Abstract:This paper examines the history of previous examples of EMU from the viewpoint that state actors make decisions about whether to participate in a monetary union based on rational self-interest concerning costs and benefits to their national economies. Illustrative examples are taken from nineteenth century German, Italian and Japanese attempts at monetary integration with early twentieth century ones from the Latin Monetary Union and the Scandinavian Monetary Union and contemporary ones from the West African Monetary Union and the European Monetary System. Lessons learned from the historical examples will be used to identify issues that could arise with the move towards closer EMU in Europe.

Abstract:Abstract This paper first describes the Bretton Woods system: its origin, what it was meant to achieve, and why it collapsed. We then describe the emergence of the global non-system in which inflation targeting has replaced full-employment Keynesianism and floating exchange rates have replaced the Bretton Woods set-up of fixed but adjustable exchange rates. We describe how the Bretton Woods system set about achieving the three objectives laid down for a well-functioning international economic system by John Maynard Keynes: full employment without inflation, sustainable current account balances between countries, and a sustainable flow of international financial capital—on the understanding that an open trading regime is also fostered. Because the global non-system is now very different from the Bretton Woods system, Keynes’s objectives now need to be achieved in a very different manner. Looking forward, this non-system faces a number of longer-term challenges. Important adjustment issues will arise in relation to the global demographic transition; the potential long-term slowdown in productivity growth; and the rise in investment in renewable sources of energy which will be necessary to help ensure that the world is able to move towards zero emissions of carbon by 2050. We also discuss important policy issues in relation to the flows of international capital to emerging market economies, and the likely need for a sovereign debt reconstruction mechanism. We then go on to consider two significant structural changes to the world—the emergence of the European Monetary Union and the rise of China. A final section of the paper considers the importance of leadership in this global non-system.

Abstract:Monetary integration has both costs and benefits. Europeans have a strong aversion to exchange rate instability. From this perspective, the EMS has shown its limits and full monetary union involving a single currency appears to be a necessity. This is the goal of the EMU project contained in the Maastricht Treaty. This paper examines the pertinent choices: independence of the Central Bank, budgetary discipline and economic policy coordination. Therefore, the implications of EMU for the economic policy of France will be examined. If the external force disappears, the public sector still cannot circumvent its solvency constraint. The instrument of national monetary policy will not be available so the absorption of asymmetric shocks will require greater wage flexibility and fiscal policy will play a greater role. The paper includes three parts. The first concerns the economic foundations of monetary union and the costs it entails. The second is devoted to the institutional arrangements under the Treaty of Maastricht. The third examines the consequences of monetary union for the economy and the economic policy of France.

Abstract:The objective of the European Monetary System (EMS) is to increase the coherence of its member economies and to facilitate the process towards the European Monetary Union. One major element in the process has been the coordinated effort in reducing the volatility of the member currencies through the Exchange Rate Mechanism (ERM). To the same end, the Basle-Nyborg agreement of the European Union (EU) central bankers aims at strengthening the credibility of the EMS through providing credit facilities for intramarginal interventions. In this paper, the impact that the establishment of the EMS and the ratification of the Basle–Nyborg agreement had on the exchange rates of all EU currencies is studied. Abstract:This paper describes the opportunities and also the difficulties of EMU with regard to international monetary cooperation. Even though the institutional and intellectual assistance to the coordination of monetary policy in the EU will probably be strengthened with the EMU, among the shortcomings of the Maastricht Treaty concerns the relationship between the founder members and those countries who wish to remain outside monetary union.

Abstract:This paper investigates factors associated with high‐quality Enterprise Risk Management ( ERM ) programs in financial services firms, and whether ERM quality enhances performance and signals credibility to the financial markets. ERM , developed with the assistance of the accounting profession, provides a framework and plan to integrate management of all sources of risk. Challenged by measurement difficulties common to research on management control systems, prior ERM studies present mixed findings. Using ERM quality ratings of financial companies by Standard & Poor's, we find that higher ERM quality is associated with greater complexity, less resource constraint, and better corporate governance. Controlling for such characteristics, we find that higher ERM quality is associated with improved accounting performance. Results show a market reaction to signals of enhanced management control from initial ERM quality ratings and rating revisions, and a stronger response to earnings surprises for firms with higher ERM quality. Focusing on the recent global financial crisis, our analysis suggests that there is no relation between ERM quality and market performance prior to and during the market collapse. However, returns of higher ERM quality companies are higher during the market rebound. Overall, results reveal that firm performance and value are enhanced by high‐quality controls that integrate risk management efforts across the firm, enabling better oversight of managers' risk‐taking behavior and aligning that behavior with the strategic direction of the company.

Abstract:An agreement between the United States and the United Kingdom led to the founding of the International Monetary Fund and the International Bank for Reconstruction and Development in July 1944 in Bretton Woods, New Hampshire. The Bretton Woods institutions were created and put into place thanks in large part to American economic leadership, which reflected the country’s dominant position in the world’s diplomacy and economy in the years following World War II. A pattern of institutionalized multilateral cooperation that has come to be one of the defining characteristics of the post-World War II international political economy was undoubtedly influenced by the climate of international cooperation that emerged at Bretton Woods and persisted for decades afterward.

Abstract:The present study examines the performance of a number of alternative GARCH/EGARCH models in the pre- and post-EMS periods. Our empirical results render support for EGARCH specifications in modeling bilateral exchange rates. The fact that EGARCH models are able to characterize the behavior of EMS rates is consistent with the unique features of the EMS as a managed-float regime. The existence of a band for EMS rates calls for interventions from the central banks whenever a particular pair of rate moves outside the band as a result of a large shock, or successive shocks in the same direction. The EGARCH models, with its ability in modeling the magnitude as well as the directions of shocks, are particularly relevant for capturing the temporal relationships between shocks in currency movement and future conditional volatility. In addition, we also find that the EMS arrangements are quite effective in reducing the conditional and unconditional volatility in the currency market.

Abstract:This paper presents the way in which can be determined the exchange rates that simultaneously balance the trade balances of all countries that trade with each other within a common market. A mathematical synthesis between the theory of comparative advantages of Ricardo and Mill and the New Theory on International Trade of Paul Krugman is also presented in this paper. This mathematical synthesis shows that these theories are complementary. Also presented in this paper is a proposal to organize a common market of the American hemisphere. This economic alliance would allow to establish a political alliance for the common defense of the entire American hemisphere. The formula we developed in this paper to determine the exchange rates of the countries solves the problem that Mexico, Canada, Europe, Japan and China currently experience with the United States in relation to the deficits and surpluses in the trade balance of the countries and their consequent impediment so that stable growth of international trade can be achieved.

Abstract:Enterprise Risk Management (ERM) represents a paradigm envisioned to provide an organization both resilience and opportunity in the face of uncertainty. The debate around ERM’s value contribution to the organization has led to key ERM research questions arising, highlighting the need for further investigation of empirical measurement of ERM and its implementation. Calls from several scholars specifically request extending the academic body of knowledge on ERM measurement. Motivated by the above calls, this study presents the findings of a systematic review of the ERM literature. The review examines the academic discipline of journals existing ERM studies are published in, these journals’ H-indices, the location of the studies, and the methodology of how ERM is measured in the studies. The review establishes that the ERM literature cuts across several academic research disciplines such as accounting, finance and strategy. Moreover, the extant literature underscores that it is very difficult to quantify and measure ERM in practice within organizations. Consequential to this, most empirical studies of ERM have emphasized either a qualitative approach focusing in depth on specific organizations, or a quantitative approach relying on accessible, basic secondary data available in company reports. A gap in knowledge is presented around extending ERM measurement, in particular in terms of methodologies based on primary data collection and analysis. This paper concludes that further development of empirical measurement scales based on primary data, whereby direct, first-hand input from members of organizations implementing ERM is collected, will augment the ERM body of knowledge. Such scales will allow for important aspects of ERM as it is implemented in the organization to be empirically measured.

Abstract:Global economic crises and complexities in the business environment have flawed the traditional risk management system. These have provided lessons to business leaders and enhanced the popularity of Enterprise Risk Management (ERM). ERM is the holistic approach to managing the overall risks of an organisation to achieve its strategic goals. Despite its relevance, the question about the appropriate measurement for ERM and the performance of ERM remains. This study provides a comprehensive and systematic literature review on the measurement and performance of ERM. Google Scholar was the primary search tool for ERM literature from 2001 to 2020, and papers listed in SCImago journal ranking were discussed. According to the review, there is no specific approach to measuring ERM; hence, scholars rely on different proxies. Most studies rely on secondary sources, particularly the Chief Risk Officer's appointment as a simple ERM proxy. This approach is widely adopted in the literature due to the difficulty in assessing ERM information. This paper recommends that further studies on the empirical measurement of ERM should rely on both primary and secondary data as they complement each other. This will provide more insight and allow more factors to be considered for a robust ERM measurement. In terms of performance, the ERM literature reveals mixed findings; however, there is enough evidence to support the assertion that ERM enhances firm profitability and value. Also, an advanced level of ERM implementation significantly improves firm performance. We suggest that scholars consider examining the ERM-performance relationship in emerging economies, as most of these studies centred on the US and European economies. In addition, future studies should consider investigating the non-linear relationship and how moderating factors affect the ERM-performance relationship. Firms must also strengthen their ERM system, as a higher level of ERM implementation improves performance.

Abstract:SUMMARY Prior research examining enterprise risk management (ERM) focuses mainly on entity-level measures, relying heavily on the link between ERM and internal controls. We argue that auditors leverage the client's ERM system at the application level to create audit efficiencies beyond those created by strong internal controls. Using a Heckman two-stage analysis for our sample of insurance/reinsurance firms rated on ERM quality by Standard & Poor's, we find results consistent with our expectations that higher-quality ERM systems incrementally reduce audit fees, audit delay, and the likelihood of late filing. However, we find that this association is nonlinear and that much of the assurance benefit from ERM systems is captured when firms improve their ratings from Weak to Adequate. Abstract:<span>This contribution discusses the two main asymmetries of European Economic and Monetary Union (EMU) as they developed over the past two decades since the launch of the Single Currency. From the outset, EMU involved asymmetric degrees of integration in the area of 'economic' union (less centralised governance) versus 'monetary' union (more supranational governance). With the outbreak of the Sovereign Debt Crisis in 2010, the regime-shaping relevance of a second asymmetry emerged: one roughly between the member states of the Euro Area 'core' and those in the 'periphery'. Each of the two asymmetries have created a range of challenges — institutional, policy and political — that undermine the stability and sustainability of the EMU project.</span>

Abstract:In macroeconomics, an emerging discussion of alternative monetary systems addresses the dimensions of systemic risk in advanced financial systems. Monetary regime changes with the aim of achieving a more sustainable financial system have already been discussed in several European parliaments and were the subject of a referendum in Switzerland. However, their effectiveness and efficacy concerning macro-financial stability are not well-known. This paper introduces a macroeconomic agent-based model (MABM) in a novel simulation environment to simulate the current monetary system, which may serve as a basis to implement and analyze monetary regime shifts. In this context, the monetary system affects the lending potential of banks and might impact the dynamics of financial crises. MABMs are predestined to replicate emergent financial crisis dynamics, analyze institutional changes within a financial system, and thus measure macro-financial stability. The used simulation environment makes the model more accessible and facilitates exploring the impact of different hypotheses and mechanisms in a less complex way. The model replicates a wide range of stylized economic facts, including simplifying assumptions to reduce model complexity.

Abstract:Based on the current situation, we define the concept of the internal equilibrium from a new perspective, pointing out that exchange rate equilibrium should be defined in terms of sustainability of economic growth, rather than balance of payments. Afterwards, we analyze the leverage of exchange rate, and then differentiate between investment-impelling equilibrium exchange rate and technology-promoting equilibrium exchange rate, which is conducive to selecting exchange rate policy according to the phase of economic growth.

Abstract:ABSTRACT Research on enterprise risk management (ERM) has increased considerably in the past two decades. Although management accounting researchers have substantially contributed to these advancements, previous reviews of the ERM literature have not discussed in depth the role of ERM as part of the organizational control package and how management accounting research could build on its research traditions to further our collective understanding of ERM. In this paper, we therefore adopt a management control perspective to critically analyze both quantitative and qualitative empirical ERM research and specifically focus on the integration of ERM in organizational control packages. Taking a complementarity perspective and accounting for the decision-facilitating and decision-influencing purposes of management accounting and control systems (MACS), we recommend several broader avenues for future management accounting research on ERM.
The Case for Flexible Exchange Rates in 1953 and 1969: Friedman versus Johnson

Abstract:During the years of the Bretton Woods system, Milton Friedman and Harry Johnson, respectively, authored two of the most influential articles on exchange‐rate systems. Friedman's article, "The Case for Flexible Exchange Rates," was published in 1953. Johnson's article, published 16 years later, carried the almost identical title—"The Case for Flexible Exchange Rates, 1969." While both articles achieved classic status in the 1970s and the 1980s, Johnson's essay appears to have surpassed Friedman's essay in stature in the view of some economists. This paper provides a comparison of the arguments in favor of flexible rates and against fixed rates presented by Friedman and Johnson. I conclude that Friedman's essay presaged all of the major arguments made in Johnson's essay while excluding several major misses made by Johnson. Nevertheless, there were pragmatic reasons why Johnson's essay became more influential.

Abstract:The Enterprise Risk Management (ERM) process has heterogeneously developed across the world, although it represents a leading paradigm, supporting organizations to identify, evaluate, and manage risks at the enterprise level. Academics have studied the process, but there is no complete picture of the determinants and implications of such an integrated risk management process. Therefore, we present a systematic empirical literature review on ERM, based on a research protocol. The review highlights that the ERM literature can be divided into four general lines of research: the ERM adoption, the determinants of the ERM implementation, the effects of ERM adoption, and other aspects. In contrast to the richness of studies devoted to ERM engagement in small and medium-sized enterprises (SMEs), studies exploring ERM adoption in banks or insurance are relatively few. The literature review has revealed that the most frequently investigated effect of ERM is on firm performance. Little effort has been dedicated to the analysis of the effectiveness of ERM by its components and to institutional, individual, and organizational factors that affect ERM adoption. The study can serve as a starting point for scholars to explore research gaps related to ERM, while the practitioners can rely on the presented findings to identify the effects of the ERM implementation.
