Abstract:This article critically reviews research on tornado theory and observations over the last decade. From the theoretical standpoint, the major advances have come through improved numerical-simulation models of supercell convective storms, the tornado's parent circulation. These simulations are carried out on a large domain (to capture the supercell's circulation system), but with high grid resolution and improved representations of sub-grid physics (to capture the tornado). These simulations offer new insights into how and why tornadoes form in some supercells, but not others. Observational advances have come through technological improvements of mobile Doppler radars capable of rapid scanning and dual-polarization measurements, which offer a much more accurate view of tornado formation, tornado structure, and the tornado's place within its parent supercell.

Abstract:Chapter 3 traces the appearance of the first truly disastrous tornadoes as the new nation pushed westward into the Mississippi Valley during the nineteenth century. These calamities fueled an apocalyptic mentality among people of various religious groups, who regarded such events as the Great Natchez Tornado of 1840 as a sign of End Time tribulations. Later in the century, however, the emerging field of meteorology contributed to a Gilded Age cult of progress that presupposed a benevolent God and assumed that tornadoes could be explained and maybe even contained. Even a disaster as enormous as the St. Louis Tornado of 1896, which destroyed much of the city, was not enough to shake the optimism of some clergy and theologians, who thought that as the scientific mysteries of tornadoes were dispelled, fears of divine wrath in the storm would cease.

Abstract:When a tornado strikes a permanent or mobile/manufactured home, occupants are at risk of injury and death from blunt force trauma caused by debris-loaded winds and failure of the structure. Mechanisms for these failures have been studied for the past few decades and identified common weaknesses in the structural load path. Also under study in recent decades, much has been learned about how people receive and understand warnings and determine how, when, and if they will shelter in advance. Recent research, for example, shows most people do not shelter until close to impact, after seeing, hearing, or feeling the approaching tornado. To advance beyond these innovations, a new, multi-disciplinary approach was fielded in nine Southeast U.S. tornadoes between 2019 and 2022. For each tornado, 1) wind engineering assessments documented near-surface wind fields, 2) structural engineering assessments documented the primary wind load path for each structure, and 3) social science interviews captured the survivor's narrative and asked several follow-up questions to assure key items of interest were addressed in each interview. When possible, the team was multi-disciplinary during the interview, enabling survivors to ask questions and better understand their experiences. Most survivors became aware of the approaching tornado with at least a few minutes lead time and most were able to reach a place of refuge. Most survivors recalled sensory experiences during the tornado and about half could describe direction or temporal sequences of damage. A case study of the Cookeville, Tennessee, Tornado of 3 March 2020 illustrates the power of the integrated data assessment.

Abstract:Over the last decade, supercell simulations and observations with ever increasing resolution have provided new insights into the vortex-scale processes of tornado formation. This article incorporates these and other recent findings into the existing three-step model by adding an additional fourth stage. The goal is to provide an updated and clear picture of the physical processes occurring during tornadogenesis. Specifically, we emphasize the importance of the low-level wind shear and mesocyclone for tornado potential, the organization and interaction of relatively small-scale pre-tornadic vertical vorticity maxima, and the transition to a tornado-characteristic flow. Based on these insights, guiding research questions are formulated for the decade ahead.

Abstract:Continued efforts to build human resilience to the impacts of tornadoes require updated knowledge of tornado occurrences as well as how their occurrence characteristics may be changing in time and varying by region. We have temporally and geospatially disaggregated annual tornado reports in the United States and revealed that significant, long-term decreases in tornado days from 1960 to 2022 have occurred over the months of June through August, primarily within the Southern Great Plains. In contrast, long-term increases in days of tornado outbreaks have occurred over this period, particularly within the Southeast U.S. and during warm- as well as cool-season months. There are indications that these dichotomous linear trends in tornado days and tornado outbreaks have relaxed over the most recent decade. Our study highlights the need to better understand the role of internal climate variability and anthropogenic forcing in modulating tornado activity.

Statistical Models for Tornado Climatology: Long and Short-Term Views

Abstract:This paper estimates local tornado risk from records of past events using statistical models. First, a spatial model is fit to the tornado counts aggregated in counties with terms that control for changes in observational practices over time. Results provide a long-term view of risk that delineates the main tornado corridors in the United States where the expected annual rate exceeds two tornadoes per 10,000 square km. A few counties in the Texas Panhandle and central Kansas have annual rates that exceed four tornadoes per 10,000 square km. Refitting the model after removing the least damaging tornadoes from the data (EF0) produces a similar map but with the greatest tornado risk shifted south and eastward. Second, a space-time model is fit to the counts aggregated in raster cells with terms that control for changes in climate factors. Results provide a short-term view of risk. The short-term view identifies the shift of tornado activity away from the Ohio Valley under El Niño conditions and away from the Southeast under positive North Atlantic oscillation conditions. The combined predictor effects on the local rates is quantified by fitting the model after leaving out the year to be predicted from the data. The models provide state-of-the-art views of tornado risk that can be used by government agencies, the insurance industry, and the general public.

Abstract:Effects of exposure to a severe weather disaster on perceived future vulnerability were assessed in college students, local residents contacted through random-digit dialing, and community residents of affected versus unaffected neighborhoods. Students and community residents reported being less vulnerable than their peers at 1 month, 6 months, and 1 year after the disaster. In Studies 1 and 2, absolute risk estimates were more optimistic with time, whereas comparative vulnerability was stable. Residents of affected neighborhoods (Study 3), surprisingly, reported less comparative vulnerability and lower “gut-level” numerical likelihood estimates at 6 months, but later their estimates resembled the unaffected residents. Likelihood estimates (10%-12%), however, exceeded the 1% risk calculated by storm experts, and gut-level versus statistical-level estimates were more optimistic. Although people believed they had approximately a 1-in-10 chance of injury from future tornadoes (i.e., an overestimate), they thought their risk was lower than peers.

Abstract:Recent articles have shown that the long-portrayed "tornado alley" in the central plains is not an accurate portrayal of current tornado frequency over the United States. The greatest tornado threat now covers parts of the eastern U.S. This paper shows that there has been a true spatial shift in tornado frequency, dispelling any misconceptions caused by the better visibility of tornadoes in the Great Plains vs. the eastern U.S. Using F/EF1+ tornadoes (the dataset least affected by increasing awareness of tornado locations or by changing rating methods), a 1° × 1° grid, and data for the two 35-year periods 1951-1985 and 1986-2020, we show that since 1951, by critical measures (tornadogenesis events, tornado days, and tornado path length), tornado activity has shifted away from the Great Plains and toward the Midwestern and Southeast U.S. In addition, tornadoes have trended away from the warm season, especially the Summer, and toward the cold season since 1951. Annual trends in tornadoes by season (Winter, Spring, Summer, and Autumn) confirm this. All of the increase in F/EF1+ tornadoes in the eastern U.S. is due to an increase in cold season tornadoes. Tornadoes in the western U.S. decreased 25% (from 8451 during 1951-1985 to 6307 during 1986-2020), while tornadoes in the eastern U.S. increased 12% (from 9469 during 1951-1985 to 10595 during 1986-2020). The cities with the largest increases and decreases in tornado activity since 1951 are determined.

Ground-Based Radar Technologies for Tornado Observations

Abstract:Ground-based radar technologies have made a tremendous impact by revealing the three-dimensional structure of winds and precipitation in tornadic storms and tornadoes. In this chapter, a historical perspective on ground-based radar technology is presented, including the exciting technological evolution from early weather radars that observed the first hook echoes to modern-day polarimetric and phased array radar technology capable of scanning storms in less than 10 s. Early radar studies revealed the importance of Doppler radar capabilities, and led to implementation of a nationwide operational Doppler radar network that substantially improved tornado warning lead-time and accuracy. Scientists have used ground-based radars extensively in field studies of tornadoes and tornadic storms, including mobile radar systems that allow scientists to get very close to storms to obtain very high resolution data. These field studies include large-scale field experiments such as the first and second Verification of the Origins of Rotation in Tornadoes EXperiments (VORTEX), which deployed a network of mobile radars with a suite of other instruments. From the combined efforts of scientists and engineers to develop ground-based radars and conduct field experiments, new scientific discoveries have transformed our understanding of tornadoes and tornadic storms. By combining data from multiple radars, scientists have developed an understanding of the three-dimensional flows with supercells and tornadoes, and documented how changes in the storm-scale flow impact tornadoes and their formation. Rapid-scan radar data have shown that tornadoes can form or dissipate in less than 1 min, and that the tornado’s intensity and three-dimensional structure can drastically change in 10 s or less. Using dual-polarization radars, new capabilities have emerged to detect tornado debris remotely and infer tornado intensity and storm-scale processes. Exciting mobile radars and operational radar prototypes are under development that will provide both rapid-scanning and dual-polarization capabilities. These new radar systems will have a critical role in helping scientists discover the missing pieces in our understanding of tornadogenesis and tornado dynamics, and will continue to improve tornado warning performance to better protect society.

Abstract:Given inconsistencies in reporting methods and general lack of documentation, the creation of a unified tornado database across the world has been an elusive target for severe weather climatology purposes and historical interest. Previous online tornado documentation has also often been inconsistent or is now defunct. Many individual countries or continents maintain tornado information through either government-sponsored or independent organizations. The Tornado Archive was developed to create a first-of-its-kind digitized synthesis of worldwide tornado documentation, using the most complete sources of information available for regions known to be tornadically active. Spatial and temporal trends in tornado occurrence and reporting can be visualized through an interactive user interface with a variety of filtering methods and environmental reanalysis datasets, such as ERA5. The additional data introduced using Thomas Grazulis' Significant Tornadoes may be beneficial for tornado climatology studies over the United States. The Tornado Archive is also intended to be a collaborative exercise, with clear data attribution and open avenues for augmentation, and the creation of a common data model to store the tornado information will assist in maintaining and updating the database. In this work, we document the methods necessary for creating the Tornado Archive database, provide broader climatological analysis of spatiotemporal patterns in tornado occurrence, and outline potential use cases for the data. We also highlight its key limitations, and emphasize the need for further international standardization of tornado documentation.

Convectivity and Rotation of Entropicly Defined Clusters as a Measure of Hurricane and Tornado State

Abstract:A statistical physical model of the two basic properties of clusters within a hurricane--their convectivity and rotation--reveals a relationship for the time evolution of a hurricane. Non-doppler data from NEXRAD surface radar imagery, of Hurricane Irma transiting over Florida, is decomposed into unique clusters on the basis of an annealing process using entropy and energy differences between pixels. Application of the concept of entropic forces between a cluster's pixels, provides an estimate of the radial velocity of each cluster by application of Stokes' theorem. The ratio of the characteristic rotation and convectivity, associated with radial flow, integrated over the extent of the hurricane, closely tracks the hurricane's state, providing more time resolution than aircraft sorties alone allow. It is concluded that monitoring the rotational and convective state, in conjunction with the size of a cluster, is capable of quickly providing forecasters and others with changes in a hurricane's state. It is also shown that entropic tornado state can be similarly described in terms of convectivity and rotation rate.

Abstract:As a key component of disaster reduction management, disaster emergency relief and reconstruction is an important process. Based on disaster system theory, this study analyzed the Jiangsu tornado from the formation mechanism of disasters, through to the economic losses, loss of life, and social infrastructure losses along the tornado disaster chain. The study then assessed the emergency relief and reconstruction efforts, based on an analytic hierarchy process method. The results were as follows: (1) An unstable weather system was the root cause of the tornado. The potentially hazardous local environment, acting in concert with the terrain and the river network, was able to gather energy from the unstable atmosphere. The wind belt passed through a densely populated district, with vulnerable infrastructure and other hazard-prone elements, which led to an accumulative disaster situation and the triggering of a catastrophe. (2) The tornado was accompanied by a hailstorm, which is an important triggering factor for a tornado catastrophe chain reaction. (3) The evaluation index (EI) of the emergency relief and reconstruction effect for the “6.23” tornado disaster in Yancheng was 91.5. Compared to other relief work in areas affected by disasters of the same magnitude, there was a more successful response than has previously been experienced. The results provide new insights for studies of disaster systems and the recovery measures in response to tornado catastrophe in China.

Abstract:A presumed impact of global climate change is the increase in frequency and intensity of tropical cyclones. Due to the possible destruction that occurs when tropical cyclones make landfall, understanding their formation should be of mass interest. In 2017, Kerry Emanuel modeled tropical cyclone formation by developing a low-dimensional dynamical system which couples tangential wind speed of the eye-wall with the inner-core moisture. For physically relevant parameters, this dynamical system always contains three fixed points: a stable fixed point at the origin corresponding to a non-storm state, an additional asymptotically stable fixed point corresponding to a stable storm state, and a saddle corresponding to an unstable storm state. The goal of this work is to provide insight into the underlying mechanisms that govern the formation and suppression of tropical cyclones through both analytical arguments and numerical experiments. We present a case study of both rate and noise-induced tipping between the stable states, relating to the destabilization or formation of a tropical cyclone. While the stochastic system exhibits transitions both to and from the non-storm state, noise-induced tipping is more likely to form a storm, whereas rate-induced tipping is more likely to be the way a storm is destabilized, and in fact, rate-induced tipping can never lead to the formation of a storm when acting alone. For rate-induced tipping acting as a destabilizer of the storm, a striking result is that both wind shear and maximal potential velocity have to increase, at a substantial rate, in order to effect tipping away from the active hurricane state. For storm formation through noise-induced tipping, we identify a specific direction along which the non-storm state is most likely to get activated.

Abstract:AbstractA variety of vortex configurations observed at finescale with Doppler On Wheels (DOW) radars in and near the hook echoes of supercell thunderstorms are described. These include marginal/weak tornadoes, often with no documented condensation funnels, debris rings, or low-reflectivity eyes; multiple-vortex mesocyclones; multiple simultaneous tornadoes; satellite tornadoes; cyclonic–anticyclonic tornado pairs; multiple vortices within other multiple vortices; tornadoes with quasi-concentric multiple wind field maxima; lines of vortices outside tornadoes; and horizontal vortices. The kinematic structures of these different phenomena are documented and compared. The process of multiple vortex circulations evolving from and into tornadoes is documented. Abstract:Abstract This study presents an investigation into relationships among topographic elevation, surface land cover, and tornado intensity using rapid scan, mobile Doppler radar observations of four tornadoes from the U.S. Central Plains. High spatiotemporal resolution observations of tornadic vortex signatures from the radar’s lowest elevation angle data (in most cases ranging from ~100 to 350 m above ground level) are coupled with digital elevation model (DEM) and 2011 National Land Cover Database (NLCD) data using a geographic information system (GIS). The relationships between 1) tornado intensity and topographic elevation or surface roughness and 2) changes in tornado intensity and changes in topographic elevation or surface roughness are investigated qualitatively, and statistical relationships are quantified and analyzed using a bootstrap permutation method for individual case studies and all cases collectively. Results suggest that there are statistically significant relationships for individual cases, but the relationships defy generalization and are different on a case-by-case basis, which may imply that they are coincidental, indicating a null correlation.

Abstract:Abstract This work investigates how the relationship between tropical cyclone (TC) tornadoes and ambient (i.e., synoptic-scale) deep-tropospheric (i.e., 850–200-hPa) vertical wind shear (VWS) varies between coastal and inland environments. Observed U.S. TC tornado track data are used to study tornado frequency and location, while dropsonde and radiosonde data are used to analyze convective-scale environments. To study the variability in the TC tornado–VWS relationship, these data are categorized by both 1) their distance from the coast and 2) reanalysis-derived VWS magnitude. The analysis shows that TCs produce coastal tornadoes regardless of VWS magnitude primarily in their downshear sector, with tornadoes most frequently occurring in strongly sheared cases. Inland tornadoes, including the most damaging cases, primarily occur in strongly sheared TCs within the outer radii of the downshear-right quadrant. Consistent with these patterns, dropsondes and coastal radiosondes show that the downshear-right quadrant of strongly sheared TCs has the most favorable combination of enhanced lower-tropospheric near-surface speed shear and veering, and reduced lower-tropospheric thermodynamic stability for tornadic supercells. Despite the weaker intensity farther inland, these kinematic conditions are even more favorable in inland environments within the downshear-right quadrant of strongly sheared TCs, due to the strengthened veering of the ambient winds and the lack of changes in the TC outer tangential wind field strength. The constructive superposition of the ambient and TC winds may be particularly important to inland tornado occurrence. Together, these results will allow forecasters to anticipate how the frequency and location of tornadoes and, more broadly, convection may change as TCs move inland.

Abstract:In their study, Dakota Forbis and colleagues from Iowa State University and the Lawrence Berkeley National Laboratory in the US used a high-resolution regional climate model to estimate potentially tornadic storms over the southeastern US. They modelled four major TCs from the last two decades under their respective conditions and in a future climate (2040–2060) under high emissions. In these simulations, TC-induced tornado activity increases by 56–299% in the mid-twenty-first century. The authors also note that nighttime tornado formation becomes particularly more likely under climate change. This shows that the environment created by landfalling TCs is more favourable for tornado formation in a warmer world, extending the impacts of storms to regions that are far away from coasts. Tornado Heading and Speed Changes Associated with Large and Intense Internal Rear-Flank Surges in Three Supercells

Abstract:Abstract Tornado motion changes occurring with major internal rear-flank momentum surges are examined in three significant tornado producing supercells. The analysis primarily uses fixed-site Doppler radar data, but also utilizes in situ and videographic observations when available. In the cases examined, the peak lowest-level remotely sensed or in situ rear-flank surge wind speeds ranged from 48 m s −1 to at least 63 m s −1 . Contemporaneous with major surges impacting the tornadoes and their parent low-level mesocyclones, longer-duration tornado heading changes were leftward and ranged from 30° to 55°. In all cases, the tornado speed increased substantially upon surge impact, with tornado speeds approximately doubling in two of the events. A storm-relative change in the hook echo orientation accompanied the major surges and provided a signal that a marked leftward heading change for an ongoing tornado was underway. Concurrent with the surge interaction, the hook echo tip and associated low-level mesocyclone turned leftward while also moving in a storm-relative downshear direction. The major rear-flank internal surges influenced tornado motion such that a generally favorable storm updraft-relative position was maintained. In all cases, the tornado lasted well beyond ( ≥ 21 min) the time of the surge-associated left turn with no evident marked loss of intensity until well down-track of the turn. The local momentum balance between outflow and inflow that bounds the tornado or its parent circulation, especially the directionality evolution of the bounding momentum, is the most apparent explanation for tornado down-track or off-track accelerations in the featured events.

Abstract:This article examines representations of ocean waves in disaster and science fiction movies, reading these for what they can indicate about shifting ideological accounts of human–ocean relations. I track the technical conjuring of such on-screen waves – made using everything from scale model wave tanks to computer-generated imagery (CGI) – and explicate how these enable waves’ narrative purposes and effects. I argue that towering waves in film have operated as emblems of (a) the elemental power of cosmic, inhuman, arbitrary forces, (b) the return of the social-environmental repressed, and (c) the power and limits of cinematic media themselves. The most recent fantastical waves, rendered digitally, I suggest, now generate reflexive usages that underwrite either optimistic aesthetics of a nature crafted in partnership with humanity or ironic pessimism about human enterprise in the face of looming ecological disaster.
