Abstract:Every technological breakthrough, the next industrial revolution is a kind of challenge to the existing social order. The introduction of innovative technologies requires an assessment of both the positive and negative impact on the social order. The emergence and development of artificial intelligence technologies, on the one hand, contributes to the realization of citizens' rights and freedoms, but, on the other hand, is a powerful obstacle to their implementation and protection. Using the example of legal regulation of the use of artificial intelligence technologies in Russia and China, the article analyzes their impact on the exercise and protection of human rights and freedoms. The conclusion is formulated that the main role in ensuring the protection of human rights and freedoms is played by the state, which must take responsibility for the correct assessment of the consequences of the spread of artificial intelligence technologies and their elimination.
