Abstract:The Transparency Committee (TC) in France plays a crucial role in the evaluation of post-market authorization (MA) drugs for reimbursement by the social security system. Although its organization has evolved since its creation, the principle of its existence has persisted since the establishment of the social security system. The TC, transitioning from the Medicines Agency to the Haute Autorité de santé in 2005, focuses on the medico-scientific evaluation of drugs, influencing decisions on reimbursement eligibility and price negotiations. It assesses the benefit and added medical value of drugs. Comprising experts with no conflicts of interest with pharmaceutical companies, the TC conducts a scientific evaluation of submissions by pharmaceutical laboratories. Recently, it has also been involved in evaluating requests for early access authorization prior to MA.

Abstract:Objective To investigate medical personnel's information acquirement of emerging health technologies (EHT),in order to provide decision basis and reference to establish the proper Horizon Scanning Systems (HSS).Meth ods A total of ten public hospitals in Shanghai and Lanzhou of Gansu were selected by using the convenience sampling method.The self-designed anonymous questionnaires survey was carried out among medical staff.Results A total of 837 valide questionnaires were received,and 56.01％ of the respondents paid very much or good attention to EHT in their field.The information medical staff most concerning about included ameliorative effect of EHT on the patients' health status,the possibility and importance of solving unmet medical needs.The top three information resources were domestic academic journals,domestic academic conferences,and domestic peer communication.Only 28.08％ of the respondents thought that the current information resources could totally meet their need for EHT.Conclusion Medical personnel had a strong information demand for EHT,but the current information resources cannot totally meet their need.International experience is suggested to be taken to establish HSS in China.

Abstract:The advancement in information communication technologies has seen the rise in the deployment of various information exchange devices in the healthcare sector. Among these technologies is the Tele-care Medical Information Systems (TMIS) in which remote users can establish a connection with the hospital medical server and share the necessary information between them. This can potentially offer doctors and patients more reasonable treatment plan, as well as helping address the huge medical expenses and excessive medical treatment duration. There is therefore need to store patient data in the end devices, as well as transmit this data over public channels to facilitate decision making. This paper sought to review the security schemes that have been developed over the recent past to protect the patient data stored or transmitted in TMIS.

Abstract:This study is concerned with the application of advanced multimedia technology to the development of a programme aimed at raising awareness of information and communications technology (ICT) amongst health professionals in Ireland. The programme is delivered in the form of a symposium supplemented by a multimedia CD and associated web site. It examines how ICT can be used effectively in healthcare across all sectors - primary, secondary and tertiary - with a strong emphasis on supporting shared care. The aim is to empower users to make informed technological choices and to actively participate in the exploitation of ICT in the health sector. The programme was successfully completed and delivered to over 2300 health professionals across Ireland and follow-up activities include the active encouragement of leaders and champions within the sector. This will be supported by interactive web-based education and training material focused on specialised topics of particular interest within the broader context of continuing medical education (CME).

Abstract:This paper provides an overview of the current and near-future applications of Artificial Intelligence (AI) in Medicine and Health Care and presents a classification according to their ethical and societal aspects, potential benefits and pitfalls, and issues that can be considered controversial and are not deeply discussed in the literature. This work is based on an analysis of the state of the art of research and technology, including existing software, personal monitoring devices, genetic tests and editing tools, personalized digital models, online platforms, augmented reality devices, and surgical and companion robotics. Motivated by our review, we present and describe the notion of 'extended personalized medicine', we then review existing applications of AI in medicine and healthcare and explore the public perception of medical AI systems, and how they show, simultaneously, extraordinary opportunities and drawbacks that even question fundamental medical concepts. Many of these topics coincide with urgent priorities recently defined by the World Health Organization for the coming decade. In addition, we study the transformations of the roles of doctors and patients in an age of ubiquitous information, identify the risk of a division of Medicine into 'fake-based', 'patient-generated', and 'scientifically tailored', and draw the attention of some aspects that need further thorough analysis and public debate.

Abstract:The emerging technology and innovation on sensing technology, data computing, and artiﬁcial intelligence (AI) has resulted in an accelerated development of smart healthcare. This thematic issue on Sensing and Computing for Smart Healthcare aims to highlight the diverse advances and the latest developments and emergent technologies in healthcare applications concerning remote human health monitoring, physiological sensing and imaging, wear-able biosensors, intelligent computing and AI. The thematic issue attracted a good number of submissions from researchers in these domains. After critical peer-review and selection, four manuscripts were accepted for publica-tion in this thematic issue, covering the topics of image analysis and AI, physiological signal processing and disease detection, and ambient assisted living. The paper “ Ambient assisted living framework for elderly care using internet of medical things, smart sensors, and GRU deep learning techniques ” by Syed et al. proposes an Ambient Assisted Living (AAL) system with Internet of Medical Things (IoMT) that leverages deep learning techniques to monitor and evaluate the elderly’s activities and vital signs for clinical decision support. By combining smart sensors (including accelerome-ters, gyroscopes, and magnetometers), IoMT infrastructure, and AI algorithms, elderly activities can be recognized and their heart rate variability over time can be monitored. The proposed AAL system is expected to be beneﬁcial during crucial situations such as the pandemics to remotely monitor elderly patients and their health-related status or risks. Abstract:ABSTRACT Objective: to map available evidence on the use of technologies by Primary Health Care users in the context of health promotion. Method: this is a scoping review according to Joanna Briggs Institute, and the recommendations of the international guide Preferred Reporting Items for Systematic reviews and Meta-Analyses extension for Scoping Reviews were followed. The PCC strategy (participants, concept and context) was used. The search in the databases was carried out from January to April 2020. Results: a total of 5,267 studies were retrieved and 28 articles were selected for review. The article origin was diverse, with the largest number being from the United States of America (7), the predominant language is English, the year was 2018 and the level of evidence 2. Studies show that users obtain benefits in health care through the use of technologies. Conclusion: health interventions, using technology, positively impact people’s behavior and lifestyle, focusing on the prevention and control of chronic diseases. It is noteworthy that technologies used in isolation cannot overcome behavioral barriers and their use does not replace one-to-one care and monitoring.

Abstract:The application of in silico medicine is constantly growing in the prevention, diagnosis, and treatment of diseases. These technologies allow us to support medical decisions and self-management and reduce, refine, and partially replace real studies of medical technologies. In silico medicine may challenge some key principles: transparency and fairness of data usage; data privacy and protection across platforms and systems; data availability and quality; data integration and interoperability; intellectual property; data sharing; equal accessibility for persons and populations. Several social, ethical, and legal issues may consequently arise from its adoption. In this work, we provide an overview of these issues along with some practical suggestions for their assessment from a health technology assessment perspective. We performed a narrative review with a search on MEDLINE/Pubmed, ISI Web of Knowledge, Scopus, and Google Scholar. The following key aspects emerge as general reflections with an impact on the operational level: cultural resistance, level of expertise of users, degree of patient involvement, infrastructural requirements, risks for health, respect of several patients' rights, potential discriminations for access and use of the technology, and intellectual property of innovations. Our analysis shows that several challenges still need to be debated to allow in silico medicine to express all its potential in healthcare processes.

Abstract:This is the third edition of the Communication, Education and Health Promotion Track within TEEM Conference. Health is a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity. In this context, health promotion is defined as the process of enabling people to increase control over their health and its determinants, and thereby improve their health (World Health Organization). One of the most used approaches to health promotion is based on education and communication media. Health campaigns and education-entertainment approaches (entertainment advocacy) are been used by scholars in health communication to prevent very different diseases and to improve quality of life. Health communication is a transdisciplinary field whose intended outcomes are increasing audience knowledge and awareness of a health issue, influencing behaviors and attitudes towards a health issue and implementing and evaluating health interventions disseminated using media in very different ways (from advertising and social marketing campaigns to television fiction or videogames). The track is focused on this topic and its main goal is to discuss around the relationship between health promotion and education from a communication media research point of view. Abstract:The challenges represented by chronic conditions worldwide are related to disease management and patient engagement. Healthcare should open not only to new tools and resources but also to innovative approaches. This contribution deepens the concept of P5 medicine, namely, an evolution of patient-centered medicine approaches which tries to identify the main characteristics medical interventions should have in order to meet patients’ needs. Specifically, healthcare should be predictive, personalized, preventive, participatory, and psychocognitive. eHealth, or the use of new technologies in healthcare contexts, represents an extraordinary opportunity to achieve all of these features. The second part of this contribution will present brief history of eHealth, its development, the multiple forms it assumes today, and literature on encouraging results and emerging criticalities as well. The present book will feature guidelines and examples of how eHealth could be designed and implemented in order to reach P5 recommendations in healthcare globally.

Abstract:Introduction: Early advice in the process of developing health technologies allows manufacturers to plan their production and transfer to health care systems more accurately. This review aims to describe frameworks used within HTA and their current use by HTA Agencies. Material and methods: We carried out a systematic literature review in Pubmed, Embase, Scopus, and WoS, including all references published in Spanish and English. This was last updated in March 2022. We extracted all available information regarding the organizations involved, services offered, types of technology, collaborators involved, fees, output and impact. Websites of several HTA organizations and Google were also searched in order to update and complete the information obtained from this generic search. Results: Five-hundred and forty one articles were identified and screened, of which 26 met the eligibility criteria and were selected. Seven of them were non-systematic reviews that described two or more HTA organizations. Ten studies were focused on the advice offered by individual organizations, and eight described the EMA and EUnetHTA parallel or joint advice. We found variations in the technology assessed, services offered, stage of development and costs for advisory services. Conclusions: Early and scientific advice would help manufacturers focus their product development on what is needed for the management of specific diseases. Most of the examples or services found refer to drugs as well as to some medical devices and diagnostics. A common definition of the type of advice that could be offered for different health technologies by HTA bodies to ascertain health care systems and manufacturers' needs, in addition to the timeline in which that advice needs to be given, would help HTA bodies provide the right support at the right time. Abstract:Background and aims: Health technology assessments (HTA's) have been known as a scientific approach for improving of patient outcomes also efficacy promoting of health systems. Therefore, in this study, scientific publications of HTAs in PubMed have been assessed. Methods: In this descriptive-scientometrics research, all HTA studies were searched in PubMed in August 2016. For this purpose, special keywords were searched in title, abstract and Mesh subject headings without any date limitation. Then, 2881 retrieved documents were analyzed. Results: According to the findings, the first document in the field of HTA published in 1978 and then in 1983. Also, the most of documents published in 2015, 2014, 2016 consequently. In addition, the most frequency of affiliations belonged to VANCOUVER BC' TORONTO ON and MONTREAL QC. Furthermore, SIEBERT U' DRUMMOND M and HAILEY D were the most active authors. Moreover, three journals include INTERNATIONAL JOURNAL OF TECHNOLOGY ASSESSMENT IN HEALTH CARE' HEALTH TECHNOLOGY ASSESSMENT (WINCHESTER, ENGLAND) and VALUE IN HEALTH: THE JOURNAL OF THE INTERNATIONAL SOCIETY FOR PHARMACOECONOMICS with 32% of publications had the highest portion in this area and English language with 90% were in the first rank, then, German, French and Spanish were in the next ranks. Finally, the majority of publications were Journal Article and then RESEARCH SUPPORT, NON-U.S. GOV'T and REVIEW allocated next places. Conclusion: Health technology assessments are important tools in order to help for policy making, programming and technology management in health care services. Hence, evaluation of publication in this domain can reflect published research trend and lead to conduct ongoing studies to provide studies Effectiveness toward society requirements and government's policies.
