A Dynamic Monitoring and Early Warning System for Traditional Villages in China

Abstract:China’s traditional villages are the one of the world’s largest and richest cultural heritages in terms of historical, artistic,and scientific value. With increased awareness of traditional village conservation and the implementation of relevant policies in recent years, the conservation and development of traditional villages has achieved remarkable success. However, there are still issues such as lack of technicians, challenges in overall style and appearance control, inappropriate planning and repair of dwellings, low reuse level, and absent assessment and dynamic monitoring over planning implementation. It is essential to explore ways to improve timeliness;lower the cost of traditional village information acquisition; realise continuous, dynamic and real-time monitoring and evaluation; and promote multiple pathways to participate in a more holistic process of village protection and development.Combined with associated studies and existing experiences in heritage monitoring practices, objectives and structure for a dynamic monitoring and early warning system alongside appropriate construction methods for Chinese traditional villages was proposed. Moreover, the construction principles of adopting appropriate and mature technologies,joint participation of multiple disciplines, balancing conservation and development, convenient operation, and open sharing were determined.A system framework integrating site, terminal, and cloud data was built;this involved core functional modules including basic data acquisition,plan formulation monitoring, object monitoring, data analysis, real-time early warnings, information feedback, and monitoring report generation.The proposed system can support protection and development management, risk management, and scientific decision-making for traditional villages. With consideration for long-term and continuous characteristics of monitoring and early warning of traditional villages,the system integrated dynamic monitoring, regular monitoring, annual monitoring, and periodic monitoring. This system not only supports monitoring and early warning of unexpected and routine events in traditional villages, but also assists in writing annual physical examination monitoring reports and five-year periodic monitoring reports. With references to experiences in China and foreign countries, an index system covering protection monitoring indicators and development indicators was built in accordance to the monitoring needs and practical situations of traditional villages in China. This system highlights monitoring core value elements, heritage reuse, and community development situations of traditional villages. The corresponding mechanism, level, and connotation of early warning were determined.Four early warning modes, including system intelligence early warning,managerial decision early warning, expert assessment early warning,and grid member pre-judgement early warning were defined for the system and corresponding types of early warning based on realtime situations and annual reports were proposed. The early warning events that have a negative impact on the core value elements of traditional villages and the development of traditional village communities were detected in a timely fashion to assist timely consideration in the process of traditional village protection and development. A role system for dynamic monitoring and early warning of traditional villages was established, in which five types of roles were determined: system administrator,manager, traditional village planner, traditional village grid member, project owner/agent, and consultant expert.This divides intelligence and labour among five roles,promotes the joint participation of multiple disciplines in the protection and reuse of traditional villages, reduces managers’ workloads, and realises joint governance, joint management, and sharing. The establishment and operation of this early warning system can allow managers to discover and address negative events in the process of village conservation and development more rapidly, enhance scientific decisionmaking, promote village conservation and development, and provide national and local management departments references for relevant standards or guidelines.
