Abstract:The reform of stock cooperation system of village collective economy is anther reform and innovation of rural system after the household contract responsibility system.To continue to promote and improve the reform of stock cooperation system of village collective economy is of great significance to ensure the security of collective asset,to develop the rural economy,to safeguard the legitimate rights and interests of farmers and to construct the new socialist countryside.In accordance with the field research of Jianggan District as a reform pilot,this paper analyzes activities and the practice of the reformation of the stock cooperation system of the village collective economy since 2000,in order to find the existing problems and to develop the bottleneck and then to offer some suggestions for further development as the reference value for other areas in the reform of stock cooperation system of village collective economy.

Abstract:Abstract Peasants often face difficulties in accessing markets and require state support and assistance. The rights granted by the state to rural areas and peasants have historically been difficult to implement effectively, leading to a substantial disparity between rural practices and national policies. This paper focuses on the 20-year reform journey of Zhanqi Village in Sichuan Province, showcasing how a new type of collective economy under the market system can serve as a bridge between the state and peasants. This approach addresses crucial issues such as shared prosperity, income, employment, and security for peasants, enhancing their sense of belonging. The study explores the characteristics of this new collective economy, emphasizing the interdependence and coexistence of collective and individual efforts, forming a public-private amalgamation. It delves into various aspects, including its strategic positioning, non-profit attributes, risk absorption, intermediary role, and the holographic organizational traits related to party involvement. The paper advocates for an integrated, multidisciplinary methodology to tackle yet-to-be-resolved practical challenges, contributing to the foundational understanding and development of China’s rural collectives and collective economy.

Abstract:Rural community collective main body is a complicated problem concerning the aspects of rural collective ownership and hence deserves in-depth scrutiny in terms of both theory and practice.This study firstly analyzed the three-level(township,village and group) property of rural community,the diversification of collective main bodies(the main body of rural community collective poverty right,the rural collective economic organization and the rural villagers' autonomy organization) and their status in quo.Then several problems were penetrated into from the legal perspectives: e.g.the chaos in legislation triggered off and ignited by the ambiguous legal poverty of rural collective poverty rights,and the phantom or absence of the main body of rural collective poverty rights.Finally,some countermeasures and suggestions were put forward to reconstruct the collective main body of rural community and consummate the internal governance framework: ① To convert the three main bodies into one-farmers' collective;② To endow farmers' collective with special civil main body legal status-non-body corporate;③To change the three-level collective organization system into one-level-village;④To improve the internal governance framework of farmers' collective-membership convention or villagers congress,village management committee,and membership autonomous supervision committee.

Abstract:The new rural collective economy is an important external mechanism for promoting the common prosperity of Chinese farmers. At the same time, the livelihood capital of farmers provides an essential internal support. Achieving an effective match between the two elements is a significant research issue. This article, based on the survey data from 1024 rural households in 43 villages in Zhejiang Province, China, defines the economic functions, social functions, management functions, and cultural functions of the new rural collective economy. The study employs the qualitative comparative analysis method to explore the role of the new rural collective economy in the promotion of the common prosperity of rural households. The necessity analysis shows that the single-factor condition is not the necessary condition for the common prosperity of farmers. However, the adequacy analysis reveals that the linkage and match between the new rural collective economy and the farmers’ livelihood capital can create multiple equivalent pathways for the farmers’ common prosperity. These pathways include the economic function-driven model of the new rural collective economy, the driven model of the high-level livelihoods combined economic functions, the joint model of social function and management functions, the natural capital-driven model, and the joint model of human capital and social capital. Based on these findings, this article proposes targeted governance strategies, including creating pillar industries, strengthening public management services, expanding the scope of social services, and building a coordination mechanism between the new type of rural collective economy and farmers’ livelihood capital.

Abstract:Urban-rural integrated development is an important way to coordinate the national strategies of new urbanization and rural revitalization.It is also crucial for Chinese-style modernization.To comprehensively tackle challenges facing the current urban-rural integration in China,explore the path of coordinated urban-rural governance,and clarify the strategies for urban-rural integrated development,experts from various fields were cordially invited to engage in in-depth discussions on pressing issues related to urban-rural iintegrated development.These issues include the trends and pathways of urban-rural integration in contemporary China,Innovation of institutions and mechanisms for urban-rural integration,implementation pathways for territorial spatial planning,emerging rural business models and rural transformation pathways,high-quality development pathways for urban-rural integration in different regions,and the path of promoting urban-rural integrated development through comprehensive land consolidation.These discussions aimed to advance theoretical research and practical planning of urban-rural integrated development in China.Attentions need to be paid in urban-rural integrated development in the New Era on:(1)The primary obstacles and innovative pathways in the institutions and mechanisms of urban-rural integrated development guided by comprehensive coordination and regional interconnectivity.Constructing an infrastructure and public service system that effectively connects and complements urban and rural areas,accelerating the coordinated development of urban and rural areas using counties as the carrier,and promoting the flexible governance of this population while concurrently achieving integrated governance of urban-rural natural and social system.Promoting cross-border governance,encouraging cooperation and assistance between eastern and western regions,and achieving regional-scale coordinated development between urban and rural areas.Underdeveloped regions in both Central and Western China should strengthen the linkage role of counties and small towns.This involves enhancing their attractiveness for the inflow of talent,technology,and capital,and driving the transformation of industrial structures towards digitization,intelligence,and low.In contrast,developed regions in the Eastern China should establish a spatial structure system with multiple focal points,network layout,and clear hierarchies.They should expand the breadth and precision of urban-rural factor mobility,and promote the transformation and upgrade of traditional infrastructure and public services,aiming for inclusive development.(2)Optimizing the allocation of resource elements driven by the"planning-utilization-consolidation"cycle in territorial spatial management to achieve shared urban-rural governance and rural reconstruction.Anchoring the spatial pattern of urban and rural development through territorial spatial planning,optimizing the urban-rural spatial layout during planning implementation.Ultimately,improving the spatial quality organic renewal and driving bidirectional flows of diverse elements between urban and rural regions.Place emphasis on rural functional provision,resource utilization orientation,and industrial development models,uncovering multifaceted rural functions including production,lifestyle,ecology,and landscapes.Exploring regionally adapted industrial integration models that enhance agricultural and rural development vitality through distinctive features and high efficiency gains.We also should enhance the leading role of comprehensive land consolidation policies,incentivize and support active private capital involvement,promote resource integration and value enhancement.Strengthening urban-rural industrial synergy and integrated development,and facilitating the orderly flow of urban-rural resource elements.(3)Enhanced awareness and innovative practices in targeted urban-rural governance and rural transformation supported by digital technology and intelligent platforms.Establishing an urban-rural data sharing platform helps bridge the"digital divide"in urban-rural integrated development and enables refined governance across urban and rural areas.Deeply apply the technologies like 5G,Internet of Things(IoT)to support the transformation and upgrade of conventional infrastructure.Expanding the coverage of digital devices in rural basic facilities,and utilizing digital technology to integrate cultural resources across urban and rural areas.Promoting the deep integration of the digital economy and the physical economy involves linking consumer markets through the internet and digital technology,establishing diverse channels for agricultural product distribution,and stimulating the transformation of consumption patterns and the enhancement of consumption capabilities for both urban and rural residents.Embedding digital technology into rural industry development and social governance processes to facilitate the intelligent transformation of agricultural production,digitalization of rural industry development,smartification of rural Abstract:The development of rural settlements is contingent on whether the rural functioning and land use suitability are considered in anticipated trajectories. However, rural multifunctionality has often been neglected in existing studies of rural spatial restructuring, especially within a heterogeneous rural landscape. This study proposed an integrated approach that links village functionality and land suitability at different scales to design targeted strategies for rural settlement restructuring. An empirical investigation was conducted in Shengzhou City, a rural region with diverse geomorphic features. The transformation process and spatial pattern of rural housing lands in the study area varied markedly across time and space. Our results showed that multiple physical, socio-economic and institutional determinants jointly contribute to these diversified trends. Further, clustering methods and ecological niche models were adopted to illustrate current and potential niches of rural settlements at multiple levels. By considering the significant driving forces of rural development, combined with management orientation factors, we revealed five types of villages with different functions. Then, distinct rural spatial restructuring scenarios with policy guidelines were concluded. These findings also illustrate the potential utility of the proposed methodologies for rural spatial restructuring. We proposed that the application of ecological niche theory to rural spatial restructuring can enhance our knowledge of the changing social-ecological system and serve as a nexus between interdisciplinary perspectives.
On the Historical Development of the Village Collective Economy——A Case Study on Wanxiu Village in Guangxi Autonomous Region

Abstract:The thesis analyzes the development and its operation rules of the village collective economy,taking Wanxiu village in Guangxi Zhuang Autonomous Region for example.The study finds that village collective economy is a historical necessity.The cooperative campaign and the institutional reform are successful in agricultural economy.Under the commune system,the agricultural economy has been maintaining an upward trend even amidst many political movements,but the economy generated by industry and sideline business is far worse than the former.In the dual(community-farmer) management system,the agricultural economy of village domain develops at an unprecedented rate,but industry-driven economic development is not smooth.With the rapid urbanization,real estate leasing and service industries grow rapidly in those "villages in cities",which has become a main source of the village collective economic income.

Abstract:With the deepening of reform, the original production model of the household contract responsibility system is insufficient to meet market demands. In this context, a new form of farmers' professional cooperatives has emerged. Under the background of rural revitalization, these cooperatives are supported by policies and governments, and their number and scale are increasing. Presently, however, these cooperatives grapple with challenges of participating in village collective advancement and enhancing income. How to overcome these issues and avoid risks? This paper selects Huinong Garden Farmers' Professional Cooperative in Xilong Village, Yibin City, a nationally exemplary cooperative, as a case study to investigate. By summarizing, refining and analyzing the pioneering operation of it under the "Three Unions, Three Revenues" model, we analyze the internal logic, optimize the development path, and discover potential threats. On this basis, construct the path under the "3+" model to foster the beneficial evolution of the agricultural economy.

Abstract:This paper researched how to reform China’s rural collective economy in order to solve its continued declination. Firstly, we divided it into three parts of non-agricultural sector, specialized services and productive public facilities. Secondly, according to their natures, based on property rights, discussed how to reform it. Thirdly, changed non-agricultural sector into stock system of privatization, transformed specialized services into cooperative system in terms of really cooperative principle, and assigned productive public facilities for villagers’ committee which is responsible for managing it. As a result, we must evacuate the rural collective economy from agricultural competitive fields, but focus on agricultural productive public service fields. By comparison with relative others, this paper researched the rural collective economy systematically and respectively. We can apply it to all China’s rural collective economies.
