Abstract:Although there was an early experiment in the 1960s with the central distribution of paper preprints in the biomedical sciences, these sciences have not been early adopters of electronic preprint servers. Some barriers to the development of a 'preprint culture' in the biomedical sciences are described. Multiple factors that, from the 1960s, fostered the transition from a paper-based preprint culture in high energy physics to an electronic one are also described. A new revolution in scientific publishing, in which journals come to be regarded as an overlay on electronic preprint databases, will probably overtake some areas of research much more quickly than others.
The scientific periphery and new flows of knowledge: the case of regional preprint servers

Abstract:Purpose It is unclear whether regional rather than global or discipline-focussed preprint platforms as an innovation in the communication of science are removing any of the barriers faced by researchers in the scientific periphery or whether they are increasing access to and visibility of science from the periphery. In response, this paper focusses on the uptake, visibility and academic impact of regional preprint publishing platforms in two peripheral regions (Africa and Latin America) to gain insights into the use and possible impact of regional preprint servers. Design/methodology/approach Comparative quantitative analysis using bibliometric and altmetric data to compare six preprint servers (two regional, one global and three discipline-specific). Findings There is evidence of the uptake of regional preprint servers, but the uptake is comparatively modest compared with global and discipline-focussed preprint servers. The academic and social visibility of preprints available on regional preprint servers is comparatively lower when compared to other preprint servers. The preprint server SciELO preprint in comparison to AfricArxiv shows signs of increasing growth and visibility, but more time is required to reach any definitive conclusions. Research limitations/implications The research is limited by the short timeframe that the regional preprint servers have existed compared to some of the other preprint servers. The absence of reliable data on the research populations by region or globally by discipline places limits on the comparability of the raw data. Originality/value The article provides for the first time a detailed empirical analysis of the contribution of preprint servers targeted at researchers from the scientific periphery to global science. Abstract:Preprint is a version of a scientific paper that is publicly distributed preceding formal peer review. Since the launch of arXiv in 1991, preprints have been increasingly distributed over the Internet as opposed to paper copies. It allows open online access to disseminate the original research within a few days, often at a very low operating cost. This work overviews how preprint has been evolving and impacting the research community over the past thirty years alongside the growth of the Web. In this work, we first report that the number of preprints has exponentially increased 63 times in 30 years, although it only accounts for 4% of research articles. Second, we quantify the benefits that preprints bring to authors: preprints reach an audience 14 months earlier on average and associate with five times more citations compared with a non-preprint counterpart. Last, to address the quality concern of preprints, we discover that 41% of preprints are ultimately published at a peer-reviewed destination, and the published venues are as influential as papers without a preprint version. Additionally, we discuss the unprecedented role of preprints in communicating the latest research data during recent public health emergencies. In conclusion, we provide quantitative evidence to unveil the positive impact of preprints on individual researchers and the community. Preprints make scholarly communication more efficient by disseminating scientific discoveries more rapidly and widely with the aid of Web technologies. The measurements we present in this study can help researchers and policymakers make informed decisions about how to effectively use and responsibly embrace a preprint culture.
Proposal for a distributed, community-driven academic publishing system

Abstract:We propose an academic publishing system where research papers are stored in a network of data centres owned by university libraries and research institutions, and are interfaced with the academic community through a website. In our system, the editor is replaced by an initial adjusted community-wide evaluation, the standard peer-review is accompanied by a post-publication open-ended and community-wide review process, aiming at a more objective and longer-term evaluation, the publishing costs are reduced to the running costs of the servers, and access is fully open. Our proposal addresses the fundamental problems of the current system: it reduces publishing costs, allowing easier access by less well-funded institutions (especially from developing countries); it makes the editorial evaluation distributed and more transparent; it speeds up the peer review process by eliminating the need for multiple resubmissions; and it introduces a long-term, community-wide evaluation of papers, ensuring their continued relevance and accuracy; while maximising its main goals, i.e. ensuring the highest quality of peer review and giving the best referees, the most visibility and the most credit to the best papers. Our scheme is time-efficient, financially sustainable, ethically fair and represents a significant improvement over the current system.

Abstract:Preprints are non-peer-reviewed and publicly available articles for open and transparent research communication. Preprint servers host the submission of such manuscripts, and despite the presence of established preprint servers, their numbers have continued to rise in recent times. A steep increasing pattern in posted preprints and their accommodating servers has been observed over the last decade. In this article, we explored the global trends in the preprint adoption and its involvement in promoting open and transparent research findings across various domains. We further emphasized the importance of preprinting, highlighting its significant impact during the pandemic through effective information sharing, and advocating for its broader integration in scholarly communication.

Abstract:Abstract Scholarly communications have been rapidly integrated into digitized and networked open ecosystems, where preprint servers have played a pivotal role in accelerating the knowledge transfer processes. However, quantitative evidence is scarce regarding how this paradigm shift beyond the traditional journal publication system has affected the dynamics of collective attention on science. To address this issue, we investigate the citation data of more than 1.5 million eprints on arXiv (https://arxiv.org) and analyze the long-term citation trend for each discipline involved. We find that the typical growth and obsolescence patterns vary across disciplines, reflecting different publication and communication practices. The results provide unique evidence of the attention dynamics shaped by the research community today, including the dramatic growth and fast obsolescence of Computer Science eprints, which has not been captured in previous studies relying on the citation data of journal papers. Subsequently, we develop a quantitatively and temporally normalized citation index with an approximately normal distribution, which is useful for comparing citational attention across disciplines and time periods. Further, we derive a stochastic model consistent with the observed quantitative and temporal characteristics of citation growth and obsolescence. The findings and the developed framework open a new avenue for understanding the nature of citation dynamics.

Abstract:The Stanford Linear Accelerator Center (SLAC) and Deutsches Elektronen Synchrotron (DESY) libraries have been comprehensively cataloguing the High Energy Particle Physics (HEP) literature online since 1974. The core database, SPIRES-HEP, now indexes over 400,000 research articles, with almost 50% linked to fulltext electronic versions (this site now has over 15 000 hits per day). This database motivated the creation of the first site in the United States for the World Wide Web at SLAC. With this database and the invention of the Los Alamos E-print archives in 1991, the HEP community pioneered the trend to "paperless publishing" and the trend to paperless access; in other words, the "virtual library." We examine the impact this has had both on the way scientists research and on paper-based publishing. The standard of work archived at Los Alamos is very high. 70% of papers are eventually published in journals and another 20% are in conference proceedings. As a service to authors, the SPIRES-HEP collaboration has been ensuring that as much information as possible is included with each bibliographic entry for a paper. Such meta-data can include tables of the experimental data that researchers can easily use to perform their own analyses as well as detailed descriptions of the experiment, citation tracking, and links to full-text documents.

Abstract:In 1998, Michael Bowen summarized an ICSU Press workshop on electronic publishing [1]. It is reprinted below (in this issue of Chemistry International) and I have been invited to give a 2023 perspective on its conclusions. [*] Before I address those conclusions more specifically, it is worth mentioning some electronic publishing advances of the 1990s. Carnegie Mellon University advertised an opening for an "electronic librarian" as early as 1991. Some electronic products predate the World Wide Web (e.g., arXiv preprints which were first emailed using TeX in 1991). The Digital Object Identifier (DOI) was launched in October 1997. SpringerLink, Elsevier's ScienceDirect, and PubMed were all available in 1998. The American Chemical Society (ACS) and Chemical s Service launched ChemPort in December 1997, in collaboration with seven other publishers. ACS had reinvented its journals for the Web with Articles as Soon as Possible (ASAP), search tools to find specific articles easily, and links to databases, and to cited articles through ChemPort. The scene was clearly set for electronic publishing, and so let's move to the eight 1998 predictions from the ICSU Press workshop.

Abstract:Contemporary scholarly discourse follows many alternative routes in addition to the three-century old tradition of publication in peer-reviewed journals. The field of High- Energy Physics (HEP) has explored alternative communication strategies for decades, initially via the mass mailing of paper copies of preliminary manuscripts, then via the inception of the first online repositories and digital libraries. This field is uniquely placed to answer recurrent questions raised by the current trends in scholarly communication: is there an advantage for scientists to make their work available through repositories, often in preliminary form? Is there an advantage to publishing in Open Access journals? Do scientists still read journals or do they use digital repositories? The analysis of citation data demonstrates that free and immediate online dissemination of preprints creates an immense citation advantage in HEP, whereas publication in Open Access journals presents no discernible advantage. In addition, the analysis of clickstreams in the leading digital library of the field shows that HEP scientists seldom read journals, preferring preprints instead.

The end of print: digitization and its consequence--revolutionary changes in scholarly and social communication and in scientific research

Abstract:The transformation from print to digital media for scientific communication, driven in part by the growth of the Internet and the tremendous explosion in the amount of information now available to everybody, is creating fundamental changes in institutions such as publishers, libraries, and universities that primarily exist for the creation, management, and distribution of information and knowledge. Scientific, technological, and medical journals are the first publications to be completely transformed from print to digital format but monographs are beginning to appear in digital format as well and soon all communication and publishing of scientific information will be entirely electronic. In fact, this change is affecting all components of the scientific enterprise, from personal correspondence and laboratory methods to peer reviewing and the quality assessment of scientific research. Along with these radical and rapid changes in information presentation and distribution are coincident changes in the expectations of both the public and other scientists, with both groups demanding ever more rapid, open, and global access to scientific information than has been available in the past. The consequence of this revolution in the mechanics of communications technology is threatening the very existence of a number of highly regarded institutions such as intellectual property, commercial publishers, scientific societies, and academic libraries and might soon begin to threaten even the traditional university.

Abstract:Abstract The traditional publication process delays dissemination of new research, often by months, sometimes by years. Preprint servers decouple dissemination of research papers from their evaluation and certification by journals, allowing researchers to share work immediately, receive feedback from a much larger audience, and provide evidence of productivity long before formal publication. Launched in 2013 as a non-profit community service, the bioRxiv server has brought preprint practice to the life sciences and recently posted its 64,000th manuscript. The server now receives more than four million views per month and hosts papers spanning all areas of biology. Initially dominated by evolutionary biology, genetics/genomics and computational biology, bioRxiv has been increasingly populated by papers in neuroscience, cell and developmental biology, and many other fields. Changes in journal and funder policies that encourage preprint posting have helped drive adoption, as has the development of bioRxiv technologies that allow authors to transfer papers easily between the server and journals. A bioRxiv user survey found that 42% of authors post their preprints prior to journal submission whereas 37% post concurrently with journal submission. Authors are motivated by a desire to share work early; they value the feedback they receive, and very rarely experience any negative consequences of preprint posting. Rapid dissemination via bioRxiv is also encouraging new initiatives that experiment with the peer review process and the development of novel approaches to literature filtering and assessment.

Abstract:This article undertakes a review of the literature related to shared print storage and national repositories from 1980–2013. There is a separate overview of the relevant Australian literature. The coverage includes both relevant journal literature and major reports. In the process the article traces the developments in the theory and practice of shared print storage as the rapid emergence of digital content and services became apparent. This includes the increasingly broad-scale that has emerged in the planning for future print storage. Note is also taken of the paucity of research based evidence, and the discrepancies between the literature representing the interests of professional bodies with supra-regional responsibilities and the (sometimes) lack of activity or engagement by managers of individual collections.

Abstract:Having always been at the forefront of information management and open access, High-Energy Physics (HEP) proves to be an ideal test-bed for innovations in scholarly communication including new information and communication technologies. Three selected topics of scholarly communication in High-Energy Physics are presented here: A new open access business model, SCOAP3, a world-wide sponsoring consortium for peer-reviewed HEP literature; the design, development and deployment of an e-infrastructure for information management; and the emerging debate on long-term preservation, re-use and (open) access to HEP data.

Abstract:SIGNIFICANCE: Uploading unreviewed manuscripts to a preprint server promotes accessibility and facilitates rapid breakthroughs. We, however, question the motivation of Berger and colleagues who used the new eLife publishing model to launch what appeared to be a carefully curated media campaign around an unreviewed narrative, thereby manipulating accepted norms in scientific publishing. This team has engaged in ostentatious public displays under the guise of promoting science, including launching precious fossil remains into space. Given these ethical concerns, we call on the public, heritage and scientific practitioners to reflect on the current state, and future, of human evolution research.

Abstract:Science depends on a communication system, and today, that is largely provided by digital technologies such as the internet and web. Despite the fact that digital technologies provide the infrastructure for this communication system, peer-reviewed journals continue to mimic workflows and processes from the print era. This paper focuses on one artifact from the print era, the journal issue, and describes how this artifact has been detrimental to the communication of science, and therefore, to science itself. To replace the journal issue, this paper argues that scholarly publishing and journals could more fully embrace digital technologies by creating digital libraries to present and organize scholarly output.

Distributed, Parallel, and Cluster Computing

Abstract:The Desktop Grid offers solutions to overcome several challenges and to answer increasingly needs of scientific computing. Its technology consists mainly in exploiting resources, geographically dispersed, to treat complex applications needing big power of calculation and/or important storage capacity. However, as resources number increases, the need for scalability, self-organisation, dynamic reconfigurations, decentralisation and performance becomes more and more essential. Since such properties are exhibited by P2P systems, the convergence of grid computing and P2P computing seems natural. In this context, this paper evaluates the scalability and performance of P2P tools for discovering and registering services. Three protocols are used for this purpose: Bonjour, Avahi and Free-Pastry. We have studied the behaviour of theses protocols related to two criteria: the elapsed time for registrations services and the needed time to discover new services. Our aim is to analyse these results in order to choose the best protocol we can use in order to create a decentralised middleware for desktop grid.

Abstract:The main contributors of scientific knowledge, researchers, generally aim to disseminate their findings far and wide. And yet, publishing companies have largely kept these findings behind a paywall. With digital publication technology markedly reducing cost, this enduring wall seems disproportionate and unjustified; moreover, it has sparked a topical exchange concerning how to modernize academic publishing. This discussion, however, seems to focus on how to compensate major publishers for providing open access through a "pay to publish" model, in turn transferring financial burdens from libraries to authors and their funders. Large publishing companies, including Elsevier, Springer Nature, Wiley, PLoS, and Frontiers, continue to earn exorbitant revenues each year, hundreds of millions of dollars of which now come from processing charges for open-access articles. A less expensive and equally accessible alternative exists: widespread self-archiving of peer-reviewed articles. All we need is awareness of this alternative and the will to employ it

Abstract:Computer science offers a large set of tools for prototyping, writing, running, testing, validating, sharing and reproducing results; however, computational science lags behind. In the best case, authors may provide their source code as a compressed archive and they may feel confident their research is reproducible. But this is not exactly true. James Buckheit and David Donoho proposed more than two decades ago that an article about computational results is advertising, not scholarship. The actual scholarship is the full software environment, code, and data that produced the result. This implies new workflows, in particular in peer-reviews. Existing journals have been slow to adapt: source codes are rarely requested and are hardly ever actually executed to check that they produce the results advertised in the article. ReScience is a peer-reviewed journal that targets computational research and encourages the explicit replication of already published research, promoting new and open-source implementations in order to ensure that the original research can be replicated from its description. To achieve this goal, the whole publishing chain is radically different from other traditional scientific journals. ReScience resides on GitHub where each new implementation of a computational study is made available together with comments, explanations, and software tests.

Abstract:Access to previous results is of paramount importance in the scientific process. Recent progress in information management focuses on building e-infrastructures for the optimization of the research workflow, through both policy-driven and user-pulled dynamics. For decades, High-Energy Physics (HEP) has pioneered innovative solutions in the field of information management and dissemination. In light of a transforming information environment, it is important to assess the current usage of information resources by researchers and HEP provides a unique test-bed for this assessment. A survey of about 10% of practitioners in the field reveals usage trends and information needs. Community-based services, such as the pioneering arXiv and SPIRES systems, largely answer the need of the scientists, with a limited but increasing fraction of younger users relying on Google. Commercial services offered by publishers or database vendors are essentially unused in the field. The survey offers an insight into the most important features that users require to optimize their research workflow. These results inform the future evolution of information management in HEP and, as these researchers are traditionally ``early adopters'' of innovation in scholarly communication, can inspire developments of disciplinary repositories serving other communities.
