Abstract:The article examines the specifics of interaction between Russia and China in the format of the Shanghai Cooperation Organization, the process of creating and developing a regulatory framework in the interests of realizing the goals, functions and solving the tasks of multilateral relations in the Central Asian region. A detailed description of the internal political, economic and military situation in the region is given. The article describes the policy of balancing Russia in the complex, sometimes competitive relations of the member countries of the Shanghai Cooperation Organization. The results of anti-science measures are noted, the goals and objectives of Russia and China in joint activities are defined, as well as the various positions of these countries in the development of the association in the near future. The authors state that the existing regulatory framework governing the relationship between the participants of the organization needs constant improvement and development on a multilateral basis.

Abstract:This year marks the 20th anniversary of the Shanghai Cooperation Organization (SCO). This is a good opportunity to assess its performance over the past two decades, to draw some conclusions, and to discuss possible future developments of the SCO. The author examines milestones in the formation of the SCO, its institutional structure, as well as its key activities which encompass four focal areas: politics, security, economy, and humanitarian cooperation. The paper focuses on the decisions of the 21st SCO Summit in Dushanbe, especially those aimed at strengthening cooperation in combating the eff ects of the SARS-CoV-2 pandemic and addressing security challenges, arising from the latest developments in Afghanistan. The latter particularly imply an increasing threat of terrorism, extremism, and drug traffi cking from Afghanistan to neighboring countries in Central Asia. The author emphasizes the crucial role of the SCO Regional Antiterrorist Structure (RATS) in countering these threats. Finally, the paper addresses both the circumstances and possible implications of Iran’s ascension to a full SCO member, which was approved during the summit in Dushanbe. The author concludes that over the past two decades the SCO has successfully transitioned from an important, yet regional in scope and framework, organization to an infl uential global actor, which plays a major role in the maintenance of peace and security in Central Asia and could serve as a model for the establishment of a new non-confrontational approach to the interstate relations.

Abstract:In the review of the collective monograph “The Civilizational Mission of Siberia: from a Technogenic-Consumerist to a Spiritual-Ecological Strategy for Global and Regional Development” (edited by A.A. Ivanov), the main idea of the book was analyzed for its rational justification, the content of the main sections of the book was revealed, and the strengths and weaknesses of the used methodology were considered. This monograph represents a comprehensive scientific study devoted to issues of strategic development of Siberia in the context of the more general problem of global development. The authors proceed from the position of the necessity to replace the globalist model of a technogenic-consumerist civilization with a model of a spiritual-ecological (noospheric) civilization. Such a view is very interesting and allows for unexpected conclusions.

Abstract:As a regional organization, the Shanghai Cooperation Organization (SCO) is formed on the basis of strategic cooperation between China and Russia for maintaining security and stability in Central Asia. It also plays the role of reducing mutual suspicions and conflicts in the region and safeguarding their common interests. Under the influences of history, geopolitics, international setup and a multitude of other factors, a marked discrepancy also exits between the two countries as to their respective expectations on the goals of SCO, but the main trend to carry on cooperation between the two sides in SCO will not be halted.

Abstract:Over the past five years, the Shanghai Cooperation Organization successfully withstood the challenge of a rapidly changing international security environment. It also made notable institutional progress, especially in developing a conceptual framework, in cultivating a positive image, in institutional capacity-building, as well as in establishing relations with external parties. Nevertheless, the SCO remains under-developed. Specifically, it is constrained by the lack of resources, economic cooperation between member states remains limited, its international status is only just emerging, and furthermore, interaction at the non-governmental grassroots level remains nondescript. In order for the SCO to mature and consolidate its position in the region, it has to address a series of problems - it needs to improve its developmental framework, determine the scope of its function, address economic and security issues, respond to the challenges of geopolitics and regional stability, further cultivate and improve relations with the outside world, as well as clarify the question of enlargement.

Abstract:The Shanghai Cooperation Organization (hereinafter – SCO) was established in 2001 and since then has expanded its membership and scope of activities. The purpose of the study is to analyze the economic aspects of cooperation within the SCO and the existing problems hindering further economic interaction, as well as to identify promising development areas. To achieve this goal the author used general scientific and historical methods that allow us to analyze and evaluate information such as generalization, data analysis and synthesis, method of logical and comparative analysis, comparison and contrast. The current state and prospects of economic cooperation within the SCO have been analyzed. Trade, investments, infrastructure projects, energy, and other areas of interaction have been considered. The SCO economic agenda is aimed at increasing regional trade, improving market access, promoting regional ties, and consolidating the economic potential of member states. However, unresolved territorial disputes between China, India and Pakistan impede the deepening of economic ties. In turn, the recent accession of Iran opens up new opportunities for trade and transportation corridors. Prospects for an SCO free trade zone, joint infrastructure projects, financial cooperation, and high-tech partnerships have been highlighted as strategic goals. In general, further economic integration is in line with the member states’ national interests. Eliminating internal tensions and developing effective communication mechanisms will help strengthen the SCO as an organization and realize its economic potential.

Abstract:In the context of global changes, the deepening of multilateral strategic cooperation between Russia and China has become an important area of demonstrating the universal value and fundamental importance of comprehensive cooperation between countries in a new era. The challenges of our time associated with protracted regional conflicts, changing paradigms of international communication, management dilemmas, a lack of strategic mutual trust, and changes in the perception of the role of each country necessitate joint efforts by states to mitigate them. It is emphasized that the SCO and BRICS mechanisms can be used for this purpose, with some adjustments. On the one hand, it is important to harmonize the management focus and functional boundaries of the SCO, to use the complementary strengths and innovative potential of the countries in the activities of the association. On the other hand, it is necessary to enhance the environmental sustainability of states and the strength of their cooperation within BRICS, to standardize the various requirements of participants and ensure the merger of their interests, to explore opportunities for cooperation based on the Sino-Russian experience and use them to develop a strategy of multilateral interaction aimed at conducting constructive reforms and establishing a multipolar international order on an equitable basis.

Abstract:The monograph is dedicated to the broad topic of the development of printing and publishing in Russia in the 18th - early 20th centuries. The study is not generalizing: this task is too complex and multifaceted. The authors touched upon different and at the same time interrelated subjects, some of which were practically not previously investigated. The reviewer notes that the project is based on Japanese historians and literary critics, which once again shows the productive work of Japanese historiography of late imperial Russia. Nine chapters of the monograph are divided into three parts according to the key periods: XVIII-XIX, XIX-XX centuries. and the eve of the 1917 Revolution. At the same time, thematic blocks are visible in each part. The first focuses on the Russian language and literature during the period of their transformation into a part of world culture. Y. Toriyama highlights the activities of the Society Striving for the Translation of Foreign Books created by Catherine II. A.I. Reitblat draws attention to the formation of the very concept of Russian classical literature. H. Kaizawa makes an attempt to rethink the “reactionary” 1880s, noting the importance of this period for the development of Russian literature, recognition of its importance and influence in Russia and around the world. The second part focuses on the development of the press of the peoples of the empire and the role of foreigners. The importance of the latter is noted by Y. Tatsumi, who speaks about several immigrants from Poland and Germany who managed to create large publishing firms in Russia in the second half of the 19th century. T. Inoue analyzes in detail the influence of the Russian press on the national identity and representation of the Kalmyks. D. Ross tells about the development of newspapers and magazines in the Tatar language, and A. Sakurama about the publishing activities of the baptized Tatars. Finally, the third part focuses on the impact of the 1905 Revolution and World War I on print and publishing. M. Stockdale examines in detail the period of 1914-1918, noting the importance of the press in the interest of Russian society in the events on the fronts of the war. T. Tsurumi briefly describes the situation and development of the Zionist press in Siberia and Chinese Harbin on the eve and during the Revolution and the Russian Civil War. On the whole, the monograph leaves the impression of a thorough work, in which important and interesting plots, though often poorly covered in historiography, are raised. Perhaps, there is a lack of a more detailed analysis of the development of the press during the revolutionary period, but this does not reduce the merits of the book, a rare example in modern historiography of late imperial Russia. The author declares no conflicts of interests.

Abstract:The article provides a comprehensive and systematic analysis of a collective monograph devoted to various angles of the study of youth reading– both in the universal dimension and based on the materials of regional sociological research (Chelyabinsk, 2022). The author analyzes in detail the structure of the work (chapters and paragraphs of the monograph), identifies relevant issues related to the analysis of the student reading audience, the implementation of their requests and reading interests in the traditional book culture and digital reality. The author points out the originality of approaches and the novelty of the material obtained, the theoretical and practical value of the results and conclusions of the study. The author focuses on identifying key strategies used to promote reading practices and popularize books in online reading communities. The author concludes that the monograph is in demand for educational institutions, libraries, and various institutions that regulate the development of reading practices in modern Russia and the world community.

Abstract:The article examines the activities of the Shanghai Cooperation Organization in the field of coordinating the activities of the member states in the fight against terrorism. The author considers the complex use of various international legal instruments tested in practice in the fight against terrorist crime. The theoretical basis of the study is the research of A.A. Sinyakina, E. Umarakhunova, E.A. Chernyadeva. To determine the main instruments in the fight against terrorism, were analyzed international legal documents adopted at the SCO summits, in particular the Shanghai Convention on Combating Terrorism. In addition, as an example, were considered the structure and operation of the Regional Anti-Terrorist Structure established by the SCO. Based on the results, it is concluded that the Shanghai Cooperation Organization is one of the most effective organizations in the field of combating terrorism due to the presence of specialized structures, such as RATS, and various legal documents.

Abstract:The Shanghai Cooperation Organization (SCO), established in 2001, promotes cooperation in trade, economics, scientific technology, and energy. China, a key player in the group, has implemented measures to ensure fair distribution of its gains through regional cooperation and integration. China has proposed the Belt and Road Initiative (BRI) to boost economic cooperation and connectivity in the SCO region. It has also offered financial assistance and technical expertise to other member states to boost infrastructure development and economic growth. China pledges to strengthen cooperation in trade, energy, and security, requiring cooperation and compromise for mutual benefits. These initiatives demonstrate China's commitment to regional cooperation and willingness to make sacrifices. In conclusion, China is now in favour of the SCO playing a bigger geopolitical role. Presently, China portrays the SCO as a vibrant and active alliance that aims to position itself as the protector of regional and international security.
