Abstract:The rapid growth of urban areas necessitates the need for cities to adopt innovative strategies in addressing various challenges such as traffic congestion, air pollution, elevated crime rates, waste management difficulties, inefficient energy usage, and more. In response to the escalating urban issues, a collaborative effort has emerged among local government bodies, businesses, non-profit organizations, and the residents themselves, all united by the vision of creating smarter cities. The smart city concept centers on the harmonious integration and synergy of human capital, social assets, and Information and Communication Technology (ICT) infrastructure. Its objective is to promote sustainable economic development and make better the overall quality of life. This paper therefore focused to define smart cities and ways of improving smartness of city. It also adopted review of literatures to explore the elements and components of smart city in order to arrive at a comprehensive definition of smart city. Sidewalk and Toronto: Critical Systems Heuristics and the Smart City

Abstract:`Smart cities', urban development projects that design computational systems and sensory technology to monitor activity and regulate energy consumption and resource distribution, are a frontier for the prospective deployment of ICTs for sustainability. Often reduced to technological problems of optimization, these projects have implications far beyond narrow environmental and consumptive frames of sustainability. Studying them requires frameworks that support us in examining technological and environmental sustainability dimensions jointly with social justice perspectives. This paper uses Critical Systems Heuristics (CSH) to examine the design of Sidewalk Toronto, an ongoing smart city development. We explore how the professed values guiding the project are contentiously enacted, and we argue that key stakeholders and beneficiaries in the planning process significantly constrain the emancipatory and transformative potential of the project by marginalizing the role of residents in determining project purposes. This analysis contributes an example that illustrates the relevance of critical systems thinking in ICT4S and offers CSH as a conceptual frame that supports critical reflection on the tensions between the visions and realities of `sustainable' ways of organizing human life.

Abstract:The following offers an overview of what it means for cities to be “smart.” It draws the supporting definitions and critical insights into smart cities from a series of papers presented at the 2009 Trans-national Conference on Creating Smart(er) Cities. What the papers all have in common is their desire to overcome the all too often self-congratulatory nature of the claims cities make to be smart and their over-reliance on a distinctively entrepreneurial route to smart cities. Individually, they serve to highlight the major challenges cities face in their drive to become smart. Collectively they begin to uncover what it means for cities to be smart. Together the papers offer an alternative route to smart cities laid down by those advocating a more neo-liberal roadmap, rooted in a critically aware knowledge-base and more realistic understanding of what it means for cities to be smart(er).

Abstract:In recent years, the concept of smart sustainable cities has come to the fore. And it is rapidly gaining momentum and worldwide attention as a promising response to the challenge of urban sustainability. This pertains particularly to ecologically and technologically advanced nations. This paper provides a comprehensive overview of the field of smart (and) sustainable cities in terms of its underlying foundations and assumptions, state–of–the art research and development, research opportunities and horizons, emerging scientific and technological trends, and future planning practices. As to the design strategy, the paper reviews existing sustainable city models and smart city approaches. Their strengths and weaknesses are discussed with particular emphasis being placed on the extent to which the former contributes to the goals of sustainable development and whether the latter incorporates these goals. To identify the related challenges, those models and approaches are evaluated and compared against each other in line with the notion of sustainability. The gaps in the research within the field of smart sustainable cities are identified in accordance with and beyond the research being proposed. As a result, an integrated approach is proposed based on an applied theoretical perspective to align the existing problems and solutions identification for future practices in the area of smart sustainable urban planning and development. As to the findings, the paper shows that critical issues remain unsettled, less explored, largely ignored, and theoretically underdeveloped for applied purposes concerning existing models of sustainable urban form as to their contribution to sustainability, among other things. It also reveals that numerous research opportunities are available and can be realized in the realm of smart sustainable cities. Our perspective on the topic in this regard is to develop a theoretically and practically convincing model of smart sustainable city or a framework for strategic smart sustainable urban development. This model or framework aims to address the key limitations, uncertainties, paradoxes, and fallacies pertaining to existing models of sustainable urban form—with support of ICT of the new wave of computing and the underlying big data and context–aware computing technologies and their advanced applications. We conclude that the applied theoretical inquiry into smart sustainable cities of the future is deemed of high pertinence and importance—given that the research in the field is still in its early stages, and that the subject matter draws upon contemporary and influential theories with practical applications. The comprehensive overview of and critique on existing work on smart (and) sustainable cities provide a valuable and seminal reference for researchers and practitioners in related research communities and the necessary material to inform these communities of the latest developments in the area of smart sustainable urban planning and development. In addition, the proposed holistic approach is believed to be the first of its kind. That is, it has not been, to the best of one’s knowledge, investigated or produced elsewhere.

Abstract:This paper systematically reviews the literature on smart urbanism and Southern urbanism to conceptualise smart cities in the Global South. Through a two-stage analysis, the paper highlights the gaps in theorising Southern smart urbanism around three areas – visioning, development, and planning; infrastructure and services; and social and community. Findings argue for the articulation of Southern smart urbanism informed by the Southern urban critique via (i) progressing the bottom-up right-based rather than top-down normative visioning, development, and planning; (ii) leapfrogging rather than retrofitting infrastructure and services; and (iii) emphasising collective society and community rather than the individual smart citizen.

Abstract:The construction of smart cities is an imperative trend for high-quality urban development and represents a crucial solution to various problems that afflict urbanization, such as population growth pressure, resource scarcity, environmental degradation, and economic frailty. To create a smart city, it is essential to gain a profound understanding of the evolution and experiences of urban development and have a clear grasp of the concept, emphasis, and developmental trajectory of smart cities. However, previous research and theoretical frameworks have mainly focused on the digital transformation of cities, the application of new generation information technologies, and the comprehensive intelligence of cities, neglecting the fundamental positioning and value of cities, which is the people's central position and pursuit of happiness. This has led to many situations where intelligence is pursued for the sake of intelligence, resulting in inefficient use and allocation of resources. This paper puts forth a framework for the three generations of smart city construction and their meanings at the conceptual level, conducts an in-depth analysis of the development process and challenges of smart cities in China, and provides suggestions for improvement.

Abstract:This paper reviews the factors which differentiate policies for the development of smart cities, in an effort to provide a clear view of the strategic choices that come forth when mapping out such a strategy. The paper commences with a review and categorization of four strategic choices with a spatial reference, on the basis of the recent smart city literature and experience. The advantages and disadvantages of each strategic choice are presented. In the second part of the paper, the previous choices are illustrated through smart city strategy cases from all over the world. The third part of the paper includes recommendations for the development of smart cities based on the combined conclusions of the previous parts. The paper closes with a discussion of the insights that were provided and recommendations for future research areas.

Abstract:This literature review provides a systematic review of smart city research between 2000 and 2019. The aim of the review is to provide a comprehensive picture of the state-of-the-art of research in smart cities by addressing major issues and identifying gaps and areas for future research. The analysis of 191 publications drawn from high-quality journals and the most influential or highly cited smart city literature highlights four major challenges for small city research: (a) smart city research is often fragmented and technology-driven; (b) many studies are on the perceived benefits of smart cities and fewer on the downsides of technologies and failed projects; (c) there is a need to build new theories for smart city research; and (d) there is a lack of empirical testing of the conceptual frameworks developed in smart city research. The research insights of this literature review may encourage practitioners, including city councillors, urban planners, and business managers, to consider smart city strategies in a holistic way when building vibrant, sustainable, and resilient cities of the future.

Abstract:Smart City (SC) has been a popular area of research and practice during the last decade. An in-depth examination of the existing literature reviews on SCs divulges the scarcity of studies classifying the literature into multiple themes and identifying the popular and less popular themes based on the number of peer reviewed research papers under respective theme. Hence, in this study, a descriptive literature review of 86 peer-reviewed papers on SCs has been conducted to bridge this gap. The findings demonstrate that themes such as SC services design and management, innovation and technology, and citizens’ engagement in design and development of SCs have been extensively studied, whereas, themes such as the social impact, governance and policy, and performance indicators and standards have received moderate attention. However, there are also less popular themes such as the implementation barriers and SC strategy. Further, this study provides a reference source to future researchers. It also delivers valuable information to the policymakers and government bodies, which are actively, involved in the SC projects.

Abstract:Academic attention to smart cities and their governance is growing rapidly, but the fragmentation in approaches makes for a confusing debate. This article brings some structure to the debate by analyzing a corpus of 51 publications and mapping their variation. The analysis shows that publications differ in their emphasis on (1) smart technology, smart people or smart collaboration as the defining features of smart cities, (2) a transformative or incremental perspective on changes in urban governance, (3) better outcomes or a more open process as the legitimacy claim for smart city governance. We argue for a comprehensive perspective: smart city governance is about crafting new forms of human collaboration through the use of ICTs to obtain better outcomes and more open governance processes. Research into smart city governance could benefit from previous studies into success and failure factors for e-government and build upon sophisticated theories of socio-technical change. This article highlights that smart city governance is not a technological issue: we should study smart city governance as a complex process of institutional change and acknowledge the political nature of appealing visions of socio-technical governance. Points for practitioners The study provides practitioners with an in-depth understanding of current debates about smart city governance. The article highlights that governing a smart city is about crafting new forms of human collaboration through the use of information and communication technologies. City managers should realize that technology by itself will not make a city smarter: building a smart city requires a political understanding of technology, a process approach to manage the emerging smart city and a focus on both economic gains and other public values.

Abstract:Smart cities are widely seen as localities that actively embrace new technologies to achieve desired urban outcomes. Despite sustainability often claimed to be a desired outcome of smart city initiatives, little evidence exists how sustainability outcomes are incorporated or achieved within the smart city initiatives. This paper aims to address the question of whether cities can become smart without actually being sustainable. The study undertakes a systematic review of the smart and sustainable cities literature. The analysis highlights an expectation in the reviewed academic literature for cities to become sustainable first in order to be considered truly smart. The results point to major challenges of smart cities in delivering sustainable outcomes: (a) Smart city policies are characterised by heavy technocentricity; (b) Smart city practices involve complexities, and; (c) Smart city notions are conceptualised in an ad-hoc manner. The findings provide evidence that the current smart city practice fails to incorporate an overarching sustainability goal that is progressive and genuine. This, then, highlights the need for a post-anthropocentric approach in practice and policymaking for the development of truly smart and sustainable cities. The findings seek to stimulate prospective research and further critical debates on this topic.

Criteria for Smart City Identification: A Systematic Literature Review

Abstract:The transition towards greater smartness is an emerging trend in the development of modern cities. This transition manifests itself in the widespread adoption of information and communication technologies (ICTs), cloud computing, Internet of Things (IoT), and other technological tools aimed at improving the level of city smartness. Although numerous studies have focused on the smart city (SC) phenomenon, knowledge about empirical criteria that can be used to define a city as “smart” and to measure the degree of a city’s “smartness” remains limited. The present study aims to bridge this knowledge gap by a systematic literature review of recent studies, in which various empirical criteria are used for SC identification. The study helps to identify a total of 48 SC identification metrics, which are further split into three main categories—smart digital technology, living conditions, and environmental (ecological) sustainability. Among these groups of criteria, the “smart digital technology” group of metrics appears to be the most popular, while criteria pertinent to “ecological sustainability” are applied considerably less often. As the study also reveals, only about half of the criteria used by empirical studies for SC identification actually relate to urban residents’ needs, with the rest being general technological measures. Therefore, for a balanced SC assessment, we suggest a ranking system based on the nine most important metrics, which equally represent all the main aspects of the SC phenomenon while placing an emphasis on the improvement of the quality of life of local residents. The proposed system is applied to several major cities across the globe to demonstrate its use and usefulness.

It examines the historical origins of smart cities, the role of Information and Communication Technologies (ICTs), and the importance of effective governance structures in urban planning. Case studies illustrate successful initiatives while highlighting challenges like rapid urbanization and technological innovation. The review emphasizes the need for holistic approaches that integrate environmental, social, and economic sustainability principles. Implications for future research and practice include innovative financing mechanisms and strengthened stakeholder collaboration. Recommendations for policymakers, urban planners, and other stakeholders stress prioritizing sustainability, inclusive decision-making processes, and investment in resilient infrastructure. By embracing these principles, cities can advance towards a more prosperous, equitable, and sustainable future. Abstract:Over the past decade, much has been written about the potential of smart urbanism to bring about various and lasting forms of betterment. The embedding of digital technologies within urban infrastructures has been well documented, and the efficiencies of smart models of urban governance and management have been lauded. More recently, however, the discourse has been labelled ‘hegemonic’, and accused of developing a view of smart technology that is blinkered by its failure to critique its socio-political effects. By focusing on the case of Singapore’s ‘Smart Nation’ initiative, this paper embraces the paradoxes at the heart of smart urbanism and, in doing so, interrogates the tension between ideology and praxis, efficiency and control, access and choice, and smart governance and smart citizenship. It also demonstrates how such tensions are (re)produced through ‘fourthspace’ – the digitally enabled spaces of urbanism that are co-created, and that contribute to an expansion and diffusion of social and political responsibility. It ends by suggesting how such spaces have the potential to radically transform not just the urban environment, but also the role of government and citizens in designing urban futures.

Abstract:Smart cities employ technology and data to increase efficiencies, economic development, sustainability, and life quality for citizens in urban areas. Inevitably, clean technologies promote smart cities development including for energy, transportation and health. The smart city concept is ambitious and is being refined with standards. Standards are used to help with regulating how smart cities function and contributing to define a smart city. Smart cities must be officially recognized by national and international authorities and organizations in order to promote societal advancement. There are many research and review articles on smart cities. However, technical standards are seldom discussed in the current literature. This review firstly presents the study of smart city definitions and domain. The well-known smart city standards will be presented to better recognize the smart city concept. Well-defined standards allow meaningful comparisons among smart cities implementation. How smart city initiatives make a city smarter and improve the quality of life will be discussed for various countries. This review highlights that technical standards are important for smart cities implementation. This paper serves as a guide to the most recent developments of smart cities standards.

Abstract:Cities continue to face significant challenges that test their capacity for resilience. With the development of smart cities, there needs to be a better understanding of how the introduction of smart technologies will affect urban resilience. To address this issue, this article presents a critical review of the literature on smart cities and smart technologies focussing on representations of resilience. The findings reveal that discussing resilience in relation to smart city components of the data layer, digital technologies and the physical city can provide some degree of clarity despite the existence of a multiplicity of definitions and interpretations. Furthermore, the analysis indicates that the nature of relationships between 'smartness' and 'resilience' remains contested, and largely dependent on the perceived role of digital technologies in resilience-building processes. This in turn is influenced by how these technologies are used and what the intention and expectations are in relation to their use. In order to address these issues, we conclude that further interdisciplinary research, extending to the physical, social and environmental systems of cities, is needed to better understand the relations between smartness and resilience.
Towards a critique of cybernetic urbanism: The smart city and the society of control

Abstract:The smart city has become a hegemonic notion of urban governance, transforming and supplanting planning. The first part of this article reviews current critiques of this notion. Scholars present three main arguments against the smart city: that it is incompatible with an informal character of the city, that it subjects the city to corporate power and that it reproduces social and urban inequalities. It is argued that these critiques either misunderstand how power functions in the smart city or fail to address it as a specific modality of entrepreneurial urban governance. The second part advances an alternative critique, contending that the smart city should be understood as an urban embodiment of the society of control (Deleuze). The smart city is embedded in the intellectual framework of second order cybernetics and articulates urban subjectivity in terms of data flows. Planning as a political practice is superseded by an environmental-behavioural control, in which subjectivity is articulated supra-individually (permeating the city with sensing nodes) and infra-individually (making citizens into sensing nodes).

Abstract:A smart city is a sustainable city that solves urban problems and improves citizens’ quality of life through the fourth industrial revolution technology and governance between stakeholders. With the advent of the fourth industrial revolution and the concept of smart cities changing, many smart city studies have been conducted. Still, studies on the overall flow of smart city research and major issues are insufficient. Therefore, this study analyzed the trends and characteristics of smart city research and proposes research directions through smart city literature analyses conducted over the past 10 years, from 2011 to 2020. This study conducted a systematic review of studies related to smart cities over the past 10 years. Smart city research was analyzed by dividing it into research methods and contents. In terms of research method, year, research methodology 1, research methodology 2, research purpose, data collection method, and use of research results were included in the analysis frame. In terms of research content, keywords related to research topics, analysis units, and the general classification criteria and security of smart cities were included. The research results mentioned in this study are expected to serve as useful guidelines for future smart city development projects.

Abstract:<span>This paper presents a systematic review of the literature on smart governance, defined as technology-enabled collaboration between citizens and local governments to advance sustainable development. The lack of empirical evidence on the positive outcomes of smart cities/smart governance motivated us to conduct this study. Our findings show that empirical evidence for the alleged sustainability benefits is sparse. In addition, the emerging picture is ambiguous in that it reports both positive and negative effects in respect to the sustainability achievements of smart governance. The study identifies contextual conditions of smart governance as crucial to understanding these mixed outcomes. Our paper points up the need for more empirical work and develops an agenda for researching the relationship between smart governance and sustainability outcomes.</span>
