Components of the Documentation Systems of Official Origin

Abstract:The purpose of the article is to develop a system of official documentation at the country level, to analyze in depth the components of each of the blocks of the systems of reference and sectoral documentation, to study the factors influencing their formation and revision, and to establish links between the blocks and documentation systems. The methodology is based on the application of general scientific and special methods of cognition, in particular, analysis, synthesis, and monitoring. The use of systemic and communicative approaches made it possible to justify the systems of sectoral documentation and determine the role of each of them. The scientific novelty of the study lies in the generalization of knowledge and presentation of the author’s own vision of the general structure of the system of official documentation, the construction of its subsystems, which corresponds to the modern information and digital culture of society, and to the results of scientific research by leading scientists on the development of special documentation systems. The practical significance. The proposed blocks of systems of reference and sectoral documentation reflect the political, social, economic (business), financial and legal activities of economic entities of the national economic complex of the country and personify the general model of official documentation. Knowledge of the components of industry-specific documentation and their purpose will enable making informed management decisions and organizing effective documentation management. Conclusions. Based on the results of scientific research initiated by professor S. Kuleshov and professor V. Bezdrabko, the article further investigates the structure of official documentation and proposes an alternative approach to building its model. The presented systems of official documentation reflect the work of economic entities, which include an infrastructure documentation system based on management, regulatory and legal documentation and documentation on the establishment and operation of information (electronic) systems, as well as industry specific (industrial) documentation, which provide conditions for the perfect functioning and development of the selected object of life. It is proved that the composition, established form of blocks, types and subtypes of sectoral documentation systems depends on the peculiarities of the activities of public authorities (institutional locations), the state of departmental legislative and regulatory framework for working with documents; peculiarities of documentation support of management, the state of implementation of the latest information technologies and the use of information systems in them, as well as the results of scientific research on the management of documentation processes both in economic entities and in the national economy as a whole.
