Abstract:Web-based e-learning can share and reuse learning resources and facilitate learning processes. But the difficulties of guaranteeing the quality and trustworthiness of learning resources make learners and educators have no enough confidence in participating in web-based learning. It is one of the major reasons impeding the development of e-learning. In order to build a quality assurance and trustable e-learning environment, a SOA-based e-learning model with quality certification and trust evaluation is proposed. By evaluation and trust computing, high-quality and trustable education services are recommended to learners. The evaluation model, trust computing formulas and typical e-learning interaction processes are described. A simulation system and case analyses illustrate how the introduced model would be deployed.

Abstract:With the rapid expansion of the numbers of postgraduate students,China's postgraduate education has entered a new quality-oriented era,emphasizing on the improvement of quality.The external quality assurance mechanisms established by the Quality Assurance Agency in the United Kingdom provides a new perspective for the quality assurance of postgraduate education in China.The Quality Assurance Agency constructed academic standards of postgraduate education by defining and implementing ″the code of practice for the assurance of academic quality and standards in higher education″,″the frameworks for higher education qualifications″,″subject benchmark statements″ and ″programme specifications″;and it established a quality assessment system of postgraduate education by implementing and improving academic review of subjects and institutional audit.The Quality Assurance Agency not only provides external standards of postgraduate education for universities and colleges of higher education to follow,but also gives them space for self-monitoring and self-control.The practices and experiences of the external quality assurance of postgraduate education in the United Kingdom provides several implications for establishing the quality assurance mechanisms of postgraduate education in China:strengthening monitoring and control and fully recognizing the necessity of establishing external quality assurance mechanisms;insisting on independence and autonomy and continuously strengthening the functions of external quality assurance organizations;setting strict rules and standards and constantly improving the methods of external quality assurance;and combing external regulation and self-regulation and striving to fulfill the goals of quality assurance for postgraduate education.

Abstract:Given the importance of developing and offering accessible education for all, indispensable aspects of education for sustainable development (ESD) are needed. This study addresses that need by proposing a quality self-assessment for virtual education from an accessibility perspective. This proposal is based on previous literature about quality assurance in e-learning that considered accessibility and its application in the field of higher education. The bibliographic review was conducted by following Multivocal Literature Review (MLR) guidelines. The initial search returned 999 items from 5 academic databases and 32,200 professional sources from Google. After reviewing the sources, 37 of them were included. Then, the accessibility criteria were identified and integrated into an evaluation model. Such a model is divided into four dimensions: (1) organization, (2) student body, (3) teaching, and (4) infrastructure. The model also includes a set of standards (16), requirements (48), and evidence (63) that apply to each dimension. Moreover, self-assessment guidelines for accessible virtual education were proposed. They included a conceptual and theoretical framework, a self-assessment model, and a methodology for applying the model. The methodology included five phases: planning, model tuning or refinement of the model, evaluation, results, and continuous improvement. As future work, the implementation and validation of the guidelines will be carried out.

Nurturing Excellence: Exploring the Level of Professional Development Strategies for Quality Assurance in a Multi-Campus Higher Education Institution

Abstract:n higher education, professional development plays a crucial role in ensuring the quality of teaching and learning. This study examines the level of professional development in quality assurance among faculty members of a multi-campus higher education institution. The study's objective was to assess the level of quality assurance professional development strategies. Quantitative data were collected using a survey questionnaire. Weighted mean was employed for data analysis. The study contributes to knowledge by revealing varying effectiveness across professional development strategies. The participants' level of agreement on the key components of professional development initiatives, the faculty members generally agree on the effectiveness and importance of needs assessment, relevance and customization, pedagogical training, and evaluation and feedback. Based on the findings, the study recommends reinforcing faculty engagement strategies, tailoring professional development programs, addressing workload challenges, and leveraging existing opportunities. The findings of this study enrich the understanding of the interplay between professional development and quality assurance in higher education, providing valuable insights for educational institutions to enhance the quality of teaching and learning.

Abstract:Quality Assurance is a timely topic in higher education that ensures the quality has been fulfilled in order to achieve the expected objectives. While many success stories and improvements have been reported, implementation issues and challenges have been highlighted in quality assurance systems. Therefore, a systematic literature review can be used to be aware of recent advancements and unsolved problems of the scenario. To this end, this study reviews the related research studies highlighting the issues, challenges, and proposed solution approaches. Accordingly, this study identified issues of quality assurance under three main categories: 1. institute-related issues, 2. quality assurance process related issues, and 3. quality assurance stakeholder related issues. Further, three main solution approaches were identified: 1. attitude changes and increasing the awareness of stakeholders, 2. policy-level changes of the system, and 3. quality assurance process improvements and facilitating information system solutions to address these issues. Among these solutions, process improvements and information system solutions can be identified as a substantial solution to address these issues. However, to create an effective information system solution to facilitate higher education quality assurance, a reliable model is necessary. This literature review highlights the lack of such a reliable model for developing an information system that aims to facilitate higher education quality assurance.

Abstract:Emerging concerns about quality of e-learning products and services animated a project in many countries to establish and implement quality assurance. The paper introduces the international standard of quality management, assurance and metrics for information technology learning, education, and training which is put forward by technical committee ISO/IEC JTC1 SC36. With the implementation of tuition-free normal college studentspsila education in Huazhong Normal University, this paper describes how to use the quality assurance standard to establish a learning management platform for tuition-free normal college students in Huazhong Normal University. According to Reference Framework for Quality Descriptions (RFDQ) of the quality assurance standard, needs analysis and framework analysis of the platform are conducted by way of interview and investigation, and subsequently detailed functional design of the platform is implemented. Finally, the author explores the quality assurance of the platform.

Abstract:Satisfying quality requirements for service systems is quite crucial and challenging. However, there is a gap between quality requirements analysis and quality requirements design in service systems. In order to bridge this gap, we provide a systematic approach — ProQRASS — to model and analyze quality requirements of services based on business processes, which are frequently used to model services. ProQRASS consists of five steps: (1) constructing business process models; (2) associating quality requirements with functional requirements of services in business process models; (3) identifying potential conflicts and cooperation among quality requirements; (4) filtering out false conflicts and cooperation; (5) resolving conflicts among quality requirements. We illustrate ProQRASS through an equity trading service system. We also evaluate its capability through the comparison with other approaches and conduct a usability investigation involving industrial experts. The result shows that ProQRASS is effective and useful.

Abstract:In recent years, there has been considerable investment at the European Union level in expanding early childhood education and care (ECEC) facilities. In line with this quantitative substantial initiative, research and social policies are increasingly focusing on the quality of such facilities. High quality depends, among other things, on well-trained early childhood educators. This poses a dilemma for early childhood educators for various reasons; there is a shortage of skilled early childhood professionals, so that low-skilled staff are also being employed in early childhood education facilities. Online formats for professional development can contribute to the professionalisation of the ECEC system through vocational training. Since these formats are designed and produced to high professional and technical standards, they can be cost-effective thanks to their multiple uses and because they can often be completed by participants independent of time and location. This article presents an empirically studied blended e-learning training format based on the principles of co-constructivist didactics. The content focuses on the quality of interaction between early childhood professionals and children. Before and after the training course was completed, standardised non-participant observations were conducted in Austrian, German, Hungarian, Slovenian, Italian, and Portuguese early childhood education and care institutions. The before/after measurements (N = 43) showed a significant effect on the quality of interaction between the early childhood professionals and the children.

Abstract:Purpose Question-answering (QA) systems are being increasingly applied in learning contexts. However, the authors' understanding of the relationship between such tools and traditional QA channels remains limited. Focusing on question-answering learning activities, the current research investigates the effect of QA systems on students' learning processes and outcomes, as well as the interplay between two QA channels, that is, QA systems and communication with instructors. Design/methodology/approach The authors designed and implemented a QA system for two university courses, and collected data from questionnaires and system logs that recorded the interaction between students and the system throughout a semester. Findings The results show that using a QA system alone does not improve students' learning processes or outcomes. However, the use of a QA system significantly improves the positive effect of instructor communication. Originality/value This study contributes to the literature on learning and education technology, and provides practical guidance on how to incorporate QA tools in learning.
A decade of quality assurance in higher education (QAiHE) within sub-Saharan Africa: a literature review based on a systematic search approach

Abstract:In this study, we examined articles related to academic quality assurance research in the sub-Saharan African (SSA) higher education context to identify internal and external mechanisms put in place to improve the quality of education. To achieve the objective, the study reviewed published studies to bring to light the standard quality benchmark indicators describing how quality assurance has been promoted in SSA starting from 2012 to 2022. Based on this premise, 143 articles were included in the review in accordance with the set criteria for inclusion. The study found that most of the SSA higher educational institutions give extra attention to the building of human resource capacity and neglected other important practices such as internationalization and the "building of industrial collaborations," though these were major ingredients for promoting quality assurance. It also came to fore that, amidst the efforts to achieve quality standards in teaching and learning, insufficient funding, lack of efficient academic staff, poor implementation of educational policies, and unstructured program for training and re-training of staff were the major hinderances to the promotion of quality assurance in higher institutions in the sub-Saharan African region. Based on the findings, recommendations were made for policy, practice, and future research in higher education delivery in the sub-region.

Abstract:Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

Abstract:With the advancement of the Accreditation Board for Engineering and Technology (ABET), the stakeholders of the quality assurance in engineering education have been diversified.Especially, different stakeholders involve the quality assurance in engineering education with different attitudes and behaviors.Engineering education stakeholders have formed different groups representing different powers.It will help to optimize internal quality assurance mechanisms by exploring stakeholders.Thus, this research takes Worcester Polytechnic Institute (WPI) as a case to study the power of quality assurance in engineering education from the perspective of Stakeholder Theory.The findings indicate that engineering education stakeholders have formed three main bodies representing administrative power, academic power, and student power, which play different roles and form different types of power participation; administrative power participates in the preparation and organization of program accreditation, participates in educational quality supervision, and guides teachers and students to participate in quality assurance; academic power participates in student learning evaluation and program continuous improvement, curriculum and teaching reform, teacher professional development activities; student power participates in the quality assurance both directly and indirectly.The engineering departments of the United States attach great importance to the collective responsibility of quality assurance in engineering education, and devote themselves to shaping the evaluation culture based on the participation of multiple stakeholders and forming a joint force for quality assurance in engineering education, which provides important enlightenment for the quality assurance in engineering education in other countries.

Abstract:This paper describes a formalized approach to quality assurance for higher education institutions. The approach has been developed in the UK by the Engineering Professors’ Conference (EPC). The EPC approach is based on the same principles of quality assurance as ISO 9000, but also includes appropriate elements of total quality management. These concepts are briefly discussed together with an opinion on the suitability of ISO 9000 for quality assurance in higher education. The EPC model is explained and a top-down approach to the development of an institutional quality system is described. Key areas which have an important impact on the quality of education are identified, in particular the need for a sustained and efficient quality improvement programme. The pivotal role of the academic department is identified, together with appropriate quality assurance requirements. The quality assurance requirements for supporting services and administration are also described, as these play an important role in the quality of education. Excerpts from the EPC standard and guidelines are provided, to illustrate the requirements and interpretation of the approach.

Abstract:This study aims to identify the role of higher education quality assurance in achieving sustainable development goals. To support this aim, the following objectives were formulated: to discuss and summarize the best practices of QA agencies in promoting SDGs, to identify how Ukrainian universities consider SDGs in their policies, to develop recommendations for internal, and external quality assurance systems regarding SDG achievement. This qualitative study is based on a case study, observation, and questionnaire methods. Ukrainian higher education quality assurance systems are taken as a case study for this article. Primary data are collected through an online questionnaire and observation of Ukrainian universities’ publicly available information regarding sustainable development activities at their official websites. Additionally, some publicly available documents, reports, and materials on the experience of foreign quality assurance agencies are also reviewed, compared, and contrasted. The results of the research can be used at national levels where higher education standards should include competence in sustainable development goals, at institutional level to improve HEIs’ quality assurance system, and at the study program level to include SDG consideration as one of the requirements during internal quality assurance procedures.
