Abstract:Introduction. Kuzbass is a large territorial complex with highly-developed industries. However, the local agriculture is also quite intensive. The research objective was to summarize the results various studies of the current state of the grain market in the Kemerovo region and identify areas of its development. Implementation of the grain complex development strategy with marketing elements will strengthen the position of the Kemerovo region on the international market of grain and products of its processing. Study objects and methods. The research was based on a systematic approach to the study of the regional grain market and employed abstract-logical, statistical-economic, and graphical research methods. Results and discussion. The article focuses on the current state of Kemerovo grain market and identifies development prospects and sale opportunities. In recent years, the volume of wheat and rye yield has significantly increased, as well as the canola acreage. The main consumer of grain crops grown in the Kemerovo region is the region itself. Nevertheless, the region is gradually becoming a grain exporter. The authors identified factors that affect the enterprises specializing in the production and sale of grain. The region has a good base for the development of agriculture in general and grain crops in particular. Unfortunately, the current problems in cultivation technologies, price fluctuations, insufficient state support, and poor marketing hinder the development of the industry. The authors proposed several directions of grain market development proceeding from possibilities of producers and change in the structure of production sales taking into account foreign trade risks. Conclusion. Marketing and realization of grain production in the Kemerovo region should be based on a well-planned development strategy of improving the competitive positions of the region and the development of a large production and technological complex.

Abstract:The development of the efficient and competitive food industry that increases the export of significant types of agricultural, fish and food products is a priority strategic task of the socio-economic policy of the Astrakhan region. According to the state programs, “Strategy for improving the quality of food products in the Russian Federation until 2030” and “Program of development of agriculture, food and fishing industry of the Astrakhan region”, food industry enterprises are improving the quality and safety of products. These documents provide for increasing the importance of the Astrakhan region in ensuring food security of the Russian Federation, meeting the needs of citizens in food products, strengthening the requirements for the raw materials composition, preventing the use of harmful additives and preservatives, increasing the responsibility of manufacturers for labeling food products. There appeared to be a number of problems in the food industry of the region that do not allow the other industries to develop dynamically. After analyzing statistical information on the food industry for 2011-2020 the official data were grouped by the following economic activities: vegetable products production; dairy production; production of fish products; production of meat products, sausages and semi-finished products; cereals, flour milling, bakery and confectionery products; producing pasta, beverages, and animal feed. The share of food industry enterprises in the total structure of processing industries of the Astrakhan region is calculated for the first half of 2021. Using the method of correlation and regression analysis, a factor analysis of statistical indicators was carried out, the suitability of the econometric model for forecasting was scientifically substantiated.

Abstract:The goal is to monitor the current state and prospects of the oil and fat subcomplex of the East Kazakhstan region, to determine the reasons that impede its development. Methods – balance sheet, abstract-logical, statistical-economic, monographic. Results – using the example of the Eastern region, oilseed production and the fat and oil industry have been analyzed over the past five years. Sectoral, regional, socio-economic aspects of the functioning of the oil and fat industry are considered. The sown areas, yields, gross harvest of the main oilseeds (soybeans, sunflower, safflower, rapeseed, flax), volumes of fat and oil products, use of the average annual production capacity of enterprises for the production of vegetable oils are shown. Based on the study, factors reducing the rate of intensification of the oil and fat subcomplex were identified. The main ones are the reduction in crop area, gross output, lack of raw materials and, as a result, the low level of processing. Conclusions – it is necessary to take a set of measures to stabilize the market for oilseeds and processed products in the Eastern region of the country, providing agricultural sector with government assistance in the form of subsidies and loans without collateral at low interest rates; establishing a duty on the export of sunflower seeds for a longer period; formation of integrated structures; creation of advanced training centers for agricultural producers on the basis of research institutes and universities in the East Kazakhstan region. Solving the issues related to expanding the activities of oil and fat enterprises and supplying the population of the region with oil and fat products in the required quantities is one of the main tasks of the state. It is necessary to use innovative approaches to the technological process, the implementation of which will make it possible to produce a high-quality environmentally friendly food product that is in demand in the domestic and foreign markets.

Abstract:Abstract The article is devoted to the export of agricultural products and foodstuffs of Russia. The assumption of perspective development of the market of agricultural products and food, including organic products for the Russian agriculture, mechanisms of development of export-oriented agriculture are proposed. The research substantiates the resource potential of the Russian regions of agro-industrial direction, in particular, the Altai Territory, and the prospects for the expansion of the production of ecologically clean, organic agricultural products and foodstuffs, their exports in order to improve the nutrition quality of population not only in Russia, but also in other countries. In this regard, the development of multilateral commercial and economic cooperation among the countries of the Shanghai Cooperation Organization (SCO), which includes China, Russia, Kazakhstan, Tajikistan, Kyrgyzstan, Uzbekistan, India and Pakistan, is reasoned. In recent years, within the framework of this organization, the creation of a free trade zone, as well as infrastructure for trade and investment, is expected. It is economically feasible to attract business investments of these countries in the regions of Siberia and the Far East in order to create joint processing agro-industrial enterprises, including enterprises for advanced processing of grain in Altai. At the same time, it is necessary to conduct scientific research in the direction of substantiating strategic vectors and mechanisms for international cooperation in order to improve the quality of nutrition of population within individual countries and international associations.

Abstract:Abstract. Purpose. Analysis of the state and forecast of possible scenarios of the development of the feed industry in the Russian Federation. Methods. The following research methods were used in the work: analysis, comparison, induction and deduction, strategic forecasting. The studies were carried out on the basis of materials presented on the information resources of the Federal State Statistics Service, the Ministry of Agriculture of Russia, the Federal Customs Service of Russia, the Union of Feed Makers of Russia. Based on the analysis of the condition, trends and patterns of development of the feed industry, possible scenarios of changes in the industry are predicted under certain conditions. Results. The production volumes of compound feeds, premixes and protein-vitamin-mineral supplements in the Russian Federation for 2011–2018 are given. The dynamics of changes in the number of pigs, cattle and production volumes of poultry meat is shown. More than half of compound feeds in Russia are produced by 25 enterprises, and the components from which premixes are made are imported. The average prices for compound feeds for pigs, cattle and poultry for 2013–2018 are presented. In 2018, 4.5 million tons of feed were exported from Russia, of which 3 million tons are meal and cake from sunflower, soybean, rape, as well as beet pulp, only 110 thousand tons of finished mixed feed were exported. The data on gross grain harvest in the Russian Federation as the main filler of animal feed are given. The development of the feed industry will be facilitated by an increase in the sown area of promising crops with a high content of protein - soy and lupine. Scientific novelty. The main problems that hinder the development of the feed industry are identified and three development scenarios are proposed - pessimistic, optimistic and most likely. The directions of the work of feed mills and science, as well as measures of state support that promote the development of the industry in an optimistic development scenario, are proposed.

Abstract:The scientific article contains a theoretical review of scientific literature on the problems of development of the crop production industry. Attention is drawn to the state of the market for crop products, the competitiveness of agricultural sectors and the presence of consumer purchasing preferences in relation to organic products. The dynamics of reduction in sown areas have been revealed, and natural and climatic factors affecting the range, yield and production efficiency have been noted. A methodology for a comprehensive analysis of the conditions for conducting economic activity in the agricultural sector of the economy is presented. The activities of agricultural producers aimed at providing priority provision of their own feed to the livestock industry by reducing the marketable portion of crop production were noted. Solutions for efficient feed production are presented through the selection of promising varieties of feed crops, planning the yield and nutritional value of feed. The strategic directions for the development of the crop production industry have been determined. The priority of development of the crop production industry is confirmed by the presence of deposits and producers of mineral fertilizers. Weaknesses include natural, climatic and soil conditions that limit the list, yield and efficiency of crop production. There are quite a lot of threats to reduce crop production, but the main ones are of a social nature: the continuing outflow of young people from rural areas; Due to labor shortages, there is an increase in abandoned agricultural land. Political, managerial, production and economic opportunities for the development of the crop production industry have been identified in terms of ensuring a targeted approach to personnel training, the development of social and production infrastructure that makes it possible to promote the rural lifestyle among the younger generation and ensure the investment attractiveness of the industry. Thus, great potential for priority development of the crop production industry has been identified.

Abstract:The article considers the features of development of the agricultural engineering industry since the 90s of the last century in Russia and Udmurtia. Shortcomings in development are revealed; critically low values of indicators of the state of the mashino-tractor park of agricultural machinery till 2014 are accented. Positive trends in the development of the industry, starting from 2014, associated with the adoption of strategically important documents of the Russian level for the development of domestic agricultural machinery, are identified. The factors that influenced the formation of the main trends in the industry development are summarized. The problems of not only production development, but also the state of agricultural machinery markets are touched upon. The information on the availability of the main suppliers of agricultural machinery in Russia and in the regions is summarized. The main stages of implementation of the strategy of the industry development for the period up to 2030 are considered. It is stressed that the key role in the development of the industry will be played by measures to subsidize the costs of promoting agricultural machinery of domestic production for export. Key indicators of the industry development up to 2030 are given. At the regional level, it is recommended to develop the policy of production diversification at the main suppliers-dealers of large Russian manufacturers of agricultural machinery due to the implementation of investment projects related to agriculture: the construction of asphalt roads in rural areas, which will save costs for repair of equipment, the development of trade-in mechanism, investment in the development of dairy cattle breeding in the regions. The economic effects and efficiency of these investment projects are justified.

Abstract:In the current conditions, oilseeds and their processed products are profitable and in-demand goods on the markets, and this situation will continue in the medium term. In the Krasnoyarsk Territory, there is a positive trend in the acreage of oilseeds, the region occupies a leading position in the Siberian Federal District in terms of the gross harvest of spring rapeseed, the share of these crops in the revenue structure of agricultural organizations is increasing. At the same time, the Krasnoyarsk Territory has a lower profitability of oilseed production compared to other regions of the Siberian Federal District. The main problems of the fat–and-oil subcomplex of the agro-industrial complex of the region are, on the one hand, a significant shortage of processing capacities, and on the other hand, the underutilization of existing ones. As a result, most of the oilseed crop is sold both in other regions of Russia and abroad. To solve the problems, the article proposes a scenario for expanding the raw material base by increasing the sowing of oilseeds, as well as increasing the industrial production of products of the fat-and-oil subcomplex of the agro-industrial complex in the region. The implementation of investment projects for the development of the fat-and-oil subcomplex in the region will have a significant socio-economic effect.

Abstract:The Chelyabinsk region is a major industrial and agricultural center of the country. It has over 3,5 million people and ranks 3rd out of eight regions of the Urals and 9th in the Russian Federation. The purpose of the work is to consider the prerequisites for the development of various branches of animal husbandry in the Chelyabinsk region. The authors consider the problem from different perspectives such as natural and climatic conditions, market demand for food, evaluation of raw materials and final products from the technologies used. It is determined that the development of livestock industries in the region is determined by both natural and economic and social problems of agriculture. For example, currently the leading breed of the dairy industry in the region is Black-and-White breed. Without belittling the merits of this breed, we believe the possible spread of other breeds, it all depends on the preferences of livestock owners, because many breeds have unique productive traits. The development of sheep breeding in the region is very important, because the population of the region is multinational in its composition. It is also home to about half a million residents, in whose consumption culture horsemeat occupies an important place. In drove breeding of horses they are able to graze on natural pastures from May to October. Horse breeding can produce not only horse meat, but also koumiss, a fermented milk product obtained from mare’s milk. The demand for horse meat, koumiss, as well as mutton is high in this region. The authors come to the conclusion that the further increase in livestock production is linked to the prospects of development not of large agricultural holdings, but of peasant farms and personal subsidiary farms. In solving these problems, a huge organizational and economic role belongs to regional and local authorities.

Abstract:The development of fruit and vegetable sector is given special attention throughout the world. The production of fruits and vegetables is an important component of the agro-industrial complex and one of the most common types of agricultural activities in terms of the income of small and medium-sized producers and the food security of the republic. Fruits and vegetables, being a source of vital minerals and vitamins, occupy one of the key places in the diet and are among the essential goods. Goal - current issues of increasing the efficiency of fruit and vegetable production and its potential are considered. Methods - analysis, comparison, generalization, allowing to identify problems whose solution is important for the food supply of the country's population. Results - the experience of world practice of market trade in horticultural products was studied. The authors substantiate the need to develop and implement measures of state support for elite seed farms and originators of varieties, create and restore infrastructure for the procurement, storage, processing and sale of vegetables, berries and fruits, organize wholesale markets for environmentally friendly vegetable raw materials. The state of fruit and vegetable subcomplex is shown. An analysis of the volumes of cultivation of fruit and vegetable crops by various organizational and legal entities is given. Examples of an effective sales system for fruits and vegetables abroad and mechanisms for the distribution of products are given. The need for state regulation and stimulation of the fruit and vegetable industry is noted. Conclusions - there are all the prerequisites for expanding and further building the potential of competitive and sustainable agricultural formations in the fruit and vegetable sector, capable of fully satisfying domestic consumer demand. This can be achieved through the introduction of new resource-saving technologies, the implementation of high-tech projects taking into account adaptation to climate change, environmental protection, and maintaining balance in the food supply chain.

Abstract:The article reveals the current state of the domestic market of the feed industry of the Russian Federation, provides data on production volumes and pricing policy in the field of feed and premixes. The main problems associated with ensuring the stable development of the feed industry in the conditions of global instability are outlined. The production volumes of the industry are increasing every year. According to Rosstat, in 2021, the volume of feed production in Russia amounted to 31.9 million tons, which is about 1.1 million tons, or 3.4%, more than a year earlier. At the same time, in the overall structure of production, the share of compound feed for poultry accounted for 49.0% of the total production volume (15,719.6 thousand tons), the share of compound feed for pigs and cattle, respectively, 41.9% (13,421.3 thousand . t) and 8.4% (2,680.3 thousand tons), for other animals - 0.7% (239.5 thousand tons). There are practically no strategic stocks of feed additives in the country, but grain stocks are still stable. The main difficulties that the feed industry is already facing are the statuses of importers of feed additives that are not fully understood. The study made it possible to form a general idea of the current state and development trends of domestic feed production and its raw materials. Not only the stable and progressive future of the domestic feed industry, but also the provision of the country's food security depends on the quality and efficiency of making managerial decisions on these problems.

Abstract:Tourism has become an important economy sector in many Russian regions. The Kemerovo Region has accepted the Strategy of Socio-Economic Development through 2035, hence the need to strategize the development of new tourist destinations. The research objective was to determine various strategic directions for the development of tourism and hospitality industry in the Guryevsk municipal district. The research relied on the strategizing methods developed by Professor Vladimir Kvint, Foreign Member of the Russian Academy of Sciences, as well as on some general scientific research methods, e.g., abstract-logical, complexfactorial, economic-statistical, analogy, comparative and system analysis, etc. The study revealed a possibility of interregional clusters, national and business routes, environmental, medical and recreational cross-border and regional tourism, etc. The district has good industrial potential, combined with historical and cultural heritage. These strategic directions are able to fuel the local tourism and hospitality development. The authors believe that tourism is a key priority for Russian economy, as well as for the Kemerovo Region, where domestic tourism started to flourish during the COVID-19 pandemic. The region has extensive potential and opportunities to attract tourists, while its Guryevsk municipal district possesses all necessary prerequisites for the active development of tourism.

Abstract:The goal is to assess the state of milk production and processing for all categories of farms in the republic, to show the role of the development of the dairy industry in providing the population with food from its own resources in order to achieve food security of the country. Within the framework of this study, general scientific methods were used - systematization, comparison, statistics, factorial, generalization. Results - it is noted that to obtain the required volumes of milk in Kazakhstan there is a favorable geographical and climatic resource potential; review of bibliographic materials on the management of dairy industry of the best foreign countries is presented; assessment of Kazakhstani regions with high indicators of processed raw materials was carried out; high proportion of individual business entities engaged in raising cattle and producing dairy products has been demonstrated; the reasons for the low quality of raw milk are revealed, which do not allow its use for the production of high-quality dairy products; emphasis is placed on the insufficient level of technical equipment of processing dairy plants; the need for automation and implementation of digital technologies on dairy farms is substantiated; problems of expanding the range of dairy products due to the small-scale production of personal subsidiary plots (farms) were identified; serious threats are identified from the lack of innovative equipment, storage and transportation of dairy raw materials. Conclusions - recommendations have been developed to increase the modernization and digitalization of dairy farms. The authors state that the use of innovations should give milk processing enterprises a qualitatively new character, increase the technical and technological potential of processors and the economic efficiency of their activities, improve the consumer properties and product positions of food products made from cow's milk.

Abstract:Relevance of the topic – one of the main objectives of the economic security of the country is to create competitive industries to meet the needs of the population and replace imports of socially essential goods. Kazakhstan's consumer market still retains a high share of imported products, so for the sustainable development of Kazakhstan, it is necessary to form and activate potential economic growth points, primarily in the agricultural and industrial sectors. The purpose is to study the current state of the agricultural industry of the Republic of Kazakhstan and to identify trends in its development. The methods include the systematization of information from the analyzed literature sources: analysis, synthesis, structuring, and traditional ways of economic analysis, such as comparison and details. Results – the state of the agricultural industry in the Republic of Kazakhstan was analyzed; a comparison of indicators of agricultural production output of the Commonwealth countries was carried out; key areas affecting the increase in the gross domestic product of the country by increasing the production of agricultural products were identified. It is recommended to build a model for assessing the state of problems to improve the level of development of the agro-industrial complex.

Abstract:Tourism is undoubtedly considered to be a strategic industry, especially in the countries with unique natural, cultural and historical resources. However, not very long ago the function of tourism in Russia was more of social character than of economic one. At present tourism is the largest intersectoral complex with a significant multiplicative effect. In order to strategize the tourist industry according to Dr. Vladimir L. Kvint’s methodology it is necessary to evaluate global, national and regional tendencies and consistent patterns, to make analysis of opportunities and threats and to concentrate on the priority trends of development of tourism. To be implemented the trends must be provided with competitive advantages. Kuzbass possesses unrealized potential in the development of niche types of tourism which include snowmobile, off road and industrial tourism. In the conditions of the current financial crisis it is a significant competitive advantage of the region which will make it possible to develop both intraregional and interregional tourism in this direction. Exhibition and fair activity is the most important tool of communication, a mechanism of promotion of new technologies and goods into foreign and domestic markets and a powerful driver of economy. Strategic interests both of the state and its key industrial region Kuzbass can also be realized by organizing international industrial fairs. The objective of the article is to ground the expediency of strategic development and to determine the priority directions for the development of tourism and exhibition and fair activity for the region’s economy in the post-crisis conditions.
Bread Production and Bakery Products in Russia: Current State and Prospects

Abstract:The transformation of the Russian economy has led to a significant reduction in the production of bread and bakery products. The recent years have seen a groing competition between retail chains, mini-bakeries, and bakeries. The present research features the problems of the production of bread and bakery products by large industrial enterprises and offers a number of possible solutions. The authors used statistical methods of data analysis. The study employed statistical data on the production volumes of bakery and flour confectionery products according to the Russian National Classifier of Types of Economic Activity as obtained from the Federal State Statistics Service. The study revealed the relationship between the deterioration of the economic situation in the country and the increase in the production of bread and bakery products, which confirms the social importance of bread. The reduction in the volume of bread and bakery products is connected with the annual decrease in the production of non-durable storage products by 1.3–2%. In 1990–2017, the volume of production decreased from 18.2 to 6.5 million tons. Low economic indicators remain a major problem of the baking industry. In 2017, the baking industry of the Kemerovo region showed the following levels: the use of average annual capacity – 35%, profitability – 2.5%, equipment wear – 50–80%. The production of long-term storage and low humidity products increases annually. In 2010-2017, the volume of production increased by 28.78%, and in 2017 it amounted to 552,000 tons. In 2010–2017, there was an increase in the production of flour confectionery products of long-term storage by 45%; the annual increase was 4–6%. In 2010–2017, production of flour confectionery products increased from 1.43 to 1.92 million tons. The research proved that it is advisable to divide the production of bakery and flour confectionery products into socially significant and commercial products. The authors believe that socially important products should include bakery products of short-term storage, as well as healthy foods with vegetable additives. As for commercial products, bakery products of long-term storage and low humidity should include products with a complex unique recipe, e.g. gluten-free bakery and confectionery products. To solve this problem, Kemerovo State University is currently developing scientifically based recipes and technologies for bakery products fortified with iodine, selenium, and various natural additives, e.g. sea buckthorn, cranberry, viburnum, etc.

Problems of AgriMarket

Abstract:The goal is to consider the problems and prospects for the development of enterprises in agricultural sector. Methods – analysis and synthesis, determination of absolute and relative indicators, abstract-logistical, economic-statistical. Results – the authors note the main features of agricultural production: high capital intensity, long payback period, low profitability, seasonality, dependence on natural and climatic conditions. Enterprises are insufficiently provided with modern technology, social infrastructure is poorly developed, soil fertility is declining, level of income of the rural population is much lower to income in other industries. At present, effective programs on development of agro-industrial complex and support for agricultural producers have been developed in the republic. The article presents data on the number of registered producers of agricultural products in the Republic of Kazakhstan: legal entities, individual entrepreneurs, peasant (private) farms, households. The volumes of gross output of agricultural goods, production of livestock products in Kazakhstan, cattle products sales in slaughter weight for all categories of farms are shown. It was revealed that for some types of food, dependence on imports remains: meat and milk processing products, poultry meat, vegetables and fruits. The main directions of development of AIC are substantiated: measures to ensure food security; digitalization and robotization; attraction of domestic and foreign investments; application of the achievements of selection and breeding work in the livestock industry; strengthening scientific potential by improving training of highly qualified personnel. Conclusions – specifics of modern economic entities is their broad specialization: the presence of several workshops for heat treatment, sterilization and preparation for sale. There are also highly specialized agricultural enterprises, which as a rule, are producing one type of product, for example, dairy farms, greenhouses, nurseries.

Abstract:Abstract Consumer cooperation organizations have extensive experience in harvesting, processing, storing and selling agricultural products. It is the procurement that is the sphere of functioning of consumer cooperatives, which supplies its own stores and processing shops with fresh agricultural products and raw materials, bypassing intermediaries. Despite the fact that fruits and vegetables retain their priority position among other types of purchased products, consumer cooperation has begun to lose its position in their market turnover. One of the reasons for this is the deterioration of the main production assets for processing and storage of fruit and vegetable products. The purpose of the study is to consider the prospects of fruit and vegetable production, the role and opportunities of consumer cooperation in the chain “production-processing–sale”. Methods: induction and deduction, comparison and abstract-logical, monographic and economic-statistical allowed us to solve the problems. The authors studied the scientific works of cooperative theorists published more than a century ago, modern publications, annual statistical collections and reports. The following results were obtained. Consumer cooperation works in the socio-economic space in the interests of low-income segments of the population, residents of remote and hard-to-reach places that are not interesting to retail chains. In such circumstances, the Centrosoyuz should make every effort to make the system as a channel for selling vegetables, fruits and berries attractive to market participants: villagers, farmers, agricultural organizations and cooperatives, processors, and trade. The analysis, conclusions and suggestions will be useful to the management of consumer cooperation organizations in developing long-term programs for the development and modernization of the material and technical base of the procurement industry in order to increase its competitiveness.
