Abstract:
By using World Values Survey (WVS) data and other datasets, this paper measures the heterogeneity of Chinese residents' values and explores the relationships among cultural diversity, economic growth, and social policy in China. The study finds that, from 1990 to 2013, there was an overall rise in the value heterogeneity of Chinese residents, and cultural heterogeneity is mainly driven by within-group rather than between-group heterogeneity. Groups of residents with higher levels of income and education seem to have a lower degree of value heterogeneity. Panel-data regressions show that cultural heterogeneity is negatively correlated with provincial economic growth, and positively correlated with social conflict. Although social policies cannot directly affect cultural diversity itself, they may impact the way that cultural heterogeneity influences economic and social outcomes. In provinces with relatively low fiscal expenditures on education, cultural diversity has a stronger negative effect on GDP growth and a larger positive effect on social conflict. A social policy that boosts social security expenditures could also weaken the positive effect of cultural diversity on social conflict.

What problem does this paper attempt to address?
The paper primarily explores the relationship between cultural heterogeneity in China (diversity in residents' values), social policies, and economic growth. ### Research Questions 1. **Trends in Cultural Heterogeneity**: The study examines the trends in the heterogeneity of Chinese residents' values from 1990 to 2013. 2. **Relationship between Cultural Heterogeneity and Economic Growth**: It analyzes the impact of cultural heterogeneity on provincial economic growth. 3. **Relationship between Cultural Heterogeneity and Social Conflict**: It investigates the link between cultural heterogeneity and social conflict. 4. **Role of Social Policies**: It explores how social policies influence regional cultural heterogeneity and, in turn, affect local economic growth. ### Main Findings 1. **Overall Increase in Cultural Heterogeneity**: From 1990 to 2013, the heterogeneity of Chinese residents' values showed an overall increasing trend. 2. **Negative Correlation between Cultural Heterogeneity and Economic Growth**: Panel data regression indicates a negative correlation between cultural heterogeneity and provincial economic growth. 3. **Positive Correlation between Cultural Heterogeneity and Social Conflict**: There is a positive correlation between cultural heterogeneity and social conflict. 4. **Impact of Social Policies**: In provinces with relatively low education expenditure, the negative impact of cultural diversity on GDP growth is greater; increasing social security expenditure can mitigate the positive impact of cultural diversity on social conflict. ### Contributions 1. **First Systematic Study on China's Cultural Heterogeneity and Its Economic Impact**. 2. **Provincial-Level Study**: It avoids the issue of unobservable heterogeneity in cross-country data studies. 3. **Policy Recommendations**: It provides valuable perspectives for understanding value diversification and social policies. ### Methodology - **Data Sources**: Utilizes data from the World Values Survey (WVS) and other datasets. - **Index Construction**: Measures cultural heterogeneity through the Cultural Fractionalization Index (CF) and the Fixation Index (FST). - **Variable Control**: Considers the influence of factors such as region, income, and education level. In summary, through the analysis of a large amount of data, this paper reveals the evolution of cultural heterogeneity in China and its impact on China's economic development and social policy formulation, providing important reference points for relevant policymakers.
