What the U.S. (and Rest of the World) Should Know about Higher Education in China

Abstract:M ost readers of Change are likely familiar with the Rip Van Winkle fable. Under curious circumstances, Rip falls into a deep slumber and awakens 20 years later to a mind-bending discovery: he has missed the American Revolution! There is a Rip Van Winkle–like quality to understanding the higher education system in China. Indeed, despite a fair amount of coverage about the massive country’s rapid economic and technological developments, most people know little about the recent dynamic expansion of Chinese higher education, which is a major factor in the country’s progress and its prospects. Staying abreast of developments in Chinese higher education is challenging. In addition to geopolitical circumstances, language, history, and culture can make it difficult for U.S. university leaders and policy makers to establish deep, meaningful relationships with Chinese colleagues. In addition, China is a huge country, with nuanced regional cultural differences that make accurate portrayals and understandings of its large education system more difficult. Moreover, accelerated innovation and adaptation of promising educational practices have changed the higher education system so fast that it can only be accurately understood through on-theground analysis. A single article cannot provide a detailed, comprehensive understanding of higher education in China today. The much more modest intent of this article is to provide an informative overview—a primer of sorts—by addressing eight questions. The answers to these questions reveal many of the defining contours of the recent past. The queries cover a China is no longer an elective.
