Abstract:Home-based aged care mode is in line with the Chinese tradition of the elderly living in their own homes all their lives and can effi ciently cut down cost of social care services for the aged. However, there exist many problems in the development. To improve home and community-based aged care services, the government needs to create more favorable policies and increase fi nancial support, to improve infrastructure for community-based care services, to include more service items, to establish high-quality care service teams and to foster non-governmental organizations for the realization of having multiple providers to offer home-based care services.
