. The eventual emergence of the "statistical favela", which defined urban informality as a problem of collective social dysfunction, had important implications for twentieth century urban and social policy.

Abstract:Housing production in Brazil continues, for the most part, to be tied to the mono-functional paradigm. Social housing developments, gated communities and new neighbourhoods are conceived according to modern, functional zoning logic. However, in reality, the Brazilian way of life subverts this logic where its expression produces urban spaces that don’t correspond to what is originally planned or imposed by regulation. This paper presents the outcomes of an investigation conducted on suburban houses in Rio de Janeiro, which have been informally transformed to accommodate multiple activities ranging from living areas to workspaces. Vast areas of lots generally occupied by single-family houses characterise the low-income suburbs of Rio. In these areas, the pressing need families face to increase their income, a need associated with the general lack of infrastructure — including local commerce and facilities — fosters the development of informal economies, which in turn transforms the built environment and effecting the public space. A fragment of one of these peripheral neighbourhoods is analysed in this paper through the mapping of commercial and professional activities that take place in single-family houses. The urban environment of streets in which these kinds of activities are taking place is compared with neighbouring streets in which no such activities are apparent. The investigation consists of a consideration of the social and spatial effects of informal practices occurring within the formal city. The suburban houses are analysed as privileged spaces in which the local way of life can be observed and acknowledged as being intrinsic to a specific social and economic reality. Both spatial and building solutions are thereby recognised as valuable lessons which urge practitioners to consider alternatives to the way in which housing projects and city planning have been previously defined.
Creative economy, authenticity and peripheral memories: the favela souvenirs in Rio de Janeiro

Abstract:The aim is to examine the economic and cultural roles of the favela souvenirs for Rio de Janeiro’s slums, with the focus on the work of a male artist from Santa Teresa (an old neighbourhood, on the top tod a hill in the central region of the city, with great tourist appeal and strong contrast between mansions and one of the poorest and most violent communities of Rio). The main argument indicates that favela souvenirs generate income and jobs not only for craft workers, but indirectly for tourist guides, food services and other creative sectors connected to the favela tourism. When these souvenirs are original and truth-telling, they may stimulate a better perception of the favelas in tourists and consolidate them as tourist destinations, despite the aggravation of violence in many slums in Rio de Janeiro. Favela souvenirs also carry the memories of the city’s periphery, which is sometimes seen as secondary in Rio de Janeiro’s long-established tourist images and “generic souvenirs”. They offer greater visibility to the cultural production of marginalized social groups, which fuels potentially transformative views about the favelas and bring about the discussion on the lives of those who live in these areas. In the case of the work of the considered artist, it is possible to say that his paintings have elements of the “objective authenticity” of souvenirs, which contrast with a preconceived idea of an “imaginary favela” in his treatment of Santa Teresa’s poorest communities. However, there are some aspects of standardization in his pictorial production and simulation in the process of elaboration of the artist’s work during tourists’ visits to his studio.
Favela Digital Activism: The Use of Social Media to Fight Oppression and Injustice in Brazil

Abstract:In this chapter, we analyze the role of favela digital activism as a tool to fight against oppression, injustice, and human rights violations in Rio de Janeiro. By studying “favela digital activism”, we refer to residents’ “us by us” philosophy in which they can become the narrators of their own stories. The methodological approaches are inspired by digital anthropology. We conducted the research in two stages, with netnographic observations in the first phase and offline ethnographic observations and interviews in the second phase. In order to offer an in-depth exploration of one successful initiative, we analyze the case study of a Facebook page called Maré Vive, created by residents of Maré, a large network of favelas in Rio de Janeiro. We argue that favela digital activism represents a distinctive urban media phenomenon, providing residents with tools for everyday survival in a context of conflict and social inequality.

Abstract:Instagram is a virtual, multi-authored platform that symbolizes geographic realities by allowing its users to capture time-and-space-specific characteristics through photographs or videos. As opposed to the selective reproduction of dominant discourses, Instagram users collaboratively produce multiple truths based on their own personal perceptions and experiences. Considering that favelas in Brazil are some of the most stigmatized, misrepresented and misunderstood places in the world, this article follows the term ‘favela’ (#favela) to better understand how it is being used by the masses in 2019. Ultimately, this article analyses the space and identity of ‘favelas’ in urban Brazil by dividing our findings into three separate categories: (1) ‘hashtag favela as advertising’, (2) ‘hashtag favela as tourism’ and (3) ‘hashtag favela as everyday’. We found that although Instagram promotes the ability of favela residents to represent themselves, #favela continues to be co-opted by outsiders. Interestingly, when the term is co-opted by outsiders, its meaning is transformed from a physical space or neighbourhood into one of the many types of commodities to be bought and sold.

Abstract:This article reflects on the resignification of the Tijuca massif during the latter half of the nineteenth century after the planting of the Tijuca Forest, based on notions of the social uses of forests which were in line with Eurocentric imagery prizing nature. We utilized primary sources from the Brazilian Arquivo Nacional and Biblioteca Nacional, especially the Hemeroteca Digital online collection. The perception of these green areas shifted, with planted forests evolving from solely spaces for future forestry use to also serve as forest parks for recreation and contemplating nature, while still permitting appreciation of fine wood and landscapes and evoking the idea of nationalism and modernity.

Abstract:For the past generation scholars have written about violence, crime, and conflict in Rio de Janeiro’s favelas. While this scholarship has developed an extensive understanding of the problem of violence and criminal control of the city’s favelas it has not yet effectively engaged in a discussion of the implications of differential types of crime creating local security orders. Building on research in two different city regions in Rio de Janeiro, this article examines how different types of crime groups emerge from varied forms of social disorganization and contribute to particular models of social control and order. The article examines the varying relationships and exchanges built by drug gangs in Rio de Janeiro’s Zona Norte (Northern Zone) and milícias in the city’s Zona Oeste (Western Zone). The actions of these criminal organizations emerge from and promote orders that affect the lived political, social, and economic experiences of residents of favelas.

Abstract:Brazil’s favela residents have long challenged the dominant media and social narrative that has, for decades, described them via discourses of criminality. This article examines the work of Redes da Maré, a civil society organization that offers cultural spaces and services for community-based creation and diffusion of the arts in its namesake favela. We employ the concepts of the social imaginary as well as individual and collective agency to investigate whether and in what ways a service-providing civil society organization that has adopted a cultural development approach encourages participants’ democratic attitudes and behaviors at the organizational and community level to challenge existing systemic social oppression by fostering participation in the development process and offering a platform for the expression of the voices of those it engages. Our analysis is based in part on interviews with 4 lead organizers and participants in Redes’ Free Dance School of Maré. Our analysis contributes to a more nuanced understanding of the roles the arts can play in encouraging democratic agency and possibility among favela citizens despite adverse political and social conditions exacerbated by neoliberal beliefs and policies.

Abstract:Based on fieldwork over six months in the favelas (urban slums) of Vitória, Brazil, this paper focuses on the motivations, engagements and adoption of social media by marginalized people in community technology centers (CTCs). It asks the following questions: (1) what is their experience using CTCs? (2) How does their experience inform the ways we should think about what constitutes empowerment vis-à-vis social media? This paper emphasizes the socio-cultural aspects of social media practices among marginalized people and attempts to understand such aspects and practices from their perspective. It argues that theoretical positions stemming from technology utilitarianism need expanding, because mundane and non-instrumental practices observed in the favelas shed light on the importance of technology in a variety of dimensions within people's lives. Encompassing such practices contributes to a broader comprehension of the engagements and ingenious strategies that help shape the daily use of technology by marginalized people.

Abstract:In this article, I examine the definition of resistance given by a favela woman from Rio de Janeiro, Brazil—Lucia Cabral—and its epistemological potential for urban theory. From a feminist, postcolonial and decolonial point of view, I argue that Lucia's definition of resistance entails an insightful framework to understand urban transformations, because she shifts the question of 'what they are' to 'where they stream from'. I build on my situated position and inter‐relationality with Lucia to argue that, first, urban transformations, which I here refer to as forms of urbanization, can and often do come from the favela; secondly, that these forms of urbanization derive from situated and translocated‐ing Amefrican epistemologies; and thirdly, that women's bodies constitute, in many cases, the very basis of urban futurities in the favelas. I look into embodied forms of urbanization to conclude that it is possible to see, feel, sense and nurture forms of future‐thinking and ‐building that I here call Amefrican futurities, for they emerge from the specific subjectivities and praxis of women living in the favelas.

Abstract:Academic analyses of crime and policing in Latin America have generally focused on the failure of state institutions to guarantee a rule of law. This study, however, argues that the persistently high levels of violence in Rio's favelas [shantytowns] result not from the failure of institutions but, rather, from networks that bring criminals together with civic leaders, politicians, and police. These contacts protect traffickers from state repression and help them build political support among the residents of the where they favelas operate. Rather than creating ‘parallel states’ outside of political control, then, these networks link trafficker dominated favelas into Rio's broader political and social system.

Abstract:Reversing decades of fear and neglect as no-go zones for outsiders, Rio de Janeiro’s most iconic favela communities have become tourist attractions offering a glimpse of the purported “other side” of Brazilian society as well as panoramic vistas over the Marvelous City. Since 2010, tourism has become a vehicle and justification for security, infrastructure, and capacity-building projects in Rio’s favelas. Promoted as an exemplary favela in this social uplift scheme, Santa Marta has received thousands of tourists per year. In an unprecedented step, Santa Marta guides organized themselves into a committee to collectively manage the tourism enterprise and to promote themselves as a brand of community-based tourism in contradistinction to outside commercial tour operators. Their authority and authenticity as local experts hinge on the emergent perception of the favela itself as a resource and that their labor makes that value economically productive. This article analyzes the work of these guides as cultural brokers to think through the semiotically overdetermined yet shifting status of the favela as space of cultural alterity from the perspective of those who are both targets and agents of its transformation. Exploring how community-based guides have emerged as political and economic brokers, this article suggests that their performances as local experts, as well as their modes of organizing, shape tensions and contradictions of the favela as a commodified place. It demonstrates how collectivist and competitive interests among guides embody differing perspectives on state intervention in their community. The discussions and conflicts among tour guides themselves embody the tensions over the future of communities long marginalized by state and capital yet suddenly targeted for economic investment and cultural valorization.

Abstract:This paper illustrates an innovative approach to characterize the metabolic pattern of informal urban settlements or slums with the aim to better understand the factors that affect the material standard of living of slum residents, the dynamics of slum development and the interaction of the slum with its wider socioeconomic context. The proposed system of accounting, multi-scale integrated analysis of societal and ecosystem metabolism (MuSIASEM), integrates socioeconomic and spatial data and studies energy and monetary flows in relation to the pattern of human activities and land uses. The theoretical basis of the approach is illustrated with data from Vidigal favela in Rio de Janeiro, Brazil. In particular, we show how to construct taxonomies of accounting categories to characterize: (1) the set of activities carried out by the slum dwellers, to which to link assessments of flow rates per hour; (2) the set of land uses or spatial elements making up the slum, to which to link assessments of flow densities per hectare. The analysis of the interaction of Vidigal with its wider socioeconomic context focuses on monetary flows and transport (job commuting).

Abstract:Dominant social groups describe favelas based on negative stereotypes, which are increasingly being challenged by various collective actors. Originating from a collaborative effort carried out by academics and favela residents, the Marielle Franco Favela Dictionary is an online platform that aims to spread alternative narratives regarding these territories and their populations through collective knowledge building. This article discusses the common ground and points of contention regarding the different forms of knowledge held by academics, activists, and favela residents. Furthermore, we reconstruct the trajectory of the Dictionary’s creation, and in so doing overcome certain tensions and incorporate other languages and registers able to support the production of memory in favelas.

Abstract:Environment and Planning C: Politics and Space, Ahead of Print. In this paper, I propose the "eviction room" as an analytical frame for the linked struggles of citizens and noncitizens living at the urban margins. The metaphor of the eviction room was coined by Carolina Maria de Jesus, a late Black Brazilian writer and favela dweller. De Jesus sees the city as a house: the city center is its luxurious living room; the favela, its eviction room, a precarious space to which the racialized urban poor are pushed like disposable objects. Expanding on this metaphor, we can think of those segregated and stigmatized in a city's eviction rooms as not only physically but also politically cast out. Regardless of their legal citizenship status, eviction room dwellers are constructed as the immanent others of the "good citizens" inhabiting the city's living rooms. Segregated in space, their presence is transient in time given their "evictability." While the frame of the eviction room can help us make sense of the urban marginalization of both citizens and noncitizens, it assumes neither their social homogeneity nor a united "politics of the evicted." I expand on possible strategies within such politics, as well as on the spatial and temporal dimensions of the city as a house with an ever-shifting plan. The eviction room advances a research agenda centered on migration, residential segregation, and the politics of citizenship relevant to urban contexts across the global south and north.

Abstract:Balneario Rincão (State of Santa Catarina, Brazil) has been undergoing a major urbanization process due to the growing demand of the population for beaches in summer seasons. In this sense, this work analyzed the phenomenon of the second residence through the relationship of the subjects with their beach houses. The research is qualitative, exploratory, with semi-structured interviews and unsystematic observation. Eleven middle-class individuals aged 27-72 years participated in the study. The process of appropriation of the second residences was analyzed through the concepts of identification, personification, cultivation, sense of belonging, essential place and identity of the place. It was found that the subjects take ownership of the second residence and its use is strongly related to sociability and family and also to moments of leisure that often do not have in their primary residences in urban centers.
